Sealed tenders are invited on behalf of CMD, BSNL from reputed Manufacturing Companies of SMPS Power plants / Authorised Dealers /Experienced Repairers in the field of repair of SMPS Power plants for the work of repair of SMPS type Power plants in various telephone exchanges of Cannanore Secondary Switching Area, for a period of ONE YEAR from the date of acceptance of the contract. This period may be extended, if justified at the discretion of the General Manager,Telecom, Cannanore-2. Prior experience in the repair of SMPS Power plants is compulsory. 2. The tenderer should have the permanent income tax number (PAN) and Service Tax Registration Number. 3. Tenders should be sent in sealed envelope prominently super scribed “ TENDER FOR REPAIR OF SMPS POWER PLANTS” and should be addressed to RAJENDRAN K.P. Assist.General Manager(Plg), Office of the General Manager (Development),BSNL,3rd Floor, KVR Tower,Cannanore-670002 so as to reach him at 1400 hrs on or before 12-02-08 4. Tenders will be opened at 15:00 hrs on 12-02-2008 by the AGM(Plg), O/o.General Manager(Development),BSNL, 3rd Floor,KVR Tower,Kannur (Venue for tender opening may change subject to shifting of GMD office to new Administartive building )or his representativ es at his office in the presence of those tenderer’s or their authorized agencies who will be present at the time of opening the tender. If the above date happens to be a closed holiday for the office, the tender will be received and opened on the next working day at the time specified above. 5. Tenders should be submitted in the prescribed tender form. 6. An earnest money deposit of Rs.7,500/ has to be deposited to the Accounts Officer(Cash), BSNL, O/o The General Manager, Telecom District, Cannanore and the cash receipt is to be attached with the tender. Demand draft drawn in favour of the Accounts Officer(Cash),BSNL,O/oGeneral Manager, Telecom District, Cannanore is also acceptable. No other mode of payment against Earnest money deposit is accepted. The EMD will not bear any interest. 7. The rates should be quoted in the tender form – Annexure D1. 8. The successful tenderer will have to remit a security deposit of Rs.15,000/ within ten days after acceptance of his tender. The Earnest money deposit will be adjusted against the security deposit. The security deposit will not bear any interest. 9. The successful tenderer will also be required to execute an agreement in stamp paper worth Rs.50/-(Rupees fifty only) immediately on payment of the security deposit, failing which the tender will be rejected. 10. Specification and terms of the contract (Annexure-A) General conditions(Annexure-B), agreement form to be submitted along with the tender(Annexure-C) tender form for quoting the rates(Annexure-D), Details of power plants.-Make/capacity (Annexure-E) and Exchanges in Kannur SSA ,SDCA wise (Annexure-F) are enclosed. 11. Tender documents can also be downloaded from web site www.keralatelecom.com. Such tender documents complete in every aspect can be sent by registered post so as to reach the Assistant General Manager (Planning),O/o GMD BSNL,3rd floor KVR Tower, Kannur-670002 or deposited in the tender box kept in chamber of Assistant General Manager (Planning),O/o GMD BSNL Kannur.before 14:00 hours on 12-02-2008. In such cases, a crossed demand draft for Rs.563/-(rupees five hundred and sixty three only),drawn in favour of the Accounts Officer(Cash),BSNL,O/o General Manager Telecom District, Kannur,payable at Kannur should accompany the tender documents towards the cost of tender form Otherwise, the tender will be rejected. 2 ANNEXURE-A SPECIFICATION AND TERMS OF THE CONTRACT No.PLG II/ 411 /Tender-Repair SMPS-PP/2008-09/1 dated at Kannur the The work involves repair of SMPS type power plant modules,control and supervisory panels/cards, meter assembly of SMPS power plants in Telephone exchanges of Kannur SSA for one year from the date of agreement. 1.Manufacturing companies/Authorised Dealers/Experienced Repairers in the field of repair of SMPS type power plants are eligible for participating in the tender by remitting the EMD 2..Experience certificate should be attached along with the tender. 3.The contractor shall not be entitled to any compensation whatsoever by reason of suspension of whole or part of the work made necessary by the BSNL or deemed advisable on account of any compelling reasons. 4.The contractor will be entirely responsible for any or all damages caused in execution of the work. He shall also be responsible for any damages caused to the BSNL during the course of the work and will have to make good the damages at his own expense. In the event of his refusing to do or failing to do so, the same will be repaired by BSNL or its representatives who shall deduct the cost of such repair from any sum due to the contractor. 5.The successful tenderer will have to produce if required, original documentary evidence of his capacity to execute the work within the period specified in the tender.. GENERAL CONDITIONS 1. Normal working hours shall be between 0900hrs to 17hrs on all working days. But it may be necessary for the contractor to work for longer hours or carryout the work at night. Works on Sundays and public holidays shall also be carried out when necessary. 2. No labourer below the age of 18 shall be engaged for the work. 3. By subsection(1) of the workers Act 1923, the government is obliged to pay the compensation to workmen engaged by the contractor in execution of the work. BSNL will recover from the contractor the amount of compensation so paid and without prejudice to this right of BSNL under section 12 of subsection of the said Act, BSNL shall be at liberty to recover such amount or part thereof, by deducting it from the security deposit or from any sum due to the contractor. 4. The BSNL shall not be bound to contest any claim made against it under section 12 subsection(1) of the said Act, except on the request of the contraction and upon his / their giving to BSNL full securities for all costs for which BSNL might become liable consequent on such claims. 5. The contractor will also be responsible to comply with all labour laws ,EPF Act etc in force.. SECURITY DEPOSIT 6. The security deposit will not bear any interest. The security deposit shall not be refunded to the contractor until a period of three months has been elapsed after the payment of the final bills of the work. But a portion thereof may be refunded at the discretion of the General Manager Telecom,Kannur, if he is satisfied that the portion retained will cover any claim that may be outstanding against the contractor. 3 SETTLEMENT OF BILLS AND MISCELLANEOUS INSTRUCTIONS 7. The bill for the works carried out will be settled monthly. The contractor will be responsible to submit the bills prepared accurately giving all details to facilitate early payment. 8. (a) The bills are to be submitted in triplicate duly signed by the contractor on each copy addressed to the concerned Sub Divisional Officer or the officer in charge of the exchange where units are provided. (b) Bills should specify charges for Services and cost of components replaced separately. 9. Taxes and other Statutory levies will be deducted at prescribed percentage from the claim. 10. The contractor shall not assign or sublet the contract or any part without first having obtained the permission in writing from the General Manager Telecom, BSNL, Cannanore-670002. The General Manager Telecom,Kannur, shall be at liberty to refuse it, if he thinks fit.. 11. In the event of the contractor being adjudged insolvent or going voluntarily in to liquidation or having received order under insolvency act made against him or in the event of failure on the part of the contractor to undertake and complete the work as per the terms and conditions of the tender or work order, the General Manager Telecom,Kannur, shall have the power to terminate the contract. 12. The General Manager Telecom,Kannur, will have the power to terminate the contract without giving prior notice. 13. Submission of a tender will bind the tenderer to accept all the conditions specified.
