The collection of data for the report was facilitated by District Community Development Officers in all the 28 districts of the country, whereas the compilation of the actual report was undertaken by a Team of individuals drawn from government and the civil society, whose details are listed in the appendix. Government of Malawi is indebted to this Team. They gave freely their time and resources to make this exercise a success. Their dedication and cooperation throughout the series of preparatory meetings is highly appreciated. The compilation of the report was highly consultative and participatory such that it demanded several logistical arrangements. In this regard, the Government of Malawi is also indebted to Action Aid International Malawi for providing financial support throughout the exercise. small, beautiful and landlocked country in southern Africa bordering with Tanzania on the north, Zambia on the west and Mozambique on the east and south. With a population of close to 12 million people against a land holding size of 120,000 sq km, Malawi has a population density of 90,000 people per square km, making it one of Africa's smallest but most densely populated countries. Of these, 51% are female and 49 % are male (GOM, 1998). Landlocked Malawi ranks among the world’s least developed countries with a GNP per capita estimated at US$200 and the real growth in GNP per capita of 0.5% in 2008. Agriculture accounts for 40% of the GDP and 88% of export revenue. According to the Integrated Household Survey of 1998, poverty incidence was significantly higher among households headed by females (62.2%) as compared to those headed by males (54.5%). Illiteracy in Malawi remains high, most particularly among women and the poor. In the 1998 population census, only 58% of all adults (15 years and older) were literate. When this is disaggregated in terms of gender, the literacy rates for male adults and female adults are 64% and 51% respectively (NSO, 2000). In 1994, Malawi went through a political transition from a one party dictatorship to a multiparty system of government. Good economic progress has been made in the post 1994 years, particularly in the past three years. Fiscal deficits have been falling and by 2007 inflation had fallen to below 8%. Growth in GDP averaged over 6% in the period between 2004 and 2007. In order to combat poverty and spur economic growth, Government has adopted poverty reduction and economic growth as its operative development philosophy which has consistently underpinned the major development policy frameworks since May 1994. The Malawi Growth and Development Strategy (MGDS) which superceeded the Malawi Poverty Reduction Strategy Paper (MPRSP) since the beginning of 2007 champions 2 concerted efforts in various areas such as sustainable economic growth, social protection and disaster management, social development and good governance as a platform for mitigating and ultimately combating poverty and promoting growth in the country. The inspiration of the MGDS is to achieve the Millennium Development Goals (MDGs) targets which aim to halve people living in poverty by 2015. To achieve these targets, literacy is very much acknowledged as the major driving force. In this regard, government has been creating a conducive atmosphere for the operationalisation of adult literacy programme by other players, predominantly, the civil society so much so that the REFLECT approach is among the alternative approaches increasingly adopted and practiced in the country. The policy recognizes that Early Childhood Education (ECD), primary and secondary education is critical foundations to tertiary education. It further recognizes the importance of inclusion of special needs education, out-of-school youth and adult literacy in the education sector. The NEP attempts to define the provision of quality education in a holistic manner through expanded access and equity, improved quality and relevance, and improved governance and management. The NEP is the Malawi Government’s document that spells out government policy on education. It outlines the sector’s priorities and defines the country’s education policies that will guide the development of the education sector in Malawi. The government recognizes that education is the backbone for socio-economic development, economic growth and a major source of economic empowerment for all people especially women, the youth and the physically challenged. It also has a strong impact on literacy; behaviour in terms of reproductive, maternal and child health; and on knowledge of HIV and AIDS. The policy also subscribes itself to the Sector Wide Approach (SWAp) to development, planning and financing of the education sector in line with the Malawi Development Assistance Strategy and Sector Working Group Guidelines.

Mensch, Joseph Chimombo, Sharon Ghuman, Cynthia Lloyd and Richard Gregory In developing countries, the school is the main learning and socializing institution outside the family. Investments in schooling are thought to be critical for individual poverty alleviation, the achievement of gender equity and empowerment, and societal economic growth. In recent years, the push for universal schooling — a goal that has been embraced by the international community through the Millennium Development Goals — has led to the elimination of school fees in many African countries. Malawi, one of the poorest countries in the world, was an early pioneer in eliminating school fees at the primary level and has seen an enormous increase in enrollment. With limited resources and under-trained teachers, the quality of most schools is believed to be poor with the result that students in primary school are probably not acquiring basic competencies. Without adequate quality, the promises implicit in the achievement of universal schooling are not likely to be met. In this paper, we will use the first wave of a longitudinal study being implemented in primary schools in two districts of southern Malawi to describe the levels and distribution of school quality, as well as to evaluate the association between various indicators of school quality and two educational outcomes 1) aggregated scores on administered literacy and math exams, and b) current school attendance. We begin by reviewing the literature on school quality in developing countries, discuss the limitations of conventional conceptualizations, while in turn proving a broader definition of school quality.

The objective of Improving Higher Education in Malawi for Competitiveness in the Global Economy is to contribute to an improved understanding of the challenges confronted by the higher education subsector in Malawi. It outlines the sector’s priorities and defines the country’s education policies that will guide the development of the education sector in Malawi. The Government recognizes that education is the backbone for socio-economic development, economic growth and a major source of economic empowerment for all people especially women, the youth and the physically challenged. It also has a strong impact on literacy; behavior in terms of reproductive, maternal and child health; and on knowledge of HIV and AIDS. The policy also subscribes itself to the Sector Wide Approach (SWAp) to development, planning and financing of the education sector in line with the Malawi Development Assistance Strategy and Sector Working Group Guidelines. The NEP is designed to respond to the Malawi Growth and Development Strategy II and various related national regional and international policies and protocols on education. The policy recognizes that Early Childhood Development (ECD) and Early Childhood Education (ECE), primary and secondary education are critical foundations to further education. It further recognizes the importance of inclusion of special needs education, out-of-school youth education (complementary basic education) and adult literacy in the education sector. The NEP attempts to define the provision of quality education in a holistic manner through expanded access and equity, improved quality and relevance, and improved governance and management.

Our primary objective is to provide insight into the everyday dynamics of village life surrounding issues of public primary schools and schooling in rural Malawi. Without understanding these dynamics, planning for systemic reform would be futile. In the office of the head teacher in one of the schools we visited, a chart on the wall displayed the Pass/Fail data for the school for the previous year. Of 112 students in Standard 2 who took the end of term test, 86 passed and 26 failed, needing to repeat the grade. For Standard 1, 108 passed and 61 failed. In Standard 3, 135 passed, while 51 failed. For Standard 7, only 65 students took the test, of whom 15 failed. Of the 37 students who sat for the School Leaving Certificate Examination at the end of their eighth year at school, which determines 2 entry to secondary school, only 9 passed.
