Incidents Monitored 1.1 Flashflood / Flooding Incidents in Metro Manila • Various cities in Metro Manila experienced flooding due to continuous heavy rains Valenzuela City (24 June 2011) – Brgy Balangkas, Brgy Bisig, Brgy Coloong I, Brgy Dalandanan, Brgy Isla, Brgy Palasan, Brgy Pasolo, Brgy Polo and Brgy Lingunan (Floodwaters range from 6-24 inches) – not passable to light vehicles Las Pinas - Brgy Sta Cruz, Brgy Tejeros (3-4 inches) Makati City 8 barangays Malabon – (23 June 2011) Brgy Dampalit (24 inches), Bgry Tenejeros (gutter level) Marikina City – Brgy Concepcion II, Lilac Street, Olive St and Russel Street and Katipunan Pasay - Brgy 190 Don Carlos - river overflowed Pasig - Imelda Avenue - not passable to light vehicles, Brgy Santolan Riverbank at critical level Quezon Cit y - 5 brgys - 2-5 ft deep San Juan City - ankle deep - knee deep in some areas Manila City - 7 brgys knee to waist deep 1.2 Flashflood Incident in Albay (Region V) • Flashflood occurred in Ligao City, Albay on 23 June 2011 wherein a certain Rosa Ordan y Belga was swept away by raging water in Sitio Buga, Brgy Basag, Ligao City 1.3 Landslide Incident in Olongapo City (Region III) • On 23 June 2011 at 10:13 AM, landslide occurred in Brgy Sta Rita and Brgy Kalaklan, Olongapo City due to heavy rains affecting three (3) families who evacuated to their neighbours 1.4 Maritime Incidents • On 22 June 2011 at 04:00 AM, a group of four (4) fishing bancas with ten (10) fishermen onboard from Brgy San Vicente, Virac Catanduanes went on fishing venture at the vicinity waters of Catanduanes. Accordingly, said fishing bancas encountered unfavourable sea condition • One of the four (4) bancas managed to return 8:00 PM of 22 June 2011 with passengers identified as: (1) Clifford Caceres; (2) Christopher Caceres; and (3) Noll Morilla • On 24 June 2011 at 08:00 AM, four (4) fishermen from Brgy. Talisay Mayantok, San Andres, Quezon landed in Balatan, Camarines Sur when their fishing boat was swept by the waves from Quezon to Camarines Sur 1.5 Tornado Incidents • A tornado occurred in Quezon City Sikatuna Village and in Timog Avenue corner EDSA • A tornado incident occurred at around 11:00 AM 24 June 2011 in Barangay Guintas, Barotac Nuevo, Iloilo, partially damaging 24 houses and totally destroying 2 • A tornado incident occured in Quezon City on 24 June 2011 at around 12:15PM, affecting Brgy Immaculate (Balete Drive cor 9 th St., Hibiscus Street, 6 th Street corner Balete Drive, Bongavilla corner Cannon Street), Brgy Mariana and New Manila. Fifteen (15) houses were partially damaged and caused the fence in the Kamuning Police Station to collapse and damaging two (2) taxi cabs and one Mazda sedan. It also caused trees and electric posts to fall. One (1) person was injured identified as Lily Rose Cesista who was injured while running away from her house. She was brought to the National Orthopedic Hospital for medical assistance. 2. Population Affected (Tab A) • A total of 231,542 families / 1,103,428 persons have been affected by floodings in 698 barangays of 69 municipalities and 21 cities in four (4) regions ••• Of the total affected, 7,906 families / 38,485 persons are still housed at 126 designated evacuation centers ••• A significant increase was noted in the affected population most particularly in the provinces of Pampanga, Zambales, Bataan, Tarlac, and Bulacan in Region III. However, in totality, a considerable decrease of about 16,064 families / 73,335 persons in 55 evacuation centers as compared to previous report was noted. Most of the evacuees went home when the flood subsided: In NCR, about twenty five (25) evacuation centers are still open serving 762 families / 3,769 persons In Region III, ninety nine (99) evacuation centers are operational and continuously providing services and shelter to 7,139 families / 34,693 persons while 12,841 family / 62,303 persons who opted to stay outside the evacuation centers are still provided with relief goods In Region IV-A, only two (2) evacuation centers are existing and serving evacuees from San Mateo, Rizal with 2 families / 10 persons inside the Sta. Ana Central Elementary School, while another 3 families / 12 persons are inside the San Roque Elementary School in Bauan, Batangas 3. Status of Strandees • As of 26 June 2011, there are no more reported stranded passengers in different ports in Regions II, IV-A, and V 4. Casualties (Tab B) Dead - 3 • Ranny Bernardo from Sto. Niño, Hagonoy, Bulacan (died due to drowning) • Marlon Jay G. Musni from Sta. Cruz, Mexico, Pampanga (died due to drowning) • Fedelito Muaña, Jr. from Brgy. East Bajac-Bajac, Olongapo City, Zambales (died due to drowning) Injured - 3 • Lily Rose Cecista (14 years old) from Quezon City, injured when a tornado damaged their house • Rizaldo Jacalan (5 years old) from Valenzuela City, injured when hit by fallen debris • Jobelle Ivan Tabungar (5 years old) from Valenzuela City, injured when hit by fallen debris Missing - 18 • 13 from Region V: 1 from Albay (swept away by raging water), 9 fishermen from Virac, Catanduanes, 3 from Camarines Norte) • 3 from Region III ( 1 from Bulacan, 1 from Olongapo City, and 1 from Bataan) 3 • 1 from CAR ( 1 from Mt. Province) • 1 from Region IV-A ( 1 from Rizal) 5. Damaged Houses (Details in Tab C) • A total of 1,282 houses (120 totally and 1,162 partially) were damaged in Regions III, IV-A, V, VI and NCR caused by flooding and tornado 6. Damages (Details in Tab D) • The estimated cost of damages to agriculture and infrastructure in Regions III, IV-A and V is PhP152,711,284.90: Infrastructure (PhP30.86 Million) Agriculture ( PhP121.85 Million ) 7. Status of Roads and Bridges NCR • Malabon City (As of 7:00 AM, 27 June 2011) – Doña Juana and R. Diaz Streets are not passable to light vehicles due to knee-deep floodwaters • Taguig City (As of 7:00 AM, 27 June 2011) – Laura Drive St. in Brgy. Bagumbayan is still not passable to all types of vehicles due to knee-deep floodwaters • Valenzuela City (As of 7:00 AM, 27 June 2011) – Cordero/Navarete and Decena Streets in Brgy. Arkong Bato are still not passable to light vehicles due to 17-18 inches deep floodwaters CAR • Benguet: Baguio-Bontoc Road (Km 283+800) Topdac Section – one lane open due to rockslides. DPWH payloader was mobilized to clear the slide. Maintenance crew was dispatched to continuously monitor national roads and bridges Shilan-Beckel Road K0263+740 is closed to traffic due to a road cut. Continuous rains brought about by TS Falcon aggravated the previous road cut. Already installed warning signs • Mountain Province: Mt. Province-Ilocos Sur Road via Tue (Km 389+100) Calacbban Section is closed to traffic due to slides. DPWH maintenance crew were on site doing punch thru operation Region I • Ilocos Sur: Cervantes-Quirino Road – high water level at katkating River – not passable to all types of vehicles. Motorist Assistance Team roving along all road sections. Maintenance Crew were dispatched to perform necessary activities/guiding the motorists Region III • Zambales: Road along Brgy Antipolo, San Antonio eroded - not passable to all types of vehicles and Brgy San Miguel, San Antonio eroded but still passable to all types of vehicles. Govic highway, Mangahan, Subic is not passable to all types of vehicles due to an obstruction (electric post) from a landslide • Bulacan: K0023+916 Abangan Sur is passable to heavy equipments only. McArthur Highway boundary of Marilao and Meycauayan is not passable to light vehicles. K0020 Pandayan Section of the Manila North Road is impassable to all types of vehicles. Manila North Road K0020 Pandayan Section in Meycauayan, K0023+750-K0024+000 in Bocaue, Abangan Sur in Marilao, Bigaa-Plaridel Road - not passable to light vehicles due to floodwater 4 • Tarlac: Manila North Road - One lane is closed due to a 0.60m x 0.70m pothole on the bridge deck slab of the northbound lane of the Cut-cut Bridge Km 105+707 along the Manila North Road in Capas, Tarlac. Repair of damaged portion already started and additional warning signs were installed. Cut-cut will be temporarily closed to traffic on June 27 – 29, 2011 to give way to the concreting of the damaged portion. It will be opened to traffic on June 30, 2011. Alternate route: Subic-Tarlac Expressway and Mabalacat-Magalang-Concepcion-Capas Road Sta. Rosa – tarlac Road (Lapaz) (km 129 + 450 – km 132 + 150) is not passable to light vehicles. Alternate Route: Take Tarlac-Victoria-Guimba Road. Light vehicles reroute to Poblacion side road Concepcion – Lapaz Road (km 136 + 380 – km 136 + 426) is not passable to light vehicles Paniqui - Camiling Wawa Road (Brgy. Bilad Section and Brgy. Sawat Section, Camiling, Tarlac ) is passable only to light vehicles . Alternate route: Vehicles bound for Bayambang, Pangasinan to take Sinilian Road • Pampanga: San Fernando - Gapan Road (km 71 + 700 - km 71 + 800 and km 72 + 250 – km 72 + 300) are not passable to light vehicles due to floodwater Manila North Road – Rotonda to King’s Lumber, Km 63 + 800 – km 63 + 900 and 65 + 500 – km 65 + 600 are still not passable San Fernando - Lagundi Road (km 68 + 200 – km 68 + 600) is hardly passable to light vehicles Apalit Macabebe – Masantol Road (km 58 + 400 – km 61 + 200) is hardly passable to heavy vehicles San Fernando - Lubao Road (km 66 + 900 – km 68 + 100) is hardly passable to light vehicles; Km 67 + 900 – km 68 + 150 is hardly passable to light vehicles; and km 68 + 960 – km 69 + 140 is hardly passable to heavy vehicles Old Manila North Road – km 65 + 500 – km 65 + 600 is still not passable.

    2016 CALABARZON Regional Development Report Regional Development Council IV-A i 2016 CALABARZON REGIONAL DEVELOPMENT REPORT Foreword HON. HERMILANDO I. MANDANAS RDC Chairperson The 2016 Regional Development Report is an annual assessment of the socio- economic performance of the Region based on the targets of the Regional Development Plan 2011-2016. It highlights the performance of the key sectors namely macroeconomy, industry and services, agriculture and fisheries, infrastructure, financial, social, peace and security, governance and environment. It also includes challenges and prospects of each sector. The RDC Secretariat, the National Economic and Development Authority Region IV-A, led the preparation of the 2016 RDR by coordinating with the regional line agencies (RLAs), local government units (LGUs), state colleges and universities (SUCs) and civil society organizations (CSOs). The RDR was reviewed and endorsed by the RDC sectoral committees. The results of assessment and challenges and prospects in each sector will guide the planning and policy direction, and programming of projects in the region. FOX NFLUENCES from China loom large in the culture history of the Philippines. During the Neolithic period people from south China and Tndo-China sailed either directly into the Philippines (Beyer 1948b) or around the southern margins the China Sea basin bringing new stone-tool traditions and agricultural practices. Striking similarities may also be seen between the earlier flake-tool assemblages now being recovered in Tabon Cave, Palawan (Fox 1963), and China (Chang 19581, and the writer believes that future research in paleolithic sites in these two areas will disclose common tool traditions which date back to Pleistocene times.     Situational Report for Taal Volcano Phreatomagmatic Eruption (2021) SitRep No. 9 for Taal Volcano Phreatomagmatic Eruption (2021) July 23, 2021 08:00 am 01 July 2021 At 3:16 PM, a short-lived phreatomagmatic eruption occurred at Main Crater and generated a dark grayish plume that rose 1000 meters. This was followed by four (4) short phreatomagmatic bursts that occurred at 6:26 PM, 7:21PM, 7:41PM and 8:20 PM that lasted not longer than two (2) minutes each and produced short jetted plumes that rose 200 meters above the Main Crater Lake. 02 July 2021 In the past 24-hour period, the Taal Volcano Network recorded twenty-nine (29) volcanic earthquakes, including one (1) explosion-type earthquake, twenty-two (22) low frequency volcanic earthquakes and two (2) volcanic tremor events having durations of three (3) minutes, and low-level background tremor that has persisted since 08 April 2021. High levels of volcanic sulfur dioxide or SO2 gas emissions and steam-rich plumes that rose as much as three thousand (3000) meters high and drifted southwest and southeast have been observed from the Taal Main Crater. Sulfur dioxide (SO2) emission averaged 13,287 tonnes/day on 01 July 2021. In addition, vog was observed over Taal Volcano and vicinity. A series of three (3) short phreatomagmatic bursts occurred at 10:25 AM, 10:47 AM, 11:01 AM and produced short jetted plumes that rose 100 meters above the Main Crater Lake. Active upwelling of hot volcanic fluids of the Taal Main Crater Lake followed in the afternoon.
