Overview

Population & In 2010, Norwood’s estimated population was 14,951 this has increased since 2001, at a greater rate than the borough as a whole (which Housing has reduced). There are slightly more females than males. There is a lower proportion of older people here than across the borough, with higher numbers of young and working age people. Norwood has a low proportion of Registered Social Landlord (RSL) housing (7%) along with a lower percentage of vacant properties compared to the borough percentage.

Deprivation & Norwood levels of deprivation are relatively low, and have shown an overall reduction when compared to 2004. Only one Lower Super Child Poverty Output Area (LSOA) is within the top 20% affected areas nationally and borough wide. Within Norwood there is two LSOA’s in the worst 20% in the country for deprivation affecting older people with the remaining areas being low. Almost 19% of children in Norwood are living child poverty.

Worklessness The levels of benefits dependency in the ward is lower than across the borough, with one in seven working age residents claiming benefits, & Benefits with a minimal year on year rise (0.5%). Latest available figures show a year on year rise of 2.9% for JSA claimants; the number of 18-24 year old claimants rose by 5%. Young people now make nearly a third of all JSA claimants in Norwood. There are 6 JSA claimants in the ward for every Job Centre Plus vacancy, three times the borough rate.

Employment & In 2001, 76.6% of residents within the Norwood ward were employed, this is significantly lower that the borough rate. Elementary and Income Associate professional & technical roles are the most common employment types in Norwood, both making up 13.2% of all the occupations. The average weekly wage in the Constituency is the lowest of the three constituencies that make up Sefton. On average males in the Southport Constituency earn 16.9% more than females. Crime / Overall British Crime Survey (BCS) crimes and Anti Social Behaviour (ASB) incidents reduced in Norwood, BSC accounts for 4.4% of Disorder & Sefton’s crimes with the ASB incidents making 3.3%. Domestic burglary along with four other crime categories increased, while criminal Environmental damage showed the biggest reduction. All the ASB categories reduced. The rate of both BCS and ASB in Norwood is considerably lower Issues than that of the borough. As with BCS & ASB, the rate per head of population for environmental incidents is much lower in Norwood than Sefton. Fly tipping and stray / aggressive dogs are the biggest issues in the area both accounting for nearly a quarter of all calls.

Education Norwood’s average educational attainment has shown overall reductions in the percentage of pupils achieving Level 4 or above in KS2 both English and maths. However, the attainment rates for the Norwood primary schools are higher than the national average, yet lower than the Sefton rates. Average absence rates along with average persistent absence rates in Norwood are slightly higher than the national and Sefton levels. Norwood has a higher average percent of pupils eligible for free school meals compared to the borough and national.

Health & One in five Norwood residents are smokers and nearly two thirds are overweight or obese. However, a far greater proportion of Norwood Alcohol residents achieve both the weekly recommended amount of exercise and daily intake of fruit and vegetables than the national averages. By Misuse year 6 (ages 10 – 11) over a fifth of Norwood children are obese; this is higher than both the borough and nationally. Although Norwood residents assess themselves as being in good or fairly good health, life expectancy for people living in the area is lower than the borough and national averages. In addition to this Norwood has a lower proportion of residents stating they are suffering from long term conditions, yet a higher rate of child emergency hospital admissions than Sefton as a whole. Nearly a third of Norwood residents also suffer from below average mental wellbeing. The proportion of Norwood residents that state they - consume above the recommended weekly allowance of alcohol and binge drink along with the levels of alcohol related hospital admissions are all lower than the borough rates.

• Norwood’s 2010 population is estimated to be 14,951 and makes up 5.5% of the overall borough population.

• Norwood has bucked the trend by showing a 380 or 2.6% increase in population since the 2001 census, compared to borough wide reductions of 3.6%.

• The gender breakdown in the ward is slightly lower than the borough wide breakdown, with females making up 50.9% of residents.

• As with the overall IMD, Norwood ward and surrounding areas contain some of the least affected areas for Deprivation Affecting Older People

• The map shows the income deprivation affecting older people scores LSOA’s within Sefton.

• Only one of the worst affected 38 LSOA (top 20% in borough) areas across the borough is within Norwood ward.

• Child Poverty is defined as: Children living in families in receipt of either out of work or tax credits, whose reported income is less than 60 per cent of the median income or in receipt of Income Support or (Income-Based) Job Seekers Allowance, divided by the total number of children in the area (determined by Child Benefit data)

• As with other forms of deprivation, some of the least affected areas for child poverty is concentrated around Norwood ward and surrounding areas.

• Only one of the worst affected 20% (39) LSOA areas across the borough, is within Norwood ward

• There is one LSOA’s in Norwood where 41.5% of children are living in poverty.

• The number of working age people in Norwood ward claiming benefits is 1,595, which equates to approximately one in seven Norwood residents, this is lower than Sefton rate one in five. At 16.2% the number of Norwood claimants is lower than the Sefton and regional rates (19.1% and 17.9% respectively), but slightly higher than the national rate of 14.7%.

• Figures for November 2011 show the total rates of claimants in Norwood has risen by 0.5% since November 2010, an increase that is slightly higher than that of the borough as a whole (0.3%).

• In 11/12 there were less than five crime and disorder incidents per 100 Norwood ward residents compared to fewer than 7 per 100 population across Sefton.

• Norwood accounted for 4.4% (366 of 8,372) of Sefton’s British Crime Survey (BCS) crimes, equalling 2.45 crimes per 100 ward residents. During the same period Norwood made up 3.3% (328 of 10,068) of the borough’s Anti Social Behaviour (ASB) incidents, 2.19 incidents per 100 ward residents. Both rates are lower than those of the overall borough 3.07 (BCS) and 3.69 (ASB) per 100 population.

• In Norwood five of the BCS categories have increased when comparing 2011/12 with the same period last year. • In 2011/12 Norwood accounted for 2.2% (216 of 9,847) of Sefton’s reported environmental incidents, equating to 1.44 incidents per 100 residents in the ward, less than half the rate for environmental incidents per 100 residents across the borough (3.61)

• Norwood showed a reduction in incidents of 19.1%, which is significantly higher than the overall reduction for the borough of 7.9%.

• Two of the categories have shown increase in Norwood when compared to

the previous year (accumulation of rubbish – 28.6% and graffiti – 25%). Street sweeping / cleansing has shown the greatest improvement (a

reduction of 0.19 incidents per 100 residents). This reduction is higher than that of the Sefton count per 100 population of 0.08.

• Fly tipping and stray / aggressive dogs are the biggest environmental issue within the ward, each accounting for 18.5% (40) of reported Norwood Environmental Hotspots 2011/12 environmental incidents in 2011/12 occurring within Norwood, however both have seen reductions of 16.7%, both reductions are better than the borough rates which have seen fly tipping increase by 1.9% and stray / aggressive dogs reducing by 16.1%

• The average educational attainment in the three primary schools within Norwood has shown fluctuate across the years with an overall reduction in the percentage of pupils achieving Level 4 or above in KS2 both English and maths, moving from 79% in 2008 to 78% in 2011. (It should be noted that the schools within Norwood did not partake in the exams in 2010).

• However, the average attainment rates for the three Norwood primary schools are higher than the national average, yet lower than the Sefton rates, (where comparison figures are available).

• The percentage of Norwood ward residents who state they are smokers is 20.5%; this is slightly lower than the English average, and significantly higher than the Sefton average of 14.8%.

• However, the smoking mortality rate of 220.7 per 100,000 resident in Norwood is far lower than the Sefton rate of 227.2 (per 100,000), yet higher than the English rate of 216 (per 100,000).

• Healthy weight data shows that the percentage of resident in Norwood that are overweight or obese is 61.5%, higher than both the borough and national averages of 55.2% and 61% respectively.

• In addition, obesity rate amongst children in reception year (age 4-5) in Norwood is lower at 8.9% when compared to 10.5% across the borough and 9.4% nationally. However, this increases to 21.4% of children by year 6 (age 10-11), so becoming higher than the both borough and national trends.

• However just under two-thirds of residents in Norwood state they are achieving the recommended amount of 30 minute exercise five times a week. This is nearly double the national average and is on par with Sefton as a whole. In addition to this over half of Norwood residents state they consume the recommended five portions of fruit or vegetables a day this considerably higher than the national rate (50.7% compared to 29.2%); however it is lower than the Sefton rate.

• The percentage of Norwood residents that admit to regularly indulging in multiple unhealthy behaviours (smoking, drinking, being overweight) is 76% higher than both the national and borough rates (71.0% and 67.3% respectively).

• According to the Census 2001 general health within Norwood is fairly General Health consistent with the rest of the borough with 90% of residents describing their general health as either good or fairly good, with a slightly lower percentage of residents describing their health as not good, 10% in Norwood compared to 11% for the borough as a whole.

• According to the Sefton Lifestyle Survey 2010 the percentage of people residing within Norwood ward who ‘Self-Declared Health – Good or very good ’ was 61%, this is lower than the Sefton percentage of 64.4%.

• Life Expectancy in Norwood for both males and females is below both the borough and national averages, with male life expectancy for Norwood just less than two years lower than life expectancy nationally and for females just under one year.

• The Norwood proportion of residents that consume above the recommended weekly allowance is lower than both the borough and national rates. With the percentage of residents who state they binge drink also being lower in Norwood compared to the borough counts.

• Norwood’s levels of alcohol related hospital admission are significantly higher than the national rates, yet lower than those of Sefton.

developed by Merseyside Fire & Rescue Service and are broken down to Output Area (OA) level, within Norwood there are 46 OA’s

• The most prominent classification in Norwood is “Young Families” this category accounts for 69.6% (32 of 46) OA’s. Residents living in these areas are described as: large 0 - 15 and 25-49 population. Of the over 65 population, the most significant group is 65-70. Properties tend to be semi- detached or terraces. There is a low level of fuel poverty and typically good quality homes and living environment. There are high birth rates, with general health being fair with low rates of emergency hospital admissions and health inequalities. Rates of obesity in children are high. The area has a need for child related benefits, yet there are low levels of child poverty, along with low levels of income related benefits. Accidental dwelling fires are low with low fatality rates. There is also a low crime rate in the area, with ASB and Burglary being the most prevalent crimes. Residents are very likely to participate in sport three times a week; this could be increased by improved childcare and less busy facilities. Activities such as basketball and netball appeal. (Note the characteristics are general and not all of them will be found in the area).
