1. Executive Summary

The Umarda Masonry Stone Mine (M. L. No. 24/2004; Lease area 1.00 ha) is located near Village-Umarda Tehsil- Girwa, District-Udaipur (Raj.).

The mining lease was granted in favour Sh. Bansi Lal Sahu, S/o Sh. Chagan Lal Sahu, resident of Udaipur (Raj.) vide ME, Udaipur order No. ME/Udai/CC-2/MR/ML-24/04/318 dated 14.03.2005 for 20 years. The lease deed was executed on 25.05.2005 & registered on 28.05.2005. The lease period was 28.05.2005 to 27.05.2025. The lease was transferred in favor of Sh. Naveen Sharma S/o Sh. Prem Shankar Sharma resident of 57, New Colony, Savina, Udaipur (Raj.) vide ME, Udaipur order No. ME/Udai/CC-2/MR/ML-24/04/599 dated 30.05.2007. The transfer deed was executed & registered on dated 21.06.2007. The lease was further transferred in favour of Smt. Divya Suthar W/o Deepak Suthar, resident of 9, Sutharwada, Dandpole, Udaipur (Raj.) vide ME, Udaipur order No. ME/Udai/CC-2/MR/ML-24/04/1196-1198 dated 19.10.2012. The transfer deed was executed on dated 31.10.2012 and registered on 05.11.2012.

Again, the lease has been transferred in favour of M/s. Shree Ram Stone Crusher, Dakan Kotra, Girwa, Udaipur, (Raj.) vide ME, Udaipur order No. ME/Udai-Cir/CC-Udai/M.R.M.L.- 24/2004/124 dated 24.05.2018. The transfer deed was registered on 23.08. The lease period have been extended up to 27.05.2055 as per rule (2) and 9 (3) of RMMCR, 20172018 (Annexure No. 1).

The Environment Clearance was granted by District Level Environment Impact Assessment Authority, Udaipur Rajasthan in favour of Smt. Divya Suthar W/o Deepak Suthar, with the targeted production of 23310 TPA for mineral Masonry Stone vide DEIAA/DEAC/ UDR/Sectt/Cat.1 (a)(B2) (EC)/2016-17/1271 dated 31.05.2016 (Annexure No. 2). The Consent to Operate under Air Act, 1981 from RSPCB have been obtained vide letter No. F (Mines)/Udaipur (Girwa)/414(1)/2011-2012/995-996; Dated 08.12.2017 which is valid up to 31.01.2023 (Annexure No. 3).

Certificate regarding mine lease area not falling in the Aravalli Hills and a composite map showing area within 500 m periphery of the lease are issued by The Mining Engineer, Dept. of Mines and Geology, Udaipur are enclosed as Annexure no. 4

Mining Scheme has been approved by Superintending Mining Engineer Department of Mines & Geology Udaipur Circle, Udaipur vide letter no.SME/UD-CIR./MINE-SCHM/UDR/F-55/13/6343 on dated 13.03.2014 (Annexure no. 5). Further, Simplified Scheme of Mining has submitted for approval for the year 2019-20 to 2023-24 under rule 29 (5) & 29 (13) (i) of R.M.M.C.R., 2017.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION: 2.1 Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given.

The mining project has 1.00 ha area for mining of mineral Masonry Stone, near village-Umarda, Tehsil- Girwa, District- Udaipur (Rajasthan). As Per EIA Notification Dated 14th September,

2006 and its subsequent Amendments. The project falls under B2 Category. The application is being submitted for amendment in Environmental Clearance for inclusion of the crusher plant within the mine lease as per SEIAA, Rajasthan letter F (1)/SEIAA/ Gen./Env./2019 dated 19.02.2019 and transfer of EC from Smt. 2.2 Brief description of nature of the project: The lease area of the mine is 1.00 ha. The mining of Masonry stone is by open cast semi- mechanized method. The existing production capacity is 23310 TPA of Masonry Stone. Amendment is required for inclusion of proposed Stone Crusher Plant with capacity of 365000 TPA. Water requirement of the project is 9.0 KLD. For dust suppression and plantation requirement is being met from mine sump & and for domestic use it is met from purchased water tanker.

2.3 Need for the project and its importance to the country and or region: The said project plays a significant role in the domestic market. There is intensive demand of Masonry stone and stone grits in India. At the project site there is very good potential of mineral resource. The mineral excavated from the project site is mainly used in building and construction works. The increasing mining of mineral Masonry Stone in the area has uplifted the economy of the localities which has resulted into upliftment of life standard of the people in the adjoining area.

2.4 Demands–Supply Gap: There are sufficient reserves of Masonry Stone in region which can meet the domestic demand. Masonry materials is the most abundantly required building material in a construction site. The country’s construction sector is expected to grow at 8%/year for the next decade and the quarry and mine owners will have to supply vast amounts of building materials, including aggregates, to complete the projects. The building stock is expected to multiply five times, resulting in a continuous increase in demand for building materials.

2.5 Imports vs. Indigenous production: District has a number of Masonry Stone mines in the state of Rajasthan. There is abundance of Masonry Stone in the area; it had become a major source of economy in the area/region.

2.6 Export Possibility: Sufficient Reserves are available for export market.

2.7 Domestic/export markets: It is quite evident that India requires massive quantities of construction material over the next two decades. Stone crusher plant will serve purpose of stone grit to nearby construction industry.

2.8 Employment Generation (Direct and Indirect) due to the project:

The managerial supervisory staff will be employed on merit basis and workers will be employed from local villages. Total 13 man power required and remaining workers are employed on contractual basis as and when required.

3. PROJECT DESCRIPTION: 3.1 Type of project including interlinked and interdependent projects, if any. It is mining project with proposal of fro inclusion of Stone Crusher Unit; there are no interlinked and interdependent projects.

3.2 Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The mining lease area falls in Survey of India G.T. Sheet No. 45 H/14 & 45 H/15 having Latitude 24°29'39.05"N to 24°29'42.80"N and Longitude 73°47'50.38"E to 73°47'54.97"E.

Nearest railway station is Umarda and major railway station is Udaipur at a distance of 15 Km. from the lease area. Major district road (MDR-11) is located at a distance of about 2 Km from the lease. State Highway (SH 32) is about 14 km from the mine site via MDR 11. Location Map is enclosed as Annexure No. 7.

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

Mining of Masonry Stone is site specific project and it cannot be shifted to one place to another due to availability of mineral resource.

3.4 Size or magnitude of operation.

The production of mineral Masonry Stone is 23310 TPA by opencast semi-mechanized method of mining and Stone crusher unit with production capacity of 365000 TPA.

3.4.1 GEOLOGY Regional Geology Debari Group- It comprises a sequence of petromict metaconglomerate meta-arkose, . quartzite, phyllite, mica schist, basic metavolcanics with associated pyroclastics, calcareous quartzite, Dolomitic limestone, dolomite, calcitic marble, ferruginous chert phosphatic dolomite and chert, and carbonaceous and manganiferous phyllite. The entire sequence has undergone polyphase deformation and regional metamorphism to greenschist facies.

Rocks of the Debari Group, forming a NW-SE trending chain of high hills in sharp contrast to the peneplained tract of Mewar to the east. Considering internal lithological homogeneity, mappability and nature of spread of typical lithological association, five formations, namely, the Gurali, the Delwara, the Jaisamand, the Berwas and the Jhamarkotra have been recognized in the Debari sector. The Berwas Formation can be correlated with the Dakankotra and the Babarmal Formations in Jaisamand sector, the Jagpura and Mukandpura Formations in Ghatol sector, and the Kathalia Formation in Sarada-ki-Pal sector.

Maton Subgroup- This Subgroup, carrying the potential deposits of phospherite associated with stromatolitic dolomite and chert in Jhamarkotra, Maton, Kanpur and Dakan Kotra areas. It divided into Berwas, Jhamarkotra, Dakan Kotra, Babarmal, Mukandpura, Jagpura, Kathalia Formations.

Local Geology Dakan Kotra Formation- It is well-exposed in Kanpur, Umarda, Dakan Kotra areas and further southwards near Jambora in Jaisamand sector. It comprises carbonaceous phyllites, manganiferous phyllites, algal dolomite, dolomite, phyllite and quartzite showing interfingering relationship due to lateral facies change.

Masonry Stone Masonry stone available in the lease area is generally medium to fine grained, gray in color used in construction work. The stone is suitable for gitty used in road, construction and other work.

The total reserves in all categories have been estimated to be 13,29,955 MT. Considering average production of 23037 MT per annum of Masonry Stone of the mine. Life of Mine = Total mineable reserve / Av. Annual Production = 13,29,955 / 23037 TPA = 57.73 = 58 years

3.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given).

3.5.1 Method for developing and working the deposits: The mining is done by Open Cast Mechanized method. The Blasted material will be removed from mine pit with the help of Excavators and Dumpers. The mineral is to transport by tractor and Dumper.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final products, Mode of transport of raw Material and Finished Products. The raw material required for production of stone gitti/M Sand is obtained from within the mine and other leases of the firm. The raw material will be transported through trucks & trolley.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Minerals are depleting asset once mined; they cannot be replenished like agriculture, vegetation thus a scientific approach will be taken up in exploitation of mineral with systematic method. Thus, resource optimization/ recycling and reuse are not envisaged in this project.

3.8 Availability of water its source, Energy/power requirement and source should be given. The daily water required at the mine for drinking and domestic purpose is obtained from purchased water tanker. The water for other purpose will be obtained from mine sump in which rain water is collected

4. SITE ANALYSIS:

4.1 Connectivity: Nearest railway station is Umarda and major railway station is Udaipur at a distance of 15 Km. Rajasthan State Highway 32 (SH-32) is located at a distance of about 14 Km. from the lease area It is well connected to Udaipur- Jaisamand Road. Major district road (MDR-11) is located at a distance of about 2.0 Km. State Highway (SH 32) is about 14 km from the mine site via MDR 11. Tar road is available at the foot step of the lease area.

4.3 Topography (along with map No.): The mining lease area falls in Survey of India G.T. Sheet No. 45 H/14 & 45 H/15 having latitude 24°29'39.05"N to 24°29'42.80"N and Longitude 73°47'50.38"E to 73°47'54.97"E. Topographically the area is undulating in nature comprising hill, hillocks. The general slope is towards south. The highest contour of the area is 579 mRL and lowest contour is 564 mRL.

forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. The lease area comprises of Govt. Land. There is no eco sensitive zone/area present in study area. Village wise detailed of the land use pattern within buffer zone from the lease area is completed from the census of India. It reveals that about 23.8 % area is forest land 5.00 % area is irrigated land and 9.39 % is un- irrigated area. The percentage of cultivable waste land and area not available for cultivation are 8.39 % and 22.81 % respectively.

4.5 Existing Infrastructure: Office building is erected for records keeping in which different compartments like manager's office, time office, mine planning & quality control cell, central stores etc. and a well-equipped

first aid facility will be made available at office and rest shelters for operational workers will be made available. The electricity required will be met from AVVNL. 4.6 Soil classification: The lease area is hilly in nature. The area contains practically no soil.

4.7 Climatic data from secondary sources: Tropical climate condition exists in the area. The summer season extends from April to June and is little hot. The maximum temperature during summer days rises up to 44⁰C during day time and the minimum temperature falls up to 5⁰C in winter nights. Monsoon season falls during the month of June to August. The rainfall is generally fair and averages 819.37 mm annually.

4.8 Social Infrastructure available: There is no village within the lease area. The villages lying within the radius of 10 km. around the mining lease are shown in column 5.2. Educational Facilities: Government Sr. Secondary School is available at Umarda, village. Medical Facilities: Primary Health Center is available at village Umarda.

5. PLANNING BRIEF: 5.1 Planning Concept (type of industries, facilities, transportation etc) Town and Country Planning/Development authority Classification. The proposed rate of production including opencast workings will be 166504 Tons per year. Amendment is required for inclusion of proposed Stone Crusher Plant with capacity of 166504 TPA. The method of mining is Open cast semi mechanized method. All the benches proposed have appropriate approach in the form of ramp wherever needed for plying of machinery from bottom to top. The Blasted material will be removed from mine pit with the help of Excavators and Dumpers. The mineral is to transport by tractor and Dumper. No waste is generated during the mining activity.

5.2 Population Projection The population data based on 2011 census; according to this census population distribution detail of the buffer zone area are shows that total population is 40621 and number of household are 8058. The village wise detail of population projection is given in table 6. Out of total population, 51.5 % are male and 48.5 % are female. The percentage of Schedule Cast is 0.06 % and 54.2 % of Scheduled Tribes.

5.4 Assessment of Infrastructure Demand (Physical & Social): Physical Infrastructure facilities in the villages are assessed to be moderate. Social  Rest shelters are provided to the workers.  Office toilets for workers.

5.5 Amenities/Facilities: The mine site office, first aid room & rest shelter are existing in the lease area. Workers are provided with rest shelters and no houses are provided to any worker as they all are deployed from nearby villages. Clean drinking water is provided. The toilets are provided separately for males and females.

6. PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing area): The project is mining of mineral Masonry Stone with crushing unit.

6.2 Residential Area (Non Processing Area): No residential colonies exist in the lease area as the workers are deployed from nearby villages that will commute to the lease area.

6.3 Green Belt: Plantation is being carried out as per the guidelines of CPCB to develop green belt in and around the project area. Green belt development program will be made in successive phases depending upon the immediate need, priority, availability of land and sufficient ground water. 6.4 Social Infrastructure  Providing stationary to the needful children.  To distribute plants among the village people to improve the environmental conditions and raise the aesthetic beauty of the area.  Employment of local inhabitants: Unskilled category labors will be given preference for employment.

6.5 Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc):

The lease area is well connected by road. Details are given earlier.

6.6 Drinking Water management (Source & Supply of water): Drinking water is obtained from purchased water tanker. The rain water collected in the pit/sump will be utilized for dust suppression and green area development.

6.7 Sewerage System Not applicable.

6.8 Industrial Waste Management: Not applicable

6.9 Solid Waste Management:

6.10 Power Requirement & Supply/source Energy The electricity required will be met from AVVNL

Fuel Diesel Diesel will be used in mobile equipments, compressor and tractors. Diesel will be obtained from nearby diesel pumps.

7. REHABILITATION AND RESETTLEMENT (R & R PLAN):

7.1 Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given). There is no hutment in the lease area. No human being displaced from the area so no person will be affected contrary local people will get job opportunity and better facilities.

contributing in raising the living of people of that region. Distribution of plants to the local villagers to plant tree species, so as raise the aesthetic beauty of the area. Stationary will be provided to the poor or needful school children of the area. Medical facilities will be provided and free medical camps will be arranged.

There are sufficient reserves of Masonry Stone in region which can meet the domestic demand. Masonry materials is the most abundantly required building material in a construction site. The country’s construction sector is expected to grow at 8%/year for the next decade and the quarry and mine owners will have to supply vast amounts of building materials, including aggregates, to complete the projects. The building stock is expected to multiply five times, resulting in a continuous increase in demand for building materials.

5 That your mining will not intersect the Ground Water Table during the consent period and the permission from the Central Ground Water Authority shall be obtained for intersection of Ground Water Table/ abstraction of ground water, if any and submit a copy of the same to the Board. 6 That this Consent to Operate is for mining / processing / beneficiation of product as mentioned above in M.L.No.-24/04 and a separate Consent to Operate is required to be obtained for any other Mineral mining/ processing/ beneficiation Plant/process if any and for any addition/ modification/ alteration or change in process. 7 That after conducting expansion the total production figure of the mines should not exceed the production mentioned in condition no. 3 (i.e. this is not incremental figure but the figure of production). 8 That the lessee shall develop plantation in atleast 33% of the total lease area to maintain Ambient Air Quality around the mines and the action plan for plantation (as per the mining plan/eco friendly mining plan) shall be implemented. 9 That, the unit have to obtain separate consent to establish for any additions/changes/alteration. 10 That this consent is not an evidence for ascertaining the title of land. 11 That this consent is issued to the unit on the basis of documents submitted by the applicant, if any discrepancies is found in the document/facts submitted by the unit then the consent shall be treated as revoked without any further notice and the unit shall be liable for action in accordance with provisions of law. 12 That Garland drains, settling tanks and check dams of appropriate size, gradient and length shall be constructed around the mineral and overburden dumps to prevent runoff water and flow of sediments.

The mitigative measures for control of ground vibration and to arrest fly rocks and boulder should be implemented, and permission from the Director General Mines Safety and the Director Explosive shall be obtained. 16 That prior consent to establish and consent to operate shall be obtained for enhancement of production along with the Environmental Clearance from concerned authority. 17 That the unit shall submit compliance report of conditions of Environmental Clearance every six months alongwith consent to operate. 18 That the condition no.4 is null and void and the NAAQMS as per notification dated 18.11.2009 shall be followed. 19 Unit shall comply with H.O. Order No. 217 to 256 dated 13/06/2017 regarding Hon'ble NGT orders and shall obtain NOC from CGWA within six month failing which the consent shall deemed to be revoked. 20 That all other general conditions enclosed as Annexure shall be strictly complied with. 21 That this Consent is subject to the conditions as stated above and general conditions as stated in Annexure. Further, the mining unit will comply with the provisions of the Air (Prevention & Control of Pollution) Act, 1981 and any such conditions as may be specified from time to time by the State Board under the provisions of the aforesaid Act.

22 That the grant of this Consent to Operate is issued from the environmental angle only, and does not absolve the project proponent from the other statutory obligations prescribed under any other law or any other instrument in force. The sole and complete responsibility, to comply with the conditions laid down in all other laws for the time-being in force, rests with the industry/ unit/ project proponent.

23 That the grant of this Consent to Operate shall not, in any way, adversely affect or jeopardize the legal proceedings, if any, instituted in the past or that could be instituted against you by the State Board for violation of the provisions of the Act or the Rules made thereunder.
