Issues Paper Your County Your Plan Your Future Get Involved Make a Submission WHAT IS A COUNTY DEVELOPMENT PLAN? The County Development Plan is a document that sets out the overall strategy and vision for the proper planning and sustainable development of the county over the 6 year plan period. The Plan will be prepared in the context of the framework of national and regional strategies and guidelines, and must be prepared in accordance with the provisions of the Planning and Development Act 2000 (as amended). The Plan consists of a written statement and accompanying maps. The County Development Plan is a material consideration in making decisions on future planning applications. WHY GET INVOLVED? Given that the new County Development Plan will set out the policy position for the development of the county, it should reflect the needs and ambitions of all communities and residents of County Roscommon. It is important that you have your say on the key issues which will shape the county, including on topics such as housing, economic development, infrastructure provision, environmental protection and climate change. This Issues Paper represents the first step in preparing the new County Development Plan. The paper presents a broad overview of the main issues of consideration and poses a number of questions. The Issues Paper is intended to provoke thought and encourage discussion and involvement from the general public as we plan for the future development of the county. We concur with this suggestion, as using modern communication methods will attract younger workforce to your committee. The school helps with litter picks. CONCLUSION 19 Executive Summary 1.0 Introduction This report provides a detailed assessment of the impact that the ‘Pilot’ Rural Renewal Tax Scheme for the Upper Shannon Area has had on lands adjacent to the River Shannon and hence the heritage of the River Shannon Waterway Corridor; a ‘waterway corridor area’ of international significance. The assessment focuses on the resulting impact of increased development pressures on the heritage within the River Shannon Corridor and the implications for the planning and development system within this area. Four detailed Case studies are provided (two case studies each for Counties Leitrim and Roscommon), in order to illustrate the long-term impact that the tax incentive scheme will have on the River Shannon Corridor Area. 2.0 Overview of the ‘Pilot’ Rural Renewal Scheme for the Upper Shannon Area 1998-2004 The Pilot Rural Renewal Tax Incentive Scheme was introduced by the government in 1998, ‘to help stimulate the development of the Upper Shannon Region’. The Heritage Council highlighted at the time of the introduction of the pilot scheme in 1998, that the programme was introduced without a ‘Baseline Audit’ to inform the level and scale of development to be supported through the scheme and to ensure an effective and efficient monitoring and evaluation system. -

ABSTRACT POTENT LEGACIES: THE TRANSFORMATION OF IRISH AMERICAN POLITICS, 1815-1840 Mathieu W. Billings, Ph.D. Department of History Northern Illinois University, 2016 Sean Farrell, Director This dissertation explores what “politics” meant to Irish and Irish American Catholic laborers between 1815 and 1840. Historians have long remembered emigrants of the Emerald Isle for their political acumen during the 19th century—principally their skills in winning municipal office and mastering “machine” politics. They have not agreed, however, about when, where, and how the Irish achieved such mastery. Many scholars have argued that they obtained their political educations in Ireland under the tutelage of Daniel O’Connell, whose mass movement in the 1820s brought about Catholic Emancipation. Others have claimed that, for emigrant laborers in particular, their educations came later, after the Famine years of the late 1840s, and that they earned them primarily in the United States. In this dissertation, I address this essential discrepancy by studying their experiences in both Ireland and America. Primarily utilizing court records, state documents, company letters, and newspapers, I argue that Irish Catholic laborers began their educations in Ireland before emigrating in the late 1820s and early 1830s. Yet they completed them in America, particularly in states where liberal suffrage requirements permitted them to put their skills in majority rule to use. By 1840, both Whigs and Democrats alike recognized the political intellects of Irish-born laborers, and both vigorously courted their votes. Indeed, the potent legacies of their experiences in Ireland made many the unsung power brokers of the early republic.
