Erection of perimeter fencing The views of the parish were gauged at a meeting called on 30th june 2015 specifically for that purpose by a notice on the village board and by a leaflet, delivered widely but not t.o all dwellings. Some residents were informed verbally. The meetin~ was attended by 44 people from the village; all objected to the proposals. The residents who had been in favour of the previous application chose not to attend but there is no reason to assume their views have changed. We assume that these 5 remain in favour. There had been no previous contact from the applicant's agent and therefore the opportunity to invite either the applicant or his agent did not present itself. However, the village view was that the applicant had expressed his views and answered relevant questions clearly at the meeting concerning application 1643/14/FUL. The current meeting was called to establish if changes to the application had altered village views. ' Application documents were available and many had examined the data on Mid Suffolk District Council's planning application www site. The meeting agreed the following set of objections. Village in Countryside Baylham is designated as a village in the countryside where, under Mid Suffolk's Core Strategy Development Plan Document and its focused review, no development is permitted. Baylham is not considered sustainable: it has few community facilities and poor access to sustainabie modes of transport. Residents understand that development in the countryside can be permitted on exception sites for affordable housing and for Gypsy and Traveller accommodation. However Government gypsy and traveller policy reinforces the need to strictly limit development in the countryside. All development on exception sites would be expected adjacent to the development boundary of sustaJ.nabiEi! settlements and only where it meets the wishes and expectations of the local community.

    SUFFOLK COUNTY•RECORDS. The principal justice of the peace in each county is the custos rotulorum or keeper of the records ; the other justices were, formerly, custodes or conservatores pacis, who claimed their power by prescription, or were bound to exercise it by the tenure of their lands, or were chosen by the freeholders in full County Court before the sheriff. After the deposition of Edward II. the election of the conservators of the peace was taken from the people and given to the Kirig. The statute 34 Edw. III. c.1 gave the ,conservators of the peace power of trying felonies, when they acquired the appellation of justices. After 1590 they were ap- pointed to keep the peace in the particular county named, and to enquire of, and to determine .offences in such county committed. It was ordained by Statute 18 Edw. III., st. ,2, c: 2, that two or three of the best reputation in each' county shall be' assigned to be keepers of the peace. By Statute 34 Edw. III. their number was increased to four, and in the reign.of Richard II. their number in each county was eight, which number was further enlarged the growth of the number of statute laws committed from time to time to the charge of the justices of the peace. Any two or more justices of the peace are em- powered by' commissionto hear and determine offences SUFFOLK COUNTY RECORDS. 145 which is the ground of their criminal jurisdiction at Quarter Sessions. " Besides the jurisdiction which the justices of each county at large exercise, in these and other matters at Quarter Sessions, authority is moreover given by various statutes to the justices acting for the several divisions into which' counties are for that purpose distributed, to transact different descriptions of business at special sessions." The Court of General Quarter Sessions of the Peace is a Court that must be held in each county once in every quarter of a year.

    Baylham Parish Code: E04010547 Area Summary Baylham is a village and civil parish in Mid Suffolk that sits around 3 miles south of Needham Market and 6 miles north-west of Ipswich. The majority of the housing can be found in the centre of the parish as Upper Street meets Church Lane, while the majority of the local businesses can be found to the east along the B113. In the village itself you will find a village hall on Upper Road and St Peter’s Church on top of a hill along Church Road. On the western edge of the village is Baylham Common which is currently used as a livery yard. In the east of the parish there are a number of small business, many of which are located on the Baylham Business Park. They include an auto centre, construction company and design company. The well-known Baylham Rare Breeds Farm falls just outside the parish boundary.
