It describes an important part of Swedish history that had previously been little known. The White Paper has been very well received. Both Roma people and the majority population have shown great interest in it, as have public bodies, central government agencies and local authorities. -

General Provisions Section 1 This Act applies to elections to the Riksdag, to elections to county council and municipal assemblies and also to elections to the European Parliament. In connection with such elections the voters vote for a party with an option for the voter to express a preference for a particular candidate. Who is entitled to vote? Section 2 A Swedish citizen who attains the age of 18 years no later than on the election day and who is resident in Sweden or has once been registered as resident in Sweden is entitled to vote in elections to the Riksdag. These provisions are contained in Chapter 3, Section 2 of the Instrument of Government. Section 3 A person who attains the age of 18 years no later than on the election day and who is registered as resident within the county council is entitled to vote for the county council assembly. A person who attains the age of 18 years no later than on the election day and who is registered as resident within the municipality is entitled to vote for the municipal assembly. The Development and Quality of Financial Accounting: - Unnecessary Disruptions and Established Routines BJÖRN BRORSTRÖM PIERRE DONATELLA The Development and Quality of Financial Accounting The Development and Quality of Financial Accounting: - Unnecessary Disruptions and Established Routines BJÖRN BRORSTRÖM PIERRE DONATELLA Abstract This paper addresses financial accounting in Swedish municipalities and county councils and the quality of municipal accounting. The paper describes the ways in which municipal accounting has transformed over the last few decades towards accrual accounting and the development of the annual report to become more user-friendly. A study has been conducted of the quality of municipal annual reports with the purpose to find out whether they meet established criteria after 20 years of efforts to improve them. An operationalization of basic and crucial requirements for financial accounting has been done. In the next step the requirements have been compared with the actual content of the annual reports. The main result is that the annual reports are disclosed and provide accessible information, but is to some extent not up-to-date. Routines and institutionalized texts obstruct the reports’ newsworthiness and their informational content. The result of the study of the practice has apparent normative implications. Annual reports ought to be founded more firmly up-to-date if they should attract different kind of users. -

Kent’s Sweden, or what a rock band can tell us about a nation OLA JOHANSSON Johansson, Ola (2013). Kent’s Sweden, or what a rock band can tell us about a nation. Fennia 191: 1, pp. 40-57. Helsinki. ISSN 798-5617. The Swedish rock band Kent is not only the most popular band in Sweden, but also perceived as quintessentially Swedish. Using the notion of “everyday na- tionalism” I argue that Kent both represent and actively shape contemporary Swedish national identity co-constitutively with their audience. Three themes are particularly important to understand this Swedishness. Firstly, the band was formed in the city of Eskilstuna but relocated to Stockholm, which illustrates a Swedish journey through class and space. Secondly, Kent interrogates a series of national myths in their songs. They do so using spatial and environmental meta- phors that can be conceptualized as different landscapes − inner, urban, and winter landscapes − representing Sweden. Thirdly, Kent also construct a “public landscape” that reflects on changes in Swedish society, including neoliberal and anti-immigrant tendencies. Naturvårdsprogram för Bengtsfors kommun Antaget av Kommunfullmäktige 2013-09-04 § 94 Höljerudsforsarna © Marcus Reidevall Dalslandskommunernas Kommunalförbund 1 Förord Bengtsfors kommun rymmer en enastående natur som är rik på sjöar och mycket annat! När du läser det här naturvårdsprogrammet så tror jag att du också slås av hur många underbara platser i kommunen som det finns att upptäcka. Du kan kanske få ett nytt smultronställe på köpet! Naturen bjuder oss på rekreation, upptäckarglädje och gratis motion. Att gå ut i naturen är bevisat bra för hälsan och faktiskt ett av våra populäraste fritidsnöjen. Vi politiker vill också med detta naturvårdsprogram visa att vi tar vårt ansvar och både styr mot hållbara naturvårdsmål och ser till att viktiga naturvårdsåtgärder blir gjorda. Det är en grundförutsättning för att framtida generationer också ska få ta del av vår kommuns fantastiska natur!
