2. What is the average time a care worker The time a care worker spends in Sheffield spends at a client’s house? depends on the needs of the person they are visiting. Over the last two years the amount of time workers spend with customers has increased. This has been for three main reasons. Firstly, the Council has moved away from very short care calls in line with our sign up to Unison’s Ethical Homecare Charter. Secondly, improved commissioning of homecare has reduced travel time and enabled workers to spend longer with the people they care for. Thirdly, the needs of customers have increased as the Council has sought to help greater numbers stay in their own homes rather than having to move into care.

It is recognised that the Council has a challenging funding situation. Sheffield CCG has continued the local additional top-up to iBCF funding to Sheffield City Council (circa £5m).

In 2018/19, the Secretary of State has identified an additional £2.7m for Sheffield to ‘fund packages of care to prevent older people from going into hospital unnecessarily and getting people home quickly when medically fit to leave’. Indications are that this funding will be made available again in 2019/20 along with an additional £4.6m to support Adult and Children’s services.

The Health and Wellbeing Board hold responsibility for the detailed action plan that was agreed by all partner organisations as a result of the CQC system inspection. STH, CCG and SCC are working closely to resolve the flow issues for patients whose care moves between NHS and social care. A number of improvements have been made across the whole

I know there are lots of other organisations keen to offer support to young people and we would want to encourage and support this where their delivery is safe and good quality and linked in to other local partners. The Reset team appear to be relatively new and not based in the Sharrow area and we are not sure yet what their delivery methods, qualifications or track record is in working effectively with communities and young people, but I will ask officers to make contact and see what they have to offer.

In terms of the specific issue around knife crime, we are taking this issue very seriously and are working closely with our partners in the police and schools to tackle it and ensure young people are safe in our city. The Headteacher at the SIC is closely involved in this work at a city level. Our Youth Justice Service and our community youth teams already work with the police to deliver knife awareness sessions in schools, and officers are in the process of submitting a new bid to

20 Page 20 the Home Office in partnership with , and a number of local voluntary organisations, to develop more gang and knife crime prevention interventions in schools and targeted work with young people.

1. What assessment has the Council Exclusions have been rising made of the impact of the nationally in the last 5-6 years and academisation process on the rate and Sheffield followed that trend until type of school exclusions? 2016/17 when we saw a drop, followed by a further reduction in 2017-18. In the first part of the 2018- 19 academic year, we have seen a further reduction compared to this time last year. Our focus is on improving the outcomes for those vulnerable children who are at risk of exclusion. The national and local trends over a six year period are not likely to be explained by a single factor and most likely are the result of a combination of increased pressure on wider services, pressure on school results, changes to the curriculum, reduction in school funding and wider societal factors.

2. (c) Requests the Director of Strategic Commissioning and Inclusion Services to submit an update report on the progress and effectiveness of the work undertaken to reduce exclusions and support pupils who have been excluded, and to include statistics in terms of the numbers of excluded pupils from BME communities and those with Special Educational Needs, to the first meeting of the Committee to be held in the 2019/20 Municipal Year.
