Special Focus Areas 47 1 “Sankalp Se Siddhi – New India Vision 2022” There are moments in the Journey of nations that fundamentally alter the course of history. One such moment was the Quit India movements, also known as “August Kranti” Andolan that began on 9thAugust 1942. The “Quit India Movement” was an important milestone in the Indian freedom struggle. Under the leadership of Mahatma Gandhi, people across India, in every village, city transcending all barriers came together with a common mission- to uproot imperialism. Five-years after the Quit India Movement, India attained freedom on 15thAugust 1947. As the nation will be observing 75th Anniversary of the Quit India Movement this year, five years from now i.e. in August 2022 we will complete 75 years as an independent nation. It is this context that our Honourable Prime Minister has given a call to build a New India, which is Clean, Poverty free, Corruption free, Casteism free, communalism free and terrorism free. His five years period, from 2017 to 2022 gives us a unique opportunity of ‘Sankalp’ to ‘Siddhi’ towards a ‘New India’. Hence, 15th August 2017 is celebrated as the ‘SankalpParv’ or the day of Resolve, and in 2022 our nation will certainly transform that resolve into ‘Siddhi’ or Attainment. Valsad district has pledged to be the part of Honourable Prime Minister’s vision for new India to fulfill the dreams and objectives realized by our freedom 2 fighters. The Vision document of Valsad district tries to encompass all the ethos of New India Manthan in its true spirit, keeping in mind the words of our Honourable Prime Minister of India “Karenge aur Karke Rahenge”. Valsad District at a glance: Valsad district- a Birth place of Shri Morarjibhai Desai, Bharat Ratna and Ex. Prime Minister of India is one of the Tribal districts located in South Gujarat region. It shares its border with the state of Maharashtra; union territory of Dadra and Nagar Haveli and Navsari district. The district covers 3008 square kilometers and is divided into six talukas: Valsad, Vapi, Pardi, Umbergaon, Kaparada and Dharampur. The district's administrative headquarter is Valsad and largest city is Vapi. Historically also, the district is known for the arrival of Parsi at Sanjan port for the first time in India. Parsi community Spread throughout India from Sanjan with their famous religious place "Fire temple" at Udavada in Pardi taluka of Valsad district. The District is famous for Valsadi Aafus ( Alphonso) mangos, world famous chemical factories at Atul, largest industrial estate at Vapi, famous Valsadi teak- wood and Pleasing seashore Tithal Beach. Dharampur and Kaprada taluka of Valsad district are mostly tribal areas. They are in the lap of the Sahyadri mountain chain. However, there are negligible accommodation for lodging and boarding on account of inaccessible 3 areas however, the area has good potentiality of its development as tourist centers on account of flowing rivers and springs high mountains, dense forest and natural beauty, where there is a treasure of innumerable herbs from natural sources which is a wealth of tribal forests. The Journey so far: After independence, Valsad district has progressed a lot in terms of industrial, infrastructural and human development index. Owing to the industrial growth and well established GIDCs in Vapi, Pardi, Umbergaon and Valsad Talukas, the standards of living of the local populace has gone up. Though the district is mostly known for its industries, it’s well-endowed with the nature’s blessings. Dense forests and huge number of Alphonso farms provide a good source of livelihood to the tribal population. The long coastal area also has a major contribution to the livelihoods of the fishermen community. The district is well connected with all the major cities of India both by road and railways which plays a key role in the overall development of the district. Several initiatives have been taken by the state government to ameliorate the living conditions of the Tribal people of the District. There is significant positive change in the human development indices in last few years. The major thrust areas education, Health and livelihood are well taken care of by various interventions of the Government. Vanbandhu Kalyan Yojana, Eklavya Model School, Ashram shala and opening of PHCs and CHCs even in the remotest part the district, Pradhan Mantri Awas Yojana (PMAY), MGNREGA has played a key role making things 4 better for the people. The timely interventions of the Government have helped in reducing the maternal mortality rate, Infant mortality rate. The district is having adequate health and educational infrastructure and human resource to lead the district to its next level. In Education also, the dropout ratio has drastically gone down. The literacy rate in the district has also gone up because of Shala Praveshotsav and Gunotsav. Malnutrition is a major issue in the tribal pockets of the district. Initiatives by the ICDS and Health department have reduced the number of malnourished children in the tribal pockets. The district has a medical college, engineering collage and science college too. The district has done well in the areas of Agriculture and allied activities too. A lot has been done so far but the journey is yet not over… The Way Ahead…New Valsad Vision 2022: The next five years provides a unique opportunity to take the district to the next level of its developments. The Ethos envisioned by the Hon’ble Prime Minister of India regarding New India Manthan are the guiding principles for the development. Valsad being a tribal and industrial district needs a unique set of development strategies. To create a clean, poverty free, corruption free, Casteism free, terrorism free, communalism free civilization both human development and infrastructure development are imperative. 5 Education, Health and Livelihood are the major areas wherein a lot of work needs to be done. In Education the current dropout rate in primary schools is 2.03 which must be zero in 2022. In order to provide quality education to the students, the goal is to bridge the infrastructural and human resources related gap by 2022. To fight malnutrition and to reduce IMR and MMR ante natal care (ANC), post-natal care, institutional deliveries and full immunization are important. The overall goal is to provide timely best health care facilities in the remotest tribal pockets of the district by 2022. Sickle cell anemia which is widely spread in the tribal pockets needs to be tackled with special attention and focused working. The goal is to reduce the cases of such deceases drastically and eliminate deceases like malaria, filaria and leprosy. It is also envisioned that all the anganwadis will have their own building with all the necessary facilities like toilets, pure drinking water, kitchen and electricity. 292 new anganwadis are needed to be built and 136 dilapidated anganwadis need to be constructed. Though the number of malnourished and severely malnourished children is very less, it will be reduced to zero in 2022. By 2022, the goal is to provide safe and pure drinking water to remaining 45% households. The major focus will be on tribal pockets of Dharampur and Kaparada taluka. A comprehensive project “Astol group water supply scheme” has been sanctioned by the government of Gujarat especially for the Kaparada 6 and Dharampur taluka which will be a game changer for the local tribal population. Livelihood depends upon the availability and status of the local natural resources. Forest and water are the two major natural resources on which livelihood of a large population depends. The goal is to increase the earnings of tribal populations by increasing farm and forest produces. Skill development and promotion of local arts and crafts and its linkage to the market can boost up the standard of living. The goal is to promote such activities and impart skill development trainings through tribal development department. In order to make a clean and dirt free India a reality, extensive and aggressive public awareness campaigning with the support of all the stake holders is essential. The goal is to make all the villages and municipalities of the district Open Defecation Free (ODF) by the end of this year. We target 100% door to door collection of solid waste by 2019 in rural as well as urban parts of the district. In and all a comprehensive and practical vision is needed to achieve desirable standards of new India. A detailed planning sheets here with provides a year wise and target based deliverables in Valsad district. The most outstanding feature of our study is that we observed four species of mangrove and sixspecies of mangrove associate namely Avicennia marina, Sonneratia apetala, Salvadora persica, Acanthus illicifolius, Ipomoea pes caprae, Sesuviarum portulacastrum, Clerodendrum inerme, Derris heterophylla, Cressa cretica,and Aeluropus lagopoides.The dominant mangroves in these areas are Avicennia species and Acanthus illicifolius.Earlier works included Rhizophora mucronata which was not found during this study in any of the nine spots of mangrove forests.We have used the Jaccardian similarity index to analysis the floral diversity of our mangrove sites. Our studyhighlighted the relation between water quality parameters, environmental and anthropogenic stress and speciescomposition and structures of mangrove. Monitoring of groundwater level and chemical quality furnish valuable information on the ground water regime characteristics of the different hydrogeological units moreover, analysis of these valuable data collected from existing observation wells during May, August, November and January in each ground water year (June to May) indicate the pattern of ground water movement, changes in recharge-discharge relationship, behavior of water level and qualitative & quantitative changes of ground water regime in time and space. It also helps in identifying and delineating areas prone to decline of water table and piezometric surface due to large scale withdrawal of ground water for industrial, agricultural and urban water supply requirement. Further water logging prone areas can also be identified with historical water level data analysis. This year book contains the data and analysis of ground water regime monitoring for the year 2018-19.

The scheme is located mainly in southern Gujarat but it also covers part of the areas of Maharashtra, North of Mumbai on the Western Ghats of India. The main aim of Par-Tapi-Narmada link is to transfer the surplus waters of Par, Auranga, Ambica and Purna River basins to take over part of Narmada Canal command (Miyagam branch) after providing enroute irrigation. It is proposed that water saved in Sardar Sarovar Project, as a result of this transfer, would be taken further northwards to benefit water scarce areas of north Gujarat and also westwards in Saurashtra and Kutch regions.
