We encourage our members to utilize this directory to support their fellow local businesses in networking opportunities and for recommending their services. The Mattoon Chamber of Commerce has been serving the community and our Membership for 115 years. Our focus and our mission have never wavered. We will continue to serve as a leading force in economic community development while fulfilling the role of advocate for Mattoon’s business community. We are now, as we were in the beginning, a vehicle through which business and professional people work together for the common good of this wonder- ful community. We started out as a simple railroad town back in 1855 and have grown, prospered and transformed throughout the years. Our ability to mix tradition while embracing change makes our local economy successful. Whether it is in the workplace, through volunteerism or at social gatherings, members of our community participate with enthusiasm and a sense of pride.     Before the FEDERAL COMMUNICATIONS COMMISSION Washington, DC 20554 In the Matter of ) ) AM All-Digital Broadcasting ) MB Docket No. 19-311 ) Revitalization of the AM Radio Service ) MB Docket No. 13-249 ) ) ) To: Office of the Secretary Attn: The Commission JOINT COMMENTS OF AM BROADCAST STATION LICENSEES The undersigned radio broadcasters, each a licensee of one or more AM radio stations, in these Joint Comments highly encourage the FCC to adopt the rule changes proposed in this proceeding1 to allow AM broadcasters to broadcast an all-digital signal using the HD Radio in-band on-channel mode known as MA3. These Joint Comments support the rule changes from their perspective as AM broadcasters. The following is submitted: INTRODUCTION - AM BROADCASTING NEEDS TECHNICAL ENHANCEMENTS, NOT REGULATORY RESTRAINTS 1. These Joint Comments support the following: That any AM station that desires can broadcast without further FCC authorization in an all-digital mode using an HD Radio MA3 mode as set out in the NRSC-5-D standard (as opposed to the current hybrid AM analog-digital mode); 1 All-Digital AM Broadcasting, Notice of Proposed Rulemaking, 34 FCC Rcd 11560 (2019) (“All-Digital AM NPRM”). That AM all-digital operations be allowed both day and night at current power levels. (There are some advocating for a lowering of AM all-digital power because the all-digital signal will cover more area – it is ridiculous to cripple technology just because it is more efficient); That the regulatory procedure for transitioning to AM all-digital be as simple and efficient as the current notification procedure for hybrid AM digital operations; and That any decision by an AM station to operate in an all-digital mode is discretionary and reversible, so that no station is required to operate in an all-digital mode, nor is any station who chooses to do so locked-in to that mode of operation.

The FCC’s NPRM sought comment on the Commission’s track record on EEO enforcement and whether the agency should make improvements to EEO compliance and enforcement. Each of the four commenters in this FCC proceeding supports the FCC’s nondiscrimination and diversity in broadcast station employment goals. Where the four commenters differ, however, is how the FCC should achieve these goals. Notably, there is no evidence presented by any of the four commenters that the current FCC documentation and recordkeeping requirements have either reduced discrimination, or led to increased diversity, in the broadcast station workplace. Accordingly, as advocated by the 82 Broadcasters, it is time that the FCC reassess its current documentation and paperwork approach to nondiscrimination and employment diversity. In the absence of evidence that the current FCC’s paperwork and recordkeeping requirements prevent or reduce discrimination, or increase employment diversity, the FCC should generally direct its regulatory efforts to finding effective ways to achieve the important goals of nondiscrimination and employment diversity, and specifically move forward with the adoption of the rule changes advocated by the 82 Broadcasters.

The proposals below envision a re-allotment of the EEO paperwork and burdens by continuing for larger broadcasters the responsibilities for documentation and supplemental initiatives, and in return increasing the job availability information available from smaller broadcasters that often serve as entry-points into the broadcasting industry. The burden of bringing diversity to our industry in ways that work is proposed to be placed upon larger broadcasters with human resource departments, rather than foisted upon smaller entities for whom just finding employees is a challenge. Each of the proposals is meant to be mutually-complementary – the adoption of one without the others would be unfair to smaller broadcasters. The Joint Commenters advocate in Proposal One for the removal of the Section 73.2080(d) small station exemption for notifications of each fulltime employment vacancy including now-exempted entry-level stations. Proposal Two advocates for a pragmatic and sensible definition of employment unit that includes all employees in a broadcast station entity. Proposal Three asks that the Section 73.2080(d) small station exemption number be set for the entire broadcasting entity at 50 employees, the number regarded by the human resources profession as demarcating the smaller from the larger entities.
