Situation Overview

 Landslides and flooding occurred in the provinces of , Sorsogon and Catanduanes as a result of moderate to heavy rains since early morning of 29 December 2010 due to tail-end of a cold front  As of today, improved weather condition is prevailing in the following Bicol provinces: ALBAY –sunny & partly cloudy; CAMARINES NORTE- Cloudy with intermittent rainshowers; CAMARINES SUR – Cloudy; CATANDUANES - sunny & partly cloudy; MASBATE – rainy; and SORSOGON- cloudy.  All national roads affected by flooding and landslide are already passable  As of 4 PM today, g enerally good weather condition is prevailing in Region 5. With improved weather condition and upon coordination with PAGASA, MGB and PHIVOLCS as well as aerial inspection of Mayon slopes and actual conditions in Manito, Albay PDRRMC issued Advisory No. 4 and ordered full decampment of 12,752 families effective today. Relief distribution will be provided by Albay PDRRMC through Local Chief Executives Office of affected areas and will be delivered by PSWDO today.

 PDRRMC Sorsogon reported 29 families in Castilla affected by flooding, evacuated to relatives and neighbors. Evacuees previously reported have already returned home.

B. Casualties  Two (2) persons were reported dead who were swept away by strong current while going to the evacuation center, both were from Manito, Albay and identified as Lolita Dadap (mother), 80 years old and Antonio Dadap (son), 50 years old.

C. Damage to Agriculture a. Initial report of about 199 hectares at seedling and newly transplanted stage of rice and vegetables were submerged in the province of Albay (Camalig – 174 Has, Malilipot – 15 Has. and Manito – 10 has.). Further assessment will be conducted to validate the said report.

II. Actions Taken:

 Chairman, Region 5 RDRRMC with Albay PDRRMC conducted aerial survey and rapid assessment with the following findings: Damage generally minimal, traces of landslides noted in some areas; All road networks passable, national road at Brgy Maynongnong, Tiwi, Albay going to Sagnay, Camarines Sur partially blocked and limited to light vehicles; No water build-up in Mayon catchments; and River crossing going to Sitio Inangmaharang, Brgy Nagotgot, Manito still swollen.  DPWH conducted monitoring and clearing of affected roads  Albay PDRRMC’s repacking and distribution of goods for affected population is ongoing  DSWD R5 provided assistance (food items) with total cost of P207,170.65.  AFP deployed assets for rescue and evacuation of affected population: Philippine Army (PA) – Committed 7 Officers & 72 Enlisted personnel, 7 M35 trucks, 6 KM 450 truck, 1 ELF vehicle; On-call vehicles with drivers and escorts for 1 KM 450 truck (1 st District); 1 KM 450 truck, 1 truck, 3 M35 truck (2nd District) and 1 Isuzu truck, 2 M35 truck (3 rd District) Philippine Navy (PN) – 10 man team, 1 truck with SAR team and 1 group on standby at Rawis, Legaspi City Philippine Air Force (PAF) – 12 man SAR team and one (1) UH1H aircraft prepositioned in to be used for operational purposes.  PCG District Bicol deployed 2 rubber boats and 2 response team  DSWD Region 5 conducted continuous coordination with PDRRMCs Albay and Sorsogon: 2 SWAD teams conducted initial assessment on municipalities prone to flooding and landslide. Standby funds (P281,886.66) and stockpile of relief commodities composed of 1,566 family packs ready for augmentation. PSWDO Albay provided food packs and rice to affected families.  DA Region 5 coordinated with the Office of the Provincial Agriculturist to validate reported damages in municipalities. Certified seeds available for rice and vegetable seeds ready for distribution in case rehabilitation is required.  Albay PDRRMC: issued Advisory No.3  Suspension of all public and private works except bank and disaster response offices  Continuous evacuation to cover all vulnerable population to flood in the floodplain areas and mudflow/lahar around Mayon Volcano aside from landslide  All communications facilities of the different Cities and Municipalities of Albay are hereby directed to be in a 24-hour operation effective Dec.30,2010  All Cities and Municipalities are likewise directed to activate their disaster operation center effective immediately and until the TECF dissipates  PHO-Albay: Monitoring of events and conducted site visit of Malilipot, Manito and 3 rd District  Center for Health Development (CHD) Bicol: On Code White - Monitored events in both provinces and reported to HEMS CO and partner agencies including Energy Development Corporation-BACMAN - Coordinated with Local DRRMC in the affected areas - Attended presscon with Gov. Joey Sarte Salceda in Albay - Released medicines and supplies to PHO Albay and will release P 1,000,000.00 to Albay for drugs and meds (requested from DOH-CO-NPPD by the Prov. Of Albay through a proposal) - CPD and Medical Unit of Energy Development Corporation spearheaded evacuation efforts of some 100 persons in Sitio Inang Maharang, Nagotgot in Manito and was evacuated to Nagotgot Elementary School  DPWH maintenance crew and Army team conducted road clearing  PDRRMC Albay prepared food packs for the affected population; monitored landslide and flood prone areas  OCDRC V disseminated weather advisory and gale warnings to RDRRMC Action Officers, local disaster risk and reduction management councils and media; advised response agencies to put on standby DRR units  Concerned agencies and LDRRMCs were continuously monitoring the situation in their respective AORs.

III. Declaration under State of Calamity o Albay PDRRMC declared the entire province under state of calamity
