The first three electoral systems used in 1970, 1990 and 1999 were First Past the Post (FPTP), a system of ethnic based rolls and seats using FPTP, and Alternative Voting (AV) respectively. These were systems with communally assigned seats because of the country’s ethnic configuration. Leaders then justified their adoption as a way to facilitate fair representation of all citizens. The 2014 election was contested under a new electoral system of proportional representation and eliminated reserved ethnic seats. This paper critically examines the results of the 2014 elections under the new open list proportional representation system. It analyses the intentions of the electoral system under the 2013 constitution and the extent to which its targets were achieved in the 2014 election results. The paper also highlights lessons from constitutional and electoral engineered systems in other Pacific island countries and compares these with Fiji’s new electoral and political party system. It concludes with possible future scenarios for the country under the current constitution and electoral system. Background, purpose and terms of reference 1. The ILO direct contacts mission was called for by the Committee on Freedom of Association in November 2011 in view of the seriousness of the violations in freedom of association alleged by the complainants in Case No. 2723 and the absence of a complete picture of the situation in Fiji. The Fiji Government accepted the ILO direct contacts mission by letter dated 23 May 2012, signed by His Excellency, the Prime Minister Commodore Josaia Voreque Bainimarama. The background, scope and composition of the mission were confirmed by the ILO and the terms of reference were developed by the Government of Fiji and the ILO Country Office for South Pacific Island Countries in Suva. The mission commenced its work on 17 September 2012 but was interrupted towards the end of its first meeting. Welcoming the participants the Speaker, Mrs Jiko Luveni said she would also like to recognise the support of the Pacific Island neighbours for the trust and confidence they had placed upon Fiji to host this Assembly. According to Mrs Luveni Fiji is currently leading the Pacific in the representation of women in their Parliament. “We have the first female Leader of the Opposition, Ro Temumu Kepa, as well as four women holding portfolios in Government – two Ministers –Rosy Akbar and Mere Vuniwaqa and two Assistant Ministers –Veena Bhatnagar and Lorna Eden,” she said. “The secretary-general to Parliament, Viniana Namosimalua, and the secretary to Cabinet, Ms Susan Kiran, are also women. And of course, including myself as Speaker of the House – Excellencies, Ladies and Gentlemen, this is the first time in Fiji’s history that all these three positions have been held by women simultaneously.” She said in Fiji, women held high posts in both the private sector and academia. “This is an encouraging trend.” Government she said remained committed to further ensuring a conducive environment for all, especially the women and children in their development and progress. Fiji’s constitution she said had strengthened the equal recognition of all Fijians under the law and further enhanced the protection and promotion of civil and political rights as well as social and economic rights.
