34 Sainik Samachar July 1-15, 2019 MR CHO HUN BAI, COMMISSIONER GENERAL OF KOREA COAST GUARDS COMMEMORATING THE RETIREMENT OF THE DG ICG, RAJENDRA SINGH, PTM, TM India Korea Coast Guard Relations : A Korean Perspective he historical relations between India and Korea date back to ancient times According to "SamgukYusa" or "The THeritage History of the three Kingdoms" written in the 13th centuty, Some 2000 years ago an Indian princess Surianta from Ayodhya (known as Heo Hwang-ok amongst Koreans), came to Korea and married a wise and powerful king named Kim Suro. Approximately 5 million Koreans trace back their lineage to this royal couple. Both countries went through the despair of colonialism and experienced anti-colonial movements, Nobel Laureate Rabindranath Tagore's evocative poem 'Lamp of the East' inspired millions of Koreans, in the darkest hours of the colonial rule. The rationale for a close relationship between India and RoK has been reinforced in modern times by security, political and economic imperatives. The engagements at the leadership level has spurred the relations between the two countries. President Moon Jae-in and Prime Minister (PM) Modi are connecting India and Korea with profound friendship, committing to future cooperation, to jointly lead the Fourth Industrial Revolution. The relations between Indian Coast Guards and the Korea Coast Guard have made tremendous strides in the recent past and stand out as a strong pillar of India Korea Security relations., the Onus of these friendly relations, which have deepened in the last few years go to a great extent to Director General Rajender Singh, who has significantly contributed in developing and nurturing relations between the two Coast Guards. My deep appreciation and best wishes to Director General Rajendra Singh, who after safely navigating the Indian Coast Guards for 38 years of his service at ICG, fulfilling his obligation to service his country and people will hang the uniform on June 30. ICG and KCG share strong connection at sea. We call ourselves sea guardians and we share same mission and goal, viz "Protecting and safeguarding the people at sea". In this regard, both organizations realized the importance of cooperation and signed an MoU in March 2006 to work jointly and assist each other in tackling transnational crime, render assistance to each other's flagged vessel in distress and exchange intelligence and expertise. Since then, ICG and KCG have held 10 rounds of High Level meeting, conducted seven joint exercises. Both coast guards are actively participating in each other's training and educational programs. In particular, KCG has been inviting ICG officers every year to participate in Coast Guard Capacity Building Program that is hosted and fully funded by KCG to afford a good learning opportunity. At sea, we have benefitted from our partnerships. In February 2009, ICG was the first to respond to a distress call from Korean flagged vessel MV Bright Star and evacuated four crew members who were seriously ill with symptoms of food poisoning. In June 2016, KCG successfully processed and resolved an incoming request for extradition from Seychelles. We hope to continue with our engagement and be a bridge of friendship across the seas between the two nations. At this juncture, I also offer my congratulations to the next Director General K Natarajan and I look forward to big strides in ICG-KCG relations with his support in the coming years.
