Allen and legislative colleagues sent the following letter to Governor Tony Evers advocating for the protection of State property: June 24, 2020 The Honorable Tony Evers Office of the Governor Room 115 East, State Capitol Madison WI, 53702 Governor Evers, As you know, protests in the City of Madison again turned violent yesterday evening. Sen. Tim Carpenter was violently attacked. State property honoring an abolitionist and Wisconsin’s progressive history was destroyed. During the last several weeks, cities across Wisconsin and the country have seen violence erupt stemming in part from a significant injustice. As expressed by members of the legislature in a previous letter to you dated June 5, 2020, individuals have every right to participate in a peaceful protest as protected by the First Amendment, however, they do not have the right to destroy property, and inflict damage upon the People’s House, the State Capitol. We as members of the legislature, representing the people of Wisconsin, request that you authorize Capitol Police to provide adequate protection to any and all State assets that may be affected by violence. Absent the requested mobilization of police protection, we request that State-owned assets including but not limited to, artwork, statues, fixtures and anything that cannot be properly secured be physically removed from the State Capitol and state owned buildings and be stored safely, until a time of peace or a time when your administration can work out an effective asset protection plan. -

3. ELECTION REFORM AND INTEGRITY 1 WHEREAS, Article I, Section 4, Clause 1 of the United States Constitution empowers 2 state legislatures, including the General Assembly of the State of Wisconsin, to 3 prescribe the “Times, Places, and Manner of holding elections”; and 4 5 WHEREAS, Article II, Section 1, Clause 2 of the United States Constitution empowers 6 state legislatures, including the General Assembly of the State of Wisconsin, to direct 7 the manner of appointing electors for President and Vice President of the United States; 8 and 9 10 WHEREAS, the legislature of the State of Wisconsin has exercised its authority to 11 establish election administration procedures for the State (collectively, Wis. Stats. 5 – 12); 12 and 13 14 WHEREAS, the State of Wisconsin conducted an election on November 3, 2020 (the 15 Election) for federal offices, including selecting electors for President and Vice President 16 of the United States; and 17 18 WHEREAS, numerous alleged violations of State election statutes occurred before, on, 19 and after the Election; and 20 21 WHEREAS, the Wisconsin Election Commission (WEC) has demonstrated that it is an 22 unresponsive and unreliable organization; and 23 24 WHEREAS, there were many reports of ballot harvesting in cities across Wisconsin 25 which created an unequal treatment of voters in rural and urban areas, which is a 26 violation of the US Constitution’s 14th Amendment, often referred to as the “Equal 27 Protection Clause”; and 28 29 WHEREAS, the courts refused to consider sworn affidavits and to permit presentation of 30 evidence in open court to adjudicate claimed violations of election statutes; and 31 32 WHEREAS, despite a substantial percentage of the Wisconsin electorate believing the 33 reported results of the Election were suspect, these suspect results were nonetheless 34 certified on November 30, 2020 by Ann Jacobs, chairwoman of the Wisconsin Elections 35 Commission, and by Gov. -
