There are slightly more females than males. There is a lower proportion of older people here than across the borough, with higher numbers of young and working age people. Norwood has a low proportion of Registered Social Landlord (RSL) housing (7%) along with a lower percentage of vacant properties compared to the borough percentage. Deprivation & Norwood levels of deprivation are relatively low, and have shown an overall reduction when compared to 2004. Only one Lower Super Child Poverty Output Area (LSOA) is within the top 20% affected areas nationally and borough wide. Within Norwood there is two LSOA’s in the worst 20% in the country for deprivation affecting older people with the remaining areas being low. Almost 19% of children in Norwood are living child poverty. Worklessness The levels of benefits dependency in the ward is lower than across the borough, with one in seven working age residents claiming benefits, & Benefits with a minimal year on year rise (0.5%). Latest available figures show a year on year rise of 2.9% for JSA claimants; the number of 18-24 year old claimants rose by 5%. Young people now make nearly a third of all JSA claimants in Norwood. There are 6 JSA claimants in the ward for every Job Centre Plus vacancy, three times the borough rate. Employment & In 2001, 76.6% of residents within the Norwood ward were employed, this is significantly lower that the borough rate. Elementary and Income Associate professional & technical roles are the most common employment types in Norwood, both making up 13.2% of all the occupations. The average weekly wage in the Southport Constituency is the lowest of the three constituencies that make up Sefton. On average males in the Southport Constituency earn 16.9% more than females. (There is no data available by ward for average weekly wage) Crime / Overall British Crime Survey (BCS) crimes and Anti Social Behaviour (ASB) incidents reduced in Norwood, BSC accounts for 4.4% of Disorder & Sefton’s crimes with the ASB incidents making 3.3%. Domestic burglary along with four other crime categories increased, while criminal Environmental damage showed the biggest reduction. All the ASB categories reduced. The rate of both BCS and ASB in Norwood is considerably lower Issues than that of the borough. As with BCS & ASB, the rate per head of population for environmental incidents is much lower in Norwood than Sefton. Fly tipping and stray / aggressive dogs are the biggest issues in the area both accounting for nearly a quarter of all calls. Education Norwood’s average educational attainment has shown overall reductions in the percentage of pupils achieving Level 4 or above in KS2 both English and maths. However, the attainment rates for the Norwood primary schools are higher than the national average, yet lower than the Sefton rates. Average absence rates along with average persistent absence rates in Norwood are slightly higher than the national and Sefton levels. Norwood has a higher average percent of pupils eligible for free school meals compared to the borough and national. Health & One in five Norwood residents are smokers and nearly two thirds are overweight or obese. However, a far greater proportion of Norwood Alcohol residents achieve both the weekly recommended amount of exercise and daily intake of fruit and vegetables than the national averages. By Misuse year 6 (ages 10 – 11) over a fifth of Norwood children are obese; this is higher than both the borough and nationally. Although Norwood residents assess themselves as being in good or fairly good health, life expectancy for people living in the area is lower than the borough and national averages. In addition to this Norwood has a lower proportion of residents stating they are suffering from long term conditions, yet a higher rate of child emergency hospital admissions than Sefton as a whole. Nearly a third of Norwood residents also suffer from below average mental wellbeing. The proportion of Norwood residents that state they - consume above the recommended weekly allowance of alcohol and binge drink along with the levels of alcohol related hospital admissions are all lower than the borough rates.     Dear Parents and Carers 3 February 2021 Every week, at the moment, seems to bring a new challenge. This week, of course, it was the revelation that the new South African variant of the Covid virus had been detected in the Southport area. I attach a letter I received from Sefton and would like to take this opportunity to reinforce the message. There has been one confirmed case of the new variant in PR9, the Norwood Ward in Southport to be more precise. The government has instructed that 10,000 people over the age of 16 be tested in each identified area and Sefton hope that the new mobile testing centres and door to door tests will start from today. This is a fact finding operation to assess the extent of the possible spread and should not be viewed as a call for all residents in the area to self-isolate, but as a stark reminder that these new variants, if not necessarily more harmful, are far more easily transmissible and reinforce our obligation, as members of our community, to respect and enforce all the precautionary measures in place. The advice remains the same and the guidance hasn't changed regardless of whether you live or work in that postcode area. Stay at home if you can, go to work or school if you can't, and continue to follow the same precautions (hands, face, space) at all times. We should all ensure that we challenge ourselves and only make those journeys and interactions that are, genuinely, strictly necessary. If you live or work in the PR9 postcode, I would encourage you to get tested at one of the mobile test centres as this will provide valuable data on the spread of the infection as well as, hopefully, giving you some peace of mind.

This was a decrease from the previous year of 60, due in a large part by some members disagreeing with our policy on Brexit. In 2019 we fought another hard local council election campaign. After winning our first two elected council seats, we wanted to increase our seats. The two sitting councillors in Norwood ward, who had defected from the LibDems after the general election, decided to both stand down, so we fought an election and by-election in that ward as well as in our other target ward in Kew. We also had a secondary target in Birkdale. We increased our door-knocking and identifying our vote across the constituency. On Election Day we used our resources in the target wards, were out from 6am in all three wards, and we all worked tirelessly to get our vote out.

    STATUTORY INSTRUMENTS 2003 No. 1977 LOCAL GOVERNMENT, ENGLAND The Borough of Sefton (Electoral Changes) Order 2003 Made - - - - 31st July 2003 Coming into force in accordance with article 1(2) and 1(3) Whereas the Boundary Committee for England(a), acting pursuant to section 15(4) of the Local Government Act 1992(b), has submitted to the Electoral Commission(c) recommendations dated March 2003 on its review of the borough(d) of Sefton: And whereas the Electoral Commission have decided to give effect, with two modifications, to those recommendations: And whereas a period of not less than six weeks has expired since the receipt of those recommendations: Now, therefore, the Electoral Commission, in exercise of the powers conferred on them by sections 17(e) and 26(f) of the Local Government Act 1992, and of all other powers enabling them in that behalf, hereby make the following Order: Citation and commencement 1.—(1) This Order may be cited as the Borough of Sefton (Electoral Changes) Order 2003. (2) This Order, with the exception of articles 5, 6, 7 and 8 shall come into force — (a) for the purpose of proceedings preliminary or relating to any election to be held on the ordinary day of elections in 2004, on 15th October 2003; (b) for all other purposes, on the ordinary day of elections in 2004.
