Ramon Bong Revilla, Jr. RESOLUTION CONGRATULATING AND COMMENDING DENNIS ORCOLLO FOR WINNING THE 9TH ANNUAL PREDATOR INTERNATIONAL 10-BALL CHAMPIONSHIP LAST MAY 16,2009, IN LAS VEGAS, NEVADA, USA Whereas, the 30-year old pride of Bislig, Surigao Del Sur and Quezon City, the new Filipino World Champion, Dennis “Robocop” Orcollo trounced world No. 1 German national Ralf Souquet, in an impressive 8-3 score in the finals to capture the 9th Annual Predator hternational 10-Ball Championship at the Riviera Hotel in Las Vegas, Nevada, USA, Whereas, Orcollo did the spectacular in eont of the crowd by upsetting World No. 1 and multi-world titlist Souquet in the finals to win the trophyplus the $20,000 winner’s pot for a total earning of $86,000; Whereas, Orcollo also known as the world’s money-game king is now also the best in 10- ball play after topping the field of 112 topnotch cue artists from around the globe; Whereas, Orcollo, the only Filipino cue master to make a powerful impression in billiards having earned the following records as a cue artist: 2000 Cebu Open Champion, 2006 World Pool League Champion, 2007 BCA Enjoypool.com 9 Ball Champion, 2007 World Eight-Ball Championship, 2007 World Straight Pool Championship, 2008 Japan 9 Ball Open- Champion, 2008 1st San Miguel Beer Quezon City 9 Ball Championship- Champion, 2008 Qatar International 9 Ball Open- Champion and 2008 Guinness 9-Ball Tour in Guangzhou, China; Whereas, by winning this international tournament participated in by hundreds of top billiard players from all over the world, Orcollo has made our country proud for bringing honor and glory; Whereas, this momentous ‘victory may serve as an inspiration to all aspiring billiard enthusiasts. In the past, the tournament has taken place in cities such as London, Rotterdam, Malta and Las Vegas. The tournament is played out over 4 days in a series of matches promoted by Matchroom Sports Ltd in Essex, England and broadcast live by Sky Sports in the UK. Matchroom Sports is currently seeking bids to host the 17th Mosconi Cup in 2010. The Event Manager of Matchroom Sports met recently with Belfast City Council in April 2009, where it was considered feasible for Belfast to bid to host this event in December 2010. The purpose of this report is to seek approval from Members to submit a bid to bring the Mosconi Cup to Belfast in December 2010. In addition, agreement to financially support the event is requested, should the bid be successful. Matchroom Sports estimate that a host city would need to contribute approximately £100,000 to host the event, with the following key elements being covered, including: - venue hire - seating - players accommodation - PR and marketing opportunities Belfast City Council can provide significant in-kind support to the PR and Marketing element of the event and as per the Northern Ireland Trophy, a Council venue, the Ulster Hall, has been earmarked for hosting the event.

Mike Shamos, resident rules guru for Billiards Digest and one of pool’s most respected individuals, wrote: “The Official Rules of the BCA Pool League are the most extensive set of rules in history, and for the first time they are accompanied by interpretive decisions. The “Applied Rulings” section deserves serious study. It is of course impossible to write a rule set that deals with every conceivable happenstance. Even the USGA rules don’t try to do that. Therefore, referees and tournament directors must be guided by interpretations so they can make intelligent rulings when new situations arise. I’m not declaring their rules to be perfect, but they try to be. The rules themselves and their interpretations have been given a great deal of thought, and the reasoning behind them is not hidden but is right there on the page.
