    eastsussex.gov.uk East Sussex Record Office Report of the County Archivist April 2008 to March 2009 Introduction The year was again dominated by efforts towards achieving The Keep, the new Historical Resource Centre, but the core work of the Record Office continued more busily than ever and there was much of which to be proud. In July 2008 we took in our ten-thousandth accession, something of a milestone in the office’s own history of almost 60 years. An application to the Heritage Lottery Fund (HLF) for £4.9million towards the costs of The Keep was submitted by the Record Office on behalf of the capital partners, East Sussex County Council, Brighton & Hove City Council and the University of Sussex, in September. This represented around 20% of the anticipated costs of the building, since the partners remain committed to find the remainder. In December we learned our fate: that we had been unsuccessful. Feedback from the HLF indicated that ours had been an exemplary application, and one which they would have liked to have supported but, in a year when the effect of diverting HLF money to the Olympics was being felt, it was thought necessary to give precedence to some very high-profile projects. We were, of course, disappointed, but determined not to be deterred, and the partners agreed to pursue ways forward within the existing funding. Because it would further hold up the project, adding to inflation costs, but give no guarantee of success, we decided not to re-apply to the HLF, and by the end of the financial year were beginning to look at options for a less expensive building.

The method and assumptions used to calculate the contributions set out in the Rates and Adjustments certificate are detailed in the Funding Strategy Statement dated 27 February 2017 and our report on the actuarial valuation dated 30 March 2017. Regulation 62(8) requires a statement of the assumptions on which the certificate is given regarding the number of members, and the associated liabilities arising, who will become entitled to payment of pensions under the regulations of the LGPS. These assumptions can be found in Appendix E of the 31 March 2016 formal valuation report dated 30 March 2017. These assumptions cover members who become entitled to payment of pension via normal retirement and ill health retirement. In order for them to properly reflect the interests and identity of the community, we expect our district councillors to have a detailed knowledge of and affinity to the ward they represent, but the proposed ward is geographically so large that will be impossible for them to do so effectively. It is also divided between the economically larger and more densely populated area centred on Horam to the West and the collection of more sparsely populated and very rural villages in the East, mainly within the existing Warbleton Parish area. These two communities are different and inevitably face different issues and have different priorities. The likely result of the Commission's recommendation being implemented is that the two councillors will be forced into some sort of informal arrangement to divide the ward, which could not be formally recognised or publicised. Surely it is a far better solution to establish two separate one member wards as proposed by WDC, particularly as they seem to have adequately addressed the Commission's concern over the number of electors each councillor should represent.

But experience tells us that, no matter how great our external lives are, there is always still something amiss. The Bible tells us that when the universe was first created God turned the initial chaos of the elements into this amazing good beautiful and orderly universe, (if you don’t agree with this claim please see the footnote), and that we humans were given this whole world to look after as a gift, and were given the task to continue progressing this order (see Genesis1). Having been given this capacity we have been progressing throughout human history, and many of our advances are quite remarkable. However, the bible also clearly tells us that a new chaos entered this ordered universe, a much more dangerous one was unleashed when people initially and subsequently turn away from a relationship with this creator God (Genesis 3 and the rest of the Bible!!). In 1939 King George in his Christmas message spoke words of peace to calm our nation. He reminded them of the only true King, the One who can provide true peace and real rest in troubled times then. As he concluded his message of encouragement, he read the preamble of a poem that had been brought to his attention by his young daughter, Princess Elizabeth. Princess Elizabeth was only thirteen years old at the time. The poem that she brought to her father’s attention was written by British poet Minnie Louise Haskins (1875-1957). Published in 1908 and was titled God Knows. Here is the full poem which can help us as well in this time of uncertainty and grief, when we all need to find a good and secure anchorage with a sure hope for the future. God Knows And I said to the man who stood at the gate of the year: “Give me a light that I may tread safely into the unknown.” So I went forth, and finding the Hand of God, trod gladly into the night.
