REMARKS OF THE CHIEF ELECTORAL OFFICER Legislative amendments implemented in the 2016 General Election greatly increased electors’ options for voter registration and voting to give all electors an opportunity to participate. Availability of special ballot voting pre-election and throughout the election period, extended hours of advance poll voting, and increased office hours helped to accommodate electors’ busy schedules.

Communications were expanded to provide electors with access to necessary information. Election guides, mailed to residences across Yukon, provided responses to electors’ common questions along with contact information for use by electors needing special assistance or additional information. Social media, used for the first time, was a popular source of information. Complemented by expanded online resources, electors could access key information around the clock.

Communications were offered in both official languages, thanks to the strong support of the French Language Services Directorate. A secondment arrangement with Elections Canada allowed Elections Yukon to respond to calls and emails in both official languages, as well.

Legislative amendments also aimed to increase engagement of youth; a group that is typically under-represented in the electoral process. A first-time initiative for youth aged 16 and 17 encouraged future electors to get firsthand experience working in polling places. Students in 19 schools participated in a parallel election as part of the Student Vote project, conducted in partnership with CIVIX and Heritage Canada.

Successful conduct of an election depends on the efforts and commitment of Returning Officers, who worked tirelessly throughout the enumeration and election period. Increased automation in returning offices and managing new processes added to the complexity and challenge of the role.

Special thanks are due to the electors who took time from their busy schedules to serve their neighbours during the enumeration and election. The work of these front line election officers was critical to the smooth administration of the election.

PART ONE: 2016 ENUMERATION

There were major changes to the enumeration process, following amendments to the Elections Act. For the first time, the enumeration was conducted outside of the election period and used to form the basis of a permanent Register of Electors. Electors provided their full names to avoid confusion at the polls and provided birth date and gender information, on a voluntary basis, to be used by Elections Yukon to distinguish between electors with similar names when updating the Register of Electors.

The Register of Electors is an electronic database containing elector and address information, which will be continuously updated and used to prepare Lists of Electors, when required. Having a Register in place eliminates the need to conduct a full enumeration prior to each electoral event.

OVERVIEW Enumerators visited homes throughout Yukon between April 15, 2016 and May 2, 2016. Enumerators visited many homes at least 3 times, if electors could not be contacted and did not respond to the “We Missed You” notice left at the door. Enumeration coverage was assessed and the enumeration was extended in 3 electoral districts, where coverage fell significantly below the 95% target coverage rate.

After data entry of elector records was done by Elections Yukon, enumerators and Returning Officers reviewed the data to ensure it was accurate, complete, and properly formatted. Data was then used to produce electronic Lists of Electors to replace the handwritten Lists used at previous elections.

In June 2016, the Lists of Electors were provided to political parties and Members of the Legislative Assembly in accordance with the Elections Act. For the first time, Lists were available electronically in alphabetical, geographical, and data file format and accessed through a secure website, in addition to their availability in printed form. Three of the 5 registered political parties and 11 Members of the Legislative Assembly accessed these resources online. Feedback indicated that the editable data files were particularly useful.

These preliminary Lists were used for the November 7, 2016 General Election, and updated with revisions and special revisions taken during the election period.

COMMUNICATIONS

Electors were notified of the enumeration, in advance, to increase awareness of the new process and to encourage participation.

A news release was followed by newspaper and radio advertising, as well as notices on transit benches in Whitehorse and Facebook pages in smaller communities.

Electors who provided information for inclusion on the List of Electors received a notice confirming their inclusion on the List and indicating the purpose of, and statutory authority for, the data collection.

POINTS OF INTEREST

Returning Officer Recruitment Preparations began in 2014 with recruitment of Returning Officers in 9 electoral districts, where vacancies existed. Recruitment sessions were held in 7 communities across Yukon and followed by orientation sessions for first-time Returning Officers.

Returning Officers were appointed to conduct pre-enumeration activities, including a map review of the polling divisions established for the 2011 General Election. Training for the map review was conducted in May and September 2015.

Polling Division Map Review Increases in population, feedback regarding travel patterns, and clarity of the boundaries were considered as factors in remapping polling divisions throughout the territory. Boundaries were reviewed, and adjusted where necessary, to ensure that polling stations would be convenient to electors, both in terms of proximity and anticipated elector populations.

On completion, the number of polling divisions increased to 76 and adjustments were made to polling division boundaries in 9 electoral districts. Maps were digitized to enhance the quality of print and online resources, and to support future web-based resources to assist electors in determining their electoral district and polling places.

Staffing, Training and Resources Enumeration training was provided to Returning Officers in March and April of 2016. They were provided with standardized recruitment and training resources for enumerators, along with all necessary forms and supplies.

Enumerators were recruited from communities across Yukon to collect electors’ information. The Returning Officer in each electoral district provided enumerators with training and ongoing support.

Outcome Names of 21,218 electors were included on the preliminary List of Electors. This represents an increase of 3,200 (over 17%) from the preliminary List prepared during the 2011 General Election.

The increase exceeds the rate of population growth since the 2011 election, which was approximately 5.8%. This coverage demonstrates the benefit of enumerating outside of

the election period, since the timeframe for enumerating was extended and Returning Officers were able to focus on this process, without the conflicting demands of the early days of the election period.

In spite of enumerators’ efforts, electors could not be contacted at approximately 10% of the homes across Yukon. This is typical of enumeration efforts in other parts of Canada, where hours of employment, extended absences, increased security and privacy concerns, and busy lifestyles all affect enumeration results.

Enumerators were very successful, however, in collecting optional information to form the basis of the Register of Electors. Electors were asked to provide birth dates and gender information to identify electors and allow for automated updates in the future. Overall, 93% of electors provided birth dates and 98% of electors provided gender information.

Collecting residential (location) addresses was a particular challenge in areas without a consistent addressing convention. A specific location address is needed to identify an elector’s polling division for polling station assignment at election time: mailing addresses are not sufficient for this purpose, nor do they provide the necessary information for addresses to be properly assigned to the correct List of Electors when changes are made to electoral district or polling division boundaries. This will be less of an issue as increasing numbers of communities establish an addressing convention that identifies the location of residences.

FUTURE ACTIVITIES AND CHALLENGES

Door-to-door enumerations are labour-intensive and costly. With labour market and lifestyle changes, it is increasingly difficult to recruit enumerators and to find electors at home when they visit. This was particularly apparent in some electoral districts, which had coverage below the average. Across Canada, enumeration activities alone are viewed as increasingly ineffective to produce reliable Lists of Electors.

Maintenance of an ongoing Register of Electors, coupled with target enumerations in areas of new growth and high mobility, produce improved results at a lower cost – with less inconvenience to electors. Electors frequently expressed frustration at the request to provide the same information that had been provided for previous Lists, particularly electors who were long-term residents and those on the federal Register of Electors. Frustration was most pronounced when the federal census began earlier than scheduled and overlapped with enumerators’ visits in some communities.

Updating the Register of Electors using data collected by other public bodies, as authorized by the Elections Act, will reduce costs and enable Elections Yukon to produce Lists of Electors for elections and by-elections, as required. A major focus prior to the next election will be the assessment, acquisition, and integration of data held by other public bodies to update the addresses of electors who have provided their written consent for Register participation. Success of this initiative will depend on completing data- sharing agreements that allow access to updated contact information for electors.

One specific method of updating the Register will focus on youth to help engage them as life-long voters. The Elections Act authorizes the collection of information from prospective electors, aged 16 and 17, in high schools. Names of prospective electors will appear on Lists of Electors when they reach the age of eligibility.

PART TWO: 2016 GENERAL ELECTION

The election commenced on Friday, October 7, 2016. On that date, Commissioner’s Order 2016/01 dissolved the 33rd Legislative Assembly and Order 2016/02 directed the Chief Electoral Officer to issue Writs of Election to Returning Officers in each of the 19 electoral districts of Yukon.

OVERVIEW There were major changes to the election process, following legislative amendments approved in December 2015. Amendments focused on increasing accessibility to voter registration and voting to encourage participation by all electors.

Access to voting by electors who expected to be unable to vote at the advance polls or on polling day was significantly increased. Electors could vote for a candidate or political party by special (write-in) ballot at Elections Yukon in the months prior to the election. This option was available to electors throughout the election period, with special ballot voting in returning offices across Yukon.

Advance poll voting hours were doubled to allow for 24 hours of advance voting.

Electors also had an extended period to add, remove, correct, or update information on the List of Electors prepared following the enumeration.

Opportunities for electors to be added to the List of Electors at the time of voting were expanded to allow for addition at the advance polls and with special ballot voting.

Increased flexibility in identification requirements respected the types of identification typically held by electors outside urban centres and recognized that some electors do not carry conventional types of identification.

These changes served to remove administrative barriers and promote the fundamental right of electors to participate in the democratic process.

PRE-ELECTION PREPARATION Timely completion of activities in the months leading to an election is a key factor in successful event conduct. In 2016: • Lists of Electors were prepared and distributed to political parties and Members of the Legislative Assembly • stakeholders were provided with information and resources to facilitate voting by electors in hospitals and correctional centres, and those without fixed addresses • a communications strategy and necessary resources were developed to provide stakeholders with information on the election and election finance reporting • forms and guides that reflected legislative amendments were created, translated, web-posted, printed, and distributed • standardized training for Returning Officers and other election officers was produced • Returning Officers selected office, training, and polling place locations, and began selecting staff • service providers were engaged to ensure that time-sensitive requirements (including ballot printing, resource distribution, and website management) would be fulfilled on a timely basis • arrangements were made for the automation of returning offices to increase responsiveness to electors and candidates and to expedite reporting • arrangements for additional staff and telecommunications at Elections Yukon were implemented

Isolated Electors Outreach In February 2016, newspaper advertising provided information on voting options to electors who expected to be in isolated locations during the election period, as required by the Elections Act.

Authorized Identification Consultation In March 2016, input on the proposed list of authorized identification to be used for voting purposes was solicited from the public, political parties, the Information and Privacy Commissioner, and over 50 stakeholders, including and community organizations, as required by the Elections Act.

The list of authorized identification, upon approval by Members’ Services Board, was distributed to special ballot voters and posted in returning offices and polling places.

Customized attestations were prepared for electors’ use as identification and distributed to First Nations, hospitals, correctional centres, supportive living facilities, and temporary accommodations for electors without fixed addresses.

A second round of public consultation will occur by May 14, 2017 to review the list of identification and identify any necessary revisions.

PUBLIC COMMUNICATIONS AND OUTREACH Public communications for the election provided electors with necessary information for participation. These were particularly important to raise awareness of the legislative changes that expanded the options for voter registration and voting.

The communications strategy had three main objectives: • to add additional channels of communication • to produce communications that were timely, user-friendly and suited to a wide audience • to provide bilingual service

Extended office hours were offered to electors who wished to visit Elections Yukon and returning offices in person throughout the election period. • Returning offices were open from 4 PM to 8 PM on weekdays, and noon to 5 PM on Saturdays, with extended hours on nomination day • Elections Yukon was open from 8:30 AM to 8 PM on weekdays • All offices were open from 8 AM to 8 PM during the three days of in-person voting

Voter Information Cards Personalized cards were mailed to electors on the List of Electors created during the enumeration. The cards confirmed electors’ registration and provided the hours, dates, and locations for voting, as well as options for absentee voting. Cards were mailed once polling places were confirmed, with home delivery beginning in the second week of the election period.

Election Guide A fold-out guide was mailed to residences across Yukon on October 19. The six-page guide contained the hours, dates, and locations for voting, along with maps that enabled electors to determine their electoral districts. Answers to electors’ common questions and Returning Officers’ contact information were made available prior to advance poll voting to ensure that all electors had access to election information.

Website The website was extensively upgraded to provide expanded online resources for electors’ access around the clock. An interactive feature allowed electors to identify their polling places, nominated candidates, and other key information. Electors could direct inquiries to Elections Yukon and Returning Officers by email, increasing convenience and responsiveness.

The interactive features on the website proved to be popular, with: • over 3,100 visits from electors determining whether they were on the List of Electors • over 3,300 visits from electors identifying where to vote

Social Media Social media was used for the first time to share information and respond to common questions. It was used to provide notices on communities’ Facebook pages, update Facebook followers, and communicate with electors via Twitter. Posts were designed with simple, clear messaging and informative illustrations.

Social media messaging was widely shared: • The 26 bilingual posts on Twitter created 20,939 impressions. • The 29 bilingual posts on Facebook created 174,363 impressions, reaching 21,514 unique users during the election period.

Engagement rates exceeded the benchmark for social media, which is usually 1%: • Twitter posts had an engagement rate of 1.6%. • Facebook posts had an engagement rate between 6% and 7%.

The social media channels were a popular source of information that was widely shared across networks, achieving a wide reach for a minimal cost.

As in past elections, statutory advertising was placed in newspapers across Yukon. Radio and community cable tv advertising ran throughout the election period to remind electors of voting days and times, and provide sources of additional information.

TARGETED COMMUNICATIONS AND OUTREACH Specific resources and support were developed for various stakeholder groups, in addition to the general information offered to the public.

Candidates and Political Parties Prospective candidates received information on their rights and responsibilities, including a guide that instructed their official agents on election finance reporting.

Nominated candidates received copies of the List of Electors for campaign purposes. For the first time, Lists and subsequent revisions could be accessed through a secure website, in addition to their availability in printed form. Lists of special ballot and advance poll voters, along with prescribed forms, were also available electronically and in print, in accordance with the timelines prescribed by the Elections Act.

This electronic distribution increased the timeliness and convenience of candidates’ access to information. A significant majority of candidates used the electronic resources, with 54 candidates accessing the secure website over 1,300 times.

Political parties were notified of activities and policies on an ongoing basis throughout the election period.

Community Organizations and Residential Facilities Posters and handouts were customized to inform electors with special circumstances of applicable provisions for voter registration and voting, including: • residents of supportive living facilities • hospitalized electors • residents of shelters and transitional housing • students in attendance at Yukon College • incarcerated electors

Elections Yukon staff attended events hosted by community groups to share information and answer questions, where possible, or provided information resources describing options for participation in the election.

Electors of Sunnydale and West Dawson received targeted communications notifying them that a polling place would be available within the community when it became apparent that travel into would be limited due to weather conditions.

Student Vote Student Vote is a program designed to provide a parallel election experience for youth under the voting age. Students experience the voting process firsthand to practice the habits of active and engaged citizenship.

Elections Yukon partnered with CIVIX, a national civic education organization that coordinated the Student Vote project. Participating schools received print materials and election supplies to implement the program.

In total, 22 schools registered to participate in the project, including all secondary schools and 9 elementary schools. By the close of polls, 1,371 votes were cast in 19 schools, representing 13 electoral districts in the territory. The commonly viewed trend for Student Vote to mirror actual election results occurred, with members elected in 7 of the 13 electoral districts.

VOTER REGISTRATION OPTIONS: ADDITIONS TO THE LIST OF ELECTORS Electors took an active interest in adding or updating their elector records. With the enumeration six months prior to the election, a significant number of revisions were received. Electors who had been missed, had moved, or had become eligible to vote following the enumeration had an extended period to ensure they were included on the List at their current address (their place of residence on polling day). Returning offices were open Monday through Saturday to accept revisions and special revisions on dates set by legislation.

Increased opportunities to register at the time of voting streamlined the process for electors. Electors could be added to the List of Electors in conjunction with special ballot or advance poll voting.

• During the revision period, from October 8 to October 26, electors and their representatives could add, remove, correct, or update their elector records.

1,642 names were added to the List of Electors by the close of the revisions period, including those added in returning offices and with special ballot voting

• During the special revision period, from October 27 to November 4, electors who were not on a List of Electors could add themselves.

634 names were added to the List of Electors by the close of the special revisions period, including those added in returning offices and with special ballot or advance poll voting

• On polling day, electors could add themselves to the List of Electors, in conjunction with voting.

1,873 names were added to the List of Electors after the special revisions period, including those added by declaration on polling day and with special ballot voting

Access to a database of elector information allowed Returning Officers to move elector records from previous addresses, where necessary, to update records added at enumeration and to avoid duplication of elector records. The number of additions, by electoral district, follows.

VOTING OPTIONS Additional options for voter participation made voting more accessible than ever before. Feedback received from electors and Returning Officers indicated that there were voting options to suit a broad range of special circumstances.

In total, electors cast 18,840 ballots in the 2016 election, with 76.4% of electors voting.

Pre-election • Electors who expected to be in an isolated location or unable to vote during the advance polls and on polling day could make arrangements to vote prior to the election period. o Electors could appoint a proxy voter or could vote by special ballot at Elections Yukon; special ballots were frequently used by post-secondary students studying outside Yukon and by electors travelling, working, or receiving medical treatment outside Yukon for extended periods

October 8 to October 31 • Inter-district voting was available to electors in the first 24 days of the election period. This process enabled electors to vote by special ballot in any returning office if they were in Yukon but unable to receive, complete and return a special ballot to the returning office in their electoral district.

60 inter-district votes were cast in 10 returning offices and distributed to 16 electoral districts prior to polling day

• Remote voting was available to electors in areas without highway access or regular postal service. This process enabled electors to cast their ballots by contacting Elections Yukon via Skype, satellite phone or other communications device.

November 1 to November 7 • Special provisions were in place for electors who were hospitalized in the last week of the election period. Electors who were unexpectedly hospitalized and had not voted at the advance polls could vote in the electoral district in which the hospital was located.

Throughout the Election Period • Special ballots served electors who were unable to vote at the advance polls or on polling day for any reason, including electors who were: o housebound o hospitalized o incarcerated o resident in polling divisions with 25 or fewer electors o employed as election officers o in need of secure voting (electors who would be at personal risk if they were identified on a List of Electors)

Special ballots, once requested by the elector, were either completed in a returning office, mailed or delivered in the manner arranged by the elector. Completed special ballots were accompanied by identification to confirm the identity of voters who cast their ballots outside the scrutiny of polling places.

Returning Officers, where practical, delivered special ballots to housebound electors who applied by October 29.

Facility staff in correctional centres and hospitals distributed information that enabled electors to contact the Returning Officer in their electoral district of residence. Staff at Whitehorse Correctional Centre facilitated the submission of applications for special ballots on behalf of incarcerated electors and distributed special ballot kits for completion.

In total, 1,239 electors cast special ballots

• Proxy voting allowed electors who were absent from Yukon to designate an elector to vote on their behalf, or to designate a political party or candidate to appoint an elector to vote on their behalf. The 2015 legislative amendments repealed the use of proxy voting at elections conducted after 2016.

Advance Polls • Advance poll voting was available from 8 AM to 8 PM on Sunday, October 30 and Monday, October 31. This doubled the hours available for advance voting at past elections.

There were 19 advance polling places established in 14 communities across Yukon. Candidates, and scrutineers appointed by candidates, were entitled to be present to observe polling day activities. This oversight helps to assure electors that elections are conducted in accordance with the law.

Returning Officers reported that all polling stations were opened on time and fully staffed on both days of advance voting.

On Polling Day • Polling day voting took place from 8 AM to 8 PM on Monday, November 7.

There were 71 polling stations established at 30 polling places in communities across Yukon. This included a polling station established for electors in Sunnydale and West Dawson, who were unable to reach Dawson City by ferry or ice bridge. As with the advance polls, candidates and scrutineers were entitled to be present during the hours of voting.

Returning Officers reported that all polling stations were opened on time and fully staffed on polling day.

• Residents of supportive living facilities with 10 or more electors were eligible for an institution poll within the facility. Institution polls were conducted in 5 facilities; 4 in Whitehorse and 1 in Dawson City.

• Special provisions allowed electors living in a temporary residence throughout the election period to attend an educational institution or to work at their ordinary occupation to vote at the polling station established for either their place of temporary or permanent residence, with the same provision for their spouses and dependants living with them.

• Special provisions allowed candidates who were Members of the Legislative Assembly at the time of dissolution to vote at the polling station established for either their actual residence or the temporary residence in which they lived during the enumeration or while carrying out their duties as a Member, with the same provision for their spouses and dependants living with them.

NOMINATED CANDIDATES There are four basic requirements to become a candidate. A person must: • be an eligible elector • file a properly completed Nomination Paper, signed by at least 25 electors in the electoral district, along with a $200 nomination deposit and a letter of endorsement from the political party leader, if applicable • file a Statement of Ineligibility, along with the Nomination Paper, if the person is ineligible pursuant to any Act to sit and vote in the Legislative Assembly; common reasons for ineligibility included government employment or appointment to government boards or commissions • appoint an official agent to manage and report on campaign finances

A candidate is not required to live in the electoral district in which he or she files a Nomination Paper.

Nominations were accepted by Returning Officers during regular office hours beginning on Saturday, October 8. Names of nominated candidates were web-posted as Nomination Papers were accepted.

On Monday, October 17, the date set for the close of nominations, Nomination Papers were received between the hours of 10 AM and 2 PM. At the close of nominations, each Returning Officer drew lots, in the presence of at least two witnesses, to establish the order in which candidates’ names would appear on the ballots and public notices.

A total of 63 candidates filed Nomination Papers; 5 filed Statements of Ineligibility.

ELECTION RESULTS Election officers counted the ballots used at each polling station after the polling places closed on polling day. Statements of the Poll were prepared to account for every ballot issued to each polling station.

Ballot counts were telephoned to Returning Officers, who entered them into the online system for web-posting. A summary of the ballot count reported on polling day by election officers, by political affiliation, follows. Official results, by electoral district, appear on the following pages.

POST-ELECTION ACTIVITIES Returning Officers have a number of post-election responsibilities, which were completed in accordance with the Elections Act.

Official Addition of the Vote Returning Officers in all electoral districts conducted the official addition of the votes recorded on all Statements of the Poll by Thursday, November 10. Candidates and their official agents were entitled to be present during the official addition.

At the conclusion of the official addition, there were no corrections required to the ballot count results posted on polling day.

Judicial Recounts An application for a judicial recount must be made by a Returning Officer if there is a difference of 10 votes or less between the candidate with the highest number of votes and any other candidate.

In two electoral districts, Mountainview and Vuntut Gwitchin, there were fewer than 10 votes separating the two candidates with the highest number of votes.

Renée Charlie, Returning Officer for Vuntut Gwitchin, applied for a judicial recount on November 10. The judicial recount conducted by Justice Leigh Gower on Monday, November 14 confirmed the ballot count was correct.

Stephanie Mostyn, Returning Officer for Mountainview, applied for a judicial recount on November 14. The judicial recount conducted by Justice Leigh Gower on November 18 determined that one ballot was improperly accepted as valid. The Statement of the Poll was corrected and the official results for Mountainview appear on page 37.

No application for a judicial recount was made on the basis that an election officer had counted or reported ballots incorrectly, or that a Returning Officer had improperly conducted the official addition.

Candidates Declared Elected Candidates were declared elected in 18 electoral districts on November 14, 2016; the date established for the return of the Writs. The candidate in Mountainview was declared elected on November 18, 2016, following the judicial recount.

There were no challenges made to the validity of the election.

Distribution of Lists of Electors Lists of Electors were distributed to political parties and Members of the Legislative Assembly following the election, in accordance with the Elections Act. The Lists included electors who were added throughout the election period and by declaration on polling day. Elector records duplicated during the revision period and previous elector records of electors who had moved to new addresses following the printing of the Lists were deleted. 60

Post-election Audit of Election Documents A review of election documents has commenced to ensure statutory compliance and to identify the names of electors who provided consent for inclusion and future updates in the Register of Electors.

Post-election Performance Measurement A review of services and resources provided to electors, candidates, and other stakeholders is underway. Electors were invited to complete a short online survey to comment on the services they received and the availability of election information.

Political parties, First Nations, and community organizations were asked to encourage members to respond to the survey, so a broad range of electors’ views would be included. Survey results indicate that 92% of electors were satisfied with the services and communications available during the election.

Returning Officers shared their observations for possible service improvements, based on their experience and feedback received throughout the election.

Additional stakeholder input will be solicited to help Elections Yukon identify opportunities for improving services provided in the future.

FUTURE ACTIVITIES AND CHALLENGES Updating the Register of Electors to allow for the production of accurate, complete Lists of Electors will be a major focus. Acquisition of contact information from public bodies is a critical requirement to ensure that viable Lists of Electors can be produced for future events.

Full names, birth dates, and genders were collected from electors during the enumeration in order to identify electors and ensure that ongoing updates are made to the correct elector records; a particular challenge for electors with common names. Participation was high, with 93% of electors providing a birth date and 98% providing gender.

Following the election, the percentage of optional information for electors had dropped to 89% for birth date and 96% for gender. This is largely attributable to revisions made by persons other than the elector, who often did not have this information. Elector records cannot be updated if there is insufficient information for matching purposes.

The statutory ability to enumerate prospective electors (youth aged 16 and 17) in high schools will ensure that new electors are added to the List of Electors when they become eligible to vote.

Additional communications and outreach will be undertaken to make voter registration accessible for electors who are not currently included in the Register of Electors and those whose elector records cannot be identified for updating.
