    Offaly County Development Plan 2021-2027: Draft Stage Chapter 4 Biodiversity and Landscape Chapter 4: Biodiversity and Landscape 4.1 Introduction Biodiversity or biological diversity simply refers to all living things on earth; people, plants, animals, fungi and micro-organisms, the ecosystems and habitats which they form part of and their interdependence and interconnectedness with each other. The conservation of biodiversity is an integral part of good environmental management. Natural capital is the earths stock of natural assets which include geology, soil, air, water and all living things. It is from this natural capital that people derive a wide range of services often called ecosystem, services which make human life possible. In line with Regional Policy Objective (RPO) 3.4 of the Eastern and Midland Regional Spatial and Economic Strategy, the Council promotes an ecosystems services approach in the preparation of this County Development Plan. The four main types of ecosystem services are provisioning, regulating, habitat and cultural, each of which are defined in Table 4.1 below; Table 4.1 Definition of Each Type of Ecosystem Service Type of Ecosystem Services Definition Provisioning services Products obtained from ecosystems such as food, fresh water, wood, fibre, genetic resources and medicines. Regulating services Benefits obtained from the regulation of ecosystem processes such as climate regulation, natural hazard regulation, water purification, waste management, pollination and pest control. Habitat services Provision of habitats for migratory species and to maintain the viability of gene-pools. Cultural services Non-material benefits that people obtain from ecosystems such as spiritual enrichment, intellectual development, recreation and aesthetic values.

MacLysaght writes: “Quilligan, Ó Cuileagáin - This Thomond [regional] name is equally well known in its variant form, Culligan” [McLysaght, A Guide to Irish Surnames, 1994]. In Edward MacLysaght’s Supplement to Irish Families, 1994, he wrote: “Culligan, Quilligan – Both these variants of Ó Cuileagáin are Clare names and are mainly found in that county and.. Limerick city … A century ago Culligan was much more numerous that Quilligan but the numbers are now about equal. Woulfe regards the name as an attenuated form of O’Colgan (which is said, without evidence, to be more correctly MacColgan). This implies that the sept immigrated westwards from Offaly which is to some extent corroborated by a fiant of 1588 where one of that name living in King’s County obtained a pardon. An earlier fiant shows another O’Colligan among the many O’Connors whose location is not mentioned. They were, however, well established in West Clare in the 17th century .. as Cullegane is returned in Petty’s Census as a principal name in the barony of Clonderalaw, Ennis”. This, the author’s Colgan Chronology does not include the surname Quilligan within its ambit.

  • Dr. William Moran
    Dr. William Moran Dr. William Moran is remembered by the people of Tullamore with affection and respect. To many parishioners he was seen as a character and there are few of the older parishioners who have not some humorous story to relate concerning him. Dr. Moran came to Tullamore from Trim in October 1949 where he had been parish priest. He was a native of Castletowngeoghegan near Tullamore and was educated at St. Finian’s (Navan) and Maynooth College where he was ordained in 1910. He received a doctorate in divinity in 1913 and after four years as a curate in Mullingar and Collins town he was appointed professor of dogmatic theology in Maynooth in 1917. In 1932 he became prefect of the Dunboyne establishment and librarian in 1932. From there he moved to Trim and in 1949 to Tullamore. Although a competent parish administrator who gave his full support to the local schools building programme of the 1950s, Dr. Moran was happiest among his books and produced a number of books and pamphlets on religious topics including his well known catechism. He also published a number of historical articles including this booklet on the history of Tullamore in 1962. But if Dr. Moran was interested in the past he was also a forward thinking practical man. He seemed to take a special delight in running the annual Corpus Christi procession from the organ gallery of the church with the ‘Tannoy’ system he purchased in 1951. With this system Dr. Moran could broadcast a Maynooth choir for the procession together with a taped recording of his own sermon while he walked around the church and listened, presumably, admiringly, to the whole event.
