This team worked in close collaboration with many members of the Dallas community over an eighteen- month period. The patient and generous commitment of time by these individuals proved to be central to the com- pletion of the programming and planning tasks identified as the subject of this effort. These indi- viduals worked closely with the architects and others in an efficient and highly cooperative manner to formulate the programming and conceptual planning information described within this report. Project Team The initial Request for Proposal by the City of Dallas for a Facilities Assessment & Program described a somewhat unconventional consultant team organization and an unusual approach to professional services scheduling and delivery. It called for the commissioning of an architectural firm that would hep select and then lead a team of consultants in establishing a comprehensible Library System Master Plan. All portions of this team were to work concurrently, coordination their efforts and findings as the progress of each separate trajectory demanded. In addition to the traditional engineering and design consultants, the team assembled by the selected firm, The Hillier Group, would necessarily include sub-consultant specialist who will provide assessment and rec- ommendations for a broad and complex range of library issues.
