Minutes of the Planning Committee held on Zoom 24th March 2021 by teleconference (Commencing at the conclusion of the Policy & Finance Committee Meeting)

The Clerk to the Council, Ms. S. Hansford and Administrator, Mrs. M. Skists were also present.

RESOLVED: The Minutes of the last meeting held 10th March 2021, were approved and signed as a correct record.

P/181/20 To Consider Planning Applications

At 7:38pm Cllr. C. Tomlinson having previously declared Pecuniary interest was moved into the Waiting Room whilst Planning Application 20/1403/HH was considered. Cllr. C. Tomlinson re-join the meeting at 7:39pm, after the above discussion and decision had been made.

RESOLVED: That the planning applications as detailed in the Schedule attached to, and forming part of these Minutes, be dealt with in accordance with the comments made by Members at the meeting.

P/182/20 To Receive Planning Decisions

RESOLVED: That the planning decisions of District Council on applications determined since the date of the last meeting be noted.

P/183/20 To Consider Highway Issues – Enderby Village (Updates if any)

a) Heavy Good Vehicles – Enderby Village

It was reported there still remain a large number of Heavy Good vehicles (40ft container lorries) using High Street and Moores Lane for access despite the 7.5 tonne weight restriction signage already in place. These vehicles are often travelling to/from Hawgrips Nurseries or similarly to the Co-operative Store.

This issue was reported to County Councillor Mrs. L. Richardson by Cllr. Mrs. V. Ellis, who explained County Council is investigating these issues. Cllr. Mrs. L. Richardson asked that this matter be left with her.

RESOLVED: That the Clerk write to County Councillor Mrs. L. Richardson with the concerns raised about the number of Heavy Good Vehicles entering High Street from the direction of Lane.

Suggesting that perhaps a solution would be to consider making High Street ‘One Way’ in the opposite direction making High Street ‘No Entry’ from Leicester Lane.

P/184/20 To Receive Correspondence: -

a) Council: -

i) Street Trading Application for Consent, Glyn’s Super Whippy An application for Street Trading Consent has been received by Blaby District Council from Glyn’s Super Whippy. This is to run from April 2021, 7 days a week from 12pm – 7pm at various locations across the District including, Blaby, Whetstone, Cosby, , Littlethorpe, Enderby, , Narborough, , Croft, , and Thorpe Astley.

ii) Street Trading Application for Consent, Erics Ice Cream An application for Street Trading Consent has been received by Blaby District Council from Eric’s Ice cream. This is to run from April 2021, 6 days a week from 2pm – 7pm at various locations across the District including, Huncote, Croft, Narborough, Littlethorpe, Red Hill and Enderby.

b) Leicester County Council – Press Release: -

i) Temporary Traffic Regulation Order, Brook Street, Enderby A Temporary Traffic Regulation Order (TTRO) for the above location. The purpose of the TTRO is to allow Leicestershire County Council to safely undertaken carriageway patching work.

The TTRO will incorporate a temporary road closure and prohibition of waiting is required on Brook Street for 1 day 28th March 2021.

The proposed alternative diversion route will be via: Alexander Avenue, Mitchell Road, George Street, Shortridge Lane, King Street, Mill Lane, Cross Street and Vice Versa.

ii) Temporary Traffic Regulation Order, Mill Lane, Enderby A Temporary Traffic Regulation Order (TTRO) for the above location. The purpose of the TTRO is to allow Severn Trent Water to safely undertake a new connection.

The TTRO will incorporate a temporary road closure on Mill Lane between the junctions with King Street and Rawston Street for 4 days, commencing Monday 29th March 2021.

The proposed alternative diversion route will be via: Bantlam Lane, Blaby Road, Co-Operation Street, Enderby and vice versa

RESOLVED: The item a) and b) be noted.

It was noted that Leicestershire County Council had produced notice of scheduled Highways Works without a diversion route map in PDF format. Instead, the Press Release for Brook Street was issued with only a QR Code. It was felt important that Leicestershire County Council appreciated that not everyone is able to access QR Codes via an online Application.

RESOLVED: That the Clerk write to Leicestershire County Council to request that pdf copies of maps continue to be provided with Press Releases as not everyone is able to access QR Codes notices.
