North Moreton Parish Council Chmn North Moreton Parish Council Chmn. Minutes of North Moreton Parish Council Meeting held at North Moreton Village Hall on 8th November 2016 at 8:00pm. Present: Mrs. R. Templeman (Chair), Mrs. V. Gibbs (VC), Mrs. S.C. Harrison, Mr. D. Tebworth, Mr. C.I. Shipton, Cllr. Murphy, Mrs. L. Deeley (SMPC), Lucy Mori (SODC), Mark Hewer (SODC) and Mr. A. Wise (Clerk). RT opened the meeting at 20:00 hrs 16/800 Apologies Cllr. P. DT reported that he had attended the latest Parish Forum on the 02/11/2016 where SODC where able to give PCs an update on Unitary Status, New Design Guide and Local Plan. 16/806 Financial 1. Approval of payments. It was proposed RT seconded DT and carried that the matters following invoices be paid: Parish Clerk’s wages, expenses, PAYE,Village Hall Hire and for a new fence on the Rec Ground. 2. Current financial situation. AW presented the current financial situation – attachments 2 & 3. 3. Clerk presented draft 2017-2018 budget to councillors along with a proposed Precept figure of £8k. 4. Councillors to review draft budget and give some consideration to the precept ALL figure before the next meeting in Jan’17 5. Clerk to make the annual VAT Return before the end of the calendar year AW 6. Chair to email MCC Chair (Tim) confirming NMPC is prepared to pay for 3 RT grass cuts of Whites Field again next year. North Moreton Parish Council Chmn. 16/807 Planning 1. AW presented the current planning application situation – attachment 4 2. Clerk to respond to planning application P16/S1267/HH Haddon Orchard, AW Sires Hill with NSV and no comments. 16/808 Highways Transport Report by VG - An Open Meeting was held in Aston Village Hall by the and Transport DVTG and a formal committee set up to handle the administration consisting of a representative from each of the DVTG villages. I have agreed to represent both North and South Moreton on the committee and am also a signatory on the bank account. We do need to encourage villagers to use the service as we will have to make a decision at some point about whether the village continues to offer the option to our parishioners. I have investigated the COMET options available and spoken to some villagers about the service including organising membership for one person. At the moment there is some availability on Mondays and Wednesdays for people to use the bus to take them shopping etc. between 10.15 and 2.30 Monday to Friday (not bank holidays). They need to call COMET on 01865323201 between 9 and 4 Monday to Friday and register for an account. There is a one off fee of £3 and then you can pay over the phone for journeys. To go to Didcot it costs £2.25 each way and bookings can be made up to 2pm the day before. If there was sufficient demand, this is something we could investigate for our village with a regular booking. 16/809 New gate has been installed on the Rec Ground. PC would like to thank Dave Recreation and Powell and Iain Craigie for their assistance with this activity. OCC Report REPORT TO PARISH COUNCILS NOVEMBER 2016 UNITARY DEBATE OCC is continuing to develop a model for a single unitary council with some decision making devolved to different parts of the county based on the current boundaries of the five District and City councils. There is no agreement with District Councils about this and there needs to be a lot of detailed negotiation in the weeks and months ahead. PUBLIC HEALTH ANNUAL REPORT The Annual Report by OCC's Director of Public Health has been published and it summarises key issues associated with the Public Health in Oxfordshire. It includes details of progress over the past year as well as information on future work. It is an independent report for all organisations and individuals. The report covers the following areas: Chapter 1, The Demographic Challenge; Chapter 2, Building Healthy Communities; Chapter 3, Breaking the Cycle of Disadvantage; Chapter 4, Lifestyles and Preventing Disease Before it Starts; Chapter 5, Mental Health; Chapter 6, Fighting Killer Diseases. The report can be found by following the link: http://ow.ly/Fsok305C9RS SECURING THE FUTURE FOR OXFORDSHIRE’S DAYTIME SUPPORT SERVICES OCC is proposing a new daytime support system that will enable older people and people with disabilities to live independently in their community. The new proposals include a guaranteed core service for people who require daytime support, alongside financial support to enable community- based services to continue to flourish. People with assessed needs who receive help from OCC's adult social services would continue to receive support under a new proposed structure for daytime support in the county. The council values day time support services run by volunteers and will continue to support these services while encouraging new community initiatives to be launched. Three-quarters of all community-based services do not receive funding from OCC so would be unaffected by the changes. OCC has listened to more than 600 people who use services and carers to understand their priorities and develop a new approach. More details can be found here: http://news.oxfordshire.gov.uk/dayservices/ APPLY ONLINE FOR PRIMARY AND SECONDARY SCHOOL PLACES Applications for children due to start primary or secondary school in September 2017 can now be North Moreton Parish Council Chmn. made online. Families with children born between 1 September 2012 and 31 August 2013 are urged to visit the primary school admissions pages on OCC's website to find out how to apply for places for next year. Applications for primary or junior schools also need to be made for children currently attending an infant school who were born between 1 September 2009 and 31 August 2010. Families with children due to move up to secondary school next September should visit the secondary school admissions pages. (There is also information for anyone interested in applying for a Year 10 transfer to a University Technical College (UTC) or Studio School.) When applying parents are strongly advised to state three preferences and include their catchment school as one of these – even if it is their third preference school. This does not in any way affect families’ chances of securing a place at their first-preference school. OCC still accepts postal applications but recommends families apply online where possible, as this helps speed up the applications process. It also means families receive an automatic response confirming their application has been received and can be quickly notified if further information is needed. RADIO OXFORD TRAFFIC CONTROL The traffic reports on Radio Oxford are broadcast direct from OCC's traffic control centre at Kidlington. The centre has direct access to over 50 cameras across the county, which show exactly what is happening so listeners can be quickly informed should there be an incident. Also, listeners’ calls and texts mean that traffic information can be rapidly updated. The entire breakfast show was recently broadcast from the control centre and OCC Leader Ian Hudspeth was given the opportunity to read the traffic report. He admits being nervous in case he mentioned the wrong road, but everything appeared to go well! Below are details of the bus services for our students in 2020/21, with the latest timetable information available to us. The timetable is likely to be changed from time to time by the bus companies however, so we do advise all parents and students to check details on the Thames Travel and Oxfordshire County Council (OCC) transport websites depending on the provider listed below for the very latest information. OCC assess eligibility for free school transport and arrange for passes to be issued when applicable. Otherwise, the bus company, Thames Travel, manages the administration, provides all the tickets and passes and collects any fees for fare paying routes. No tickets can be purchased from school and passes must be purchased in advance of travelling.     Appendix E Oxfordshire’s public rights of way network – assessment of connectivity As part of work to achieve the aims of the first Oxfordshire Rights of Way Improvement Plan, the public rights of way network was assessed using a Geographical Information System (GIS) by Exegesis Spatial Data Management Ltd. This has enabled the production of graphics and tables to show the relative connectivity at the settlement level and for each kilometre square across the county. The graphics are colour coded for ease of reference and simple comparison. Shades of green are areas better connected, whilst areas shaded red are more poorly served. Tables accompany the graphics and include the mean average connected network in each of the settlement size categories. The connectivity study was not able to take account of the other access resources that are available to the public, including access land, neighbouring counties’ rights of way networks, the minor and unsurfaced road network, cycletracks, permissive paths under stewardship agreements, nature reserves, Woodland Trust and National Trust accessible land, and areas made available under Inheritance Tax exemptions -so these should be considered as part of any detailed assessments. In addition, the public rights of way network has been assessed for its ‘disjunctions’ – points where public rights of way meet roads and other barriers – and where there is not a close connection on the opposite side of that road. Some of these match with suggestions submitted as part of the Rights of Way Improvement Plan production. The study is not definitive and there may be other disjointed routes that are not indicated or indicated in error.

Personally, I have a soft spot for Somerset – I was born there, in Frome, and although we moved from the county when I was very young, I still have a sense that I belong to Somerset. I’m thinking of Somerset because of St Dunstan, who was born in the county back in the 10th Century. Why I am thinking of St Dunstan and who was he? Well, he was a nobleman who later became a monk and then Archbishop of Canterbury. He did much to further to spiritual and political well-being of England back in the 10th Century. We know quite a lot about him from various contemporary documents. Dunstan enjoyed working with his hands. He practised painting, embroidery and metalwork. In the Bodleian Library, there is a manuscript from the time of Dunstan which includes a portrait of him, prostrate at the feet of Christ. This picture could well be Dunstan’s own work. Dunstan was committed to handicraft, and he encouraged every priest to have a handicraft.
