Abstract This article examines rural development in the North Andean region of Río Negro province, Argentina. The authors analyze an environmental area suitable for extensive rural development that is not fully integrated as a productive area. Additionally, this article associates present difficulties with structural contradictions inherent in its regional incorporation to the national and provincial administrations. It then investigates the significant terms that characterized territorial policies, while illuminating how these terms viewed the inhabitants of the region and their activities. Finally, the article goes on to expose how the limits to the dynamics of integration are sustained by growth models that, based on notions of progress, development, and innovation, have overlooked local productive actors. Keywords: rural development; progress; technical innovation; northern Andean region; territorial integration; economic policy. 1. INTRODUCTION This article examines rural development in the Andean region of Rio Negro province, Argentina. The article contributes to the debate on rural development, both from economic and multi-causal perspectives (Garcés, 2019), as well as from other perspectives that seek to improve the way theoretical considerations are transformed into policy interventions (Lattuada et al., 2015). -

III.6. Southern Hub III.6.1. Hub’s Location and Area of Influence The Southern Hub’s area of influence was defined as the area located approximately between 35º and 43º S, its ends having important port facilities on the Atlantic and Pacific oceans, which accounts for its bioceanic character. This area of influence is relatively dynamic, since it also relates to the physical location of the projects included in the groups into which the Hub has been divided. The map below shows its geographic location: Map 44 - Location and Area of Influence of the Southern Hub SOUTHERN The region thus delimited comprises the provinces of Neuquén and Río Negro, and six Southern districts of the province of Buenos Aires, in Argentina, and Regions VII, VIII, IX, XIV, and X, in Chile (del Maule, Bío- Bío, Araucanía, de los Ríos, and de Los Lagos, respectively). The area of influence defined for the Southern Hub covers 502,492 km2, accounting for 14.21% of the total area of the two countries that make up the Hub. The regional correlation of the cores is provided by the combination of 137Cs dating in lakes Puyehue (Chile) and Frı´as (Argentina), and by the identification of Cordon Caulle 1921–22 and 1960 tephras in lakes Puyehue and Nahuel Huapi (Argentina) and in their catchment areas. This event stratigraphy allows correlation of the formation of striking sedimentary events in these basins with the consequences of the May–June 1960 earthquakes and the induced Cordon Caulle eruption along the Liquin˜e-Ofqui Fault Zone (LOFZ) in the Andes. While this catastrophe induced a major hyperpycnal flood deposit of ca. 3 Â 106 m3 in the proximal basin of Lago Puyehue, it only triggered an unusual organic rich layer in the proximal basin of Lago Frı´as, as well as destructive waves and a large sub-aqueous slide in the distal basin of Lago Nahuel Huapi. -
