Re: Request for Letter of Support- BC PUBLIC ACCESS TO DEFIBRILLATION (PAD) PROGRAM

I'm writing on behalf of Northwest Community College- Prince Rupert Campus, asking for the City's support in our application to have two AED's installed at our facility.

To help save lives, the Heart and Stroke Foundation, in partnership with the Province of British . Columbia and BC Emergency Health Services, is making automated external defibrillators (AEDs) available in public places where there is a risk someone can suffer a sudden cardiac arrest. These defibrillators witt be donated to us by the Heart and Stroke Foundation, and training witt be provided to our staff. To be considered for this program, they need to know that our request has the support of the Community.

The College has been part of the fabric of Prince Rupert for many years, with hundreds of students coming through our doors, and a gathering place for different community events.

LPG TERMINAL PROJECT PROPOSED FOR WATSON ISLAND

APRIL 11th, 2017- PRINCE RUPERT, BC- The City of Prince Rupert, through its wholly owned subsidiary Prince Rupert Legacy Inc., is happy to announce that a non-binding Letter of Intent (LOI) has now been entered into with Pembina Infrastructure & Logistics, [a wholly owned subsidiary of Pembina Pipeline Corporation] (Pembina) for the purposes of exploring a LPG export terminal on Watson Island.

"We are looking forward to a new beginning for our community as we work towards putting Watson Island back on the tax roll," said Mayor Lee Brain. "Pembina is a Canadian company with a proven track record for supporting the communities in which they operate and has an industry-leading history of operating safely. We are happy to have the opportunity to potentially partner with them to create new local jobs and revenue that will significantly improve the quality of life for everyone in Prince Rupert."

Pembina will be conducting initial technical assessments and evaluating the project's feasibility, in addition to meeting with local First Nations and stakeholders. Following this process, Pembina's Board of Directors will evaluate the project and determine a Final Investment Decision (FID) .

"Watson Island has great potential as a LPG export terminal location," says Mick Dilger, Pembina's President & CEO. "Early impressions of the site are promising, and we're happy to be working with the City of Prince Rupert."

Pembina Pipeline Corporation is a Canadian company focused on the safe, reliable operation of energy infrastructure. They are a transportation, midstream and gas service provider that has been serving North America's energy industry for over 60 years with positive relationships with various municipalities and First Nations in the areas surrounding their operations. The $23 billion energy infrastructure company is recognized as one of Canada's Top Employers, and recently received recognition as Aboriginal Employer of the Year in 2015, and as one of Alberta's Top 70 Employers for the third consecutive year.

ABOUT WATSON ISLAND

If plans move ahead, this proponent would be the first tenant for the Watson Island site since plans were made to dismantle the former pulp mill. The project is anticipated to use only a portion of the 280 acres available on the old pulp mill site. In January, the City of Prince Rupert leased a portion of Watson Island to Legacy Inc. in order to help facilitate new commercial operations. Distributions from lease revenues were determined to be a more stable source of income for the municipality, and are considered a practical direction for the diversification of City revenues. Moving forward, the City and its wholly owned corporation will continue to work diligently in order to generate both lease revenues and future taxation from Watson Island, which will contribute to a more resilient local economy.

Incorporated in 2014, Prince Rupert Legacy Inc. is a wholly owned subsidiary of the City of Prince Rupert, used to maximize the benefit of land and commercial transactions to the City and community. Company earnings are distributed to the City- and have historically been used to fund major infrastructure projects, as well as expenses related to proposed industrial growth, that would otherwise burden the Prince Rupert taxpayers.

Re: Relay For Life 2017

May 27th 2016 will mark the 18th annual Relay For Life in Prince Rupert. Relay For Life is a fundraiser for the Canadian Cancer Society. Participants raise money by gathering pledges, and then walk or run around the track. Some walk or run for an hour. Some have a distance goal, perhaps 12 laps or perhaps 100! Some pledge to walk for all twelve hours of the event.

The event begins with our Survivor Lap just after Opening Ceremonies at 10 am and ends with the Luminary ceremony at the end of the evening. During the rest of the day walkers take to the field, and this year we have an almost full slate of live music throughout the day.

The numbers for our Relay For Life are impressive. In 2013 the Relay raised just over $60,000.00. In 2014, our goal was $70,000 and we raised $80,000. In 2015, our goal was $80,000 and we raised $90,230.00. In 2016 our goal was $90,000 and we raised $124,000.00. As you can imagine, our organizing team was thrilled.

I i'lm writing to ask if you might consider a finanf::ial sponsNship of this event, I will include our impact statement as well as information about how the money raised is spent. I realize this is a lot to ask, but we all benefit from the advances. made in cancer research. Perhaps you might even field a team! ·

Northern Health launching a new way to register, after-hours

Northern Health is implementing a new method for after-hours patient registration across the region following a successful pilot project.

At most NH facilities, after-hours registration of patients is done by clinical (nursing) staff after they have medically assessed, or triaged, the patient. The only facility that offers 24/7 in-person patient registration staffed by registration clerks is the University Hospital of Northern BC (UHNBC) in Prince George.

Beginning in April 2017, after-hours patients at 10 NH facilities will register using technology that automatically connects with trained NH registration clerks at a central office within UHNBC. During remote registration hours, patients will continue to be medically assessed by clinical staff when they arrive at their local hospital. Patients will then be directed to the after-hours remote registration video phone for their registration process.

"Northern Health is committed to seeking creative and practical solutions for improving services through innovation," said Jeff Hunter, NH Chief Information Officer. "The remote registration system's use of technology provides a personal and efficient registration service to our patients, while allowing our clinical staff to focus on patient care."

The technology allows the registration clerk to see the patient, and relevant identification such as a BC Services Card, minimizing the potential for registration errors or omissions. In cases where a patient is unable to self-register, a designated person who has patient information such as a family member can complete the registration process for the patient.

The pilot project for after-hours remote patient registration was conducted in May and June 2015 at eight NH facilities across the region. During that time, nearly 27,000 emergency department patients were registered via the remote system.

A further 12 Northern Health sites will join the remote registration system in May and June 2017. Remote registration implementation timelines:

Review of Northwest radiology images complete

A review of radiology exams {CT scan, ultrasound and general x-ray) from Northwest B.C. is now complete. A group of radiologists at Vancouver General Hospital re-read images originally read by one radiologist at Mills Memorial Hospital in Terrace between October 2016 and January 2017. Results have been shared with physicians and their patients.

Among the reviews of approximately 8,400 images, 10.3% resulted in a different interpretation that is considered clinically significant. It is very important to note that while any differences in the results had the potential to alter follow-up and/or treatment, it does not necessarily mean there are clinical concerns or adverse health impacts to the individuals affected.

The imaging tests are used to support a physician diagnosis, and are not the only factor considered. Recognizing that the tests aid in a diagnosis, we cannot speculate or provide any information as to whether there has been any specific adverse impact for those that will require follow-up with their physician.

At this time, the radiologist whose work was the subject of this review, remains on voluntary leave. The results of the review and next steps will be considered by the Northern Health Medical Advisory Committee.

Dear BCNPHA members,

As we head into the BC election, BCNPHA has been busy working with our partners to launch a number of tools, events, research and plans that should help keep affordable housing as the top issue in the minds of voters. I'm outlining some of them here so you can become active locally and support what your colleagues are doing province wide. Our campaign theme is 'Make Housing Central' and we will be updating www.housingcentral.ca later this month with new info and tools for societies leading up to the provincial election.

Next week we will learn how many homeless people were counted in our Metro Vancouver Homeless Count and the preliminary report will be available on our website. BCNPHA conducted the count for Metro Vancouver and the federal government, and the report should highlight the growing crisis in BC that is impacting thousands.

Tomorrow, we are host our Vancouver Island RENT event with nearly 200 providers and stakeholders in Parksville for sector education and election planning and to hear from some local candidates. Your BCNPHA board meets April 7th.

Also, on Monday April lOth we will be launching BCs Affordable Housing Plan. Along with the BC Rental Housing coalition, we have taken all the data from the homeless counts around BC and combined them with our Rental Housing Index, your building condition assessment data, population growth estimates, and building costs. It will tell us what needs to be built, where and for how much and give those running in the election an idea of what they can do to tackle the rental housing crisis.

The writ for the election is dropped on April 11th. We have created an election toolkit for every riding which will be distributed soon to every non-profit and co-op in BC, as well as to each candidate running in the election.

In addition, I have written a book about the issues we're facing and it should be out that week. We are mailing you a copy of the book and it will be available digitally as well. It's called Make Housing Central: BC & the Affordable Housing Crisis, and includes interviews with renters from around the province done by journalist Sarah Payne, who has joined our communications staff this week as a writer and editor.

On April 18th I'll be speaking on a panel at the Vancouver Board of Trade which will examine housing issues impacting the missing middle and how our sector can help address these issues.

1 23 On April 20th housing providers and stakeholders from the Lower Mainland will appear at our RENT event in Coquitlam, where we'll have candidates on hand and an election update. We will also be hosting a thank you reception for some ofthe 1200 volunteers who helped with the homeless count.

On May pt we will be in Halifax for CHRA's annual conference where we'll talk about the National Housing Strategy and meet with partner groups from across the country and the housing continuum to promote more collaboration within our sector federally.

Throughout the campaign we will do our best to respond to media stories about housing, to try and have housing questions in the Leader's debates, and to engage the general public in the 'Make Housing Central' campaign. We've met with many of the other associations that work in housing related fields and will be urging them to support our efforts to make BC affordable again.

There's lots more underway, and I hope we can use this opportunity to raise awareness about some of the issues we face and propose solutions. We don't have the funds for an advertising campaign, but I do believe we will be able to keep our issue among the top ones voters are considering.

I am writing to inform you of the results of the Japanese Canadian Historic Places Project, a heritage awareness and recognition project that was undertaken by the Ministry of Forests, Lands, and Natural Resource Operations, and the Ministry of International Trade and Multiculturalism over the past year.

Public nominations were sought from July 7 to November 30, 2016, resulting in 264 nominations for 176 places to be considered for recognition under s. 18 of the Heritage Conservation Act (Appendix A). Following a thorough evaluation by sector and community experts, 56 historic places were chosen to receive formal provincial recognition for their significance to the Japanese Canadian community in British Columbia (Appendix B).

Acknowledgement of the heritage values associated with these places strengthens our understanding and appreciation of the diversity of cultures that are part of British Columbia's heritage. Heritage values articulated by the Japanese Canadian community relate to several themes including immigration, fighting for equality and justice, service to community, and celebrating cultural diversity. Of particular importance was the profound impact of internment during World War II, and its lasting effects in the years following, on over 22,000 Japanese Canadians and Canadians of Japanese ancestry.

Sites chosen for formal recognition will be included on the BC Register of Historic Places, and will be put forward for inclusion on the Canadian Register of Historic Places. The promotion of heritage values under this piece of legislation is purely commemorative, and does not confer any form of legal protection nor does it register any interest in land. Property rights and title are also not affected by this formal acknowledgment of heritage values.

The 176 nominated places are located in 60 local governments and regional districts throughout B.C., including in your municipality. The historic places within your jurisdiction are listed below. Provincially recognized places are indicated with an asterisk(*).

While not all of the places identified by the public are provincially significant, this project brings to light the fact that these places are important at a regional or local level. I am therefore inviting your local government to consider using the heritage conservation tools found in Part 15 of the Local Government Act to formally recognize or protect these places at the local level. Recognition of these historic places by all levels of government strengthens our collective understanding and appreciation of the many layers of heritage values that make British Columbia the place it is today

I Creating connections between Canada's First Nations and indigenous communities in Colombia

Representatives from Ontario's Kasabonika Lake First Nation and Thompson, Manitoba's University College of the North (UCN) recently travelled to Colombia to meet with Wayuu indigenous communities in the desert region of La Guajira. Together, they discussed how local governments can foster the participation of indigenous communities in the economic and political life of their region. The meeting concluded with the signing of an agreement between UCN and the University of La Guajira to 1 33 promote indigenous communities' access to education while respecting their tradition, language and culture. This exchange was made possible through FCM's Sustainable and Inclusive Communities in Latin America Program, funded by Global Affairs Canada. I Apply for FCM's Climate and Asset Management Network

Applications are now open for FCM's Climate and Asset Management Network. This new initiative is designed for municipalities that are taking action on climate change and want to better integrate climate and sustainability goals into asset management approaches. It provides peer-learning opportunities, training and grant funding of up to $175,000 for eligible projects. Learn more and apply by June 15.

It's been two weeks since federal budget day, and a lot of moments still stand out to me. Of course, there's the budget itself- an unprecedented series of investments in the local priorities put forward by FCM and its members. Then there was the crush of media interviews, where I got to explain how empowering municipal leaders is good for Canada.

But the one that's most telling occurred during a quiet conversation with the Prime Minister on Parliament Hill later that evening

During our conversation, Prime Minister Trudeau talked at length about the essential role local governments play in Canada, and about the role FCM plays in bringing local priorities to the national agenda. In that moment, I could tell that our message had resonated with him: the best way to deliver results for Canadians is to partner with the order of government closest to Canadians.

That's what Federal Budget 2017 does.

Budget 2017 is a game-changer for the municipal sector- and for Canadians. It empowers local governments to deliver the outcomes Canadians want: economic growth, shorter commutes, more affordable housing and action on climate change. And it puts important tools in local hands, which will improve the country's fiscal position for years to come.

The budget includes a transformational, allocation-based investment in the next generation of public transit. It responds to FCM's urgent call for a significant federal re-engagement in protecting and expanding social and affordable housing. It opens the door for new green infrastructure investments in local projects focused on climate change mitigation and adaptation. And it confirms an unprecedented plan to invest in the infrastructure priorities of rural, remote and northern communities.

What's significant about Budget 2017 isn't only the investments. It's how the federal government is investing. The budget recognizes that cities and communities are this country's social and economic engines, and it strengthens the local seat at the nation­ building table. It puts municipal leaders in the driver's seat, where we belong. Empowering local governments means that we can do what we do best: build more prosperous, thriving communities - and a better Canada.

I'm proud of what we achieved together in this budget. This was the culmination of 18 months of unprecedented dialogue between FCM and the federal government. We talked about local leaders as nation-builders, and as capable managers who can deliver cost­ effective results. And we made a strong case that nation-building must include communities of all sizes.

The hard-fought gains in this budget will help municipal leaders make a real difference in the lives of Canadians. So I want to thank each and every one of you for helping to get the municipal message out. Once again, we've shown that municipal leaders are strong, united and influential.

Of course, our work is far from over. There are still critical decisions to be made as we roll out budget investments and continue to drive local priorities, like the National Housing Strategy. Not only that, we have to continue growing our programs and ensuring our membership remains strong. Every one of you will have a role to play in the exciting challenges ahead.

Budget 2017 is the latest step in our transition into key players on the national stage. Now it's up to us to deliver- for our communities, and for Canada. Together, I know we're up to the task.
