Dammed Societies: Effects of Dams on Native Americans in the Columbia River Basin Elliott McGill Senior Capstone Project Faculty Advisors: Dr. Jamie Dolan, Dr. Jeremy Johnson, and Dr. David McCanna McGill 1 Abstract Since dam construction began in the New Deal Era, it has represented a dominance of humankind over nature. These massive structures have harnessed, collected, and distributed electricity from the rivers they hold back and allow humans to reap the benefits of that cycle. One of the areas where dams are particularly apparent is in the Columbia River Basin in the Pacific Northwest region of the United States. While the dams in this region certainly have allowed the area to develop and build by using the electricity collected by these dams, they have also had several negative effects on the tribal people in the region who once fished the mighty Columbia during its populous salmon runs and relied on the salmon for nutritional, economic, and cultural reasons. This project seeks to examine the costs of human advancement when it comes to dams, and will do so by studying three dams located in the Columbia River Basin: The Bonneville Dam, The Dalles Dam, and The Grand Coulee Dam. These dams will be studied using Black’s Theory of Law as a framework to examine the manner in which law was applied to each case. The research finds that although the dams certainly provide a useful resource to the people of the region, it has had negative effects on the Native American people who depended on the river. Mountain City, Ruby Mountains and Jarbidge Ranger Districts Combined Travel Management Project Environmental Impact Statement Chapter 3. Affected Environment and Environmental Consequences 3.1. Introduction This chapter summarizes the physical, biological, social, and economic environments that are affected by the alternatives and the effects on that environment that would result from implementation of any of the alternatives. This chapter also presents the scientif ic and analyt ical basis for comparison of the alternatives presented in chapter 2. 3.1.1. Analysis Process Most of the data used in the following analysis are from the Humboldt-Toiyabe National Forest corporate GIS layers. There is a certain amount of error in the location and alignments included in this GIS data. For example, the road layer overlying the stream layer may show more stream crossings than actually exist on the ground because of the different sources from which the different layers were obtained. Some perennial streams may show up on the map as being intermittent. This may also create some inaccuracies as to the exact location and extent of riparian zones. The Forest is constantly working to improve map accuracies and the corporate GIS layers. For the purposes of this analysis, the best data that is available was used. The data in the tables below and in the project record depict with a reasonable amount of accuracy what would be occurring on the ground for each alternative, within the limitations described above. The changes between alternatives remain relative to each other. 3.1.2. Cumulative Effects According to the Council on Environmental Quality (CEQ) National Environmental Protection Ac t (NEPA) regulations, “cumulative impact” is the impact on the environment which results from the incremental impact of the action when added to other past, present, and reasonably foreseeable future actions regardless of what agency (federal or non-federal) or person undertakes such actions (40 CFR 1508.7). -

Total revenues of $19,884,285 covered all costs of operation, maintenance, depreciation and interest and left a surplus of $4,754,895 for the year thus increasing surplus net revenues from power operations as of June 30, 1946 to $16,326,947. -

6: RARE EARTH ELEMENT AND YTTRIUM MINERAL OCCURENCES IN THE ADIRONDACK MOUNTAINS 7 MINING, GEOLOGY, AND GEOLOGICAL HISTORY OF GARNET AT THE BARTON GARNET MINE, GORE MOUNTAIN, NEW YORK WILLIAM KELLY New York State Geologist, Emeritus, Division of Research and Collections, New York State Museum, Albany, NY 12230, [email protected] KEYWORDS: Garnet, Mining, Gore Mountain, Metamorphism, Lyon Mountain Granite ABSTRACT Garnet megacrysts commonly 30 centimters (cm) ranging up to 1 meter (m) in diameter occur at the summit of Gore Mountain, Adirondacks, NY and were mined there for abrasives for more than a century. The mine, owned by Barton Mines Co., LLC, is roughly 2 km x 150 m and is located in a hornblende-rich garnet amphibolite at the southern boundary of a metamorphosed olivine gabbro body that is in fault contact with charnockite. Barton supplies garnet, a chemically homogeneous pyrope-almandine, to the waterjet cutting, lapping, and abrasive coatings industries. The garnet megacrysts are reliably dated at 1049 ± 5 Ma. The growth of the garnet megacrysts was facilitated by an influx of hydrothermal fluid emanating from the ore body’s southern boundary fault. The fluids were most probably associated with the intrusion of the Lyon Mountain Granite (1049.9 ± 10 Ma) and/or associated pegmatitic rocks late in the tectonic history of the Adirondacks. INTRODUCTION The Adirondack Mountains in upstate New York are a small outlier of a larger body of rocks of similar age and geologic history that is located to the north in Canada. The Adirondack region can be loosely divided into amphibolite metamorphic facies Lowlands, in the northwest, and the granulite facies Central Highlands, which are 86 THE ADIRONDACK JOURNAL OF ENVIRONMENTAL STUDIES VOLUME 21 87 7: MINING, GEOLOGY, AND GEOLOGICAL HISTORY OF GARNET AT THE BARTON GARNET MINE, GORE MOUNTAIN, NEW YORK separated by a very large, northwest-dipping fault zone.
