Senior Director Global Supply Chain Field Operations Senior Director Global Supply Chain Field Operations Location: [Global] Category: Supply Chain *Position location to be determined by home country of successful candidate within a jurisdiction (US state or country) where WVI is registered to operate. *For World Vision internal applicants only. *Position is open to international and national applicants. PURPOSE OF POSITION: Supply Chain related expenses are the second largest expense category in World Vision following people expenses. For every $1 we spend on programmes that include food-aid and gifts-in-kind, approximately $0.75 is potentially touched by Supply Chain Management. World Vision’s supply chain staff are accountable for full transactional compliance from the forecasted field requirement to accounts payable, and working with senior leadership to ensure compliance with WVI standards and mitigation of Supply Chain risks. Some humanitarian industry thought leaders state that Supply Chain Management is the business. Supply Chain is integral to the functioning of World Vision’s ministry and is being developed as a core support function as integral as People & Culture, Finance, IT and Marketing. This position is tasked to encompass all Field Offices in the World Vision (WV) Partnership with the appropriate level of engagement to leverage functional, geographic, and category spending and optimize vendor terms and performance, working capital management as it relates to spend, and logistics for all categories of spend as well as specific commodity logistics for Food aid and gifts-in-kind (GIK) aid to beneficiaries. In addition, the incumbent is tasked with ensuring logistical support for all entities in the WV Partnership including disaster relief efforts as deemed appropriate, as well as appropriate risk monitoring and mitigation activities to help ensure the integrity of global supply chain and spending practices and compliance with applicable local laws and regulations. KEY RESPONSIBILITIES: Lead the evolution and implementation of the strategic road map for the Supply Chain Management Function across the partnership in alignment with Shared Services, Global Field Operations, Global Finance and Global Technical Sectors and Grant Acquisition Page 1/5 Management. Responsible for leading the evolution and implementation of an integrated supply chain road map to include the development of standardized and repeatable best practice business processes to reduce risk, lower costs and enable continuous improvement and operational excellence globally. Lead the development of sourcing strategies to support new operating models through the creation of a working partnership with Global Technical Sector and Grant Acquisition Management Leads. Lead the transition of select Supply Chain and Logistic activities to the Shared Service Center in partnership with Senior Director of Shared Services, the Global Procurement Office (GPO) and the Provision Programme Director. Provide leadership and direct the effort to continuously rationalize global, regional and national procurement at the Global Center, Support offices and National offices with the GC Functional Leaders, Support Office Leadership, Regional Senior Leaders, Senior Director of Global Field Operations and National Office Directors. Lead and directly manage the Regional Supply Chain Management Directors (matrix managed by Regional SDOs) in the development and delivery of Global and Regional Supply Chain strategies that align and support overall global Field Operations strategies. Lead and mentor supply chain directors and staff and through them provide the delivery of supply chain initiatives to drive cost efficiency and process standardization and effectiveness that align with regional strategies. Develop and facilitate the delivery of Supply Chain strategies to inculcate a culture of continuous improvement and operational excellence in the performance of Supply Chain in Regional, Field Offices and Disaster Management. Establish and implement supply chain strategies, systems and processes (global, regional and local) for entities in the World Vision partnership, including Field Offices and Disaster Management via engagement with senior leadership and development of a shared agenda for generating cost savings, continuous process integration, improvement, and risk mitigation. Lead and facilitate the consistent adoption of Supply Chain Management best in class practices throughout the partnership to include systems, integrated processes and controls Accountable to Partnership Leader of Global Supply Chain to ensure delivery assurance, that all supply chain project deliverables meet or exceed expectations and defined deliverables. Accountable for active engagement and communication/dialogue with all global, regional and key support office leaders, so that he/she can proactively respond to changing business requirements and environments. Page 2/5 Lead and negotiate the integration of sustainable improvements in global supply chain methodologies with efforts to analyze global procurement patterns for savings in sourcing and contracting by ensuring that adequate training, tools, systems and supervision occurs throughout the Global Supply Chain field organization. In partnership with Disaster Management develop and provide technical supply chain and Logistics resources, systems, and integrated business processes and controls during global humanitarian relief efforts and transition to recovery. Build external capacity to share best practices and joint solutions in the NGO/commercial space via partnerships, joint ventures and formal agreements to ensure advantageous sourcing, and delivery of all materials and services to support the WV programs. Development and leveraging of external partners and joint ventures agreements. Develop and manage customer service mechanisms with each set of constituents(e.g. Regional Leaders, SDO’s, RFDs, NDs, GFO, Global Finance, Global Technical Sector Leads and Grants Acquisition Management) to ensure productive ongoing engagement and implementation of Supply Chain strategies through: Customer intimacy – Create an operational culture where customers and suppliers are connected and plan in a collaborative way. Visibility –Develop and implement a set of tools to enable information visibility from multiple channels customer demand to suppliers risks which enable decision making towards competitive advantage. Globalisation – Support the development of an industry solution that provides efficiency, scale of global solution and effectiveness of localised, customised and client friendly solutions. Risk Management – Facilitate the development and implementation of a robust business process in monitoring supply chain performance and risks. Cost Containment – develop strategy & operational processes aimed at containing and reducing total cost of ownership in the entire supply chain against volatile cost drivers in the economy and drive process efficiency. KNOWLEDGE, SKILLS & ABILITIES: Master of Business Administration degree and /or equivalent work experience. Page 3/5 Extensive process improvement, strategic sourcing, and systems implementation experience. Minimum of 15 years of senior management experience in the field of strategy and operations, logistics and supply chain management with experience in developing, implementing, training, knowledge management and capacity development programmes. Past experience in organisation(s) where Best Practices have been successfully introduced and led in a global organisation. Delivered significant qualitative and quantitative (including financial) benefits through supply chain management which has positively impacted organisational performance. ISM, CPM or CIP’s certification is a plus. Lean-Six Sigma training or certification. Preferred Skills, Knowledge and Experience: Suitable experience in humanitarian industry or the corporate sector with an emphasis on measurable performance in terms of Strategic Sourcing, savings realized and key performance indicators (KPIs) on processes improved. Clear conceptual thinker who can convert supply chain management concepts into operational outcomes. Demonstrated leadership skills in complex and multi-faceted work environments, being able to lead virtual and/or matrixed teams effectively. Strong organisational skills and ability to manage integrated supply chain processes where members are geographically dispersed. High level of independence shows initiative, and highly motivated team oriented and process oriented leadership style. Extensive experience in leading cross cultural teams in developing countries. Ability to maintain performance expectations in diverse cultural contexts. Capacity in strategic thinking, analytical problem solving, financial management and decision making. Capacity to act as a servant leader and follow the example of Jesus Christ. Strong relational, negotiating and cross-cultural skills that develop trust and enable achievement of job objectives. Demonstrated success in achieving financial targets and improving operating performance. Work Environment/Travel: The position requires ability and willingness to travel domestically and internationally up to 75% of the time, but targeting 50% on an ongoing basis. A structured questionnaire was developed on the basis of the competing values framework of culture typology of Cameron and Quinn (2006) and a study of Justina Simon (June 2012), which was distributed to the 55 staff members of the company. The result shows that there is a significant relationship between corporate culture and organizational change. The study reveals that the organization has adopted all four types of organizational culture and the dominant existing organizational culture is the hierarchy culture. The study also shows that the resistance to change is a function of organizational culture. The implications of the study are also discussed. Kwok2 ABSTRACT This research focuses on contracting firms within the construction sector. It characterizes and evaluates the composition of organizational culture using four culture types (Clan, Adhocracy, Market, and Hierarchy), the strategic approach for knowledge flow, and the success of KM systems at different hierarchical levels of contracting organizations (project and parent organization level). Responses from managers of local or overseas contracting firms operating in Hong Kong were collected using a carefully constructed questionnaire survey that was distributed through electronic mail. The organizational value is analyzed in terms of the four cultural models. Clan culture is found to be the most popular at both project and organization levels, which means that the culture of contracting firms very much depends on honest communication, respect for people, trust, and cohesive relationships.
