Passed on message of necessity pursuant to Article III, section 14 of the Constitution by a majority vote, three-fifths being present. The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: Section 1. Subdivisions 4, 8, 12, 13, 14, 15, 16, 17, 19, 24, 25, 29, 30, 31, 36, 67, 69, 70, 75, 93, 94, 95, 105, 110, 131 and 138 of section 121 of the state law, as added by a chapter of the laws of 2002, amend- ing the state law, relating to creating assembly and senate districts, as proposed in legislative bill numbers S. 6796 - A. 11014, are repealed and added to read as follows: 4.
