On August 01, 2018, an RFQ (Request for Qualifications) for the professional design services was emailed out to 25 different architectural companies around the nation. (These companies were firms that I had met at various seminars and conferences that I have attended over the last couple of years). The RFQ was to seek out a qualified firm with expertise in architectural, engineering and related service to provide a complete scope of services pertaining to the planning and development of Marion Fire Station #3. The RFQ was also sent out as a media release and was placed on the city’s website. The RFQ’s were due to be submitted by August 31, 2018.

A City of Marion committee was formed to review all submittals and to select the firm the committee felt was best suited for the Marion Fire Station #3 project. On August 13, 2018, a “Question/Answer” session was held at Marion City Hall for all of the firms wishing to submit an RFQ. For the firms that were not able to attend, all questions and answers were posted on the city website for all of the absent firms to review. All firms were allowed to submit questions via email until August 24, 2018.

Eleven (11) firms around the country submitted an RFQ for the privilege to provide design services for Fire Station #3.

The eleven architectural firms submitting RFQ’s were as follows: • Bray Architects – Wisconsin • Design Alliance – Waukee, Iowa • FEH Design – Des Moines, Iowa • Manns Woodward Studios – White Marsh, Maryland • Mitchell Associates Architects – Voorheesville, New York • Martin Gardner Architecture – Marion, Iowa • Neumann Monson Architects – Iowa City, Iowa • OPN Architects – Cedar Rapids, Iowa • Rohrbach Associate Architects – Iowa City, Iowa • Solum Lang Architects – Cedar Rapids, Iowa • WSKF (Williams, Spurgeon, Kuhl & Freshnock) Architects – North Kansas City, Missouri

The committee chose four top candidates after review of the RFQ’s submitted. Those four finalists were: • Martin Gardner Architects • OPN Architects • Solum Lang Architects • WSKF Architects

On October 8th, 2018, the four finalists provided presentations and were interviewed by the committee. Following those presentations and interviews, the committee could not come to a consensus, as three of the four came out tied for first place. The committee was advised to look over everything again, and to contact myself with their recommendations. I then, took the time to check with references of the three companies and took a look at projects the three companies had completed. After two weeks, the committee still felt all three firms would be a great choice for this project.

OPN Architects was finally chosen for the following reasons: • Local firm • Project Manager would be Tate Walker, who led the team for the design of Madison, Wisconsin’s Fire Station #14 – Projected to be Madison’s FIRST Net Zero building. Tate is on the National LEED Board. Was part of a book about Biophillic Design. • Projects include: Madison Fire Station #14, Des Moines Fire Department Logistics/Training Center, General Mitchell Airport Air Rescue and Firefighting Facility, and Johnson County Ambulance Services/Medical Examiner’s Office. • Subcontractors for OPN have completed over 250 emergency station projects: Iowa City Fire Station #4, Johnson County Joint Communication Center, Linn County Emergency Ops Center, and Cedar Rapids Central Fire Station. • Fee Estimates equaled Actual Fee on projects submitted in RFQ

• Fee Proposal was a set percentage with no additional fees (second lowest of the four finalists @ 6.9%. Lowest was Solum Lang at 6.5%). (Some deduction in costs may be available due to another OPN project in same area). • Will include a consultant that will accumulate data on the utility usage and the biophillic design effects on firefighters’ mental health.

Chief Hansen and I believe OPN will produce a fire station to not only be proud of, but, one that can be a showcase and an example of the design standards our city is wanting to embrace.

Our sustainability efforts are led by Tate Walker, LEED Fellow, backed by 37 LEED Accredited Professionals across our offices. More than 29 Certified or Registered projects make us a state- wide leader in sustainable design. While LEED achievements are noteworthy, our focus on sustainability is to create user-friendly facilities that perform very well, regardless of certification. Energy-modeling technologies have allowed us to analyze the life-cycle cost and payback periods for various energy efficiency strategies. Sustainable design strategies having a dramatic effect on the success of facilities as measured by operational cost and user experience. OPN took the American Institute of Architects’ 2030 Commitment pledge to achieve carbon-neutral buildings by 2030. The AIA 2030 Commitment is a voluntary program that asks organizations to make a pledge, develop multi-year action plans, and implement steps that can advance carbon neutrality in both design and practice. Architects are confronting the fact that buildings are the largest single contributor to the production of greenhouse gases, almost half of the total annual production. In order to reach the goal of carbon-neutral buildings by 2030, there is a crucial need for design experts, like OPN, to apply their experience, innovations, and talents to current practices that will lead to significant reductions in the use of natural resources, non-renewable energy sources, and waste production. Design Engineers has completed more than 250 emergency station projects including both new and remodeled buildings and include fire stations, police stations, dispatch facilities, and an off-grid Emergency Operations Center. The projects range from simple studies to $40 million new facilities. IOWA CITY FIRE STATION #4 | IOWA CITY, IOWA A new 11,000-square-foot, LEED Gold certified community station. Strategies included geothermal heat pump heating and cooling with total energy recovery ventilation, apparatus bay hydronic radiant floor heating, and apparatus bay vehicle exhaust. Central Fire Station #1 In June of 2008 floodwaters crested at a record high 31’ (11’ over flood stage), engulfing Cedar Rapids, Iowa 1,300 blocks of the city, including the Central Fire Station. The resulting new 3-story fire station houses an Engine Company, Truck Company, Rescue Company, and Battalion Chiefs Year 2008 as well as serving as the City Emergency Operations Command Center. Size 67,140 square feet Cost $20,000,000 The station was designed and constructed with the assistance of FEMA not only to serve as a Owner City of Cedar Rapids working firehouse, but also to house the fire department’s Administrative Headquarters as well LEED Platinum as the Emergency Operation Center.
