Appeal Decision Inquiry opened on 21 October 2014 Site visits carried out on 21 and 30 October 2014 by Mrs J A Vyse DipTP DipPBM MRTPI an Inspector appointed by the Secretary of State for Communities and Local Government Decision date: 18 December 2014 Appeal Ref: APP/J3720/A/14/2217495 Land north of Milcote Road, Welfordon Avon, Warwickshire CV37 8AD • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission. • The appeal is made by Gladman Developments Limited against the decision of Stratford-on-Avon District Council. • The application No 13/02335/OUT, dated 11 September 2013, was refused by a notice dated 19 March 2014. • The development proposed is described as residential development (up to 95 dwellings) parking, public open space, landscaping and associated infrastructure (outline with all matters reserved other than means of access to the site, and new community park). Decision 1. For the reasons that follow, the appeal is dismissed. Preliminary Matters 2. The Inquiry opened on Tuesday 21 October 2014 and sat on 21-24 and 28-31 October 2014. I carried out an initial accompanied site visit on the afternoon of the first day, with a further accompanied visit carried out on 30 October 2014. 3. This is an outline application with all matters other than access reserved for future consideration. Memories Of Bidford, 1950 onwards. By Bob Marshall My Earliest days I was born on Thursday, May 25, 1950 May at 7 Steppes Piece, Bidford on Avon. As I was told later, it rained all of that day. My parents were Walter and Doris Marshall. My father was a ganger on the railway and he worked between Broome Junction and Harvington, and Broome Junction and Alcester. My mother was a housewife and I had two older sisters, Doreen and Muriel. My grandparents, William and Agnes Marshall lived at house called Copernic in Victoria Road. My grandfather had been a regular soldier in the Royal Warwickshire Regiment. He had fought in the Boer war and the first world war, reaching the rank of company Sergeant Major. After the war he became publican of the Kings Arms in Beoley Road Redditch and then in 1932 at the Golden Cross, at Ardens Grafton. My grandmother had worked Masons Arms in the high Street, Bidford. My mother's parents were Albert and Florence Reeves and they lived in Victorian cottages at the bottom of Alcester Road now called Waterloo Road. That side of the family originated from county Cork in Ireland. Steppes Piece where I was born was built in the 1930s and consists of 30 houses. Many are now privately owned but in those days they all belonged to the rural district Council. During my early years, the houses were occupied by the following families; 1. Bert and Renne Horne 2. Loxley and Its Landowners in Roman Times the Road from Stratford Upon
Loxley and its Landowners In Roman times the road from Stratford upon Avon to the Fosse Way followed the line of the modern road to Ettington (Banbury Road). In the middle ages the same road was used as a saltway. Loxley was linked to this road by an ancient track that ran close to the site of the modern Grove Hill Farm and Goldicote House, leaving the modern Wellesbourne to Stratford Road where it abruptly turns northwest at the west of the village. Evidence for this is to be found in a lease granted in 985 AD by Oswald, archbishop of Worcester, for five houses in the neighbouring parish of Tiddington. The description of the boundary of the property includes “salt mere on clæg broc” {salt mere to clay brook} and “on loc setena gemære” {by the boundary of the inhabitants of Loxley}. The Anglo- Saxon word “gemære” became “meer” and is retained today as in Meer Hill Farm near this point. Just to the east of the Church another track ran southeast past Oakham Farm towards Walton and Ettington and this was the main route from Wellesbourne to Ettington before Red Hill was turnpiked in 1754. Loxley Farm, which lies between these two tracks, is the oldest surviving building in the village that has not been substantially modified and it probably lay in a hollow before the road near the church was lowered (the old level of the land can be seen near the church gate and the track to the Old School House). However, archaeological evidence suggests that the medieval village of Loxley lay to the south of the Church and documents relating to the ownership of Loxley Manor after the Dissolution of the Monasteries (1538) indicate that the farm now known as Home Farm is probably on the site of the ancient manor.
