    Government Defeat in Lords on Offender Management Bill Tuesday 03/07/2007 On 03/07/2007 the government had a defeat in the House of Lords on an amendment to the Offender Management Bill: To insert a new clause: 'Probation Report'. To require that within 6 months of the Bill's commencement, the Secretary of State will lay a report before both Houses reviewing proposals from the 2003 'Managing Offenders' report before exercising powers.     Hereditary peers: By-elections briefing Jess Garland, Research Advisor, Electoral Reform Society July 2017 The result of the most recent hereditary peer by-election will be announced on Wednesday 19 July. This by-election was called following the retirement of Lord Walpole. As a Crossbench Peer, his replacement will be selected by hereditary peers of the Crossbench group - 31 in total. Eligible candidates are drawn from the Register of Hereditary Peers held by the Clerk of Parliaments. This list contains any hereditary peer who has expressed an interest in standing in a by-election. Peers can join or leave the list at any time and the list is published annually. Available here. There were 10 candidates in this Crossbench group by-election (and 31 eligible voters). On the basis of recent turnout, around 25 Peers will decide which aristocrat remains in Parliament to vote on our laws, for the rest of their lives. Here are some of the statements for this by-election: Background The 1999 House of Lords Act removed all but 90 of the hereditary peers (plus holders of the offices of Earl Marshall and Lord Great Chamberlain) – 92 in total. 667 hereditary peers lost their right to sit in the Lords in these reforms. Subsequently, vacancies that result from death (or retirement, resignation or exclusion since the House of Lords Reform Act 2014 and House of Lords (Expulsion and Suspension) Act 2015) are filled by by-election. By-elections take place within party groups (except for 15 hereditary peers, originally elected to serve as office holders, whose successors are elected by the whole house).

SPRING 2007 Saving The Ridgeway – the beginning It was the appalling state of The Ridgeway in Berkshire, and its feeder tracks, that gave the initial impetus to the formation of GLEAM. GLEAM was originally founded by David Gardiner and Elizabeth Still in response to the colossal amount of damage being done by off-roaders to The Ridgeway. This National Trail runs from near Avebury in Wiltshire, through south Oxfordshire and the northern part of West Berkshire before crossing the Thames and running along the Chilterns as far as Ivinghoe Beacon in Buckinghamshire, a distance of about 85 miles. The worst damage occurred on the sections west of the Thames, and on feeder tracks such as Old Street, not far from David’s home, roughly between Newbury and Wantage. Elizabeth, who was a Berkshire County Councillor at the time, found that several byways and bridleways in her “patch” at Bucklebury were also being damaged and made impassable for other users. At the same time David had written a letter to the local paper illustrated with a photo of his wife and dogs attempting to walk Old Street, so deeply rutted and wet that water was nearly over the tops of her gum boots and the dogs were plastered with mud. David and Elizabeth quickly got together in March 1994 and alerted the media again. Television interviews appeared on local and national programmes, carefully sited so that off-roaders would not be able to identify where they were shot.

Both had led to hurried and ignominious evacuations. A popular misconception contends that this led to a wholesale clearing out of the British Army’s command structure in order to start again, and that many officers suffered the loss of their careers in the necessity to rebuild an army both to withstand invasion and enable victory over Nazi Germany. This thesis contends that this belief is misplaced, and that rather than automatically ending the careers of all involved, some officers would progress and even thrive after 1940 in varying degrees.

    In Focus Hereditary By-elections: Results Background The House of Lords Act 1999 removed most hereditary peers from the House of Lords. Under the Act, 90 hereditary peers retained their places, elected by their fellow party/group colleagues to remain as Members.1 Since the start of the 2002–03 session, when one of the 90 hereditary peers dies, retires or is excluded, a replacement is chosen in a by-election.2 Hereditary peers wishing to stand in a by-election are listed in a register of hereditary peers, maintained and published by the Clerk of the Parliaments. There are two different types of by-election. Of the 90 hereditary peers, 15 were elected to provide the House with Members able to act as Deputy Speakers and other office-holders. They are voted for by the whole House.3 Replacements for vacancies among the remaining 75 are voted for by the other hereditary peers in a particular party or by the Crossbench hereditary peers. In 1999, the 75 seats were allocated proportionally to reflect the affiliations of the hereditary peers who sat prior to the House of Lords Act. Consequently, for the purposes of by-elections, 42 are elected by Conservative hereditary peers; two are elected by Labour hereditary peers; three are elected by Liberal Democrat hereditary peers; and 28 are elected by Crossbench hereditary peers.
