Much like the UN, the ICC brings representatives from all cricket-playing countries together to make administrative decisions about the future of cricket. Unlike the UN, however, not all countries have an equal input; the ICC decides which members are worthy of “Test” status (Full Members), and which are not (Associate Members). While the Council has experienced many successes, including hosting the prestigious World Cup and promoting cricket at a grassroots level, it also continues to receive its fair share of criticism, predominantly regarding the ICC’s perceived obstruction of the growth of the game within non- traditionally cricketing nations and prioritizing the commercialization of the sport over globalizing it.

What is the current security situation in Trincomalee? RESPONSE 1. What is the current security situation in Trincomalee? Note: A map of Sri Lanka can be found on page 30 of the latest International Crisis Group (ICG) report on Sri Lanka. This shows Trincomalee district as one of the three districts which comprise the Eastern Province (International Crisis Group 2009, Development Assistance and Conflict in Sri Lanka: Lessons from the Eastern Province, Asia Report N° 165, 16 April, p. 30 – Attachment 1). Reports vary on the security situation in Trincomalee. The latest updates from the United Nations (UN) OCHA Sri Lanka Humanitarian Portal website state that the security situation in Trincomalee remains stable. The most recent update (1-15 June 2009) also states that “economic activity and travel has increased considerably, especially in and around Trincomalee town”. Travel warnings from the US Department of State and Department of Foreign Affairs and Trade (DFAT) advise against travel to the Eastern Province, citing the possibility of renewed violence. Recent media articles report that: LTTE remnants are believed to have fled to Eastern Province towns, including Trincomalee, and the military is boosting its strength in these areas in response (Agence France Presse, 21 June 2009; Daily News, 18 June 2009); abductions, disappearances and unexplained killings are still being reported, although the numbers have significantly lessened compared to the same period last year (Sunday Times, 21 June 2009; Xinhua News, 16 June 2009); police are still unearthing caches of arms in Trincomalee (Daily News, 27 June 2009).

PCB Highlights 1 November – 31 December 3rd Edition PCB brings Test cricket back to Pakistan The purist and most traditional format of the gentleman’s game returned to Pakistan after more than 10 years when Sri Lanka played the ICC World Test Championship fixtures in Rawalpindi and Karachi in December. For this team to put the March 2009 tragedy behind it and return twice in a space of three months was a strong and powerful statement to the world about their confidence and trust in Pakistan’s security agencies and the support to the Pakistan Cricket Board in its efforts and endeavours for the complete and uninterrupted restoration of international cricket in the country. The Sri Lanka cricket team was excellent – both on and off the field – and returned home not only after making more friends and followers than ever, but also after proving to be outstanding ambassadors of their country. They were gracious in defeat and generous in praising the hospitality and security offered to them during their Test tour. “Now I do regret not coming for the shorter formats. At that time it was a really hard decision to take because I had heard and read lots of things about Pakistan on news and social media - not positive things. But the guys who came here before gave really good comments and that’s why all the seniors decided to go and play a good Test series. Now I think I should have come and played the one-dayers,” Sri Lanka skipper Dimuth Karunaratne said. “I can say that for me it feels really safe.
