Election of President and Branch Executive Committee BCO.17.12.1. President Daryl Scott MOVED that the Hon. Jane Prentice be appointed President of Scouts Queensland for the coming 12 months. VOTED: Motion carried by unanimous acclamation BCO.17.12.2. Secret ballot Dougal Mayor MOVED that the Branch Council: 1. Request and agree to a secret ballot for BEC positions requiring a vote. 2. Agree to the destruction of ballot papers once a declaration is made by the President. 3. Agree to the appointment of two youth members, Anita Gregory and Julia Millar to be tellers. SECONDED: Vicki Dickson VOTED: Motion carried BCO.17.12.3. Destruction of ballot papers Ballot papers to be destroyed after the meeting. BCO.17.12.4. Appointment of tellers Anita Gregory and Julia Millar were appointed tellers Three adult leaders who hold the appointment of Branch Commissioner, Deputy BCO.17.12.5. Chief Commissioner or Assistant Chief Commissioner Kirsty Brown OAM was elected by secret ballot. Three adult Leaders who hold a Certificate of Adult Leadership who do not qualify BCO.17.12.6. for Commissioner’s positions above – cl 26(f) Number of nominations for election did not exceed the vacancies thereby no requirement for election. Daryl Scott MOVED that Branch Council, following the recommendation from the Branch Executive Committee, appoint Mr Gavin Brady as an honorary life member of the Scout Association of Australia, Queensland Branch. SECONDED: Kirsty Brown VOTED: Motion carried BCO.17.16. Amendment to Constitution Daryl Scott spoke to the proposed amendments to the Branch Constitution Daryl Scott MOVED that the Branch Council, following the recommendation of the Branch Executive Committee, approve the proposed amendments to the Branch Constitution as outlined in the attached Constitution Version 7.     12 June 2016 Mr Aaron Harper MP Member for Thuringowa PO Box 393 THURINGOWA CENTRAL QLD 4817 Dear Mr Harper, RE: Abortion Law Reform (Woman’s Right to Choose) Amendment Bill 2016 The Queensland branch of the Public Health Association of Australia would like to ask for your support for the Abortion Law Reform (Woman’s Right to Choose) Amendment Bill 2016 which Mr Pyne has submitted to Parliament. From a public health perspective, we would like to see prevention of unintended pregnancy become a higher priority within the health system, however with an estimated 25-30% of Australian women having an abortion at some stage in their lives, safe, accessible abortion services are also crucial. Abortion is safest and least distressing when women can reach affordable and accessible services in the first trimester. Australian women in other states now have a choice of surgical or medical abortion and they are increasingly choosing medical procedures (only an option in the first trimester) and this is a growing pattern worldwide. The overwhelming proportion of abortions are in the first trimester and it is usually those very few with fetal abnormalities, who have discovered too late or with some grave disadvantage who present later than this. It should not be used as an excuse to prevent legalization. In Queensland, it has only been since a judicial ruling in 1986 that abortion has been able to be carried out legally if a doctor determines that to continue the pregnancy would pose a risk to the woman’s physical or mental well-being. Although some might argue that this requirement balances the need for abortion services with the concerns of the minority anti-choice lobby, this situation creates fear and uncertainty and places women and health professionals at risk of criminal sanctions for obtaining or delivering health care.
