Purpose and Use The intent of this Third Edition of the Colorado Department of Transportation (CDOT) Region 3 Lane Closure Strategy is to update criteria and guidance for scheduling lane closures on all state highways in the region. A map of state highways within Region 3 is shown on Figure 1. The First Edition, completed in 2009, provided lane closure schedules along only selected roads (primarily Interstate 70 (I-70), US Highway 6 (US 6), and State Highway (SH) 82) in Region 3. The Second Edition, completed in 2011, provided lane closure schedules for all highways in the Region at that time. Since its completion, Summit County has been added to Region 3. As with the previous editions, the Strategy was formulated in order to strike an appropriate balance between delays to the traveling public in the work zone and the costs of construction and maintenance. It is applicable to lane closures related to construction and maintenance activities on roads controlled by the Colorado Department of Transportation. It is based on extensive data analysis and estimates of delays expected during lane closures. The Strategy addresses weekday and weekend traffic demand and considers temporal variations in traffic volume occurring over a typical 24-hour period. The Strategy also accounts for seasonal variations in traffic volumes. In the past, lane closure decisions were made primarily on the basis of field observations, previous experience, and engineering judgment. Use of the information presented in this Strategy is expected to improve the quality of lane closure decisions, simplify the decision process for the end user, and reduce the amount of uncertainty associated with handling traffic during construction. This Third Edition of the Strategy incorporates the expansion of the Region’s jurisdiction and it is expected that during its initial use some site-specific questions will arise. The Region 3 Traffic Section is seeking comments and field observations from the users of the Strategy and will consider them on a case-by-case basis. This Strategy is not meant to be a stand-alone document but is intended to be used in concert with all of the relevant information available to the decision maker. For instance, a highway segment may be within the recommended delay threshold to allow a lane closure, but the fact that the route is used for a special event or holiday traffic may influence the final selection of a lane closure schedule. At some locations, a noise ordinance in effect may be in conflict with lane closure schedules recommended in this Strategy. If a potential to generate noise levels in excess of the limit allowed by the ordinance exists, the decision maker can reschedule noise generating activities to ensure compliance with the ordinance. The general lane closure information is shown graphically on color-coded maps with detailed schedules tabulated in the lane closure tables in Appendices B, C, D, and E. Figure 2 depicts a decision tree that may be used to locate and schedule a particular lane closure. The decision tree also precedes Appendix B. Appendix F lists all signalized intersection locations along SH 82. Monthly variations in average daily traffic are graphically presented in Appendix G for each Automatic Traffic Recorder (ATR) location. The lane closure schedules presented herein will be recalibrated approximately every 5 years to reflect changes in traffic volumes and available capacity. Preferential lanes might be operated in a constant direction or operated as reversible lanes. Some reversible preferential lanes on a divided highway might be operated counter-flow to the direction of traffic on the immediately adjacent general-purpose lanes. 03 Preferential lanes might be operated on a 24-hour basis, for extended periods of the day, during peak travel periods only, during special events, or during other activities. 04 Open-road tolling lanes and toll plaza lanes that segregate traffic based on payment method are not considered preferential lanes. Chapter 2F contains information regarding signing of open-road tolling lanes and toll plaza lanes. 05 Managed lanes typically restrict access with the adjacent general-purpose lanes to designated locations only.

Both may have 2 or 3 lanes, a central reservation and a national speed limit of 70 mph, but that’s as far as the similarity goes. When driving on a dual carriageway there are many dangers you need to be aware of. Know the difference between dual carriageways and motorways Unlike motorways… • Dual carriageways may have variable speed limits; • Dual carriageways usually permit right turns; • Dual carriageways allow traffic to join from the left and cross from left to right; • Cyclists, mopeds, farm vehicles and pedestrians are allowed to use dual carriageways; • Dual carriageways may have Pelican Crossings, traffic lights, roundabouts and Zebra Crossings. 2 Know the speed limits Dual carriageways often have lower or variable speed limits shown by red circular signs. Rule 124 of The Highway Code NI says you MUST NOT exceed the maximum speed limits for the road and for your vehicle. The presence of street lights generally means that there is a 30 mph (48 km/h) speed limit unless otherwise specified. 3 Know your stopping distances (Rule 126) Always drive at a speed that will allow you to stop well within the distance you can see to be clear. Leave enough space between you and the vehicle in front so that you can pull up safely if it suddenly slows down or stops. Almost all studies of urban and state highway needs point out that in general streets and highways are not adequate for present traffic. Furthermore, these studies indicate that future traffic will have greater demands, and unless more action is taken, the highways will deteriorate, structurally and geometrically, at a rate faster than they can be replaced. The American way of life is dependent upon highways, as ex­ emplified by the rapid development of commercial, industrial, and residential areas along a new highway. In certain cases, this land development has occurred before the highway was opened to traffic. In the development of a new high-type highway, design features are controlled to permit optimum safe speeds, but as soon as some highways are open there is so much of a conflict between the high speed of through traffic and the variable speed of local traffic that control of speed is often a necessity. Soon afterwards, slow signs, blinking lights, and finally stop signs and traffic lights become necessary, thus decreasing the effectiveness in the movement of through traffic. Then it is usually too late and too expensive to rehabilitate the geometric design of the route, and the usual procedure is to leave the existing route to serve adjacent property and to build a new route for the through traffic. However, without protection of the new route from the development of the adjacent property, the strangulation will occur again and the highway, particularly near urban areas, will again become geometrically inadequate for the intended purpose.

In terms of kilometres, their length is by far greater than that of motorways and expressways. They are roads of one carriageway for each direction, which makes the overtaking of slower vehicles possible only when there is a gap in the stream of traffic moving from the opposite direction. Motorways and express roads are dual carriageways that are expected to support high speed travel mainly over long distances. Express roads have somewhat lower technical parameters and a lower speed limit than motorways. Two-lane highways are used for both short- and long-distance travel. The paper presents selected studies conducted in Poland in 2016–2018 on rural two-lane highways and focuses on the context of the need for their reliability. The research was carried out on selected short and longer road sections located in various surroundings, grouped in terms of curvature change rate CCR, longitudinal slopes and cross-sections (width of lanes and shoulders). The studies of traffic volumes, travel time and travel speed, as well as traffic density, will be used to analyze traffic performance and identify measures of travel time reliability.

All work being done at this point is with paint lines – curb lines are just offsets from the paint lines Design Steps 2nd – copy 150’ diameter circle parallel around 18’ or so twice – once for the travel lane and another time for the truck apron NOTE: later you will need to check with AutoTurn, AutoTrack or a similar program Design Steps 3rd – use a 300’ to 800’ fillet to tie the center line to the exit side of the truck apron and the left edge line to the outside of the roundabout – use the same radius to let CAD worry about the taper.. Design Steps 4th – copy the new center line over 12’ for your new right edge line Design Steps 5th – use a 90’ to 110’ fillet to tie in the approach. Use the same radius on both sides – let CAD take care of the taper… RESULT One leg is done – you now have an approach with geometry that requires vehicles to slow down before the yield line. This technique has 2 points of speed reduction – you have staged and staggered the speed reduction RADIAL This layout technique has only 1 point of speed reduction and it is at the pedestrian and circulating vehicle conflict area. Such control is not only an important feature of the Interstate Highway Program, but of other state highway construction programs as well. Under such programs, authorized by statute, it is no longer possible for the adjacent landowner to maintain highway access from any part of his property; no longer does every cross-road join the highway. This concept of control and limitation of access involves many legal problems of importance to the attorney. In the following article, the author does much to explain the origin and nature of access control, laying important stress upon the legal methods and problems involved. The Editors. I. INTRODUCTION-THE NEED FOR ACCESS CONTROL On September 13, 1899, in New York City, the country's first motor vehicle fatality was recorded. On December 22, 1951, fifty- two years and three months later, the millionth motor vehicle traffic death occurred.' In 1955 alone, 38,300 persons were killed (318 in Nebraska); 1,350,000 were injured; and the economic loss ran to over $4,500,000,000.2 If the present death rate of 6.4 deaths per 100,000,000 miles of traffic continues, the two millionth traffic victim will die before 1976, twenty years after the one millionth.

An explanation of the process and considerations is given in The Express Lanes Handbook Sections 6 and 8. Many design criteria are related to design speed; e.g., vertical and horizontal geometry, sight distance. When the minimum design values are not met, an approved Design Exception or Design Variation is required. See FDM 201.4 for information on Design Speed.
