The first enumeration took place in 1926 and incorporated questions relating to occupation and industry, orphanhood and infirmities. The second enumeration made in 1937 was of more limited scope and was intended to bridge the gap between the census of 1926 and the census which it was proposed to take in 1941, but which had to be abandoned owing to the outbreak of war. The census taken as at mid-night of 8th-9th April, 1951, forms the basis of this report and like that in 1926 questions were asked as to the occupations and industries of the population. The length of time required to process the data collected at an enumeration before it can be presented in the ultimate reports is necessarily considerable. In order to meet immediate requirements, however, two Preliminary Reports on the 1951 census were published. The first of these gave the population figures by administrative areas and towns and villages, and by Counties and County Boroughs according to religious pro fession. The Second Report, which was restricted to Counties and County Boroughs, gave the population by age groups. -

After four years of extensive, probably unprecedented, consultation including an independent Examination in Public , scrutiny by the Assembly and its Committees, and very close working across Departments, I am able to set out the strategic planning framework which will shape our future over the next 25 years. I am pleased that there has been a high degree of consensus on many important issues and I am grateful to all those who have contributed at various stages of the consultative process. -

REASONS Introduction 1. This is a reference under Article 54 of the Rates (Northern Ireland) Order 1977 as amended (“the 1977 Order”). The appellant Mr Eric McCombe attended the hearing assisted by his son Andrew McCombe. The respondent was represented by Mr Gareth Neill and Ms Sonia McIntyre. 2. The appellant by Notice of Appeal appealed against the decision of the Commissioner (on appeal) dated 6 January 2016. 3. This appeal is in respect of the valuation of a hereditament situated at 20 Ardilea Road, Clough, Downpatrick, BT30 8SL ( “the subject property”). The law 4. The statutory provisions are to be found in the 1977 Order as amended by the Rates (Amendment) (Northern Ireland) Order 2006 (“the 2006 Order”). The tribunal does not intend in this decision to set out the statutory provisions of article 8 of the 2006 Order, which amended article 39 of the 1977 Order as regards the basis of valuation, as these provisions have been fully set out in earlier decisions of this tribunal. -
