Talk of the Towns - December, 2005  President's Report

As your new President, I would like to take this opportunity to thank everyone for his or her support and words of encouragement over the years. A special thank you to the Directors who chose to serve our organization for another term. To the Newly Elected Directors for their willingness to join our organization and help in the continua- tion to move our educational programs forward. I look forward to the next year in working together with the Board, District Directors, MCI Committees and the entire MCI membership. I encourage everyone to feel free to contact me at anytime with questions, concerns, suggestions, etc.

The Executive Board met in Springfield at Institute & Academy on Thursday dur- ing lunch. I feel this board is going to accomplish great things during the coming year. The Directors have begun scheduling their seminars for the upcoming year, ideas are already flowing! The dates and locations of Seminars, International Conferences are listed on the backside of this issue. The Winter Seminar hosted by Districts VI & VII will be in Urbana on January 19-20, 2006 at the Eastland Suites Hotel & Conference Center. Also, a meeting of the “2009 Chicago” com- mittees is to be scheduled in Urbana in January.

I am still looking for people interested in getting on an MCI Committee(s). If interested in getting a little more involved with MCI please fill out the Committee Application Form inside the Talk of Towns.

Congratulations to Rick Goeckner on his recent nomination for IIMC Region VII Director. I look forward to working closely with IIMC. The IIMC Region VII meeting is scheduled for February 16-18, 2006 in Springfield, Missouri. The host hotel for this conference is the University Plaza. Once again I am hop- ing to see a great show of support for the Clerks of Illinois at the Region VII Conference.

Bruce McKinney, Clerk of the City of Rochelle, was named the Municipal Clerks of R Illinois Member of the Year. President Pam Whisler presented the Ilion Crabel Award to Bruce at the Annual Meeting on October 12, 2005 in Springfield.

In 1986, the Municipal Clerks of Illinois presented the first award to its namesake, A Ilion Wait Crabel, who clerked for 66 years in Chillicothe City and Township, making her the longest-serving elected official in the nation. MCI designed this prestigious W award after Ilion Crabel to identify and recognize a member of the Municipal Clerks of Illinois who has made a significant contribution to the objectives of theMunic9ipal A Clerks of Illinos, the municipal clerks profession and/or the clerk's own community or municipal government. The Illinois Registered Municipal Clerk (RMC) designation sets the benchmark for Municipal Clerks to pursue certification. It is the first step Municipal Clerks take to assess their skills for identifying and evaluating required knowledge, as well as increase their productivity and credibility within their community. Attaining the RMC designation prepares the Municipal Clerk to perform to defined standards, distinguishes levels of capability, recognizes and rewards demonstrated ability, and validates that a person has satisfied a comprehensive set of R performance requirements.

E Once having attained the RMC designation, the Municipal Clerk can move on to the next levels of certification: the Certified Municipal Clerk (CMC ) designation, entry into the C Master Municipal Clerk Academy, and then the highest achievement -- the awarding of O the Master Municipal Clerk (MMC) designation. Most Municipal Clerks find that the whole certification process gives them more credi- G bility, makes them stronger and more aware of what works in their municipality and what doesn’t. It requires a major commitment of time and effort but, like any challenge, it’s N satisfying to complete. City of East Peoria O N INTERNATIONAL INSTITUTE OF MUNICIPAL CLERKS The Academy is the professional body of municipal clerks who have continued their level of edu- cational achievement beyond the attainment of the prestigious Certified Municipal Clerk (CMC) Award. In order to become a member of the Academy, a person must first attain the International Institute of Municipal Clerks Certification (CMC) designation, attend a minimum of 36 hours of graduate courses at an IIMC recognized municipal clerks institute or complete similar educational programs relating to the responsibilities of the municipal clerk’s office. Specific professional participation must be achieved, such as leadership in national and state associations, attendance at seminars and conferences, and professional writings and accomplishments. To date, approxi- mately 15% of 10,000 members of the IIMC have qualified for the Master Municipal Clerk Academy status.
