    DISTRICT BUDGAM - A PROFILE Budgam is one of the youngest districts of J&K, carved out as it was from the erstwhile District Srinagar in 1979. Situated at an average height of 5,281 feet above sea-level and at the 34°00´.54´´ N. Latitude and 74°.43´11´´ E. Longitude., the district was known as Deedmarbag in ancient times. The topography of the district is mixed with both mountainous and plain areas. The climate is of the temperate type with the upper-reaches receiving heavy snowfall in winter. The average annual rainfall of the district is 585 mm. While the southern and south-western parts are mostly hilly, the eastern and northern parts of the district are plain. The average height of the mountains is 1,610 m and the total area under forest cover is 477 sq. km. The soil is loose and mostly denuded karewas dot the landscape. Comprising Three Sub-Divisions - Beerwah, Chadoora and Khansahib; Nine Tehsils - Budgam, Beerwah, B.K.Pora, Chadoora, Charisharief, Khag, Khansahib, Magam and Narbal; the district has been divided into seventeen blocks namely Beerwah, Budgam, B.K.Pora, Chadoora, ChrariSharief, Khag, Khansahib, Nagam, Narbal, Pakherpoa, Parnewa, Rathsun, Soibugh, Sukhnag, Surasyar, S.K.Pora and Waterhail which serve as prime units of economic development. Preface Shahbaz A Mirza (KAS) Disaster Management Act 2005 makes it mandatory for all District Disaster Management Authorities (DDMA) to prepare an exhaustive and holistic District Disaster Management Plan so as to minimize the impact of disasters within their defined zones with an effective and speedy response mechanism. India has different geographical characteristics and hazard scenarios in different regions which becomes more complex due to varied socio-economical settings. For each scenario, the Plan would be different to effectively deal with the complexities of the region. In this context, Jammu and Kashmir State Disaster Management Authority (SDMA) has always advocated for different scenarios and contexts model DDMPs should be made which would serve as guidance for similarly vulnerable Districts. District Bandipora, having a multi hazard profile of recurrence of floods, earthquake (Zone- V), landslides, fire incidents, avalanches, harsh winters, storms and the prevalence of socio- economic vulnerabilities had also been in line with the other districts in developing a comprehensive and exhaustive Disaster Management Plan and its effective implementation thereof. I am an editor with India’s largest English daily The Times of India, and previously worked for another major English daily of India, Hindustan Times. Having covered Kashmir extensively, I broke some of the biggest news stories and exclusives on Kashmir, which had major policy implications for both India and Pakistan. Besides Kashmir, I have also reported from other conflict zones of India— Chhattisgarh, Jharkhand and Assam. My opinion pieces have been published in various national and international publications. I have been a recipient of several awards for my research, reporting and editorial accomplishments. I am an alumnus of Columbia University, with a Masters in International Affairs. I worked briefly at Columbia University and interned at the United Nations and BBC in New York. After the forced displacement of my entire community from Kashmir in 1990 (Hindus in Kashmir were a minority), I grew up in destitution, in Jammu, the southern part of Jammu and Kashmir.
