They are widely recognised as useful tools, helping to aid the planning, design and management of future development in a particular locality. 1.2 The National Planning Policy Framework (NPPF) recognises the value of local distinctiveness and supports the use of characterisation studies, such as character assessments, to underpin and inform planning policy. Specifically, paragraph 58 of the NPPF states that: ‘Local and neighbourhood plans should develop robust and comprehensive policies that set out the quality of development that will be expected for the area. Such policies should be based on stated objectives for the future of the area and an understanding and evaluation of its defining characteristics. On turning to other sources of information, the curious fact appeared that for a century past the litera- ture of the subject has been widely influenced by the spurious Itinerary attributed to Richard of Cirencester. Though that was long ago shown to be a forgery, statements derived from it, and suppositions founded upon them, are continually repeated, casting suspicion sometimes unde- served on accounts which prove to be otherwise accurate. A wide publicity, and some semblance of authority, have been given to imaginary roads and stations by the new Ordnance maps. Those who early in the last century, under the influence of the new Itinerary, traced the Roman roads, unfortunately left but scanty accounts of the remains which came under their notice, many of which have since been destroyed or covered up in the making of modern roads; and with the evidence now available few Roman roads can be traced continuously. The gaps can often be filled with reasonable certainty, but more often the precise course is doubtful, and the entire course of some roads connecting known stations of the Itinerary of Antonine can only be guessed at.

These areas have their own objectives and standards. Article 4 of the Water Framework Directive requires Member States to achieve compliance with the standards and objectives set for each protected area by 22 December 2015, unless otherwise specified in the Community legislation under which the protected area was established. Some areas may require special protection under more than one EC Directive or may have additional (surface water and/or groundwater) objectives. In these cases, all the objectives and standards must be met. Article 6 requires Member States to establish a register of protected areas. The types of protected areas that must be included in the register are: • areas designated for the abstraction of water for human consumption (Drinking Water Protected Areas); • areas designated for the protection of economically significant aquatic species (Freshwater Fish and Shellfish); • bodies of water designated as recreational waters, including areas designated as Bathing Waters; • nutrient-sensitive areas, including areas identified as Nitrate Vulnerable Zones under the Nitrates Directive or areas designated as sensitive under Urban Waste Water Treatment Directive (UWWTD); • areas designated for the protection of habitats or species where the maintenance or improvement of the status of water is an important factor in their protection including 1 relevant Natura 2000 sites.

In a similar move, the Institute of Geological Sciences, subsequently . renamed the British Geological Survey (BGS), took over the national groundwater archive. Both IH and BGS are component bodies of the Natural Environment Research Council (NERC). The BGS hydro- geologists are located with IH at Wallingford and close cooperation between the two groups has led, among other things, to the launching - in 1985 - of a new series of yearbooks and reports dealing with nationally archived surface and groundwater data and the use made of them.
