The performance evaluation of coastal protection works in South Gujarat Districts of Surat, Navsari and Valsad were taken up. During the meeting on 18th June 2015, the issues pertaining to coastal protection namely reasons for erosion problems in southern coast of Gujarat, availability/collection of data on coastal processes, measures being undertaken by Govt. of Gujarat, need for proper post construction maintenance, alternate design solutions etc have been discussed and deliberated. The field inspection of the coastal areas of these districts was carried out on 18th (AN) and 19th June 2015. After field inspections, the committee held a wrap-up discussion on 19th June-2015. The general and specific observations of the Sub-Committee after discussions held with the State Irrigation Department Officers during the meeting and site inspections are summarized as follows. (i) The anti-sea erosion measures executed by the State Irrigation Department, in the three Districts of South Gujarat are largely based on the design solutions evolved by CW&PRS, Pune. The measures adopted have by and large contributed in minimizing the loss to life and property, besides other advantages. (ii) The anti-sea erosion measures undertaken at the six locations visited by the Sub-Committee are Rubble Mound Sea (RMS) wall, Retaining wall with stone- filled Poly Propylene Rope Gabions as toe, Stone-filled P.P Rope Gabions (later strengthened with heavier stones). (iii) The RMS wall at sites Dumas, Tithal and Kolak-Udwada is found to have served its purpose well. Similarly, the retaining wall with stone-filled P.P Rope Gabions as toe is also serving its purpose. However due to lack of periodical maintenance, toe scouring and sinking is reported in RMS wall. The cutting/burning of the ropes by local people has led to gradual deterioration of the Rope Gabions. (iv) The anti-sea erosion measure using stone-filled P.P Rope Gabions alone, executed at OnjalMachhivad and Nani-Danti-MotiDanti is found to have got damaged due to various reasons. Pilferage and cutting of ropes by local people has led to dislodging of the stones and consequent collapse. Further, the overtopping of the gabions during high wave conditions has inflicted major damages. It is suggested that, for future projects experiencing similar coastal environment, the design solution of using stone-filled P.P. rope Gabions as anti- sea erosion measure has to be critically reviewed in view of the experience in South Gujarat. Regular inspection and maintenance is paramount to the longevity of these measures. (v) Planning and execution of anti-sea erosion measures requires considerable baseline data. Systematic and scientific data collection on coastal processes is important for evolving appropriate design solutions (hard or soft) which as of now is not being carried out in the State. Govt. of Gujarat may consider submitting locations of vulnerable coastal reaches to CWC for inclusion of the same in the proposed Coastal Management Information System (CMIS) for establishing sites for collection of coastal data needed for design of coastal protection measures. (vi) Holistic planning for anti-sea erosion measures is important to avoid shifting of the problem from one reach to the other. (vii) Periodic survey and maintenance of the completed coastal protection structures needs to be paid due attention. Possibility of the participation of local beneficiary community in the maintenance of the executed measures needs to be explored. 2 CENTRAL WATER COMMISSION CAUVERY & SOUTHERN RIVERS ORGANISATION BEACH EROSION DIRECTORATE, KOCHI – 682 020 Sixth meeting of Sub-Committee of Coastal Protection and Development Advisory Committee (CPDAC) on Performance Evaluation of Coastal Protection Works Meeting: 18th June -2015 Venue: Meeting hall of the office of Superintending Engineer, Surat Irrigation Circle, Surat Field Visit: 18th and 19th June-2015 1.0 SUMMARY RECORD OF DISCUSSIONS OF THE MEETING The Sixth meeting of the CPDAC - Sub-Committee on performance evaluation of coastal protection works was held on 18th June-2015 at Surat. The performance evaluation of coastal protection works in South Gujarat Districts namely Surat, Navsari and Valsad were taken up. Rajesh Yadav, Director, Coastal Erosion Dte, CWC, New Delhi - Special Invitee 17 Shri R.Thangamani, Director, Beach Erosion Directorate, CWC, Kochi - Member- Secretary The list of officers from the participating organisations is appended as Annexure-I Shri A.D. Kanani, Superintending Engineer, Surat Irrigation Circle, Surat welcomed all the members and expressed his thanks on behalf of Govt. of Gujarat for choosing the anti-sea erosion projects of Govt. of Gujarat for performance evaluation. 3 Shri. J. Chandrashekhar Iyer, Chief Engineer, Central Water Commission and Convener of the Sub-Committee welcomed all the members of the Sub-Committee and other participants to the meeting. He also thanked officials of Govt. of Gujarat in organizing the meeting within a short notice. In his introductory remarks, he briefly highlighted the severe coastal erosion problems being faced along the east & west coast of the country. He also briefly touched upon the mandate of the Sub-Committee with regards to performance evaluation of completed coastal protection measures and in suggesting alternate design solutions. For the information of the members & participants, Shri. R.Thangamani, Director, Central Water Commission and Member-Secretary of the Sub-Committee made a power point presentation about the CPDAC-Sub-Committee on Performance Evaluation of Coastal Protection works. In his presentation, he highlighted about the background of the Sub-Committee, constituted based on the decision taken in the 6th CPDAC meeting held at Puducherry in April-2004, its mandate and the earlier evaluation studies carried out by this Sub-Committee in the other States. Shri. A.D. Kanani, Superintending Engineer, Surat Irrigation Circle, Surat representing Govt. of Gujarat made a power point presentation on the coastal erosion problems in Gujarat and the protection works undertaken in the South Gujarat Districts of Surat, Navsari and Valsad. He informed that the design of anti-sea erosion works for Gujarat Coast is mainly being given by Central Water and Power Research Station (CWPRS), Pune. He further informed that the coastal protection measures adopted in South Gujarat against sea erosion comprises of Rubble Mound Sea (RMS) wall, Earthen bund with dry rubble pitching, Poly Propylene (P.P) Rope flexible Gabion filled with stones ( with and without retaining wall). He also presented the data from the shoreline change Atlas prepared jointly by Space Application Centre (SAC), Ahmedabad and Coastal Erosion Directorate, CWC (2014) using satellite data of 1989-91 and 2004-06 time frame on 1:25,000 scale for the entire country. 4 The extract of the details of Gujarat Coast taken from the Atlas is presented in the following tables, Salient Features of Gujarat Coast - Table-1 District wise details of the South Gujarat Coastline - Table-2 ( Area considered for the performance evaluation) Dr. A.S. Rajawat, Head, Geo Sciences Division, SAC, Ahmedabad explained the members about the shoreline change study conducted by SAC-CWC using the Remote sensing data and its usefulness in the coastal planning. He emphasized the need for periodical updation of the study using the latest available satellite imageries. He also informed that besides hard solutions, soft solutions including mangrove protection also needs to be encouraged wherever feasible. The representative from Govt. of Gujarat replied that mangrove plantation is being implemented in the Bharuch region of Gujarat. Dr. Ilangovan, Senior Principal Scientist, National Institute Oceanography (NIO), Goa raised the concerns over the increased housing structures in the coastal zone and need for regulating the same as per the Coastal Regulation Zone (CRZ) Act.
