I. Business Opportunity

A. Introduction

This prospectus is being issued by the Pike & San Isabel National Forests, (P & SI) to solicit interest in and applications for the operation of various recreation facilities on the Leadville, Salida, San Carlos, , South Park, South Platte Ranger Districts, and new “designated dispersed sites,” also on the South Platte District A Granger-Thye (GT) permit or permits will be issued to the successful applicant(s).

The term of the permit will be for five (5) years, with another five (5) years to be non- competitively awarded, at the discretion of the Forest Service, upon satisfactory completion of the original permit. At the end of the second 5-year period the permit will automatically terminate and any new permit would then be issued through a competitive process.

Applicants are encouraged to research this opportunity and participate in the show-me trip opportunities. Important considerations are the travel patterns, visitation numbers and occupancies, length of season, revenue, cost of operations, and ancillary income opportunities. Applicants are encouraged to consider all aspects of this business opportunity that may affect their application and the outcome of this process. Providing quality customer service is a critical component of this opportunity. There are 3 potential business opportunities.

Developed Recreation Site Tours A tour of the P & SI facilities will be conducted June 17-21, 2019. The exact dates and an itinerary will be posted to the P & SI webpage on or about May 31. This tour will not be all- inclusive and is aimed only at providing applicants an overview of the facilities included in this offering.

Applicants are encouraged to visit the area on their own to gain sufficient insight and a level of knowledge necessary to support their application. Additional information may be found on the P & SI webpage at: https://www.fs.usda.gov/psicc.

Review Process A team of Forest Service employees will evaluate the applications and develop a recommendation to the associated authorized officer(s) for each of the three Packages. The authorized officer(s) will make the final decision.

The Southern Colorado Small Business Development Center will be used to review the Business Plan portions of the applications. Their comments and recommendations will be used by the Forest Service evaluation panel and be part of the evaluation process.

The P & SI will mail a selection letter to the successful applicant. Letters of non-selection will be mailed concurrently. Non-selected bid packages will be returned to the applicant.

Application Packages This prospectus includes multiple opportunities. Separate permits may be issued for the individual packages or one permit may be issued that includes all operations on the P & SI. The operation and management requirements are similar for each package. If multiple applicants are selected and separate permits issued, concession companies will be required to cooperate with each other to assure fee and customer service consistency and to assure everyone’s success and customer service equality. Selected applicant(s) will be required to issue an annual day use pass and honor each other’s pass for access to all P&SI day use facilities.

The following bid packages are described below and applicants may bid on any one, two or all 3 packages. Applicants may submit a proposal for the entire P&SI. Applications should clearly identify interest in all three offered packages.

The figures above are generally for sites included in this prospectus and include camping fees, group site fees, day use fees at campground sites for picnicking, season passes, firewood sales, parking and extra vehicles fees. The figures have been arranged to correlate to the 3 different bid packages.

Package 1 includes all the recreation facilities on the Leadville Ranger District. Package 2 includes the recreation facilities located on the South Park Ranger District. Package 3 includes those facilities on our Salida, San Carlos, Pikes Peak and South Platte Ranger Districts.

P & SI Total, shows the combined annual revenue history of all concession operations. The Designated Dispersed areas with fees included in Package 3 are a new program and thus have no revenue history.

B. Area Description

Forest Description The Pike and San Isabel National Forests are located in south . The P & SI are bordered on the east by the high plains; on the west by the Continental Divide; to the south by the state of New Mexico and to the north by the I-70 corridor. The P & SI is nearly 2.5 million acres in size and receives over five (5) million recreation visits annually. 80% of the visitation originates within 100 miles of the P & SI. Visitors also come from western Colorado, Texas, Kansas, Oklahoma, the Midwest, and nationally, with even a few international visitors. Due to proximity to the metropolitan areas many visits are repeat customers. The local economies rely heavily on this visitation. This high visitation places the P & SI in the top five of all National Forests in the country.

The , Colorado Springs, and Pueblo metro areas are all within an hour’s drive of the P& SI. Other nearby communities include; Buena Vista, Canon City, Fairplay, La Veta, Leadville, Salida, Walsenburg, and Woodland Park. The Forests are easily accessed from I-25, I-70 and State Highways 9, 12, 24, 50, 67, 69, 160, 165 and 285.

The 2016 National Visitor Use Monitoring Report for the P & SI which is included as Appendix 21 provides additional information regarding our visitors and visitation patterns.

A Recreation Site Analysis is in progress and is anticipated to be completed in 2020 or 2021. Once the analysis and documentation are completed, decisions regarding closing campgrounds and water system, or making significant capital investments will be made and implemented. If facilities are closed, there could be an effect on revenue for this permit(s). The P & SI will attempt to reduce the impacts to the public and the permit holder as much as possible during any project activity.

Memorial Day through Labor Day is the “summer season”. The weekends surrounding the July 4th holiday are also extremely busy. Facilities may begin opening in April, with the option for a few sites to remain open year-round. Some facilities begin closing the day after Labor Day, however operation during the spring or fall shoulder seasons are encouraged. The opening and closing dates can be affected by early and/or late snow accumulation.

The required operating season is from the Friday preceding Memorial Day through the Tuesday after Labor Day. Some facilities stay open until after hunting seasons in November. On South Park, South Platte, and Pikes Peak Districts some facilities are open year round. Extending the length of the camping season to accommodate this use is encouraged. Other options such as winter camping are at the discretion of the selected permit holder(s).

The P & SI is located in the following counties: Chaffee, Custer, Douglas, El Paso, Freemont, Huerfano, Lake, Las Animas, Jefferson, Park, Teller and Pueblo.

Camping, hiking, mountain biking, hiking, fishing, horseback riding, sight-seeing and historical exploration are some of the favorite activities of our visitors. Whitewater rafting on the Arkansas River, motorized trails and numerous 14,000 foot mountain peaks (“fourteeners”) are also available for the more adventuresome. Scenic driving or viewing scenery is the number one activity of our visitors. Spectacular aspen shows in the fall are also very popular with P & SI visitors.

Climate The summer climate is heavily influenced by the mountainous terrain and elevations. July daytime temperatures are between 60 and 95 degrees. Nighttime temperatures are in the 30’s to 60’s. Days are usually sunny, with frequent afternoon thunderstorms. Snow can occur almost any day, especially at the higher elevations. Late spring snows are often wet and heavy, sometimes delaying the opening of the facilities at higher elevations. Some of the deeper canyons receive little direct sunlight to the canyon floor.

In September heavy frosts begin, resulting in the need to begin closing campground water systems.

Wildlife The PSI is home to many big and small game animals. Black bear, mountain goats, bighorn sheep, mule deer, antelope and elk can all be spotted. Mountain lions, bobcats and lynx are seen infrequently. Small game such as rabbits, squirrel, skunk, porcupine and turkey are also abundant. The PSI is a favorite of birders because of the variety of song birds and raptors that live or seasonally migrate through.

Habituation of wildlife is becoming increasingly problematic and needs to be managed as part of this permit. Trash, open food containers, hummingbird feeders and messy campsites are all potential wildlife attractants that should be addressed.

Hunting and the discharging of firearms in developed recreation sites are prohibited.

The Leadville Ranger District is the highest District in the National Forest System. All of the recreation facilities on this District are at or above 9,000 feet in elevation. Leadville sees a lot of use from Wilderness visitors and people climbing the nearby 14,000 foot peaks (known as the “fourteeners”). The normal operating season for the campgrounds on the Leadville District is Memorial Day through Labor Day. Occasionally late spring snows may delay the opening of the facilities on this District. Leadville is located in Lake County, where summers are comfortable, with long, freezing and snowy winters. Temperature typically ranges from 5 to 70 degrees. Afternoon thunderstorms are common during the summer months. Snowfall fall averages 156”/ year and rain averages 39”/year. Lake County has a short, 75 day growing season. The cool, moist climate reduces the need for fire restrictions here.

The facilities surrounding Twin Lakes and Turquoise Lake are all on pressurized water systems. An in-operative sewage treatment plant at Turquoise may serve as a work-center or storage area. There are also RV hook-ups for employee housing at the treatment plant location.

Through a separate contract, the selected permit holder for the Leadville package may enter into a collection agreement with Colorado Parks and Wildlife and other partners to conduct Aquatic Nuisance Species (ANS) inspections at Turquoise and Twin Lakes.

On the Leadville District the current concessionaire provides the trash service utilizing Forest Service owned dumpsters.

The Leadville District, because of its high elevation, traditionally closes all of the campgrounds the day after Labor Day, except for Whitestar Campground on Twin Lakes which stays open through the month of September. The seasonal water systems are not constructed to the same standard as permanent, year-round systems, and therefore require careful winter shut-down and spring start-up, which are the responsibility of the permit holder.

Facilities on Leadville Ranger District are clustered in three areas, Twin Lakes, Turquoise Lake and the Halfmoon Drainage.

TWIN LAKES Twin Lakes is actually two natural lakes that were expanded in the late 1970’s as part of the Frying Pan-Arkansas River Project that brings water from the Colorado River into the Arkansas River through the Boustead Tunnel. The lakes are connected by a narrow isthmus and sit at an elevation of 9400’ on the south side of . The campgrounds are all accessed from Colorado Highway 82 that follows an east-west route over Independence Pass and the Continental Divide. In 2018 the day use fee was $7.00 district wide.

Twin Lakes is a pump storage reservoir, operated by the Federal Bureau of Reclamation; whereby, water is pumped up to the Forebay in the morning and later gravity fed back down into Twin Lakes. This causes a daily 2” fluctuation in the water level. There is one active boat ramp adjacent to the Dexter RV Campground. The current permit holder maintains a small boat dock at this ramp. The P & SI would like this service to continue. Motorboats are permitted. Currently there are no overnight accommodations for boats. While there are two boat ramps, only one is open. Both however can be used for hand carried small boats such as canoes. Twin Lakes is stocked by the Colorado Parks and Wildlife and is a favorite amongst anglers.

The town of Twin Lakes is adjacent to Highway 82, just west of the lakes. A general store provides a minimum of groceries, but does have gasoline.

The town of Twin Lakes would be the nearest location for a phone and emergency contact for the recreation facilities around the lake.

Dexter Campground This is a 18-unit RV and tent campground on the north shore of Twin Lakes. Facilities include a double unit vault toilet. 11 of the sites have tables and firegrates that are a short walk from the parking lot. The remaining 7 sites are on a gravel parking area to accommodate RVs with no tables or firerings. The 2018 camping fee was $20/night. The season long occupancy here is 28%. There is no potable water at Dexter. The boat ramp at Dexter is open for public use and has an ANS inspection station. Facilities are in fair condition.

The 3- year average occupancy at this campground is 28%, and average revenue is $25,000.

White Star Campground This is a large campground divided into three (3) loops. Sage is the largest loop with 28 individual campsites, vault toilets, and water hydrants. This is a sunny, open loop named for the primary vegetation found here. The Ridge Loop has fifteen (15) units, including three (3) walk-in tent sites, one (1) vault toilet and one (1) water hydrant. The Valley Loop has 21 sites, three (3) of which are walk-in tent sites. All of the campsites have tables, fire grates and tent pads. The 2018 camping fee was $24/night for the Sage Loop and $23 for the Ridge and Valley Loops. The access road from HWY 82 is paved, but all the interior roads and parking spurs are gravel. White Star has a season long occupancy of 27%. These facilities are in good condition.

A host site with electric, telephone, water and sewage hook-ups is available.

This campground stays open through the month of September.

There is an RV dump station at White Star CG. The 2018 dump fee was $10.

Lakeview Campground This campground is large, both in size and the number of sites. It is on a steep hillside with mature Lodgepole pines overlooking Twin Lakes. 70 campsites are divided into eight (8) different loops. There is one (1) water system with a hydrant in each loop and at the host site. Access and interior roads are all gravel surfaced. A trailhead for the Continental Divide National Scenic Trail is within the campground. The 2018 camping fee was $24/night. A host site has, water, sewage vault and phone service. Occupancy averages 21%. Facilities here are in fair condition

After exiting HWY82, County Road 24 and interior roads are gravel.

Parry Peak Campground This campground has 25 campsites on two (2) loops.. There is a host site with electric, sewage vault and phone hook-ups Lake Creek flows through the campground, providing a wonderful sound of trickling or rushing water depending on the season. Vault toilets, and trash service are provided. The campground loops and spurs are native surfaced. The 2018 camping fee was $22/night. Occupancy averages 22% during the summer season. There is currently no potable water at Parry Peak. Facilities are in fair condition

Twin Peaks Campground This campground is a little farther west on Highway 82, and sits at 9,600’ in elevation. There are 33 campsites, some of which can accommodate vehicles up to 40’ in length. Vault toilets and water hydrants are provided. A host site has electric and water service, and a sewage vault. The 2018 camping fee was $23/night. Season long occupancy averaged 28% Roads and spurs are all gravel surface. Facilities are in fair condition.

Other Sites There are several angler parking areas and scenic overlooks along Highway 82, within the Twin Lakes Recreation Area. Mountain View, Sunnyside, Whistler Point, Mount Elbert Picnic Area, Deception Point, Praying Angel and Red Rooster all currently have $7 day use fees. Among those sites are 5 vault toilets. Trash service is provided. No potable water is available at these day use sites.

Red Rooster has a boat ramp, but it is closed to trailered boats. Hand carried boats such as canoes can still utilize the ramp.

There is an RV dumpstation in White Star Campground that is operable while the campground is open. The dump fee is $10.

TURQUOISE LAKE This lake is also part of the Fryingpan-Arkansas River project that draws water from the Colorado River into the Arkansas River. Turquoise Lake is approximately four (4) miles from the town of Leadville, a full-service community. The Turquoise Lake area is the most highly developed of the recreation areas on the P & SI. The six (6)-mile long lake sits at 9,780’ in elevation. A fifteen (15)-mile long, paved county road circles the lake. Lake County is responsible for maintaining and plowing of County Rd 9. Numerous campgrounds, picnic areas, boat ramps, and scenic overlooks provide access to the lake. Turquoise Lake is also stocked by the Colorado Parks and Wildlife and is a favorite amongst anglers.

The existing permit holder maintains a boat dock at the Matchless boat ramp. The FS would like this service to continue. Overnight mooring and fees will be at the discretion of the new permit holder, with FS approval. Motorboats are permitted on the lake. There are eight (8) campgrounds all connected to one pressurized water system. It is a seasonal system, approximately 45 years old and is generally operated from mid-May through mid-September. There is one campground at the west end of the lake that has its own pressurized water system that was rebuilt in 2014.

In 2013 all of the flush toilets were replaced with either single or double unit vault toilets and the existing sewer system was abandoned. All of the campground interior roads are asphalt.

There are also three (3) angler parking areas or scenic overlooks along the road around the lake, but they have no facilities or access to the lake. In 2018 the day use fee for all of those areas was $7/day.

There is a sanitary dump station near the Printer Boy Group sites which has a $10 fee.

Bear-proof trash dumpsters are provided throughout the Turquoise Lake area.

Mature Lodgepole Pine and Sub-alpine fir are the dominant vegetation around the lake. There is minimal ground cover or understory vegetation.

The campgrounds all get their names from the early mining history of Leadville and Lake County.

The nearest emergency services and phone are in Leadville approximately 5 miles away.

All host sites in the Turquoise Lake area have water, electric and sewage hook ups. Cell phone service is variable depending on site and carrier. Each campground in this area has a full service host site, with a host in residence during the season.

Printer Boy Group Site Printer Boy can accommodate four different groups at once, with a total capacity of 220 people. There are three vault toilets, an enclosed cook shack, volleyball court and horseshoe pits. 4 water hydrants and trash service are also provided. Current fees are either $60 or $100 based on group size. Seasonal occupancy averages 15% annually. Printer Boy facilities are in good condition.

Father Dyer Father Dyer is a 26 unit campground at an elevation of 9,900’. 3 toilets and 2 water hydrants are located in this single loop campground. The 2018 camping fee was $24. 18% is the seasonal occupancy of this campground. Facilities are in good condition.

Baby Doe Baby Doe is a 50 unit campground divided into 2 loops. Vault toilets and water are provided. In 2018 the camp fees were $26 and $24, with the higher priced sites on the water front. Baby Doe has an average occupancy of 28%.

Belle of Colorado Belle of Colorado is a 19 unit campground designed for tent camping. All of the sites are walk- in, accessed from 3 different parking areas. 2 double vault toilets are provided as is potable water. This campground averages a 35% occupancy during summer season.

Molly Brown Molly Brown CG has 49 campsites split between 2 loops. In 2018 camp fees were $24 and $26, with the higher fees being for several waterfront campsites. 4 double vault toilets are located throughout the campground. This campground may accommodate larger vehicles, up to 40’ in length. This campground averages 29% occupancy.

Facilities are in fair condition

Silver Dollar This is a 43 unit campground divided between 2 loops. $24 night was the camp fee in 2018. Many of the campsites in this campground have both fire grates and pedestal grills. 3 double toilets and numerous water hydrants are provided. 16% is the seasonal occupancy rate at Silver Dollar.

Tabor Tabor Campground accommodates 22 campers. It is essentially two large parking lots with tables and firerings around the perimeter of the upper lot, creating 10 sites. The lower lot is designed for overflow RV camping with an additional 12 parking spots with no tables or firerings. There is a vault toilet and water on site. While there is an adjacent boat ramp, it is currently closed. The 2018 fee was $24 for the full sites and $20 for the overflow sites. Seasonal occupancy averages 20%. Facilities are in good condition.

Matchless Matchless is a 15 unit campground designed primarily for RV camping, although many sites will accommodate tents, with a central parking lot and adjacent walk-in sites with tables and firegrates. There is a 21 unit overflow RV lot across the entrance road with no tables or firerings. There are two vault toilets and two water hydrants in this campground. The 2018 fee was $24 night for the full sites and $20 for the overflow sites. The occupancy rate was 29%. Matchless can accommodate vehicles up to 45’ in length. The active boat ramp is adjacent to this campground which makes it ideal for boaters.

Lady of Lake This is a small, 5 unit picnic area, adjacent to Tabor Campground, with a water hydrant and one vault toilet.

Maid of Erin This is a small, 10 unit picnic area, with a water hydrant and one vault toilet.

May Queen Campground This campground is on the far west end of the lake and has its own water system. It has a variety of RV and walk-in tent sites. There are two double vault toilets here. The current fee is $24.00/night. May Queen has an occupancy rate of 31%. Butcher Boy Picnic Area, with 7 sites is adjacent to this campground.

Other sites within the Turquoise Recreation Area include Shimmering Point, Mosquito View and Valley View Scenic Overlooks, and Abe Lee Fishing Access. There is a vault toilet at Abe Lee. Currently there is no fee at these sites.

HALFMOON This area is a favorite of hikers seeking to climb a nearby “fourteener,” access the Wilderness, or go white water rafting on the Arkansas River. Three (3) campgrounds, Elbert Creek, Halfmoon East and Halfmoon West, are small and rustic. Vault toilets, tables, fire rings and hand pumps are provided at these remote locations. These 3 campgrounds are accessed from FSR 110, a gravel road approximately 8 miles long. All of the campground interior roads are gravel surfaced. These three campgrounds are in fair condition.

Elbert Creek Elbert Creek is a 17 unit campground situated at 10,000’ in elevation. As such the camping season is often affected by late spring or early fall snows. This campground is on the south side of Halfmoon Creek. One vault toilet, trash service and a well with handpump are provided. In 2018 the fee was $20/night. The average occupancy here is 30%

Halfmoon East This is a small 5 unit campground along the bank of Halfmoon Creek. A vault toilet, well w/handpump and trash service are provided. Trash service is provided commercially, utilizing FS owned dumpsters. This campground lies at an elevation of 9,900’ . This campground is a favorite of visitors to Mount Elbert and Mount Massive, two of Colorado’s highest peaks. The 2018 camping fee was $20/night The two Halfmoon campgrounds have a 15% occupancy rate.

Halfmoon West This 16 unit campground is divided into two loops on the south side of FSR110, away from the creek. 2 vault toilets, trash service and a well with handpump are provided. The 2018 camping fee was $20/night.

South Park Ranger District (Package 2)

South Park is located in Park and Teller Counties. Elevations range from 8,000 to over 14,000 ft. Summer daytime temperatures range from 60 to 90 degrees. The monsoon season usually occurs mid-summer with frequent afternoon thunderstorms. Snow averages 217” annually in Park County and 90” in Teller County. Early or late snowfall may affect opening and closing dates.

The area known as South Park is one of four high-elevation “parks” in Colorado. U.S. Highway 285 brings visitors from the Denver area, while State Highway 24 brings visitors from the Colorado Springs area. State Highway 9 bisects the Ranger District north to south providing easy access from all directions.

South Park is surrounded on three sides by mountains. Activities include camping, hiking, backpacking, horseback riding, skiing, snowshoeing, snowmobiling, mountain biking, picnicking, fishing, boating, sightseeing, mountaineering, wildlife viewing, hunting, Off Highway Vehicle (OHV) and jeep trails.

With its numerous waterways, the area is also a favorite for birders looking for migratory species as well as year-round residents and waterfowl that frequent its numerous reservoirs.

There are two popular recreation areas on the South Park Ranger District: Jefferson Creek Recreation Area and the Elevenmile Canyon Recreation Area. Each area includes several campgrounds and picnic areas. Jefferson Creek Recreation Area’s appeal is a 90-acre, glacially- formed lake located at 10,700 feet. This scenic, alpine area is surrounded by hiking trails, an angler parking area, and a large picnic area. The Elevenmile Canyon was once the railroad bed for the Colorado Midland Railroad, but was converted to a rustic, scenic road that passes through tunnels as it traverses through this beautiful canyon. Both of these recreation areas have entrance stations where day use fees are charged.

Blue Mountain Campground This campground is located about 3 miles southwest of Lake George, Colorado, at an elevation of 8,200 There are 21 individual campsites, the largest of which can accommodate a 25’ camper. Drinking water is provided by one hand-pumped well. Sanitation is provided by two double-unit vault toilets. All roads and parking areas are of a native surface. One campsite has been modified with a grey water drain and electricity for a campground host. Trash collection is provided through a commercial company, utilizing Forest service provided dumpsters. The facilities here are in fair to good condition. The campground has a season long average occupancy of 39%.

Buffalo Springs Campground Buffalo Springs Campground is located about 13 miles south of Fairplay. There is fishing on the South Fork of the South which flows into the reservoir, as well as on the reservoir itself. The campground has a season long average occupancy of 26%.

All roads and parking areas are a native surface. One site has been modified with a grey water drain for a campground host. This campground has a seasonal occupancy of 42%.Trash collection is provided through a commercial company, utilizing Forest service provided dumpsters. Selkirk Campground This campground is located about 20 miles north of Fairplay, Colorado. Selkirk Campground is located along the Road, which follows an historic railroad bed that offers beautiful scenery and a trip through Colorado history. This campground is located at an elevation of 10,500 feet with 15 individual family campsites, which can accommodate up to 25 foot RVs. No drinking water is provided at this campground. Sanitation is provided by a double-unit vault toilet. All roads and parking spurs are of a native surface. This campground has an average occupancy of 64%. No trash service is currently provided at this site. The facilities in this site are in fair to poor condition.

The nearest public telephone and emergency services are located in Como, about 10 miles away.

Spruce Grove Campground This campground is located 13 miles northwest of Lake George, Colorado, along Tarryall Creek. Recreational opportunities include: hiking, mountain biking, equestrian, and OHV trails. It is also adjacent to the Lost Creek Wilderness and has a trailhead for access into the Wilderness. The trailhead parking area can hold up to 20 vehicles.

Situated at an elevation of 8,600 feet the Spruce Grove Campground offers 27 individual campsites. The largest site will accommodate a 35 foot motor home or trailer. There are 8 walk- in sites, 5 of which are across a footbridge. Drinking water is provided by a hand-pumped well. Sanitation facilities consist of two double-unit vault toilets. All roads and parking areas are a native surface. One campsite has been modified with a grey water drain for a campground host. Trash collection is provided by subcontractor using two USFS-provided bear proof trash dumpsters. Spruce Grove has a season long average occupancy of 60%.

Twin Eagles Campground/Trailhead This campground is approximately 15 miles northwest of Lake George, Colorado.

Recreational opportunities include: hiking, mountain biking, equestrian, motorcycle trails, rock hounding, and OHV trails. This campground is adjacent to the Lost Creek Wilderness and has a trailhead for access into the Wilderness. The trailhead parking area is located within the campground and provides parking for up to 20 cars. The previous concession permit allowed for charging a fee for managed parking at this trailhead.

The Twin Eagles CG is located at an elevation of 8,600 feet and offers 9 individual family campsites. There is one double-unit vault CXT toilet. No trash service is currently provided. All roads and parking areas are of native surface. The facilities are in fair to good condition. The average occupancy here is 27%.

Weston Pass Campground Weston Pass Campground is located about 16 miles southwest of Fairplay, which is where the nearest emergency services are located.

This campground is located at an elevation of 10,200 feet, with 14 campsites which can accommodate up to a 25 foot motor home. One hand-pumped well provides the drinking water. All roads and parking areas are a native surface. Weston Pass has an average occupancy of 29% The facilities in this site are in fair condition.

There is excellent fishing in the South Fork of the South Platte River, adjacent to the campground. The area also offers hiking, mountain biking, horseback riding, motorcycle trails, and OHV opportunities.

*Pulver Mountain Group Site This group campground is not currently a fee site operated by concessionaire. In the future as it is brought up to fee site standards it may be added to the permit through an amendment.

Elevenmile Canyon

The Elevenmile Canyon Recreation Area is located about 3 miles southwest of Lake George, Colorado. There are 5 campgrounds and 4 picnic areas. This area has a $7 day use fee per vehicle. There is a staffed entrance station at the north end of the canyon.

The access road to the area is a historic narrow gauge railroad grade with two short tunnels. FS Road 96 and all of the recreation site roads are native surface. The canyon is also a favorite of the technical rock climbers. Because of the outstanding fish habitat, the area is a major attraction for anglers from across the country. Not only are anglers attracted to this area for the fisheries, bald eagles also frequent the area during their migrations in the spring and fall.

Elevenmile Picnic Area This picnic area has 7 sites, four of which are located across the river over a foot bridge. Each site includes a table and a fire grate. No potable water is available at this site.

Idlewild Picnic Area This picnic area consists of 5 sites, each with a table and a fire grate. There is no water available. Sanitation is provided for by a single-unit vault CXT toilet. Trash service is currently provided with metal garbage can located inside the outhouse at this location. The road is of a native surface.

Messenger Gulch Picnic Area This picnic area consists of 2 sites, each with a table and fire grate. Sanitation is provided by a single-unit vault CXT toilet. Trash service is currently provided with metal garbage can located inside the outhouse at this location. No water is available at this site.

O’Brien Gulch Picnic Area This area consists of 4 sites which each include a table and fire grate. Sanitation is provided by one single-unit vault CXT toilet. Trash service is currently provided with metal garbage can located inside the outhouse at this location. No water is available at this site.

Cove Campground Cove is located at an elevation of 8,400 feet and has 4 sites. The largest site can accommodate up to a 16 foot camper. One hand-pumped well provides drinking water. One double-unit vault toilet provides sanitation. Trash collection is provided through a commercial company, utilizing Forest service provided dumpsters. 80% is the average occupancy here. The facilities in this campground are in fair condition.

Riverside Campground The Riverside Campground has 19 individual family campsites at an elevation of 8,000 feet. Each site is equipped with a table, fire grate, and parking spur; the largest site can handle up to a 30 foot motor home. Drinking water is provided by a 160 gallon mobile water trailer owned by the current permit holder. One double-unit vault toilet provides sanitation. Trash collection is provided through a commercial company, utilizing Forest service provided dumpsters. One site has been modified with a grey water drain for a campground host. Riverside has a season long occupancy of 62%

Jefferson Lake

Jefferson Lake 90-acre lake, located at 10,700 feet, at the base of the Continental Divide. There are several mountain biking and hiking trails in the vicinity, including the Colorado Trail.

The recreation area is located approximately 21 miles northeast of the town of Fairplay, Colorado.

There are three campgrounds, two picnic areas, angler parking, and a boat ramp. There is an entrance station at the south end of the canyon that collects day use fees for the picnic areas and fishing access. There is currently a $7 day use for at Jefferson Lake. The typical operating season is from mid- May to mid-October.

The lake, associated picnic area and boat launch are usually accessible from the first of June until the end of October. Jefferson Lake has a special order that restricts the use of boats to only hand carried boats or water craft which can only operate small trolling motors.

The nearest phone and emergency services are located in Jefferson, about 5 miles from the canyon entrance.

Beaver Ponds Picnic Ground This picnic ground has 4 sites available. Each site includes a table and a fire grate. Sanitation is provided for by a single-unit vault CXT toilet. Jefferson Lake Boat Ramp This location is extremely popular like the near-by picnic and angler parking areas. The boat ramp is constructed of concrete but is seldom used by large sized motorboats due to the wake-less restrictions on the lake. There is a double-unit vault CXT toilet for sanitary services. The area also provides a large native material parking area that can accommodate many vehicles with trailers. No drinking water is available at this site. . Estimated parking capacity of 40 vehicles.

Aspen Campground This campground is located at an elevation of 9,900 ft. 12 campsites can accommodate a trailer up to 25 feet in length. One hand-pumped well provides drinking water, while a double-unit vault CXT toilet provides sanitation. All roads and parking spurs are of a native surface. The facilities in the campground are in good condition. Aspen has a 33% occupancy.

Jefferson Creek Campground This campground is located at approximately 10,100 feet elevation. There are 17 individual family campsites which can accommodate up to a 25 foot motor home. Drinking water is provided by a hand-pumped well. Two double-unit vault CXT toilets provide sanitation. All roads and parking spurs are a native surface. This area is a very popular location for camping and day use activities. This campground has an average occupancy of 57%.

PACKAGE 3

Package 3 includes the recreation facilities on the Salida, San Carlos, Pikes Peak and South Platte Ranger Districts of the Pike and San Isabel National Forest. The eastern boundary of the P & SI is the I-25 corridor and the western boundary is the Continental Divide along the crest of the Collegiate Peaks and Sangre De Cristo mountains. The Arkansas Valley, Cuchara Valley, , Greenhorn Mountains, , Wet Mountain Valley and South Platte River corridor are all prominent features, providing a variety of recreation opportunities for the visiting public.

SALIDA RANGER DISTRICT (Package 3)

The Salida Ranger District is located in central Colorado, in the upper Arkansas Valley. The crest of the Continental Divide is the western boundary of the district. The valley is a popular destination for recreation visitors interested in whitewater rafting or kayaking, hiking, mountain climbing, birding and visiting historic or scenic locations. The valley is known as the “Banana Belt” because of the mild winter weather. Summers are temperate with monsoon rains or predictable thunderstorms. Camping and picnicking facilities are generally open from mid-May through October, weather permitting. There is current demand and an opportunity to accommodate hunters for late season use from October through November during big-game hunting seasons. Wilderness access is also important. Elevations range from 8,000’ above sea level to 11,000’, with most of the facilities at around 9,000’ in elevation. Late snowmelt, fire restrictions, and road washouts can affect campground operations. Chaffee County averages 9” of rain and 26” of snow each year. On average there are 266 sunny days.

CHALK CANYON This is an east/west canyon southwest of the town of Buena Vista, that follows Chalk Creek as it flows into the Arkansas River. It includes Cascade Campground, Chalk Lake Campground and Mount Princeton Campground, all of which were re-constructed in the early 2000s. Iron City Campground and the historical town of Saint Elmo are located farther up the canyon. County Road 162 is partially paved, while the campgrounds all have gravel roads and camp spurs.

Phones and emergency contacts are available at the Mt. Princeton Resort or farther downstream at the town of Nathrop.

Ponderosa pine forests provide a mix of shaded and sunny campsites throughout.

Mount Princeton Campground This is the first campground, heading up the canyon. It is a seventeen (17)-unit campground designed primarily for tent users and was re-constructed in 2003. Some of the camping spurs are about 40’ long to accommodate larger vehicles. A host site has a phone line. Vegetation is primarily ponderosa pine. The current camping fee is $24/night. Mount Princeton is very heavily used with an occupancy rate of 69%. Facilities are in good condition.

The nearest phone or emergency contact would be at the privately owned Mt. Princeton Hot Springs resort, approximately 4 miles down the canon.

Cascade Campground This is a 21-unit campground that will handle some larger vehicles, on spurs up to 40’ long. There is one host site with electric service, a septic holding tank and a landline phone. All roads and spurs in this campground are gravel. The current camping fee is $24/night. 64% is the occupancy rate. It was also re-constructed in the early 2000s. Facilities are in good condition.

Chalk Lake Campground This nineteen (19)-unit campground is adjacent to Chalk Creek and was re-constructed in 2001. These sites are all well shaded with some walk-in tent sites and a few RV sites. A host site has a phone line. Chalk Lake Day Use is within walking distance which has a stocked fishing pond and amphitheater. The current camping fee is $24/night. This campground averages 65% occupancy.

Chalk Lake Day –Use This is a day-use only site with access to Chalk Lake. A 20 car parking lot, single unit CXT toilet are provided. The 12 acre lake is stocked by CPW, with Rainbow and Brown trout. There is a $7 day-use fee. Campers have free access with their camping permit.

The gravel surface parking lot will accommodate 20 vehicles.

Bootleg Campground This site is located a short distance away from Chalk Lake Campground and is designed for tent campers only, with walk-in access. There are seven (7) tent pads, two (2) picnic tables, a group fire ring with benches and a vault toilet. The sites are approximately ¼ mile from the parking lot. The current camping fee is $12/night. Bootleg has very low occupancy of 3%. Facilities are in poor condition.

Iron City Campground This campground is the furthest up the canyon and is a very shady campground. The current camping fee is $20/night. There are fifteen (15) tent sites and two (2) vault toilets, Some spurs will handle two (2) vehicles and some, vehicles up to 35’ in length. A host site doesn’t have any extra amenities. The average occupancy 38%. Facilities are in fair condition.

Phones and emergency services are available at Mount Princeton Resort, approximately 15 miles down canyon.

COTTONWOOD CANYON This Canyon follows Cottonwood Creek, and County Road 36 up and over Cottonwood Pass, west from the town of Buena Vista. Two (2) campgrounds, a picnic area and several nearby trailheads provide access to the Collegiate Peaks Wilderness, the Continental Divide National Scenic Trail,

Cottonwood Campground This 25-unit campground is situated on a sunny south-facing slope that overlooks Cottonwood Lake, was completely renovated in 2006, hence the facilities are in good condition. Some sites can accommodate campers as large as 40’ The well and water system are solar powered. There are two double vault toilets. Trash service is provided. Cottonwood Lake is approximately one (1) mile away and is a favorite amongst anglers. Both the county road and campground roads are native surface. Some sites will accommodate vehicles up to 45’ in length. The 2018 camping fee was $24/night. Cottonwood CG has an occupancy rate of 57%. Facilities are in good condition.

Collegiate Peaks Campground This campground has 56 campsites divided between two (2) loops. The camping spurs are short, only accommodating vehicles up to 35’ in length. The road and spurs are gravel surfaced. Each campsite has a lantern post, table and fire grate. A host site has a septic tank, potable water and solar power. There are no electric or phone services at this campground. There are 6 vault toilets. Trash service is provided, utilizing FS owned dumpsters. The 2018 camping fee was $24/night. Occupancy averages 52%. Facilities are in fair condition.

ISOLATED FACILITIES

Angel of Shavano Campground This is a 21-unit campground, where each site is designed to accommodate two (2) vehicles up to 30’ in length. The road and spurs are gravel surfaced. The current camping fee is $13/night. Access is from Maysville Co., for 5 miles along County Rd 240. This campground averages 48% occupancy. The facilities are in fair condition.

Angel Shavano Group Site This group site will accommodate groups of up to 100 people at one time. The current group rate is $100/night for 100 people. Facilities include a pavilion, baseball fields, horseshoe pits and a volleyball court and vault toilet. Facilities are in fair condition.

North Fork Campground This is a small lakeside campground with eight (8) campsites that will accommodate two (2) vehicles each with a 25’ maximum length. Access to this campground is over five (5) miles of un- improved dirt roads, which makes access, trash and vault toilet service difficult. The current camping fee is $22/night. At 11,000’ it is the highest elevation campground on the P & SI. Occupancy averages 36%.

Coaldale Campground This campground has seven (7) campsites, four (4) of which are walk-ins. All seven (7) have tables and grills. Some sites can accommodate two (2) cars, but the maximum vehicle length is

35’. There is no water at this campground. The current camping fee is $15/night. Coaldale has been closed since 2015 due to the Hayden Pass wildfire. Re-opening is uncertain at this time. Coaldale averages 21% occupancy.

Hayden Creek Campground This campground is an eleven (11)-unit campground with fire rings and tables at each site. The maximum vehicle length is 35’. There is one well and hand pump that serves campers at this campground and Coaldale. The current camping fee is $19/night. Hayden Creek averages 12% occupancy. Facilities are in fair condition.

Coaldale and Hayden Creek CGs are accessed from CNTY Rd 6 approximately 22 miles east of Salida via HWY 50.

Monarch Park Campground This is a 38-unit campground including some sites that will handle vehicles up to 40’ in length. The host site has a septic tank and phone line. The current camping fee is $22/night. Occupancy is approximately 32%. Facilities are in fair condition

Access is via Hwy 50 and Cnty Road 23 approximately 23 miles west of Salida, Co. Monarch Park sits at an elevation of 10,500’ just below the Monarch Pass Summit.

Closest emergency services and phone are located in Poncha Springs.

O’Haver Lake Campground & Picnic Area The campground is located near Poncha and Marshall Passes, and is a favorite of 4-wheel drive and ATV enthusiasts. Access is via a gravel county road that is very steep in spots. The campground loop and parking spurs are all gravel surface. The campground surrounds a fifteen (15) acre lake with 29 campsites and five (5) picnic sites. Only non-motorized boats are allowed on the lake. This campground was re-constructed 2012, hence facilities are in good condition. There is a solar powered water system with 4 hydrants throughout the campground. Some of the campsites are on the water-front and some will accommodate vehicles up to 40’ in length. The current camping fee is $22/night. Facilities are in good condition.

This is a heavily used campground with an occupancy rate of 78%.

SAN CARLOS RANGER DISTRICT (Package 3)

The San Carlos Ranger District includes the , Greenhorn, Spanish Peaks and Sangre De Cristo Mountain Ranges. The District is situated in Freemont, Custer, Pueblo, Huerfano and Las Animas Counties. This is a large District, geographically, spread out over 100 miles north to south. The large geographic area and interspersed private land add to the management complexity of this district.

LAKE ISABEL

Lake Isabel is a man-made lake with several campgrounds and a picnic area nearby which are easily accessed from State highway 165 with paved roads throughout. The lake is accessed from three (3) day use or picnic sites, three (3) campgrounds, 2 group areas and numerous small parking lots. The picnic area has an accessible, paved ½ mile long trail that terminates at an accessible fishing pier. An accessible trail also extends about ¾ of the way around the lake. The lake is a favorite day use area for Puebloans.

Bear awareness and safety is important at Lake Isabel. The campgrounds here have bear boxes installed at each campsite for safety reasons.

La Vista Campground This campground was constructed in 1989 on a sunny east facing slope. There are a combination of RV sites and walk-in tent sites. Some of the tent sites are shaded. This campground will accommodate some larger RVs. These are our most expensive campsites, currently at $24-28/night. The higher priced sites all have individual electric hook-ups. The interior road is paved while the individual sites are gravel surface. Campground has both back- in and pull-through campsites. LA Vista has an occupancy rate of 54%. Facilities are in good condition.

Southside Campground This is an eight (8)-unit campground designed specifically for RV campers. All the campsites have pull-through parking. Tables and fire grates are situated on raised islands between the RV parking spaces. The current camping fee is $20/night. Southside averages 30% occupancy. Facilities are in fair condition.

Saint Charles Campground This campground is a bit removed from the lake with a gravel road and spurs. It has fifteen (15) campsites with short spurs and is therefore, best suited for tent campers or small RVs Facilities include two (2) vault toilets and one (1) hand pump. The current camping fee is $22/night. Occupancy averages 69%. These facilities are in fair condition.

Lake Isabel Picnic Area This picnic area lies along the south side and west end of Lake Isabel. 45 picnic sites are accessed from several different parking areas. Some sites are accessed via a paved trail down to the water’s edge and a handicapped fishing pier. There are 4 toilet buildings and 3 water hydrants. Currently there is a $7 day use fee.

Cuchara Picnic Area This is a 17 picnic site along a creek of the same name. 5 separate parking areas are spread along 6 miles of FS Road 422 which is a gravel surfaced road accessed from Hwy 12, The Highway of Legends scenic byway. Some of the picnic sites are on the far side of the creek. The day use fee is $7. 5 vault toilets are distributed amongst the parking areas. There is no potable water available at these sites. Facilities are in fair condition.

Davenport Campground This campground was originally designed by Arthur Carhart, and is the first Forest Service campground. In 2009 it was re-constructed to the original 1920’s standard. There are twelve (12) walk in campsites, two (2) vault toilets, a well and a hand pump. 3 of the campsites have Adirondack type shelters. The original fire grates were also rebuilt. The current camping fee is $22/night. Access is from Hwy 165 and FS Road 383, a 3 mile long gravel road that dead ends at the campground. Davenport averages 29% occupancy. Facilities are in good condition.

Lake Creek Campground Lake Creek has 11 campsites with mainly back in and tent sites. 2018 camp fees were $21. One single vault toilet and well w/handpump are provided. Facilities are in good condition.

Spring Creek Trailhead and Picnic Area Spring Creek is located at the end of Forest Road 414 on the west side of Colorado Highway 12 near Cuchara, Colorado. This trailhead has 8 vehicle parking area and accesses the popular Baker and Dodgeton trails. The picnic area has three (3) picnic sites. There is a single unit vault toilet and trash dumpster at the parking area. Facilities are in good condition.

Alvarado Campground This campground was partially renovated in 2007 with road improvements, new toilets, site furniture, water system and host site improvements. The site sits on an east facing slope that overlooks the Wet Mountain Valley, at an elevation of 9,000’. This is a remote, but large campground, that has traditionally had a host. 40 sites accommodate tents, and trailers. From this campground there is easy access to the Rainbow, Comanche and Venable Trails, which are multiple-use trails. The current camping fee is $22/night. Occupancy averages 34% for the season. The Sangre De Cristo Wilderness can also be accessed from this campground.

One loop designated for equestrian use has 4 campsites with hitching rails. There is a vault toilet in this loop for the riders. Facilities are in fair to good condition.

Blue Lake Campground Blue Lake has 15 campsites with back in and pull through sites that can accommodate vehicles up to 40’ in length. 2018 camp fees were $21 and the occupancy was 45%. Two vault toilets and well w/handpump are provided. Facilities are in fair condition.

Blue and Bear Lake are in Spruce Fir forests with heavy over story and shade. FS Road 422 is a 5 mile, gravel surfaced road.

Bear Lake Campground Bear Lake is a 14 unit campground sitting at 10,500’ high up in the Sangre De Cristo Mountains, and can accommodate vehicles up to 40’ in length. At this elevation weather is an important factor in opening and closing dates. The lake itself is ¼ miles from the campground. Two vault toilets and a well w/handpump are provided. Bear proof dumpsters are also on site. Facilities are in fair condition.

The 2018 camping fee was $21 and the campground averages 46% occupancy.

Indian Creek Trailhead This trailhead is within the Bear Lake Campground. The trailhead provides access to 23 miles of multi-use trails. Parking is available for 6 cars here.

Bear Lake TH This is a small, 14 vehicle parking area adjacent to FSR 422. Access from parking is to and around this 5 acre lake. The trail also connects with Bear Lake CG. There is a single unit vault toilet at the parking lot.

Purgatoire CG This is the southernmost campground on the P & SI. It is accessed From HWY 165 and 5 miles of FSR34, a gravel road. 23 campsites can handle vehicles up to 40’ in length. The 2018 camp fee was $21/night. Occupancy is 19%. Campsites are in an open meadow setting with limited vegetation and or shade. This campground is a favorite of hunters. A longer operating season is an option. Facilities are in fair condition.

Cordova Pass At Cordova Pass there is a 3 unit tent only campground, 3 picnic sites and a 10 car parking area. There is a single unit vault toilet as well. These sites are heavily used by hikers accessing the Spanish Peaks and the Wilderness surrounding them. The Cordova Pass sits at an elevation of 11,000’. The 20018 camping fee was $12.

Ophir Creek Ophir Creek is a 31 unit campground situated at 8,900’ adjacent to a creek of the same name in the Wet Mountains. The CG is easily accessed from HWY 165. Campers here are often on their way to the Greenhorn Wilderness. The campground has a combination of RV, and tent only sites, some of which are walk-in sites, a short distance from the parking area.

PIKES PEAK RANGER DISTRICT (Package 3)

Pikes Peak is a small, compact district just west of the city of Colorado Springs. Facilities are generally concentrated in the Manitou Park corridor or around Rampart Reservoir. Elevations are in the 9,000’ range. Fire restrictions are fairly common due to the urban interface and low elevations. The opportunity exists for a longer camping season due to mild winter temperatures. Manitou Lake Picnic Area is open year-round. Rampart Reservoir Recreation Area and the Manitou Park corridor facilities all have pressurized water systems. Only The Crags Campground has a well and handpumps.

RAMPART RESERVOIR RECREATION AREA

Rampart Reservoir is part of the municipal water supply for the City of Colorado Springs. This is a man-made reservoir, with a surface elevation of 8,900’. It is shaped much like your hand; the fingers form several narrow ridges with wide bays in between. This is a popular site for campers, anglers and day users from the Colorado Springs Area. One (1) water storage tank and a pressurized water system serves all of the facilities in this area. Woodland Park, is the nearest community with emergency services. There are also many commercial services available there as well.

The City of Colorado Springs owns the water rights and has maintained a security presence on the dam since 9/11/01. The reservoir is open to motorized boating from 7:00am to 5:00pm. Water contact (i.e., swimming) is prohibited and there are size restrictions on trailers. This reservoir is stocked by Colorado Parks and Wildlife, and is a favorite amongst anglers.

Access is a 7 mile drive from Woodland Park over a rough gravel road, FSR 300. It is maintained several times each summer under a FS contract. Once at the reservoir the main road and campground loops and parking spurs are all paved.

Rampart Reservoir contains a fee booth near the entrance to collect the current $7 day use fee. The day use fee applies to Dikeside Boat Ramp, Promontory Picnic Area, Homestake Fishing Site, and Nichols Reservoir/ which must be hiked to.

There is a thirteen (13)-mile trail around the reservoir, which is a favorite of hikers, bicyclists and occasionally equestrians. Both campgrounds and the picnic area have trail access to the reservoir.

Meadow Ridge Campground This is a nineteen (19)-unit campground on the south side of Rampart Reservoir. It was re-constructed in 2003. Two (2) double-unit vault toilets and numerous water hydrants provide service to the public. There are potable water and sewer hook-ups at the host site. The current camping fee is $23/night, with 29% occupancy. Facilities are in good condition.

Thunder Ridge Campground This 21-unit campground was also renovated in 2003. There are two (2) double- unit concrete, vault toilets and one (1) older wooden toilet. Water hydrants are provided throughout the campground and at the host site. The host site also has electric and sewer hook-ups. The current camping fee is $23/night, with a 29% occupancy. Facilities are in good condition.

Promontory Picnic Area This picnic area has 34 sites spread throughout the picnic area. Each site has tables and fire grates.. Several water hydrants are available. Four (4) vault toilets are spread throughout the picnic area. Facilities are in good condition.

Homestake This is a small day use area with a double-unit vault toilet, and trash service. This area is heavily used by anglers to access the Rampart Reservoir shoreline. There are a few interpretive signs and an exhibit of the pipeline pieces used in the construction of the reservoir. Facilities are in fair condition.

Dikeside Boat Ramp Located across the dam, this site has three (3) picnic tables and two (2) vault toilets. There is parking for approximately 60 vehicles, including parking for boat trailers. There is a concrete boat ramp at this site and the applicant should plan on providing a boat dock for boaters. Visitors also use this parking area to access Nichols Reservoir, approximately a ½ mile hike. Trash is collected in cans and transported to the dumpsters at Homestake Fishing Site at the end of each day. There is no potable water on this side of the reservoir. Facilities are in good condition.

MANITOU PARK RECREATION AREA

Manitou Park is a corridor north of the town of Woodland Park along CO State Highway 67. Three (3) campgrounds, a day use area, two (2) group campgrounds, are all located in close proximity. The Centennial Trail, a paved trail connects them all and is heavily used. All the recreation sites are located in a mature ponderosa pine forest with a mixture of sunny and shaded sites. All of the recreation facilities in this area are on pressurized water systems.

Colorado Campground This campground contains a total of 81 individual campsites in the shade of a ponderosa pine forest. Potable water is provided by a pressurized water system with ten (10) hydrants and five (5) double-unit vault toilets of varying ages. This campground is within walking distance of Manitou Lake and has an amphitheater in the center. This is a favorite of RV campers because of its size, layout and paved roads. The host site has electricity, water and sewer hook-up. There is a second host site with electric hookups. The current camping fee is $23.00/night. Colorado has an occupancy rate of 13%. Facilities are in good condition.

South Meadows Campground This campground has 64 sites, and a trailhead for the Centennial Trail outside the campground. There is a host site with electric, water, phone, and sewer hook-ups. The South Meadows camping fee is $23.00. Occupancy is 13% average. Facilities are in good condition.

Painted Rocks Campground This is a smaller, more rustic campground with nineteen (18) campsites, two (2) vault toilets and four (4) water hydrants that are part of the water system serving the Manitou Lake Day-Use Area. There is a host site available with water and electrical service. The 2018 camping fee was $23.00/night. Occupancy is 29%.

Painted Rocks has a gravel road and parking spurs. It sits approximately ¼ mile from Highway 67 on a gravel road. Facilities are in fair condition.

Pike Community Group This group site is on Highway 67, north of Woodland Park and can accommodate groups of up to 100 people at one time. Facilities include one (1) double unit vault toilet, 2 water hydrants, a volleyball court, horseshoe pits, a baseball field and a wooden play structure. The current camping fee is up to $125/night, for a maximum number of 100 people. Facilities are in fair condition.

Red Rocks Group This site will accommodate up to 100 people at one time. Facilities include one (1) double unit vault toilet, two (2) water hydrants, picnic tables and fire rings with (1) large group fire ring in the center of the campground. There is access to the Centennial Bike Trail within this group site. The current camping fee is up to $125/night, based on a maximum number of 100 people. Facilities are in fair condition.

Manitou Lake Picnic Area Manitou Lake Picnic Area is north of Colorado Campground. The lake is a 5 acre reservoir stocked by Colorado Parks and Wildlife. Facilities include 39 tables with fire grates, (5) double vault toilets, and 7 water hydrants. The day use fee is $7.00. There is a group site that can be reserved for $50.00 per day with a maximum of 50 people. The group site includes use of tables, a large fire grill and a historic stone pavilion. The host site has water and sewer hookups. Facilities are in good condition.

Isolated Facilities

Springdale Campground This campground is in close proximity to Rampart Reservoir. This 13-unit campground has one (1) double unit vault toilet, no water, and no host site improvements. It is often used as an overflow area for the campgrounds at Rampart Reservoir. The current camping fee is $18.00/night. Facilities are in fair condition.

Crags Campground This campground has seventeen (17) campsites, two (2) vault toilets and 2 hand pumps. There are no host site improvements. There is a trailhead in the campground at the end of the road, which accesses Pike’s Peak and Devil’s Playground. The FS is willing to share the cost of toilet pumping and maintenance at this campground due to the location of the trailhead. The current camping fee is $18/night. There is a $7 day use fee. Facilities are in fair condition.

South Platte Ranger District (Package 3)

This district lies southwest of the city of Denver and within an hour’s drive. Numerous, small campgrounds spread out across the district add to the management complexity of this district. Heavy dispersed use is also prevalent. Motorized trail use is heavy and the beauty of the South Platte River attracts many users to the area. Mild weather allow for a longer camping season. Viewing fall colors is another favorite activity. Fire restrictions are common in Douglas and Jefferson counties throughout the summer months. These facilities have either water systems or wells and handpumps, and vault toilets. The South Platte River is a prominent feature of this district, with both the South and North Forks of the river traversing the district. The district is easily accessed from the Highway 285 corridor southwest out of Denver, as well as I-25.

Buffalo Campground This is a 42-unit campground is in a heavily forested area adjacent to Buffalo Creek, located about an hour’s drive from Denver. The Colorado Trail passes nearby, which makes it a favorite of mountain bikers. Road 550 is a 5-mile long gravel surface road. The 2018 camping fees was $22/night. Facilities are in fair condition.

Meadows Group Campground This is a two (2)-unit group campground located in the Buffalo Creek Recreation Area. Several mountain bike trails, including the Colorado Trail, can be accessed from the campground, which makes this another favorite amongst mountain bikers. Buffalo Creek is also nearby, which is popular amongst anglers. There is no potable water currently available. The current camping fee is $140/night for either group site. Facilities are in poor condition.

Green Mountain Campground This campground is located on the South Fork of Buffalo Creek with six (6) sites, situated at an elevation of 7,500’ Located near the Buffalo Creek Recreation Area, there are opportunities to mountain bike, hike, rock climb, and fish. The 2018 camping fee was $18/night. Facilities are in poor condition.

Goose Creek Campground This campground flanks Goose Creek with ten (10) sites. Located near Lost Creek Wilderness, there are opportunities to explore the wilderness from several nearby trailheads. The 2018 camping fee was $22/night. Sites are in fair condition.

Kelsey Campground This campground is immediately adjacent to Highway 126, southwest of Denver. Located near the Buffalo Creek Recreation Area, there are opportunities to mountain bike, hike, rock climb, and fish. There are 17 campsites, 2 vault toilets and a well w/handpump in the campground. The current camping fee is

Geneva Park Campground This campground is located off the Guanella Pass Scenic Byway, near Geneva Creek. It is popular with OHV enthusiasts, as the access road to the campground continues up to the old mining town of Geneva City, which is accessible to unlicensed OHV riders. There are 26 tent sites situated in a predominantly lodgepole pine forest. The current camping fee is $22/night. Facilities are in poor condition.

Burning Bear Campground This campground is located off the Guanella Pass Scenic Byway in close proximity to several trails for hikers and equestrians. There are thirteen (13) tent sites situated in a predominantly lodgepole pine forest and a horse corral at the campground. The current camping fee is $22/night.

Osprey Campground This campground is on a sandy bank of the South Platte River with thirteen (13) tent sites around a large open parking lot. Individual campsites are identified by a number post and firering. Each site also has a picnic table. Osprey is open year- round, but at a reduced level of service. The current camping fees are $18 night. Port-o-johns are required to be provided.

Ouzel Campground This campground is also located on a sandy bank of the South Platte River with thirteen (13) tent sites around a large open parking lot. Individual campsites are identified by a number post and firering. Each of the sites has a picnic table. The current camping fees are $18 night. Port-o-johns are required to be provided.

Platte River Campground This is another campground along the South Platte River. There are ten (10) walk-in campsites, a parking area, a single unit toilet and a fishing pier. The campsites are partially shaded in a lodgepole pine forest on a north-facing slope. It is open year-round at a reduced fee and level of service. The current camping fee is $20/night. Facilities are in fair condition

Lone Rock Campground Another favorite campground on the bank of the South Platte River is near the town of Deckers. This campground is on a sunny, south-facing slope and has seventeen (17) campsites. Some campsites are spurs for smaller RV’s and some are walk-in tent sites. There is minimal shade and the campground fills up quickly on Fridays. It is open year-round, weather permitting. The current camping fee is $22 night. There is a host site with electric, water.

Kenosha East Campground This Campground was originally constructed as a picnic area and was converted to an overflow for the larger campground across the highway. This campground has eight (8) shaded campsites, one (1) vault toilet and no water. It has interpretive signing for an historical railroad site, access to the Colorado Trail, and a deck overlooking a wetland to view wildlife. The current camping fee is $20/night.

Kenosha Pass Campground This campground has 24 sites that can accommodate tents and small RV’s. It has two (2) vault toilets, a hand pump and trailhead for the Colorado Trail. The current camping fee is $22/night.

that must be considered to minimize conflicts between highway travelers and the camping public (i.e., highway travelers wanting to use the campground facilities).

Timberline Campground This campground was constructed approximately fifteen (15) years ago near the summit of Kenosha Pass. It has two (2) large loops, two (2) toilets and 24 camp spurs. Although it is laid out to accommodate groups there are no group facilities, including a shelter. The current camping fee is $22/night. These facilities are in poor condition.

The nearest phone and emergency services are in Grant, Colorado.

Hall Valley Campground This campground is located off the Hall Valley Road at the base of Kenosha Pass. The North Fork of the South Platte River flows nearby at an elevation of 9,900’. This campground is popular with OHV enthusiasts and in the fall for the fall colors. There are nine (9) tent sites scattered around one (1) loop. The current camping fee is $22/night. Facilities are in poor condition.

Handcart Campground This campground is located off the Hall Valley Road at the base of Kenosha Pass. The North Fork of the South Platte River flows nearby at an elevation of 9,800’. This campground is popular with OHV enthusiasts and in the fall for the fall colors. There are eleven (11) tent sites. The current camping fee is $22/night.

Deer Creek Campground This campground is located near Deer Creek Trailhead, which provides access to Wilderness via the Rosalie and Tanglewood Trails. It is a thirteen (13)-unit campground located on the bank of its namesake, Deer Creek. The current camping fee is $22/night.

Meridian Campground This campground is located near the Meridian Trailhead, which provides access to via the Meridian Trail. It is an eighteen (18)-unit campground with current camping fees of $22/night.

RAMPART

Indian Creek Campground This is a small and quiet 11 unit campground at the north end of the Rampart Range. It is situated at 7,500’ in elevation. Ponderosa pines provide shade while gambel oak provides screening between the sites. The campsites were $22/night in 2018. These sites will accommodate small RV’s and tents. Facilities are in poor condition

The nearest emergency services are in Sedalia, approximately 12 miles away.

Indian Creek Equestrian This is a small 8 unit campground designed specifically for equestrian enthusiasts. Some campsites have hitching rails or small corrals to accommodate horses. Nearby trails provide riding opportunities. Abundant turkey, mule deer, elk and bears can all be seen. Equestrian campsites were $16/night in 2018.

Flatrocks This campground is a favorite of ATV and motorcycle enthusiasts who use the motorized trails in the area. It is a nineteen (19)-unit campground on a rough gravel road that is open seasonally. The road is typically open April1 to November 1. The 2019 camping fee was $22/night. Situated at 8,200’ this is another campground on the Rampart Range

Designated Dispersed (South Platte Ranger District) (Package 3)

Beginning in 2020 the P & SI will be implementing a new program to offer; “designated dispersed” camping for a fee. This is a new management concept is being implemented to provide quality visitor experience, and better manage the natural resources in heavily used areas such as the Rampart Range. This new program will also involve camping fees and utilization of a reservation system to cover the costs of management and provide improvements.

This program will begin in 2020 at designated campsites along approximately 22 miles of road in the Rampart Range area of the South Platte Ranger District. FSRs 300, 502 and 507, will all have designated dispersed campsites and day use parking. Approximately 90 sites have been identified which will be managed with camping and group site fees. The selected permit holder will be responsible for managing the designated dispersed sites. The Rampart Range has been managed with designated campsites for 4 years, by the Forest Service, but without fees. 2020 will be the first year of fees.

Description The South Platte Ranger District, allows dispersed parking and camping only in “designated sites.” Designated sites are identified with parking and camping symbols. Designated camping is primitive and least developed campsites. Some locations across the district allow dispersed camping, while other areas maybe be closed to camping entirely and allow day use only.

The Rampart Range Recreation area is situated near the eastern boundary of the South Platte Ranger District. The northern terminus, at Indian Creek is 40 miles from Denver, making this area a favorite for Denverites and other urban visitors. The area is typically open from April 1 through November 30, but may remain closed during “Mud-season” which typically occurs in the spring and may delay the opening of these sites. This area is closed from December 1 to April 1. Elevations in the area range from 7,400’ to 9,700’ above sea level. Vegetation is typically mature Ponderosa, Douglas Fir and Lodgepole forests, with large and scenic rock outcrops. Decomposed granitic soils make the soils very erodible. The road follows the crest of the Rampart Range with steep side slopes. This area is a heavily utilized by motorized trail users, hikers, and rock climbers. 80 miles of single track and 120 miles of 50” trails, provide a range of recreation opportunities and challenges. 90 designated dispersed campsites have been inventoried, identified, and signed by the US Forest Service. There will be 4 fee or entrance stations to be installed by Forest Service, 10 existing toilets and an additional 4-6 port-o-johns all to be maintained. The selected permit holder will be responsible for furnishing and maintaining the toilets and port-o-johns, to provide for visitor convenience, comfort and be consistent with National Forest settings and appearances.

At each designated site the concessionaire will be responsible for maintaining campsites, fire grates, signage, parking barriers, post and cable, native surface parking, and general upkeep such as trash pick-up. Managing reservations at 30 of the sites and fee collection for all 90 sites will also be required.

At each designated site, tents are limited to an area within a 35’ radius of the fire ring.

Site Capacity at each of the 90 sites capacity is recommended as follows: Small sites, will be limited to 3 vehicles and 10 people. Large sites, will be limited to 5 vehicles and 15 people.

All vehicles must be within the defined parking area at each location. Parking areas are identified with post and cable or steel barriers.

Economics The camping fees and occupancy rates shown are Forest Service estimates. This is a new program, so there is no revenue history. Applicants shall propose the fees they intend to charge.

Approximately 90 sites available April 1- November 30 = 244 nights with the hypothetical rates and revenue shown below.

$15/$25 night camping fee and an occupancy rate of 60% are estimates used by the Forest Service to establish a minimum GT rate. Applicant may propose different a different fee schedule.

Total revenue $ 341,600 (potential)

Applicant may offer a separate (different) GT rate to the Forest Service for the Rampart Designated Dispersed area. This GT rate should be clearly identified in the application.

3% is the 30-year Treasury bond rate as of February 11, 2019. There is no 3 year history to accurately determine a minimum GT Fee. The GT fee minimum will be adjusted in year four of the permit, after revenue and occupancy histories are established.

The expenditure of these GT funds will be clearly identified in the GT Agreement for Application Package 3.

Reservations To begin implementation of this program, 30 of the 90 designated sites should be reserveable through Recreation.Gov. 5 large sites and 25 small sites should be reserveable in 2020. Applicant may propose different reservation details., i.e. more reserveable sites. The P & SI will be responsible for establishing the reserveable sites in the reservation system. As the program evolves the number of reserveable sites may increase. Reserveable sites will be identified on the ground and in maps at the fee stations.

The concessionaire will manage the reservation system including posting reservations and validating any discounts such as America the Beautiful (ATB) Access and Senior passes at the

individual, small sites. Lone Rock Campground has telephone service and DARs could be sent there.

Walk-in Sites 60 of the 90 sites throughout the Rampart Range will be individual or small group sites available on first come, first-serve basis. Fee compliance will be a responsibility of the concessionaire including issuance of fee envelopes and fee collection. Length of stay restrictions will be the same as rest of the P & SI.

There will also be approximately 40 day-use only parking sites that will be also be identified and signed. These will be managed by the Forest Service

Services The 90 designated dispersed sites will not have trash service and will be managed by the permit holder as pack-it-in, pack-it-out sites.

There are 10 vault toilets located along this section of the Rampart Range Road. 4-6 port-o- johns will also be provided. The concessionaire will be responsible for maintaining these toilets and the additional port-o-johns at locations specified by the Forest Service. The selected permittee will be responsible for the rental, maintenance and servicing of the port-o-johns.

No electric service is available at any of the sites along the Rampart Range Road.

Cell phone service is limited and dependent upon coverage of the individual carriers. Radio or other emergency communications will be responsibility of the permit holder.

Permit holder will have only an education responsibility during seasonal fire restrictions.

Forest Service Law Enforcement and Douglas County Sheriff Deputies will provide support and enforcement responsibilities on limited basis. Any additional support will be the selected permittees responsibility.

Flatrocks Campground may be utilized by permit holder for housing staff to manage designated dispersed program.

Hazard Trees Providing a safe recreation setting is a primary responsibility of the permit holder. Permit holder should consider sending staff to the Hazard Tree Training that is typically held annually by the Forest Service. Annual and ongoing hazard tree inspections and treatment shall be completed in conjunction with the Forest Service. The permit holder’s responsibility for hazard tree treatment will be limited to the area within a 35’ radius of the firering, immediately surrounding the parking areas and any tree that has potential to affect those areas. Permit holder shall commit 1% of gross revenue, or $2,049 annually, at their expense for hazard tree mitigation. Any hazard tree mitigation beyond the 1% will be done in coordination and with the Forest Service.

Future Designated Dispersed Camping Areas on the P & SI On the P & SI, the “Designated Dispersed” Fee Program is expected to grow in future years. Future, new Designated Dispersed areas may be offered and included in the concession permit(s) through an amendment.

D. Government-Furnished Property

The Forest Service will provide certain property in conjunction with the concession campground special use permit (see Appendix 3 of the prospectus). Included in this inventory are a description, the quantity, and the estimated replacement cost of the applicable property.

E. Government-Furnished Supplies

The Forest Service will not furnish any supplies for day-to-day operation of the concession. Government-furnished supplies will be limited to those necessary for programmatic consistency, including:

• Forms to report use and revenue.

• A copy of the Forest Service publications, “Cleaning Recreation Sites,” “In-Depth Design and Maintenance Manual for Vault Toilets,” and “Vault Toilet Pumping Contract Specifications and Guidelines for Preparing Contracts.”

• Title VI signs.

• Aluminum “Fee Site” road signs. (All other Fee Station and Fee signing is the responsibility of the permit holder.)

• Initial locks & keys for gates, vaults, etc. (The permit holder will be required to replace any lost or damaged locks as needed, and return them at the conclusion of the permit.)

F. Utilities and Waste Management

Certain utilities and infrastructure exist for the developed recreation sites identified in this prospectus. The permit holder(s) will be responsible for securing, managing, and paying for these utilities. Applicants should contact service providers to determine the availability of, and estimated costs for the utilities. The US Forest Service does not endorse any of the companies listed and applicants are encouraged to solicit their own provider for these services.

This is a partial list of utility providers. Permittee(s) will be responsible to acquiring the necessary services.

Propane There is no hot water provided in any campground, hence no need for propane or natural gas facilities. Campground hosts may have personal tanks filled at their or company expense.

Potable Water The permit holder is required to operate and maintain the water system for all campgrounds in compliance with applicable federal, state and local laws and regulations for the operation and maintenance of a public drinking water system. Water systems that the State may classify as nonpublic water systems shall be operated as if they were public systems and comply with all public system regulations. It is very important that applicants exercise due diligence in exploring potential expenses for water systems operations, testing and maintenance.

The Forest Service will provide assistance during the initial year to help the holder become familiar with each water system. If Forest Service assistance is required in subsequent years, the holder may be billed for government expenses related to these services. The holder will be responsible for all water testing that is required for the water systems to be in compliance with Federal and State water quality testing standards (see Appendix 10, Appendix 10F, and Appendix 21a). Testing may include annual, monthly, weekly, or daily tests, and Page 60 of 88 Prospectus for Campground and Related Granger-Thye Concessions, Pike and San Isabel National Forests May 2019

include any required repeat or follow up tests. Examples include tests such as start-up and monthly bacteriological tests, Prospectus for Campground and Related Granger-Thye Concessions, Pike & San Isabel National Forests.

Nitrate, sanitary surveys, MPA other regular tests that may become necessary on a biennial or more frequent basis due to new or changed regulations or classifications of the water systems are responsibility of the permit holder. Any results of said tests shall be forwarded to the Forest Service electronically.

A direct line of communication is required between the Forest and the ORC for every water/waste system. The Forest remains the primary point of contact with the State to ensure continuity. Any direct communications between the ORC and the State must include concurrent copies to the Forest.

Operation of the water systems will be the responsibility of the successful applicant. This includes start-up, normal operations and systems shut-down in the fall. Damage to the water systems due to negligence on the part of the operator will be their responsibility.

The permit holder is responsible for all repairs of the water system components which are caused by vandalism and wear due to normal use up to $2,500 per facility per calendar year. Events attributed to holder actions or negligence will be the sole responsibility of the holder. Valves, water lines, or other system components which break due to any water being left in the system and subsequent freezing over the winter shall be the sole responsibility of the holder.

Hosts are allowed to connect hoses only at the sites that have the appropriate faucet and backflow-preventers. The public will not be permitted to connect hoses to any water hydrant. Water is provided by a variety of Forest Service owned wells, distribution systems, holding tanks, spigots, handpumps, and in one location a water buffalo. There are no commercial or community systems.

For each of the three offered Packages there are different licensing requirements for the Operator Responsible in Charge (ORC). Colorado State regulations can be found in Colorado 5cCCR1002-11 and Regulation 100. The ORC associated with each offered package differs due to the different scale and scope of the water systems.

Package 1, the Leadville Ranger District requires ORC to have a Class B License with a Level 1 Distribution System qualification.

Package 2, the South Park Ranger District requires the ORC to have a Class D license.

Package 3, the Salida, San Carlos, Pikes Peak, and South Platte Districts, require an ORC with CLASS C license, with Level 1 Distribution System qualification.

At all of the recreation sites that are scheduled to have potable water and have a fee that reflects availability of potable water, the selected permittees shall reduce the camping fee by $2.00 per night if potable water is not available for any reason. This reduction shall apply to both reservations and walk-in fees.

Trash Collection Selected permit holder(s) will be responsible for contracting or providing trash service on an as needed basis. Service shall be scheduled accordingly to maintain site cleanliness. At no time are dumpsters to be allowed to overflow. All dumpsters and trash cans provided shall be bear-proof.

Selected permit holder(s) will be responsible for maintaining the integrity of the “bear-proof” hardware, overall condition of the equipment and site cleanliness.

All dumpsters will be emptied at close of season during shut down. No trash shall be allowed to over winter.

Recycling A recycling program for cans, bottles, and cardboard is recommended. In providing recycling, careful consideration should be given to minimizing wildlife issues such as habitation.

Liquid and Solid Waste Disposal The permit holder(s) is responsible for pumping, cleaning and servicing all vault toilets, holding tanks, and septic systems at the developed recreation sites. The maximum fill of any toilet vault will be ¾ full. Pumping shall be completed prior to any vault reaching that level. Cleaning and other servicing will be per directions in FS hand book “Cleaning Recreation Sites” included in the appendices. All vaults and holding tanks are be pumped at the end of the permit.

Site Visitation The general public shall be allowed to use restrooms in the campgrounds unless the permit administrator agrees that the volume of public use would be excessive and be disruptive to paying campers. This would generally fall within the 30 minutes of “free time” people have to decide if they are camping and selecting campsite.

Due to site specific considerations the P & SI will allow the selected permittee to discourage non-campers from using the facilities at Springdale, Buffalo Creek, Kenosha Pass, Lone Rock, South Meadows, Colorado, Platte River, O’haver Lake, Elbert Creek, Halfmoon East and Halfmoon West Campgrounds. This is due to the locations of these facilities and heavy volume of traffic. Road blocks will however not be used..

Additional Engineering Requirements Refer to Appendix 21a & 21b for additional information regarding engineering requirements.

Herbicides, Pesticides and Noxious Weeds In order to ensure environmental protection and public safety, herbicides and pesticides may not be used to control undesirable vegetation, aquatic plants, insects, rodents, trash fish, and other pests and weeds, without prior written approval from the Forest Service. A request for approval of planned uses of pesticides shall be submitted annually by the holder on the due date established by the authorized officer. Any request for use shall cover a 12-month period of planned use, beginning 3 months after the reporting date. Only those materials registered by the U.S. Environmental Protection Agency for the specific purpose planned shall be considered for use on National Forest System lands (refer to FS-2700-4h, V.D).

The permit holder has the affirmative duty to prevent the infestation and/or spread of noxious weeds in the permitted area. This duty includes demonstrating the ability to identify common noxious weeds in the area; performing timely treatment by mechanical or approved chemical means; and performing timely and successful revegetation of disturbed areas where noxious Page 62 of 88 Prospectus for Campground and Related Granger-Thye Concessions, Pike and San Isabel National Forests May 2019

weed development can be expected. A collection agreement may be entered into with the Forest Service for certain noxious weed treatments, if agreeable with all parties.

The holder will provide Daily Application Records of invasive species treatment to the Forest Service. These records will be provided every two weeks from May 1 through October 31 annually.

Permit Holder(s) should describe how they will manage noxious weeds and/or other nuisance vegetation or pests in the permit area.

II. Forest Service Concession Programs and Policies

Government-owned concessions are authorized by special use permits issued under Section 7 of the Granger-Thye (GT) Act, 16 U.S.C. 580d, and implementing regulations at 36 CFR Part 251, Subpart B. In addition, there are certain Forest Service programs and policies that apply to campground concession. All applications must be consistent with these requirements.

A. Recreation.gov

The Pike & San Isabel National Forests, (P & SI) utilizes Recreation.gov, to provide nationwide, toll-free telephone reservations for single-family or group camping sites, rental cabins, permits, tours, tickets, and other recreational facilities. Visitors pay the camping fee and reservation fee at the time they make a reservation. On the P & SI there are whole campgrounds and also individual campsites that are un-reserveable or “walk-in” only.

Recreation.gov is the only authorized reservation system for Forest Service-developed recreation sites, including but not limited to campgrounds, cabins, and group use areas. Applicants may recommend adding sites to or deleting sites from Recreation.gov or changing the number of sites that may be reserved, the minimum number of days per reservation, or the location of sites that may be reserved. The permit holder also may make these recommendations during the term of the permit. The authorized officer will decide whether to accept or reject the recommendations.

Under Recreation.gov, the following guidelines must be followed, unless there are compelling operational reasons:

1. For each developed recreation site included in Recreation.gov, at least 60 percent of the units must be available for reservations. The rest of the units may be occupied on a first-come, first- served or “walk-in” basis.

• Reservation windows vary by type of site and are as follows:

o Individual campsites: from 6 months in advance to 4 days prior to arrival date, depending on location.

o Group use areas: from 12 months to 4 days prior to arrival date, depending on location.

2. When Recreation.gov is utilized, the permit holder(s) is responsible for on-site administration and will be required to:

• Obtain daily arrival reports (DARs) each morning by establishing at least one central facsimile location, email address, or other means of obtaining and distributing DARs.

• Develop a system for posting reservations at the individual sites so other visitors know which units are reserved.

• Post and hold reserved sites for 26 hours past the posted check-in time.

• Ensure that the party with the reservation is the party using the site.

• Resolve any disputes over the use of reserved sites by drop-in campers.

• Verify that visitors hold a valid federal pass (listed below) before giving the discount on fees for those passes (see section II.B). Do not discount fees if a visitor cannot present a valid pass.

o Golden Age or Golden Access Passport. o America the Beautiful–The National Parks and Federal Recreational Lands Senior Pass or Access Pass. o Other passes as required by the authorized officer and described in this prospectus, such as local area passes.

• Develop inventory data for sites being added to Recreation.gov, and update data for sites including fees charged the public and temporary site closures. Submit data updates to Recreation.gov at least annually.

• Communicate to Recreation.gov any emergency closures or other relevant operational changes as they occur, such as Stage II fire restrictions

• Approve customer refunds as appropriate, and process them through Recreation.gov. Refund policies can be found at https://support.recreation.gov/.

Because reservations can be made up to a year in advance for group sites and up to 6 months in advance for family sites, Recreation.gov is currently accepting reservations for the 2020 operating season. Fees received by Recreation.gov will be held in a suspense account and distributed following issuance of a special use permit to the successful applicant(s). In the final year of this permit, fees will be held in the same manner until a new permit is issued. The permit holder(s) will honor reservations made prior to issuance of the permit at the price in effect when the reservations were made. If funds are distributed prematurely for dates outside the permit term, a bill for collection will to be issued to the permit holder(s).

B. Pass Discounts

The permit holder(s) must provide a 50% discount on recreation fees charged at developed recreation sites covered by this prospectus to holders of Golden Age and Golden Access Passports, as well as holders of the America the Beautiful Senior and Access Passes.

Specifically, holders of these passes are entitled to a 50 percent discount on the fee for a single campsite occupied by the pass holders. The pass holders are not entitled to a discount on the fee for a multiple-family campsite, cabin, or group use area or any additional campsites occupied by those accompanying the pass holders. The 50 percent campsite discount does not include utility, water, hookup fees, dump station fees or sale items if included in the operations.

Any loss of fee revenue from honoring the passes should be factored into applicants’ bids.

The permit holder(s) will not be required to offer discounts on camping to holders of the “America the Beautiful Annual” or Volunteer Pass.

Other “Fee Free” Events (dates adjusted annually) that the permit holder may choose to honor for free day use include: Martin Luther King Jr. Day (Jan. 19, 2015) Presidents’ Day Weekend (Feb. 14-16, 2015) National Get Outdoors Day (June 13, 2015) National Public Lands Day (Sept. 26, 2015) Veterans Day Weekend (Nov. 14-17, 2015)

If multiple permits are issued coordination between permittees will be necessary to insure day use fees are equal across the P & SI and that there is consistency in fees for similar activities across the forest. Honoring other’s permitted annual day use passes for use on the P&SI will also be required if there are multiple permittees.

C. Camp Stamps

Camp stamps must be honored at their face value and submitted to the authorized Forest Service officer for reimbursement.

D. Site Closures

The Forest Service reserves the right to close all or a portion of any area in this prospectus for repair; construction; floods, snow, extreme fire danger, or other natural events; wildlife protection; or risks to public health and safety. The Forest Service shall not be liable to the permit holder(s) for lost revenue, operating costs, or any other losses resulting from these closures. However, for fee calculation purposes, the permit shall be placed in non-use status as provided by FSH 2709.11, section 31.23.

Currently (May 1, 2019), the P & SI has no plans in place for construction that would affect the opening or closure of any facility listed. As capital investment projects are developed and implemented some site closures may be necessary to facilitate construction. The permittee will not be compensated for the loss of revenue during such closures. A comprehensive “Recreation Facility Analysis” is underway, to examine the economics, utilization and sustainability of all recreation facilities on the P&SI. When complete the report may include recommendations for site closures. As such closures are implemented the concession permit will be amended, but without compensation to permittee.

The permittee(s) are required to observe and help educate the public during times of fire restrictions. If stage 2 or 3 fire restrictions are enforced, permittees will not be reimbursed for any loss of revenue during said restrictions.

E. Administrative Use

If the Forest Service requires the permit holder(s) to provide a service for the agency, the permit holder(s) will be compensated for that use at the current rate.

F. Applicable Forest Orders

Forest Orders may be issued to address a variety of management concerns on a particular forest. Sample orders related to the offering are identified in Appendix 4. Additional applicable forest orders may be issued in the future.

G. Fee Tickets and Compilation of Use and Revenue Data

The permit holder(s) must provide fee receipts to visitors that include at least the following information:

• The site number and total amount paid. • The date of issuance and number of days paid for. • If a pass is used, the pass number. • The number of people in the group. • The number of vehicles and their license plate numbers.

The permit holder(s) must provide use and revenue data to the Forest Service (see Appendix 5 of the prospectus for a sample use report). Use reports must be completed monthly and at the end of the operating season for each developed recreation site, provided that when the holder performs GT fee offset work in lieu of paying the land use fee in cash, use reports may be submitted quarterly, rather than monthly. At a minimum, monthly and year-end use reports must include:

• The total number of units occupied based on daily counts. • The total number of people based on daily counts. • The percentage of occupancy by month. • Total recreation fee revenue. • Total fee revenue for other goods and services. • The total number of Camp Stamps collected. • The total number of passes used.

In addition, year-end use reports must include:

• Total fee revenue collected under the NRRS. • Total taxes paid. • Total gross revenue. • Total net revenue.

H. Customer Service Comment Cards

The permit holder(s) must provide a customer service comment card to visitors at each developed recreation site. See Appendix 6 of the prospectus for a sample. Copies of any comments received should be provided to the P&SI during the annual end-of-year review.

I. Performance Evaluations

At a minimum, the Forest Service will perform a mid-year and a year-end performance evaluation within four months of the close of the operating season (see Appendix 7 of the prospectus). An unsatisfactory rating may be cause for suspension or revocation of the special use permit. Sustained satisfactory performance is required for a permit extension.

J. Accessibility

The Architectural Barriers Act of 1968 (ABA) and Section 504 of the Rehabilitation Act of 1973 require new or altered facilities to be accessible, with few exceptions. In 2004, the Architectural and Transportation Barriers Compliance Board (Access Board) issued revised accessibility guidelines for buildings and facilities subject to the ABA and the Americans with Disabilities Act (ADA). These new guidelines are called the ADA/ABA Accessibility Guidelines. In 2006, the Forest Service issued the Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG). The FSORAG addresses types of recreational facilities, including developed recreation sites, that are not covered by ADA/ABA Accessibility Guidelines.

Any Government maintenance, reconditioning, renovation, or improvement (see section III.C) must meet ADA/ABA Accessibility Guidelines, where applicable, as well as the FSORAG.

The FSORAG and the ADA/ABA Accessibility Guidelines are posted on the Forest Service’s website at http://www.fs.fed.us/recreation/programs/accessibility. Questions regarding ADA/ABA Accessibility Guidelines may be referred to the Access Board at www.access- board.gov. Questions regarding the FSORAG may be referred to the accessibility coordinator for the local National Forest.

The permit holder(s) is responsible for ensuring effective communication with visitors with disabilities, including persons with impaired vision or hearing, so that all visitors may obtain information on accessible services, activities, and facilities.

K. Camping Unit Capacity

Number of Vehicles Per Camping Unit A single-family camping unit may accommodate one or two vehicles. A “vehicle” is defined as any motorized conveyance, except that for purposes of vehicular capacity, two motorcycles are considered one vehicle. Additional vehicles may be allowed at a camping unit, if the camping unit can safely accommodate them. When extra vehicles are allowed, an extra fee of up to 50 percent of the camping unit fee may be charged for each extra vehicle. If an extra vehicle exceeds the camping unit capacity (i.e., the extra vehicle causes a safety hazard or resource damage), the customer may be required to pay for an additional camping unit or park in an overflow parking area, if available. One towed vehicle per single camping unit will be allowed for no extra charge if it can be parked completely on the surfaced area and does not create a safety hazard. Examples of towed vehicles include a boat trailer or a car towed by a motor home. L. Stay Limit

Campers at overnight sites will be limited to a 14-day stay limit during any consecutive 30 day period.

M. Fees Charged to the Public

The permit holder(s) may charge the public fees only to the extent that the Forest Service can charge recreation fees under REA. All recreation fees must be specified per developed recreation site. The holder must honor their proposed pricing through the first full operating season. Thereafter, the holder may propose price adjustments with justification and FS authorization.

Fees for walk-in, bicycle and motorcycle access at day use facilities should be commensurate with motor vehicle day use fees. As an example: a family (all arriving by bicycle) might only be charged the equivalent of one vehicle’s fee.

Permit holder(s)s may not charge for any of the following:

• Solely for parking, undesignated parking, or picnicking along roads or trail sides.

• General access, unless specifically authorized by REA.

• Dispersed areas with low or no investment, unless specifically authorized by REA.

• Persons who are driving through, walking through, boating through, horseback riding through, or hiking through NFS lands without using the recreational facilities and services for which a fee is charged. • Camping at undeveloped sites that do not provide the minimum number of facilities and services prescribed by REA.

• Use of overlooks or scenic pullouts.

• Travel by private, noncommercial vehicle over any national parkway or any road or highway in the Federal-aid System that is commonly used by the public as a means of travel between two places, either or both of which are outside an area in which recreation fees are charged.

• Travel by private, noncommercial vehicle, boat, or aircraft over any road, highway, waterway, or airway to any land in which the person traveling has a property right, if the land is in an area in which recreation fees are charged.

• Any person who has a right of access for hunting or fishing privileges under a specific provision of law or treaty.

• Any person who is engaged in the conduct of official federal, state, tribal, or local government business.

• Special attention or extra services necessary to meet the needs of the disabled.

• Day use fees for individuals travelling on foot, bicycle or motorcycle should be charged. However, consideration should be given to families or small groups travelling together charged as a group rather than charging them individually.

Selected permit holder(s) are encouraged to use electronic or automated systems at day use facilities or entrance stations to facilitate fee collection.

N. Law Enforcement

Forest Service Manual (FSM) 2342.1, Exhibit 01, addresses the law enforcement authorities and responsibilities of concessionaires, state and local law enforcement agencies, and the Forest Service at concession campgrounds. See Appendix 8 of the prospectus.

O. Other Pertinent Information The P & SI considers quality record keeping as a critical means by which the holder’s performance and adherence to all applicable standards can be monitored. A written record of inspections, operations and maintenance procedures is required. All records shall be available for review upon request of the permit administrator or a designated Forest Service representative. Records should include: time, date, location, what was done, by whom, why, quantities and any other information appropriate to the task. This may be in the form of hand written log books for each site, computer based records or a combination of multiple formats of record keeping. Applications should include detailed information regarding how the applicant intends to keep records and in what format(s) the records will be maintained. Minimum standards for the types of required records may be found throughout this document.

Records required to meet standards include, but are not limited to: maintenance and operations of water systems, toilet facilities, hazard tree mitigation work, health and safety inspections Page 72 of 88 Prospectus for Campground and Related Granger-Thye Concessions, Pike and San Isabel National Forests May 2019

performed and any resulting mitigations performed, regular tenant maintenance that has been performed – specifically intervals of cyclic and one-time inspections, repair or replacement of components or facilities that are either tenant or landlord responsibility; etc. Examples would also include: the date, time and who of inspecting/cleaning a water system grease trap; cleaning toilets, Pumping & re-charging toilets; inspecting/cleaning/greasing motors & pumps; records of when/where/what and model #, color, etc., of any individual site feature or campground feature that is repaired or replaced; when signs are painted and refurbished; when/by whom/what chemical was used to treat undesirable vegetation in the site spurs; etc.

There is a potential for multiple permit holders on the P & SI as a result of this prospectus. The Forest Service will facilitate a meeting at the outset and annually thereafter with all selected permit holders for the development of a common set of rules and management principles in order to ensure all visitors have the same, enjoyable experience.

Holders of this permit(s) will make available an annual day use visitors pass, to be used for standard amenity fee sites. If multiple permits are awarded through this process, the Forest Service will coordinate with, and ensure all permit holders charge the same annual day use fees. All permit holders will be required to honor each other’s annual pass for use on the P & SI. Each permit holder’s day use pass shall be honored across the P & SI.

Camping fees paid shall be honored for day use access. Permit holder shall issue “hang-tag” or other method of identification to allow campers access to day use facilities.

Outfitter and Guide Permits The Forest Service may issue recreation special use permits for outfitters and guides, recreation events or commercial filming for the use of concessionaire managed facilities. The Forest Service will coordinate with the concessionaire prior to issuing the special use permit. The permit holder and their clients will be required to pay the use fee for the facility or negotiate a reasonable rate with the concessionaire. The permit holder will be required to follow all regulations and rules of use for the facility.

Employee Housing No housing is to be provided under this permit other than host campsites. No personal storage or permit holder storage of equipment and/or materials is allowed under this permit(s).

Resource Concerns In order to protect important riparian and wetland areas, minimize disturbance within 50 feet of the water influence zones, identified by different vegetation than surrounding upland areas. For example, designate pathways to water sources to reduce widespread trampling of vegetated streambanks, ponds, and lakes.

Wildlife Mitigation On the South Platte Ranger District the Prebles Jumping Mouse, Pawnee Montane Skipper, Mexican Spotted Owl, and Canada Lynx maybe be a concern at individual campgrounds based on the elevation, and proximity to water.

Campgrounds will have trash and garbage service and campsite cleanliness managed to minimize wildlife habituation. If necessary, rules and regulations may also be developed and enforced to minimize wildlife conflicts.

Condition of Trees These campgrounds are located within mature high elevation conifer and aspen forests that have experienced high levels of tree insects and diseases outbreaks and have ranged from moderate to severe. The areas within and surrounding the campgrounds may have experienced high levels of mortality resulting in wind throw or trees imminently ready to fall down. There are a high number of potentially hazardous trees within and adjacent to the campground that will need to mitigated though the life of this permit.

Given these conditions, a program of hazard tree management is necessary to reduce the risk of property damage, injuries and fatalities due to tree failures in developed recreation areas. The US Forest Service Region 2 Forest Health protection office has developed a guide for determining hazard trees (Blodgett, et al. 2017) in developed sites and an evaluation form that can be used to perform a systematic evaluation and documentation of hazard tree analysis. This document provides guidelines, advice, and procedures for the identification, prioritization, and mitigation of hazard trees within the Rocky Mountain Region (Region 2). The purpose of this guide is improving safety in developed sites. The Region's Hazard Tree Management training provides more information, examples, and a "hands-on" field component.

Hazard Tree Removal The permit holder(s) in conjunction with the Forest Service will conduct pre-season inspections of each recreation sites to identify existing and potential hazards, including hazard trees. For hazard tree inspection and monitoring, the process used shall be the Guide to Hazard Tree Management (developed by USFS Region 2 Forest Health Protection office) to maintain a systematic and documented evaluation process.

The permit holder(s) also will be responsible for monitoring, identifying and removing hazard trees prior to and during the operating season. After securing written approval from the Forest Service authorized officer, the permit holder(s) will be responsible for removing hazard trees. The annual operating plan will address appropriate disposal of hazard trees and slash. The selected permit holder is encouraged to have their personnel attend the Annual Hazard Tree Management Training put on by USFS Forest Health Protection office in Lakewood, CO.

Removal of hazard trees may include a number of possibilities that include: cutting and decking on-site, cutting and using for fuelwood, or complete removal of trees to an offsite location. The removal method used will generally be determined by the size and number of trees that are identified for removal. Removal methods and slash cleanup must be prior approved by the Forest Service. There are a number of methods available for slash removal associated with hazard tree removal. If slash amounts are excessive, the Forest Service will be consulted on management alternatives.

The permit holder(s)’s financial responsibility for hazard tree removal is limited to 1% of their gross revenue annually.

If hazard tree mitigation necessary exceeds the 1% budget, it is the permit holders’ responsibility to coordinate with the P &SI to mitigate the hazards and/or close the site for public safety.

Butane and Propane Installations For safety and regulatory reasons, permit holder(s)s are not allowed to install or store bulk butane or propane or other hazardous materials and storage.

Trash and Dumpsters Selected permit holder will be responsible for maintaining all dumpsters in safe and bear proof condition. Trash shall not be permitted to collect around dumpsters and collection dates shall be managed accordingly.

III. Special Use Permit

In exercising the rights and privileges granted by the special use permit, the permit holder(s) must comply with all present and future federal laws and regulations and all present and future state, county, and municipal laws, regulations, and other legal requirements that apply to the permit area, to the extent they do not conflict with federal law, regulation, or policy. The Forest Service assumes no responsibility for enforcing laws, regulations, and other legal requirements that fall under the jurisdiction of other governmental entities.

A. Permit Term

The permit term for each of these permit Packages will be for up to 5 years, with an option to extend the term for up to an additional 5 years at the sole discretion of the authorized officer. The decision to extend the term will depend, in part, on sustained satisfactory performance of the permit holder(s). Upon expiration of the permit, continuation of the permitted activity will be at the sole discretion of the authorized officer and will be subject to a competitive offering. A new prospectus will be issued during the final year of the permit term.

If the decision to select a permit holder(s) is appealed, a permit will not be issued until the appeal has been resolved, unless operation is needed during the appeal, in which case a permit with a term of one year or less may be issued.

B. Permit holder(s) Responsibilities

This section highlights the requirements of the special use permit, which is contained in Appendix 10 of the prospectus. Applicants are responsible for familiarizing themselves with all permit requirements that govern the operation covered by this prospectus.

Responsibility for Day-to-Day Activities As a general rule, the holder will be required to conduct the day-to-day activities authorized by the permit. Some, but not all, of these activities may be conducted by someone other than the permit holder(s), but only with the prior written approval of the authorized officer. The permit holder(s) will continue to be responsible for compliance with all the terms of the permit.

Permit holder(s)-Furnished Supplies and Equipment The permit holder(s) will be required to provide all vehicles, equipment, and supplies necessary to operate the authorized developed recreation sites in accordance with the special use permit.

Holder-Furnished Vehicles The permit holder(s) may use all-terrain vehicles, motorcycles, or motor-bicycles in the campgrounds provided they are used for work related activities only. The holder may propose use of golf carts or other similar vehicles to facilitate daily maintenance of the facilities. If authorized, carts and ATVs must stay on designated roads or trails while driving between sites or loops.

Holder Maintenance, Reconditioning, or Renovation (MRR) Maintenance, reconditioning, and renovation are defined in the permit (FS-2700-4h, clause IV.E.1(a), (c)). Holder MRR is defined as maintenance, reconditioning, or renovation that neither materially adds to the value of the property nor appreciably prolongs its life. The work serves only to keep the facility in an ordinary, efficient operating condition. From an accounting or tax perspective, it is work that may be expensed, but not capitalized. In fulfilling these responsibilities, the holder must obtain any licenses and certified inspections required by regulatory agencies and follow state and local laws, regulations, and ordinances and industry standards or codes applicable to the permitted operation (FS-2700-4h, clause IV.E.1(d)). The permit holder(s), at its expense, will be required to perform holder MRR under a holder MRR plan (FS-2700-4h, clause II.D). The holder MRR plan will describe required holder MRR and its frequency. The holder MRR plan will become part of the permit holder(s)'s Annual Operating Plan.

C. Granger-Thye Fee Offset Agreement

The federal government owns all the improvements at the developed recreation sites covered by this prospectus. Under Section 7 of the Granger-Thye (GT) Act and the terms of the permit, the permit fee may be offset in whole or in part by the value of Government maintenance, reconditioning, renovation, and improvement (MRRI) performed at the permit holder(s)’s expense. Government MRRI is defined as maintenance, reconditioning, renovation, or improvement that arrests deterioration, improves and upgrades facilities, and appreciably prolongs the life of the property. Government maintenance, reconditioning, renovation or improvement, whether performed by the holder or the Forest Service, shall be performed at the sole discretion of the authorized officer. See Appendix 4 of the prospectus and FS-2700-4h, clause IV.E.

All Government MRRI shall be enumerated in an annual GT fee offset agreement signed by the holder and the Forest Service in advance of the operating season (see Appendix 11 of the prospectus and FS-2700-4h, Appendix B). The permit holder, in conjunction with the P&SI will provide cost estimates for each project . Permit holder is responsible for complying with any applicable Forest Service, state or county regulations. Alternatively, a multi-year fee GT fee offset agreement can be prepared for consolidated fee payments. A sample Government MRRI projects form is included in Appendix 12 of the prospectus.

The holder must perform GT fee offset work. When that work includes construction that costs more than $2,000, it is subject to the Davis-Bacon Act and the GT fee offset agreement must contain Davis-Bacon Act wage provisions. Additionally, indirect costs may be offset provided the holder submits either a currently approved indirect cost rate or accounting procedures and supporting documentation to determine an indirect cost rate (see Appendix 13 of the prospectus).

The holder’s claims for GT fee offset must be documented using the FS-2700-4h, Appendix G, Granger-Thye Fee Offset Certification Form (see Appendix 14 of the prospectus). This form requires the holder to itemize allowable costs incurred for an approved GT fee offset project and to certify the accuracy and completeness of claims.

The Annual Granger-Thye agreement(s) shall include provisions for a partnership agreement with the P&SI to include some funding and work for the Forest Service sign shop in Salida to Fabricate campground and other recreation signs.

D. Insurance

Liability Insurance The successful applicant must have liability insurance covering losses associated with the use and occupancy authorized by the permit arising from personal injury or death and third-party property damage in the minimum amount of $500,000.00 for injury or death to one person per occurrence; $1,000,000.00 for injury or death to more than one person per occurrence; and $25,000.00 for third-party property damage per occurrence, or in the minimum amount of $1,000,000.00 as a combined single limit per occurrence. Insurance policies must name the as an additional insured (see Appendix 10, FS-2400-4h, clause III.I, and Appendix 24)

Property Insurance Property insurance will be required of each selected permit holder for all toilet buildings and water distribution systems in the amount of $150,000 for functional replacement of the insured property (see Appendix 3: Inventory of Government-Furnished Property.)

E. Bonding

The permit holder(s) will provide a performance bond in the amount listed below. The bond may take the form of corporate surety, Treasury bills, notes or other negotiable securities, cash deposits, irrevocable letters of credit, assignment of savings accounts, or assignment of certificates of deposit. The authorized officer may re-evaluate the need for or the amount of the bond after the first operating season.

Package 1, amount of $100,000. Package 2, amount of $100,000. Package 3, amount of $200,000.

IV. Application

A. Instructions for Submitting Applications

Applicants may bid on any single business opportunity Package; 1, 2, 3, all of, or a combination thereof. The Forest Service may issue 1, 2 or 3 permits depending upon results of the evaluation and selection process.

Applicants are strongly encouraged to visit the sites at least once before submitting an application (see Appendices 1 and 2, vicinity and area maps and maps of developed recreation sites).

The information in this prospectus is from generally reliable sources, but no warranty is made as to its accuracy. Each applicant is expected to make an independent assessment of the business opportunity offered in this prospectus.

All applications must be submitted to: Diana Trujillo, Forest Supervisor, Attention: Jeff Hyatt, 2840 Kachina Drive, Pueblo, CO 81006-1560. Applications must be received by close of business (4:30 p.m. Mountain Standard Time) on July 26, 2019.

Applicants must submit five (5) paper copies and one electronic copy of their application/bid package (and supporting documents) for each of the offered business opportunity Packages the applicant wishes to be considered. The electronic copy the applicant is required to provide can be either a flash drive or CD.

Please ensure that all requested information is submitted. Missing or incomplete information will result in a lower rating for the corresponding evaluation criteria.

Applications/bids must be signed. The person signing for an entity must have authority to sign for that entity. Applicants must include their address, telephone number, facsimile number, and email address.

Corporations also must include:

• Evidence of incorporation and good standing.

• If reasonably obtainable, the name and address of each shareholder owning 3 percent or more of the corporation’s shares and the number and percentage of any class of voting shares that each shareholder is authorized to vote.

• The name and address of each affiliate of the corporation.

B. General Terms, Qualifications, and Reservations

All applicants have an equal opportunity to apply. Except for members of Congress, Resident Commissioners, and current Forest Service employees, any individual or entity may apply.

The Forest Service does not guarantee a profitable operation. Rather, applicants are responsible for reviewing the prospectus and making their own determination concerning business viability.

The Forest Service will select the application(s) that offer the best value to the Government. The Forest Service reserves the right to select the successful applicant(s) based on a trade-off between the fee to the Government and technical merit.

The Forest Service is not obligated to accept the application with the highest return to the Government.

The Forest Service reserves the right to select the successful applicant based solely on the initial application, without oral or written discussions.

The Forest Service reserves the right to reject any or all applications and to rescind the prospectus at any time before a special use permit is issued.

Any oral statement made by a representative of the Forest Service shall not modify the requirements of this prospectus. If it is determined that an error or omission has been made or additional information is required, a written amendment will be sent to each person or entity receiving a copy of this prospectus.

If there is a conflict between the terms of the prospectus and the special use permit, the terms of the permit will control.

The Forest Service is proposing a revision to FSM 2344.3 to address how passes and passports are honored in the concession program. The agency reserves the right to amend the special use permit consistent with any change to that directive. In addition, the Forest Service reserves the right to amend the special use permit, to make it consistent with applicable laws and regulations, including REA; other Forest Service directives; or other management decisions.

The information contained in applications will be kept confidential to the extent permitted under the Freedom of Information Act (5 U.S.C. 552) and the Privacy Act (5 U.S.C. 552a).

C. Application Package Requirements

Applications must be in writing and must include or address the following:

• A proposed Annual Operating Plan (including required and optional services).

• A business plan, business experience, references, and Small Business Development Center (SBDC) review fee, if applicable (see section IV.C.2). • Financial resources. • Fees charged to the public. • Fee to the government. • Initial processing fee. • Clearly identify which offer Package(s)(1,2,3) are being applied for.

1. Proposed Annual Operating Plan (Including Required and Optional Services)

Applicants must submit a proposed Annual Operating Plan that addresses all required and optional services. Applicants must utilize the sample Annual Operating Plan (see Appendix 9 of the prospectus) to organize their response to this section. The successful applicant’s proposed Annual Operating Plan will be attached to and become a part of the special use permit.

Applicants must specify whether another party will assist with any of the operational aspects of the concession, and if so, must include the other party’s name, address, telephone number, email address, and relevant experience.

Below are highlights of what needs to be addressed in the proposed Annual Operating Plan. For more detail, see the sample Annual Operating Plan in Appendix 9 of the prospectus.

Operating Season On the P & SI, the minimum operating season for all facilities is from the Friday before Memorial Day to the Tuesday after Labor Day. Longer seasons vary by facility and may be affected by weather. Longer operating seasons are encouraged. Fall colors, hunting seasons and other attractants may be considered.

Applicants need to propose the period in which they will operate the sites listed in the prospectus. All sites must be open and operational seven days per week during the minimum operating season, unless a Forest Service closure order is in effect.

Applicants should include all amenities and services they are proposing. Below is a partial list of amenities or services that may be provided;

Staffing Applicants must address appropriate staffing to meet customer service and cleanliness standards. The holder will be responsible for furnishing all personnel for the developed recreation sites and for adequately training and supervising their activities under the terms of the permit. The holder must meet requirements of federal and state laws governing employment, wages, and worker safety. Based experience, recommended staffing is included in the facility descriptions provided earlier in the prospectus.

Applicants should address worker hours and schedules. Applicants also should address staff training for effective customer service, conflict resolution, area-specific emergency procedures, and dissemination of recreation and tourism information.

Supervision and Management Applicants must designate an individual to serve as the agent of the holder for purposes of administration of the permit by the Forest Service. The designated agent must periodically review attendant performance on site and must be available to resolve repair needs within 24 hours of discovery or notification. The holder will be responsible for the conduct of its employees, including preventing conduct prohibited by 36 CFR part 261, Subpart A, and ensuring that employees are not under the influence of intoxicating beverages or narcotic drugs while on duty or representing the holder. Applicants also must include a policy for removing employees who engage in inappropriate conduct.

Uniforms and Vehicle Identification Applicants should describe employee uniforms, insignia, name tags, and the applicants’ policy for ensuring a clean, professional appearance by staff while on duty. The holder’s employees may not wear any component of the Forest Service uniform. Additionally, applicants should address their policy for vehicle maintenance and appearance; types of vehicles to be used for operations (vehicles may not be driven off designated roads or trails); and signage to identify the concessionaire to the public.

2. Business Plan, Business Experience, and References

Applicants must submit a business plan utilizing the format in Appendix 16 of the prospectus. Each application must also include a Business Plan(s) as a separate document for each package the applicant wishes to be considered.

The business plan provides a thorough analysis of an applicant’s vision of the proposed business. A good business plan is essential for running a successful business, maintaining and improving the business, and raising needed capital.

Applicants must furnish a detailed description of their experience relating to operating and maintaining developed recreation sites (e.g., campgrounds, beaches, and marinas). The description must include experience in private business, public service, or any nonprofit or other related enterprises. Applicants are encouraged to contact their local SBDC if they need assistance in completing their business plans. Alternatively, applicants who have already received a review of their business plan from an SBDC or the Forest Service for the current fiscal year may submit a copy of the review report.

SBDC Review All business plans will be independently reviewed by the Southern Colorado SBDC. Applicants are required to submit 5 copies of their business plan. year business plan has already been reviewed by an SBDC, the applicant may submit a copy of the review report.

Along with a business plan, applicants also must submit a bank draft, money order, or cashier’s check in the amount of $100 made payable to the Southern Colorado SBDC. Applicants submitting a current fiscal year review report by the Forest Service or an SBDC need not enclose payment.

Performance Evaluations Applicants who have experience in managing Forest Service or other Government concessions must provide copies of the most recent annual written performance evaluations for each Forest Service or other concession the applicants have operated or are operating.

References Applicants also must furnish three business references with names, addresses, telephone numbers, and email addresses in support of relevant business experience. These references may be contacted for information regarding applicants’ past performance. In addition, the Forest Service may consider past performance information from other sources.

3. Financial Resources

Applicants must submit a complete set of all financial statements for the last three fiscal years that have been audited, reviewed, or compiled by a certified public accountant (CPA). For any financial statements that were only compiled by a CPA, applicants must complete FS-6500-24, Financial Statement (see Appendix 17 of the prospectus) for certification of the accuracy of the financial statements.

Applicants must complete FS-6500-24 for any of the last three fiscal years they were in business for which a financial statement was not audited, reviewed, or compiled by a CPA. An applicant who has had a financial ability determination (FAD) conducted within the past year should include a statement to that effect along with the forest name, contact name and telephone number, Additionally, applicants must identify any pending applications or new permits obtained from the Forest Service since the FAD was completed.

In completing FS-6500-24, LLCs must list the name of the company in block 1, the names and interests of the principals in block 5, and their members should be listed in block 6. In addition, LLCs must complete the certification in Part (D)(1) of FS-6500-24.

An applicant who has not been in business for the last three fiscal years, and therefore cannot submit audited, reviewed, or compiled financial statements or an FS-6500-24, must submit three fiscal years of projected financial statements compiled by a CPA using the forecast method.

Any financial information submitted by applicants must conform to generally accepted accounting principles (GAAP) or other comprehensive bases of accounting. Any previously prepared financial documents that are submitted must be un-redacted and in their original form, including footnotes.

Applicants must show at least 25 percent of the first year's operating costs in liquid assets. Liquid assets are assets that are readily converted into cash.

Applicants also must complete blocks 1 through 5 of form FS-6500-25, Request for Verification (see Appendix 18 of the prospectus) and submit the signed and dated form with the application. The Forest Service will forward the FS-6500-25 for the most qualified applicant to the Albuquerque Service Center for processing. The auditor assigned to conduct the FAD will send a copy to each financial institution with which the applicant does business. The financial institutions must complete blocks 6 through15 of the form and mail the completed form to USDA Forest Service, Albuquerque Service Center, Attention: Auditor, 101 B Sun Ave. NE, Albuquerque, NM 87109.

4. Fees Charged to the Public

Applicants must provide a list of all fees they propose to charge to the public for the first three years of operation, including fees for required and optional services (see Appendix 9, Sample Annual Operating Plan, for a list of required and optional services). Discuss any variable pricing, discounts, and passes. All proposed fees to be charged to the public also must be included in the business plan as an income item.

The Forest Service reserves the right to regulate the rates charged to the public. In event multiple permit holders are selected, coordination between them will be managed by the USFS to ensure consistency in pricing.

The P & SI will consider proposals that include variable fee rates commensurate to the desirability of different sites, weekday vs. weekend, peak vs. shoulder seasons, group vs. family sites, lake front/premium vs. less desirable sites, etc. Applications should include all fee types and fee rates proposed.

5. Fee to the Government

The Government is obligated to obtain fair market value for the use of its land and improvements. The minimum fee for each offered package is listed below. The minimum fee is the concession’s average gross revenue for the past three years multiplied by the current 30-year Treasury bond rate. The minimum fee will be adjusted at the end of the first five years of the permit term if the permit is extended for five years.

Applicants may propose a fee below the minimum, provided they can document why this amount represents fair market value. However, the Forest Service may reject the proposed fee if the agency determines that it does not reflect fair market value.

Applicants must propose the fee to the Government as a percentage of the concession’s adjusted gross revenue. One percentage may be proposed for the entire permit term, or the percentage may vary each year. However, if a consolidated fee payment will be proposed, one percentage rate must be proposed for the entire period of consolidated payments.

The proposed fee to the Government also must be included in the business plan as an expense item in the cash flow projections.

The fee to the Government may be offset in whole or in part by the value of Government MRRI, performed at the permit holder(s)’s expense in accordance with a GT fee offset agreement (see section III of the prospectus).

6. Application Fee

Cost Recovery Applications submitted in response to this prospectus are subject to cost recovery pursuant to 36 CFR 251.58(c)(1)(ii) and (c)(3)(iii). Applicants must submit a processing fee of $300.00 to cover the cost of the prospectus and review of the application. Payments due the United States for this application must be paid in the form of a bank draft, money order, or cashier’s check payable to the USDA-Forest Service. Payments will be credited on the date received by the designated Forest Service collection officer or deposit location. Additionally, the selected applicant will be responsible for the costs of preparing and issuing the permit and conducting a FAD, unless the Forest Service has conducted a FAD for the applicant within the past year. If a FAD has been completed for the applicant within the last 12 months, the applicant will be responsible for the cost of adjusting it to reflect any change this selection will have on the applicant’s financial ability.

D. Evaluation of Applications

A Forest Service evaluation panel will evaluate each application utilizing the fixed weight method.

The following evaluation criteria are listed in descending order of importance:

• Customer service and Annual Operating Plan Fees, services offered, staffing, amenities, optional services, length season, maintenance plans, staff skill set, safety, etc. • Business plan, business experience, and references Plan of operations, up-to-date business practices, equipment utilization, income and expense projections • References and Past Performance Experience with comparable projects, service to government • Financial resources Financial capability, or support such as lines of credit • Fee to the Government GT fee to be paid to government

The Forest Service will consider only the applicant’s written application package and any past performance information obtained by the Forest Service. During the evaluation process, the evaluation panel may contact any references, including all federal, state, and local entities that have had a business relationship with the applicant. The evaluation panel also may consider past performance information from other sources.

The evaluation panel will make a recommendation to the authorized officer as to which applicant offers the best value to the Government. The authorized officer will make the selection decision. All applicants will be notified of the successful applicant via certified mail.

The Forest Service will conduct a FAD on the selected applicant as a prerequisite to issuing a special use permit, unless the agency has a current fiscal year FAD conducted by the Albuquerque Service Center or SBDC for another Forest Service unit.

The Forest Service reserves the right to reject any and all applications.

The Forest Service reserves the right to rescind the prospectus at any time before a special use permit is issued. If the Forest Service rescinds the prospectus, application fees will be returned.

Once an applicant has been selected, the following information must be submitted and approved by the Forest Service prior to issuance of a special use permit:

• A final Annual Operating Plan containing all the items included in the Annual Operating Plan submitted in response to the prospectus.

• An annual GT fee offset agreement, (including cost estimates, specifications and design as necessary.)

• Documentation of required liability insurance and, if applicable, property insurance.

• Documentation of bonding, if applicable.

• Required deposits and advance payments (see Appendix 10 of the prospectus and FS- 2700-4h, clause IV.C.1).

• Documentation that utility services have been obtained in the name of the selected applicant.

• A state business license and any other required federal, state, or local certifications or licenses.

The successful applicant will be required to submit all these items within 30 days of the date of the selection letter. If these requirements are not met within the 30-day period, a special use permit will not be issued. The applicant who receives the next-highest rating may then be selected for the special use permit, subject to the same requirements.
