Welcome to the 2019 Annual Meeting of the Petroleum Association of .

Its been a while since our Association met anywhere other than in Casper, so I’m right there with you if you feel like being here in Cheyenne is a lot of change. But at the same time, I’m excited. We are no strangers to change in our industry. Sometimes the change is not so good, but sometimes it brings in new and fresh ideas, a renewed commitment, and a restored passion. That’s why I’m excited to be here this year.

There is lots of change around us. National politicians are calling for the wholesale shut down of fossil fuels. Our neighbors to the south have apparently decided that oil and gas are not welcome. Closer to home our state is making major changes to the industry’s regulatory framework. Now is the time for the Petroleum Association of Wyoming to be the voice for Wyoming’s primary economic driver: the oil and gas industry. Your participation ensures our voice is strong.

This conference kicks off our new and focused approach of representing the diverse people, companies and interests of Wyoming’s oil and gas industry with passion, integrity and professionalism.

Mark Gordon Mark Gordon was elected Wyoming’s 33rd Governor, on Nov. 6, 2018. He was sworn into offi ce on January 7, 2019.

Growing up on the family ranch in Johnson County, Governor Gordon learned the values of hard work and integrity and the importance of working together. As Governor, he brings those values to the table in pursuing his commitment that Wyoming continues to be a place where its citizens can pursue their dreams while retaining its unique character. He is a strong believer in Wyoming’s ability to chart its own course and a staunch defender of its interests to do so.

Governor Gordon is working on efforts to set Wyoming on a sustainable fi scal path and making government more accessible, productive and effi cient. As part of those efforts, Gordon seeks to refocus government to better assist local communities with the tools and resources needed to thrive and set their own direction. He is also dedicated to ensuring that citizens have access to quality education, including safer schools, advanced degrees, and career and technical education opportunities.

Governor Gordon served as Wyoming State Treasurer from October 2012 until January 2019 when he was sworn in as Governor. As State Treasurer, he led a transformation of the offi ce resulting in improved returns on state invest- ments, better protection of state savings, and increased transparency and access to state fi nancial data for the public. His efforts to improve transpar- ency surrounding the state’s fi nancial portfolio resulted in Wyoming being ranked number one in the United States for transparency and third in the world among all sovereign funds.

Governor Gordon and his wife Jennie have four grown children, Aaron with wife Megan, Bea with fi ancé Austen, Anne with partner Bracewell, and Spencer with wife Sarah and their son Everett.

18 Kristen Soltis Anderson Kristen Soltis Anderson is a pollster, speaker, commentator, and author of The Selfie Vote: Where Millennials Are Leading America (And How Republicans Can Keep Up).

Kristen is co-founder of Echelon Insights, an opinion research and analytics firm that serves brands, trade associations, nonprofits, and political clients. Through her work at Echelon, she regularly advises corporate and government leaders on polling and messaging strategy, and has become one of the foremost experts on the Millennial generation. Kristen is also a frequent speaker to corporate and political audiences about emerging public opinion trends.

Kristen is a regular presence on television news and has served as an ABC News political analyst, participating in their election night coverage in 2016. She regularly appears on programs such as MSNBC’s Morning Joe, Fox News’ Fox News Sunday, CNN’s The Lead with Jake Tapper and HBO’s Real Time With Bill Maher.

Kristen is the host of SiriusXM’s “The Trendline with Kristen Soltis Anderson,” airing weekly on their POTUS politics channel. She also co-hosts the bipar- tisan weekly podcast, “The Pollsters,” featuring Democratic pollster Margie Omero. She is a regular columnist for The Washington Examiner and has written for The Washington Post, The New York Times and more. In 2016, Kristen was named one of ELLE’s “Most Compelling Women in Washington,” and in 2013 she was named one of TIME’s “30 Under 30 Changing the World”. She has been featured in Marie Claire’s “New Guard”, Cosmopolitan, and Glamour.

Kristen served as a Resident Fellow at Harvard’s Institute of Politics in 2014 and has been an invited speaker at many colleges and universities. She received her Master’s Degree in Government from Johns Hopkins Universi- ty (with “Best Thesis in the Area of Democratic Processes” honors) and her Bachelor’s Degree in Political Science from the University of Florida. Kristen is currently a Term Member of the Council on Foreign Relations. She serves on the advisory boards of a variety of companies as well as a number of nonprofit organizations including ClearPath, Service Year Alliance, the Foundation for Research on Equal Opportunity, and Winning for Women. Originally from Orlando, Florida, Kristen now resides in Washington, DC with her husband Chris and her golden retriever Wally. In her free time, she enjoys growing chili peppers and cheering for the Florida Gators.

19 Paul Ulrich Paul is a 20-year veteran of the oil and gas exploration and production industry in Wyoming. He currently serves as a Director for Jonah Energy LLC. Jonah Energy operates the Jonah Field in Wyoming, one of the largest gas fi elds in North America. Prior to coming to Jonah Energy, Paul worked at Encana Oil & Gas as a senior advisor.

Paul is Chairman of the Petroleum Association of Wyoming, serves on The Nature Conservancy Board of Trustees and is Past Chairman of the BLM Resource Advisory Council. He also serves as an oil and gas representative on Wyoming Governor Mead’s Sage Grouse Implementation Team since the team was founded in 2007.

Prior to his career in oil and gas Paul served in the United States Navy in the intelligence community and served on the staff of a Wyoming Governor and Wyoming Congressman.
