Objections to the variation may be made within 21 days from the date of this Notice and must be in writing, state the ground of the objection and be sent to West Suffolk Council, Admin Office Level 6, Parkway Multi-Storey Car Park, Parkway, Bury St Edmunds IP33 3BA or [email protected] Statement of Reasons This Variation to the existing Traffic Regulation Order for public car parks in the West Suffolk Council area is being made to allow the following provisions: • To manage parking demand and capacity through new car parking charges where specified • To manage parking demand and capacity through changes to maximum stay restrictions where specified • To introduce Free from 3 parking concessions across Newmarket car parks from 3pm on Mondays through to 8am the following day • To amend current Excess Charge Notice (ECN) enforcement under the Road Traffic Regulation Act (Off Street) to the introduction of Penalty Charge Notice (PCN) enforcement under Traffic Management Act with new PCN charges • To require EV and PHEV vehicles to pay standard parking charges whilst connected to public EV charging facilities • To formalise short stay restrictions (3 hours maximum with no return within 3 hours) at Bury Road car park Brandon to be monitored through the requirement to draw a free ticket and display ticket with VRM detail from the pay machine.

    EXCURSIONS. AUGUST10TH,1922. On August 10th an attractive Excursion Programmedrew many Membersand friends to Bury Station, which was the meeting and starting point for our round ofvisits, commencingwiththe thatched Church of St Peter, Great Livermere. Here the Rector, the Rev. H: C. Dobree pointed out features of interest, also mentioningthat Baptist Lee, who ownedthe Hall during the latter part of the 18th century, won a prize of £30,000in a State Lottery and improved the property, enclosed the Common (conditionally on payment yearly for ever of £8 to the Feofeesof Great Livermere)formed a Deer Park and made so many alterations that Little Livermere Church becameisolated and is now only used-for funerals. Our next halting place was Ampton Church, where the Rector, the Rev. W. A. Wickham read a most interesting Paper and drew our attention to Cokets Chantry, a Palimpsest Brass and the Ampton Sealed Book. (An article by the Rector giving the His- tory of this SealedBook, appears in the last issue of our Proceed- ings). From Ampton we went to Wordwell Church, a tiny Church but big with interest to archaeologists,as so many suggestionsof the earliest form of CliurchArchitecture still remain. The whole atmosphere is Saxon. The Chancel was evidently once Apsidal, and in the Arch separating it from the Nave, is the Long and Short work typical of the Saxontouch. This Arch being the Triumphal Arch symbolizingthe Gate of Heaven. The Doorwayin the outside North wall preservesthe survival of a very primitive style of building,for here the Pilasters that form the jambs of the door are not parallel but contract from the base to the top, being nearer together above than below.

They have now set up an enforcement agency which will ensure consistent customer service standards are maintained throughout the payment collection process. It will also ensure that enforcement fees are only incurred by debtors after all reasonable attempts have been made to engage with them to make arrangements for payment. Where debtors will not make payment and enforcement agents have to visit premises, the fees charged and recovered will be retained by the Councils, benefitting the council tax payer. It is estimated that an income from fees of £150,000 will be shared between the partners. Apex. For the first time, income from ticket sales at The Apex has topped the £1m mark - up 42 per cent on last year. The number of tickets sold has also leapt by 34 per cent to 63,011, of which 12,431 were new customers. The increased income, accredited to an improved programme, marketing initiatives to reach new audiences, and excellent work from the support team, has helped bring the venue £74,732 under budget. Parks in St Edmundsbury are amongst best in UK for cleanliness and safety. The Abbey Gardens in Bury St Edmunds, East Town Park in Haverhill, Nowton Park and West Stow Country Park, have all been awarded The Green Flag Award for 2015/16 from the national charity Keep Britain Tidy. It is the fourth year in a row that the four parks have been awarded Green Flags. The proposed closure of the Bury St Edmunds Magistrates’ and Family Courts has been announced in a Ministry of Justice press release.

    West Suffolk Council - Brandon Country Park, Nowton Park and West Stow Country Park Car parking permit terms and conditions 1. The car parking annual permit is only valid when prominently displayed on the inside of the front windscreen so that the information on the disc can be read by an attendant. Failure to display correctly will result in the issuing of a Penalty Charge Notice. 2. Car parking permits are not transferable and may only be used for the vehicle registration(s) given by the holder. 3. Maximum of two vehicles per application fee and one permit per vehicle will be issued. 4. Car parking permits may only be used in the car park for which they are issued. 5. Lost or stolen car parking permits will not be replaced and must be reported to the parks department immediately to avoid fraudulent use. 6. The council will not provide refunds for car parking permits. 7. If an incorrect vehicle registration number is entered on the application by the customer or any of the permitted vehicles are replaced before the permit expires, there will be a £5 administration fee for a replacement permit to be issued. The original permit must be returned to the council parks department and payment made before a replacement permit can be issued. 8. The council reserve the right to withdraw the car parking annual permit facility from any site – existing car parking annual permits will be honoured, or an alternative offered. 9. Overnight parking is prohibited, unless directly authorised by the council. .

The problems of flooding at Russell Baron Road and by the BMW Garage (Barton Hill) were raised again, the Clerk is to follow this up with Cllr. St. Genevieve Lakes is the new name for the site at Park Farm, Ingham. This masterplan for St Genevieve Lakes builds on Policy RV6 and it’s adopted concept statement. This masterplan has been prepared by Corylus Planning and Environmental Ltd to promote high standards of design for the land identified by Policy RV6 of the Rural Vision 2031 Local Plan Document.
