b. CROATIA: Civilians living close to MOSCENICA X-ing have latedly had several incidents with UNPROFOR, and the X-ing has been blocked by 'groups of women' several times. In general, the reasons have been that the locals disagree with the CFA, either its' content or its' implementation.

TEAM OGULrN (WL1713). There has peen some shooting with S/A in WK 2194, on or very close to LoS. The shooting is conducted by younq soldiers with low discipline, and the behaviour is punishable within CA Army (one soldier is known to have been punished). So the shooting is no intended Violation of the Cease Fire Agreement. TEAK (WL4337). Mine clearing in very slow progress at LOGORISTE (WL 4333).

TEAM (XL0738). Regular training of soldiers from Grom &de. TEAK TUROPOLJE (WL 8934). Increased activity by military trucks and tractors was observed in area SLANA (WI. 8832) to SVETA KATARINA (WL 8932). TEAM (WL1713). situation was quiet throughout the week. SA side claimed CA side was violating the CFA by shooting (S/A) from general area of Klipina Draga (WK 2394). UNMOs confirmed one shooting incident on 23 Apr (see team Plaski report), but firing took place outside Zone of Separation (ZoS).

TEAM KARLOVAC (WL4337). On 27 Apr CA side commenced mineclearing at former JNA barracks in LOGORISTE (WL 4333).

TEAM SISAK (XL0738). Generally calm and quiet. On 24 Apr DANBAT closed the crossing BLINSKI KUT (XL 1429) after an incident between civilians (details not known).

TEAM TUROPOLJE (WL 8934). Calm and quiet.

2. nREPUBLIKA SRBSKA KBAJIMn

TEAM PLASKI (WK2991). a. On 23 Apr 4 x M-55 AA guns were moved from storage in grid WK 3999 (inside 10 km line) to a main storage in WK 4295

LC claimed weapons were deployed there because they were "afraid of what might come down from the sky", and it is not assessed that the move was done to comply with the CFA, but that this incidentally was the result. b. On 23 Apr between 0915 and 0952 bursts and single shots of S/A fire were heard from CA side near WK 2294.

TEAM TUSILOVIC (WL6441). NTR

TEAM (XL0040). situation is quiet. SA is still awaiting a high level solution to problems concerning Lines of Separation (LoS) in BLINSKI KUT and USTICA.

TEAM (WK4596). Calm and quiet.

a. "RSK": (1). On 23 Apr team Slunj discovered that all APCs that earlier were deployed at LICKO PETROVO SELO (WK 5569) had been moved. Based on track-traces and denial of access the team assess that the APCs presently are in area ZAKLO PACA (WK 4371). (2). Team Glina reports that one M-46 130 MM Field Gun was moved from storage site LONCARI (WL 816 087) to firing position in a storage in RAVNA (WL 833 118). The gun is aiming to the NORTHWEST. (RAVNA is well inside the 20 km zone).

b. CROATIA: (1). On 22 Apr team Karlovac observed a T-34 on a tanktransporter moveing from BOSANCI (WL 2032) towards VUKOVA­ GORICA (WL 2632). On 25 Apr same team reported a BOV-3 AA gun moving from KARLOVAC towards ZAGREB. (CALO has been requested to produce information on both mevements). (2). On 27 Apr team Ogulin spotted troop carriers transitting SOUTHWARDS. The convoy was handed over to team otocac (Sector South)

SUMMARy OF MILITARY ACTIVITY:

1. CROATIA

TEAM OGULIN (WL1713).

Military activity reduced considerably during the week. On 22 Mar a large forest fire 1000M in width took place on CA side in grid WL 2700.CA side claimed to have seen 3 RSK soldiers putting the forest on fire. CA side also claimed that RSK soldiers shot at CA side soldiers who were fighting the fire. Firing on the soldiers has not been confirmed by UNMOs. 11 CFVs were reported by CALO, but not confirmed by UNMOs. The area generally has returned to "normal".

TEAM KARLOVAC (WL4337).

On the 17 Mar 94 CALO reported that at 0135A RSK fired 2 x hand held rockets. This was confirmed by French soldiers at the Turanj crossing. On 22 March CALO reported that at 2147A near GRUBJEICI WL 3720 RSK fired 4 x rds of SAF towards GR WL 3721 SICA AREA. On 23 Mar Team observed CA platoon doing A/TK shooting (training) at grid WL 2528. Generally calm and quiet. page 1 of 3

TEAM PLASKI (WK2991).

There was sporadic SAF and HMG/AAA CFVs reported by POLBAT OPs, mainly in the BOCINO BRDO grid WK 2396 and Mala Kapela areas. Team has been able from their OPs to confirm that CA have been improving their positions and even building new ones in the area of MATESKO SELO WL 3419. On the 19 Mar 94 one RSK soldier was injured on a CA minefield at gr WK 233916. The RSK claim that it was a new mine field placed by the CA side to interfere with the "proposed" NEW polbat Ope The soldier injured was one of 25 RSK soldiers, three with Bazookas that were observed by a POLBAT OP moving towards the front line in Mala Kapela.It is likely RSK were carrying out an infiltration patrol against CA when they hit a minefield. CA admit they have moved around their minefields in Mala Kapela for security reasons.

TEAM TUSILOVIC (WL6441).

Calm and quiet.

TEAM PETRINJA (XL0040).

Calm and quiet in AOR. French Batt 1 reported that on 210200A Mar 94, 5 x mortar rds in (no grids available) were fired from Serb side to CA side.

TEAM SLUNJ (WK4596).

Calm and quiet in AOR. Team reports that BiH 5 Corps are improving their defensive positions in the LICKO PETRO SELO area WK 5670. ANTI TANK ditches are being dug on 5 Corps BiH side. 5 Corps has always been worried about the ABDIC forces/RSK potential for attack in this area. The Serb side in this area has recently marked their minefield. Team SLUNJ and Team Tusilovic were carrying out a joint patrol in the VELJUN WL 4411 area, on 21 Mar 94 when they discovered an arty 130mm Bty in this area. This is probably a permanent gun area for RSK as they acted very unfriendly towards the teams. TEAM GLINA (WL 8520).

3. ASSESSMENT The week was relatively calm and quiet. The impending talks between KNIN and ZAGREB on 22 Mar probably kept both sides from engaging in any activities that would to upset the talks. CA are defnitely involved in making strong new positions in various parts of the CFL. This is probably intended to show RSK their determination on the UNPA issues. with the renewal of the UNPROFOR mandate Croatia obviously want to show they will not relent on the territorial issue and will use force if necessary on the long term, if necessary. Some of the new diggings could be suitable for Heavy Arty or MRLS, UNMOs are denied entry to these areas. CA would likely engage RSK from these positions in the event of hostilities breaking out. However there are indications that both sides want to give the peace negotiation at least a chance. All sides claim they are "fed up with the war." It is assessed that it will remain calm and quiet in Sector North. The intrigue of the neighbouring Bihac pocket will likely involve this sector in some ways in the near future.

a. "RSK": There have been movements from DVOR Bde to other Bde areas in the UNPA. On the night of 17/18 Mar 94 between 2230A and 0100A a military convoy consisting of 5 x buses with soldiers fully equipped, 6 x heavy trucks, 6 x jeeps, 1 x ambulance, 1 x long trailer, was observed by ND06 DANBAT (WL9000). It is estimated that the convoy moved from general area of DVOR towards GLINA. The convoy disappeared before UNMOs could locate its destination. The only explaination for this movement could be that since Dvor Bde AOR is relatively quiet, the RSK troops may have been temporarily redeployed when tensions were running high over the past few weeks. During a joint patrol 2 x UNMO teams located a heavy arty Bty in area of Vel jun WL 4510. Guns confirmed to be of 130mm calibre. Present in the area were gun towing trucks and local small arms defence was employed. The RSK troops detained the teams and interpreter for over two hours as a result of the discovery. On 220900A Mar 94 1 x AA 20mm single barrel gun previously at Grid XL 1028, has moved to an unknown location. UNMOs to follow up on this movement. On 221445A Mar 94, 2 x T 53/55 tanks which moved from MARINBROD WL 8926 have now been located in HADER WL 8725.

CA is undertaking important modifications and enlargements of bunkers and firing positions in an area SE of SISAK (KOMAREVO to BLINSKI KUT) and South of OP ND82 following the CFL.The works are elaborate and could possibly accomodate heavy Arty. This is in addition to what was already reported previously ~, the diggings in the areas of SICA WL 3722 and SCULAC WL 3923 (Area of Karlovac/Tusilovic CFL). This appears to be a definite policy of CA showing their determination to the " RSK" to deal with the UNPA problem by force if necessary in the future.

a. "RSK": The capabilities and intentions have not been assessed as being different to last weeks Infosum. b. CROATIA: Similar to last Infosum. As reported previously there is still no obvious indication of build up for offensive action. Croat forces maintain their level of alertness and are still actively making apparently, defensive preparations. As stated these defences could possibly hold Heavy Arty pieces. There seems to be a little light appearing for the people in regards to settling some of the issues involved in this complex problem. If a general Ceasefire were to be reached soon it could give the right momentum for further progress.

UNMO team petrinja XL 0040, noticed an increase of training activities. On 131200A Mar 94 two bus full loads of soldiers were observed, from VRHOVINA VK 3367 heading towards OTOCAC VK 1968.

b. CROATIA: At 111245A Mar 94 70 soldiers of Tiger Bde were observed mounting into 6 trucks near ORLOVAC WL 4741 and move to the barracks in KARLOVAC WL 4337.Soldiers were carrying only their personal weapon. At 0750A Mar a 5 truck convoy was observed moving near CADBIN WL 5255 on the highway to Zagreb. Three trucks towed a 122mm mortar, the other two were command post vehs. CA have been very busy preparing their defensive positions. So far we assess this work as preparations after the Winter conditions. Protests were received from RSK on some of these activities, and they have been passed on to Sec North Hq for their attention.

Team Plitvice while patrolling the area of LICKO PETRO SELO WK 5670 on 03 Mar were informed by POLBAT OP NP22 that they observed 20 buses coming into the area of LICKO PETRO SELO. The team also observed 2 x water bowsers in the area. On 06 MAR team was in joint patrol with an UNMO team from BIHAC. Teams observed some new diggings in the area of Abdica Brda WK 596693. There was also an unusual number of soldiers (approx 30) in the area of SERB CHP near NP22. Some troops seen in this area recently were dressed in a different type of camouflage uniform with red berets. Assessed to be possible preparations and deployments for further actions against the BlBAC pocket.Judging by past experiences, the troops can not be ruled out as being Abdic troops. The 2 x tanks in MALA SOLINA (WL8527) that were moved away from that position has not been identified yet. UNMos are still attempting to locate if possible. RSK have positioned an a/tk 75mm rcl gun and 2 x 90mm rocket launchers at a house near LF 53 XL 8729. The Serb position in road bend in XL 8728 has an AAA single barrell MG.

Team proceeded to the top of the hill and were stopped by a soldier who did not allow them to continue. From that position team positively identified an AA AD Bty of SA-9 GASKIN (3 in number) and a radar station which belongs to that type of Bty. The area is also suitable as an early warning OPe

b. CROATIA: On 072230A MAR 94 TEAM 10 OGULIN observed 5 bus loads of soldiers on the road from KARLOVAC towards JEZERANE WK 1688 carrying approximate 200 soldiers. Convoy speed was high approx 70kph and had 2 x milpol escort vehicles. The convoy went in direction SENJ WK 9282 and then proceeded Southwards towards KARLOBAG. On 07 MAR between 1400hrs and 1500hrs team KARLOVAC observed 11 trucks, 2 jeeps and 1 bus with soldiers coming from direction WL 3020 heading towards ZAGREB. All these vehicles were moving independently and not in convoy format. On 071200A MAR one tank (T55) was observed at MATESI WL 4329. The tank was observed behind two houses. Civilians in KRAPJE XL 4317 reported to team SISAK that SERBS were crossing the river for recce. Not confirmed. On 06 MAR 94 CA Deployed AA around the area of the refinery in Sisak XL 1033. CALO reported it as a training exercise. on 07 Mar they had gone.

Comd 70 Bde Plaski informed SMO that He had mobilised his reservists because of the situation. Positions on the front line have been reinforced. Troops observed in the area of ABDICA BRDA WK 5969 appeared alert and the activities of troops in this area has increased since last week.

b. CROATIA: CA troops in Ogulin area were more alert and the increase of CFVs in this area are indiciative of increased alertness by the troops on the CFL. Similiarly OTOCAC area was at an increased state of alertness because of the tensions in that general area.

7. CHANGES IN POLITICAL/CIVIL SITUATION

a. RSK: Team Petrinja reports of an increase of private activities in the town and up to the CFL. A Bank has opened, and farming activities are more obvious than previously.

8. CAPABILITIES/INTENTIONS

a. "RSK": The rise of tensions in the past week may not be regarded as that unusual. We have seen similar situations in the past. Comds react predictably blaming the other side, UNPROFOR, UNMOs etc Reservists being called up, CFVs increase in predictable locations, and open threats of further action if the "provocation" does not stop. RSK have the capability of mounting a considerable defence, mainly because of their heavier weapon capability. As a firm warning of possible further intent populated areas are often targeted, such as the strike on otocac during this week: a warning to the CA if the situation escalated the shelling would continue. It is expected that the current bout of tension will reduce with negotiation by Sector North, and adjacent Sector South

efforts. Not so easily to jUdge is the possible involvement of RSK in possible actions against Bihac pocket.Troop deployments, diggings and the denial of movement into the former JNA airfied complex ZELJAVA WK 5867 indicates some type of intent. The situation needs to be monitored closely. UNMOs Sector North and Bihac meet frequently to discuss the situation.

b. CROATIA:

As reported previously there is still no obvious indicaton of build up for offensive action. Croat forces maintain their level of alertness and are reporting CFVs much more frequently than previous. This is evident in team OGULINs AOR, OZ KARLOVAC has appointed three liaison officers to UNMO team OGULIN. There are indications that in some areas CA are not complying with CF agreement and may well be provoking. The incident of firing 2 x tk rds confirmed ( DSR 08 MAR ) the past week is evidence of CA capability of escalating the situation on occasions. There is evidence of CA constructing new bunkers ,refer to supplementary sitrep dated 07 MAR 94.It is assessed that CA are refurbishing their defences after the Winter season. Team KARLOVAC are not allowed patrol the areas of SCULAC WK 3924 and SICA WL 3722, this is one of the locations that digging and earthworks has been observed recently and has been subjeot; to protests by RSK to Sector Comd.

Team NOll PLASKI reports of rumours in the town that the police authorities may soon move to arrest certain criminals there, who are suspected of selling weapons to the MUSLIMS. These criminals are also believed to be the soldiers who attempted the coup against RSK 70 BDE comd one month ago.It is believed locally in PLASKI that this could be the emerging of a tougher line by the military and civilian police towards these criminals who are known to the authorities. UNMOs will continue to monitor the situation.

8. CAPABILITIES/INTENTIONS

a. "RSK":

The TDF maintains its defensive positions and is not likely to mount any offensive action.Traditional response to CA activities are normally confined to isolated actions by RSK troops. This was evident again this period when tension mounted over the shooting of a RSK soldier at MIKSICI ( WL

This lead to CFVs along the CAl RSK CFL in the PLASKI, OGULIN and MALA KAPELA area .There were also three confirmed CFVs in the TURANJ area (WL4534). However it now appears that tension is reduced and RSK comds undertook to "cool" the situation at face to face meeting at TURANJ on wed 03 MAR 94. The situation on the western border of BIHAC pocket needs close monitoring because of the ongoing situation there. Team 41 PLITVICE have been tasked to closely monitor and report on developments in the area . The possibility of an attack through the LICKO PETRO SELO axis by RSK, or ABDIC forces can not be ruled out at this time. Any unusual build up of forces or equipment in this area could be the alert signal of future actions.

This is evident in team OGULINs AOR, OZ KARLOVAC has appointed three liaison officers to UNMO team GULIN. There was agreement by CA and RSK at face to face meeting at TURANJ on wed 03 MAR to allow, subjact; to further recconaisance,two new OPs in the KAPELA area. These OPs would interpose between both sides and would assist in closer monitoring and improve reporting procedures in this AOR.

TEAM OCULIN (WL1713).

There was an increase of military activity along the CFL as exchange of fire in MALA KAPELA (WK 2195) and CRNA KOSA (WL 2900) became more noticeable this period. A large number of CFVs were reported by the LO 143 BDE to UNMOs for each day. However UNMOs and POLBAT were only able to confirm a total of five. The number of protests on alleged CFVs are averaging five per day. Investigations indicate that there was indeed an increase of CFVs but suspicions are that CA may be trying to build up an apparently larger number of CFVs on paper than actually took place. Last INFOSUM period UNMOs were patrolling on foot in the MALA KAPELA area which probably helped to reduce the CFVs in the area. TEAM KARLOVAC (WL4337).

An incident at MIKSICI (WL 4534) near TURANJ XING at 271650A FEB 94 in which a SERB soldier was killed by CA guards lead to an increase of tension in this general area. Apparently two SERB soldiers not in complete military dress approached the CA minefield which is placed at MIKSICI, an exchange of fire resulted causing one fatality. UUMOs

On 02 MARCH at 1925hrs 1 x 64mm was fired from CA side at MIKISICI towards SA side. At the face to face meeting at TURANJ XING today the matter was discussed between both sides who agreed to defuse the situation .

Five CFVs reported on 25 FEB 94 were not confirmed by UNMOs. This involved SA fire. SUbsequently the area was calm and quiet

b. CROATIA:

On 20/21 Feb 94, Team Karlovac observed a convoy consisting of the following: 17 x military trucks, 2 x communication vehs, 2 x ambulances, 2 x tank transporters loaded with an ambulance APC and 1 x tank (T 54/55) respectively. The vehicles were moving from Karlovac towards Zagreb. On 23 Feb 94, the same team observed 2 x buses full of soldiers escorted by police moving from Zagreb towards Karlovac.

Croatian population disappointed with new taxes, upto 75%. Financial police are making raids in SISAK and closing restaurants and coffee shops. One place was closed because it was employing a Bosnian refugee without the correct paperwork, it was also owned by a Serb.

a. "RSK": There have been some restrictions of movement imposed during the period in some areas. Although UNMOs have not observed any major build ups or movements, RSK may be strengthening current positions and improving general security in the KRAJINA as there seems to be a higher level of police presence at checkpoints. This may be the result of some comments made by a Croatian government official stating that if Croatian forces left BOSNIA then they would

be forced to take care of the problem in the KRAJINA. It is not expected that RSK will proceed on any kind of offensive but will maintain a high level of awareness and preparation in case of any Croatian offensive action.

There is nothing to indicate that HV are preparing for offensive action, however it seems that HV is constantly worried about Serbian aggression so therefore they maintain a high level of awareness also. UNMOS will be maintaining their intensive patrol plans on the Croatian side in order to detect any convoys that may be leaving BOSNIA for return to Croatia.

TEAM OGULIM (WL1713).

The situation was generally stable but slightly tense in some areas of the ceasefire line. These areas were SREDNJA GORA (WL 2802) and the general area of MALA KAPELA (WK 2394). The front line positions of Serb side in the areas HUM (WK 3098), BOSCINO BROO (WK 2396) and KALA KAPELA were areas of concern. Alleged infiltration patrols from RSR into MALA KAPELA sparked off incidents of eXChanges of SAF, HMG and MORTAR RNDs. UHKOs could only confirm so~e of the CFVs as restriction of movemant exists in these areas, however SMO attended the face to face meeting in TURANJ on the 08 FEB with CO OZ KARLOVAC and CDRS XORDUN and LIRA CORPS where both sides agreed that Sector North UNMOs should be allowed to patrol the area of MALA KAPELA to establish the contact line and to enhance confidence building measures by their presence in the area. Patrol plans have been submitted to both sides for approval.

TEAM SISAK (XL0738). Military activities were on a very low level in the AOR with only one CFV. 5 mortar rnds were fired by HV from (WL 8533) to (WL 8333). This incident was probably retaliation for the burning of Croation houses in the area. Serb side retaliated with one mortar shortly after. Not confirmed by UNKos but by FREBAT.

TEAK OTQCAC (WK2069). Calm and stable.

2. "REPUBLICA sEBBsn XRAJIlIA"

TEAM PLASXI (WK2991). Through out the week there have been ongoing exchanges of sporatic SAF, mostly recorded by POLBAT in the areas of BOCINO BRDO (WK 2396) and DeLNI JANCICI (WK 2497). It was stated that both sides ha~e initiated the shooting. The tension in this area could affect the opening of the VOJNOVAC crossing.

TEAM TUSILOVIC (WL6441). No CFVs reported. The general situation remains calm.

TEAK PETRIMJA (XL0040). Calm and stable with only the one incident already reported above under team SISAK.

TEAM PLITVICE (WK4869). The situation was generally calm and stable except for one isolated incident on 05 FEB. Some shelling and SAF took place in the area of LICKO PETROVO SELD (WL 5570). This was a result of a misunderstanding between two business qroups who provocated Serbs from the KRAJINA and Muslims from the BIHAC pocket area.

TEAM GLINA (WL 8520). Very calm and stable.

There is an intensified presence of police in the area Rakovica (WK 5182). This unit has 2 BRDMs which are believed to be deployed east of Rakovica but west of the Bosnian border trying to prevent black marketing. There is a new infantry position with at least 1 HMG at (WL 9128), new antitank position with two 75mm guns at (WL 9228) and a 81mm mortar position at (WL 8528). On 02 February team Plitvice (WK 4869) observed the deployment of four BOV 30 and one APC in the area (WK 5882).

The general situation along the CFL has been relatively calm. The only areas of real concern at the moment are Plaski and Mala Kapela. The problem here has not yet been defined but CA have alleged that SA has been initiating CFVs. It is possible that 70 BDE CMDR in Plaski does not

have complete control over his forces in the area. The remainder of RSK forces seem to be disciplined and are not indicating any sign of build-up or potential hostilities. The only observed activities have been strengthening of positions North of Vrginmost and Glina most probably preparation in case of a spring offensive from CA.

CA is rumoured to have 10000 troops in BiH assisting HVO currently, therefore one would assume that any major attack would be a surprise. However their forces remain alert and sufficient reserves are readily available if required. The general attitude appears concilatory and there are no obvious indications that offensive actions are imminent.

The situation was calm and stable. The only point of interest was the observation of 8 overflights during the period, mostly low level jets.

Very calm and stable.

3. ASSESSMENT

The situation is likely to remain calm for the next period. However, the events in the general PLASKI and MALA KAPELA area vividly indicate that the situation will probably remain tense. UNMOs will continue to try and determine the reason for this tension and with the prospect of being allowed to once again patrol MALA KAPELA will try to establish confidence building measures to ease the current situation.

2. MAJOR MOVEMENTS/REDEPLOYMENT OF FORCES:

a. "RSK":

The special forces (red berrets) previously observed (see INFOSUM 13-20 Jan 94) by Team P1itvice (WK4869) are still present along the Bosnian border. A special police unit (black berrets) has been deployed at Rakovica (WK5182). Probably the troops have been deployed so as to prevent black-market business along the Bosnian border especially in area close to NP 42 (WK6179). On 24 Jan 94 the Team observed a green armed helicopter (gazelle), at altitude 100M, flying from direction South towards South-West. The helicopter patrolled the area for about 15 minutes. On 27 Jan 94, between 1140 and 1230 hrs the Team observed 3 x unarmed jets (type-galeb) overflying the AOR at altitude 1oo-3OOM direction North to South and viceversa. Probably the aircraft were on a recce mission or on training.

b. CROATIA Team Karlovac observed the following movements: (1). 20 Jan 94: 1 x tank-transporter loaded with a T55 moving from Zagreb via Karlovac (WL4337) towards general direction South. The same Team also observed 2 x busses transporting soldiers from Zagreb via Karlovac (WL4337) towards South. = UN SECRET =

(2). 22 Jan 94: A convoy of 5 x buses full of soldiers and 10 x loaded trucks moving from direction Zagreb towards Rijeka. One of the trucks was towing a M48-76MM mountain gun.

On 24 Jan 94, a meeting was held in Plaski (WK2991) between UNMOs, Polbat Comd, 70 Bde Comd and the Plaski Mayor and his Deputy. The Mayor stated that the Local people were upset about the removal of mines from Vojnovac Crossing (WK2699) and that being the case, the crossing would not be opened until the CA soldiers inside

Krajna Territory were withdrawn. At the meeting, it was agreed that PolBat continue with the engineering work at the crossing. It was agreed that once the engineering work is completed there will be an inspection by both warring parties. On 1 Feb 94, there will be a meeting at Turanj Crossing at which the opening of the Vojnovac Crossing will be discussed. However, notwithstanding the above, the engineering work is going on quite well.

On the political scene, there has been no official report on the elections in "RSK". However, from the local people, it is alleged that Martie has won with majority votes. UNMOs will continue to monitor the influence of the results on the current situation within the sector.

b. CROATIA: NTR

8. CAPABILITIESIINTENTIONS:

a. "RSK"

The situation along the CFL between the "RSK" and Croatia has been relatively calm except in the general area of Mala Kapela (WK 2292) where it is alleged by the SA that CA have encrouched too far into RSK. If this allegation turns out to be true then Plaski area is likely to become a hot spot again in the future.

b. CROATIA

CA appears to be taking advantage of the calm period to re-organize and re-group its forces.The recent mojor movement (see para 2b) of CA from Zagreb towards general direction Rijeka via Karlovac (WL4337) observed from 20 to 25 Jan 94 may be taken as tangible evidence to support the allegation that CA is moving troops into Bosnia to reinforce the Bosnian Croats.

9. OVERALL ASSESSMENT

The extension of "Christmas Truce Agreement" up to 31 Jan 94 may have to an extent influenced the events along the CFL between the CA and SA thus leading to a calm situation for the last period. However, the CA activities pertaining to major movement of troops from general area Zagreb to South are likely to undermine the confidence of SA. Notwithstanding the above events, the situation is expected to be relatively calm for the next period,

CROATIA

TEAM OGULIN (WL1713). The situation remained calm and quiet. 4 protests regarding CFV were reported by 14 oqul.Ln Home Guard Regt (not confirmed by UNMOs'). Restriction of movement in Mala Kapela (WK 1892) still enforced. Local Commander demands to have the weekly patrol plan on every Friday for his approval before the Team starts to patrol. The Team was advised by the SMO not to adhere to Local Commander's demands since the UNMos are supposed to have freedom of movement in accordance to Resolution 871.

TEAM KARLOVAC (WL4337). The situation was calm and quiet.

TEAM SISM (XL0738). Military activities were on a very low level in the AOR.

TEAM OTOCAC (WK2069). Calm and stable.

"REPUBLICA SERBSKA KRAJINA"

TEAM PLASKI (WK2991). The situation has been generally tense (see annex "A" attached) There were a few CFVs involving 3 x mortar

TEAM PETRINJA (XL0040). Stable. The telephone link between 1st Home Guard and FreBat OP NF23 has been changed into a Hotline between 1st HGD and 19 Bde.

TEAM PLITVICE (WK4869).The situation was calm. The connection of Hotline between Otocac and Vrhovine will be discussed in the next Face-to-Face meeting on 1 Feb 94 at Turanj Crossing.

TEAM GLINA. Stable.

4.ASSESSMENT

The siuation is likely to remain calm for the next period. However, the events as highligted by the attached annex "A" vividly indicate that the situation in Plaski is likely to remain tense until the issue involving the 70 Bde Comd is solved. The Comd is likely to be removed from the 70 Bde.

CROATIA

TEAM 10 OGULIN (WL 1713) reported that the situation was relatively calm and quiet during the period covered by this INFOSUM. One protest pertaining to CFV was raised by Ogulin 14 Home Guard Regt (not confirmed by UNMO).

TEAM 20 KARLOVAC (WL 4337) experienced a relatively calm and quiet situation.

TEAM 30 (SISAK XL 0738) reported that the there was CFV on 30 Dec 93 which started at 1840 hrs and stopped at 2300 hrs. The Croat Police at GLINSKA POLJANA (WL 9030) withdrew from their CP during the firing. The CA-LO initially claimed that the shooting was from DONJA JAME WL 8830 (TDF) to GLINSKA POLJANA WL 9030 (CA). But it was later confirmed by the FREBAT OP that both sides were involved in the CFV. On the same day, the FREBAT OP confirmed that there was a CA sniper with a silencer on Probilovic Hill (WL 9431).

TEAM 40 (OTOCAC WK 2069) experienced a calm and quiet situation.

"REPUBLICA SERBSKA KRAJINA"

TEAM 11 (PLASKI WK 2991) reported that the situation in AOR was relatively calm except in Plaski area (WK 2991), the number of the so called "rakia-shooting and shelling" was = UN SECRET = One tank(T55) at ORLJACA (XL 1823) back in position. The report was given by Team 31.

6. CHANGES TO STATE OF READINESS: a." RSK" Team petrinja reported a rather low state of readiness of TOF. The Team observed that many check points and positions are unmanned or under-equiped. TDF seems to have a serious problem with soldiers not reporting back to service.

8. CAPABILITIES/INTENTIONS:

a. RSK Along the "RSK" - CROATIA CFL, the situation seems to be relatively calm. No obvious offensive troop deployment or regrouping along the CFL has been observed. The TDF is however very clear about its defensive attitude.

b. CROATIA CA may be taking advantage of the quiet period to re­ organize and regroup its forces. But there are no obvious indicators for a major offensive from the CA. The troops are vigilant and prepared to repulse any offensive action. 9 OVERALL ASSESSMENT The situation is likely to remain calm for the next period.

1. SUMMARY OF MILITARY ACTIVITY:

CROATIA Team Ogulin (WL1713) reported a calm and quite period, due to the Truce that took effect from 23 Dec 93 till 17 Jan 94 . Only one complaint was handed over by the Ogulin HG Cdr. On 23 Dec 93 20 mm AAMG was fired from M. GLAVICA (WK2799) towards KRC-CERIK (WL 2901). This was not confirmed by UNMO's.

Team Karlovac (WL4337) reported also a quiet and calm period. Only a few complaints were made by the LO: SA fire on 23 and 25 Dec 93

On 28 Dec 93 the hotline between SICA (WL 3722) and PERJASICA (WL 3616) was checked. On checking it was revealed that the fault was on S-side. A meeting on 31 Dec 93 will take place at the CL between team Karlovac and team Plaski, in presence of Polbat, for reconnection of this hotline.

Team Sisak (XL 0738) also reported a quiet period. A lot of "rakia-induced" SA firing took place throughout the whole AOR, because of the X-mas period. On 24 Dec 93 one 82mm AT was fired from TROJSKVA (?) to POKUPSKO (WL 7737). Not confirmed by UNMO. On 24 Dec 93 CA reported to have spotted/heard helicopter overflight along the CL from CEPPELIS (WL9930) to STRASNIK (WL9629) and on 28 Dec 93 from RADIVICI (WL7037) to STEFANI (WL7140) . Not confirmed by UNMO.

Team Otocac (WK 2069) reported a calm and quite period even so. No CFV's were reported.

REPUBLICA "SERBSKA KRAJINA"

Team Plaski (WK 2993) reported a general calm period.

Team Tusilovic (WL6441) reported a calm and quiet period, with a few CFV's: On 23 Dec 93 2050 hrs at LOGORISTE, SAJEVAC and MIKSICI (WL4333) SA fire. complaint by LO, not confirmed by UNMO. On 24 Dec 93 1609 hrs to 1650 hrs from BANSKA to SELNICA (WL 5739) SA fire. Complaint by LO, not confirmed by UNMO. On 26 Dec 93 2050 hrs to 2112 hrs at Turanj crossing (WL 4535) SA fire, complaint by LO, not confirmed by UNMO.

Team Petrinja (XL 0040) reported a generally calm and quiet period, some shootreps along the CL, especially in LASINJA (WL6744) and close to OP ND 63 (XL0533).

Team Plitvice (WK4869) reported a quiet and calm period. Only a few small arms fires were reported due to the celebration of the exchange of prisoners.

2. MAJOR MOVEMENTS/REDEPLOYMENT OF FORCES:

a. RSK Team Petrinja reported the presence of new mortar positions (1 x 120mm and 2 x 82 mm) at DESNO-SREDICKO (WL 6980). Another 2 x 81 mm mortars in position and 4 x AT RL (RBRM­ 80) were reported at PECINA (XL 8630). Besides this 3 AAguns 20 mm were reported in position at RAKOVAC (XL 2018). Claymore mines deployed by TDF west of OP ND 84 along the railway track (Info Danbat) The team also reported the removal of one tank from DRIJACA (XL 1823). the total amount of tanks in this place is now nil.

b. CROATIA On 23 Dec 93, at 1116 hrs Team Karlovac reported one bus with soldiers coming from GENERALSKI STOL (WL 2921) heading for KARLOVAC. On the same day, at 1215 hrs, the team followed one MT-LB from (WL 2228) into the hide area (WL 2429). Team Sisak reported the removal of the 3 artypieces 122mm/155mm out of the outskirts of SISAK (XL 1233)

a. RSK In the AOR of Team Plitvice the presence of new unites), supposed to be the strength of two bats, is still being

Team 10 (OGULIN) reported that it was calm and quite during the last week. A total of 4 CFV's were reported by the local LO. UNMO's did not confirm.

Team 20 (KARLOVAC) reported no CFV's and an overall cal and quite situation.

Team 30 (SISAK) reported a very calm area, with a few minor CFV's at the level of SA fire in the Slana Petrinja area.

Team 40 (OTOCAC) reported over the last week a calm and stable situation.

REPUBLICA IISERBSKA :KRAJINAII

Team 11 (PLASKI) reported a relatively calm situation in their AOR. A patrol noted 3 tanks T55 in the area of G. POLOV (WL 3612).

= UN SECRET = = UN SECRET = Team 21 (TUSILOVIC) reported an overall quiet area, with minor "rakia" shootings.

Team 41 (PLITVICE) reported over the last week some more activities in their AOR. The relatively tensed situation of last week is presently calm. However deployment of new weapons by the TDF along the border with the Bihac pocket in the area between BOGOVOLJA (WK 6090) and KORDUNSKI LJESKOVAC (WK 6081) in this period is confirmed by this team. Shelling by 120mm how from area 2km south of BOGOVOLJA (WK 5688) in RSK to locations (WK 6185) in Bihac were reported by OP's and Bihac sources. The team patrols and investigations have however not confirmed shelling by RSK soldiers. At the moment the team investigates possible activities of Muslim soldiers on Krajina soil between ZAPOLJAK (WK 5788) and KAMPICr (WK 5994). The area along the border remains calm despite the earlier suspicion of reinforcement along the border north of OTOCAC by CA. In the area of BOBICI (WK 2477) the team found T55 training activities. At 21 Dec the team observed two T55 tks, probably from Plaski Bde.

Team 50 (GLINA) reports a general calm situation during the last week. One exception sis that RSK in the area of G.ZIROVAC (WK 8996) was shelling with M42 76 mm guns across the border of Bihac. This was confirmed by CO E-coy Danbat, not yet confirmed by UNMO.

2. MAJOR MOVEMENTS/REDEPLOYMENT OF FORCES:

a. RSK At 16 Dec 93 a patrol from Team Petrinja observed one 76mm gun at WL 6742, and another two 76mm guns at WL 6942. Furthermore they reported 7 tks in the village of GRABOSTANI (XL 2115), were is supposed to be a mechanical repairshop. At 19 Dec 93 Team Plitvice observed 3 tks T55, 3 guns and 2 AAMGs, located in the area WK 603814.

b. CROATIA At 16 Dec 94 a patrol of Team Sisak monitored at the pier in front of HQ 2 CA Bde two patrol boats. The boats were carrying one multiple AAMG of 20mm. On one boat furthermore one 37mm AA gun. At 18 Dec 93 a patrol from Team Ogulin observed one M-77 mrl at WL 2108 heading south. As it was reported earlier, Team Karlovac had observed artillery personnel east of Karlovac, in the village of RECICA (WL 5237). At 18 Dec 93 a patrol confirmed the presence of one 6-gun battery (2 of them "dummies") of ZIS­ 3/M1942 guns in the village of HUSJE (WL 4620). Another battery (or separate guns) is suspected to be in the area of LUKA POKUPSKA (WL 5240) to BLATNICA POKUPSKA (WL 5240).

a. RSK Team Plitvice is presently investigating the deployment of units of Kordun Corps along the Bihac border. At 18 Dec the team was informed by 13 Bde that they don't cover the Bihac border anymore since one or two months. Their two bats are probably redeployed in another area.

b. CROATIA Possibly due to the withdrawal of 2 (CA) Bde element the AOR of 57 Bde is likely to expand to the east. CALO promised to hand over an overlay.

a. RSK Team Plaski reported that all units continue in state of readiness. Team Plitvice have all intensified patrols and training in the polygon. There is unconfirmed information of 10 tanks seen at loc WK 3480 in AOR of Plaski Bde. During the last week militia activities have increased. Militia checkpoints are now being occupied by at least 2 persons, sometimes openly carrying automatic rifles. These activities have been occurring since the last meeting between Lika Corps and 5th (BiH) Corps. Artillery units of 11 Bde will hold training-firings from 21st till 31st of Dec. CA-side is informed by them.

b. CROATIA Team Ogulin reported a lot of engineer plant. Civilians are dismantling the wooden shell protection from their houses. The presence of 1st (Tiger) Bde seems to be very strong

last days. Team Karlovac noted a lot of troop rotation east of Karlovac. Due to their full equipment this could be a regular rotation, but also a possible move of troops.

7. CHANGES IN POLITICAL/CIVIL SITUATION:

a. RSK On the Otocac-crossing this week two POW exchanges took place. Along the Bihac border almost daily intense trading takes place. All this gives the indication of no immediate fighting along the border in the area of Lika Corps. The increased militia activity is probably because of this intensified trading. b. CROATIA Team 40 monitored two POW exchanges at otocac crossing.

8. CAPABILITIES/INTENTIONS:

a. RSK The deployment of new units and weapons along the Bihac border appears strategic in intention. The TDF will probably not make any offensive move, unless the war in the pocket escalates on to RSK soil. The fact that RSK is supporting Abdic troops in whatever way seems to be of some concern. It could be the intention of the TDF to move where possible regular forces to the border with CA and hence possible reason for deploying new units at Bihac border. Along the RSK-Croatian border everything seems to be quiet. The population is happy with the truce in order to give them some spare. No obvious offensive troop redeployments or regrouping along this border is noted and TDF is very clear about their defensive attitude. The earlier settled CF (gentlemen) agreements have proven that the Christmas truce might hold.

b. CROATIA CA is making use of this quiet period in order to reorganize and regroup its units, even out of the Sectors AOR. Strong suspect exists that CA troops are redeploying in Sector South or even down to Bosnia. There is no indication of preparation of any attack from this side. The troops seem to be a bit more relaxed. At the same time CA is vigilant and prepared to repulse any offensive actions. The earlier settled CF (gentlemen) agreements have proven that the Christmas truce might hold.

CROATIA. • The situation was calm over the whole sector.

In TEAM 10 OGULIN AOR the situation was calm during last week. The team had a restriction of movement by 1st "TIGER" Bde. See attached report.

In TEAM 20 KARLOVAC AOR there has been some CFV along the contactline, but local commanders stated that this was done by uncontrolled soldiers and that they would do everything to stop this CFV.

In TEAM 30 SISAK AOR retreat and relocation of 2nd "THUNDER" Bde troops out of reversed Pink Zone. However, only movements of soldiers and 3 tanks T 55 are confirmed. 1 bus and 2 trucks carrying soldiers, 9 trucks with logistical or communication equipment (total 21 trucks/buses) were seen on the road from SISAK to Zagreb. Some SA CFV in SUNJA (XL 2224) area and from PRIBILOVICH BRDO (WL 9431) and KONSKA GLAVA(WL 9532).

In TEAM 40 OTOCAC AOR the situation was calm and stable, but with an increase in troop rotation. = UN SECRET

"SERBSKA KRAJINA" In TEAM 11 PLASKI AOR the situation was quiet, but tense due to the fact that the HOT-LINE between VOJNOVAC (WL 2600) and PLASKI (WK 2791) is not working yet.

a. RSK Serb side seems satisfied with, and eager to continue, the local "gentleman agreements". This is presumable due to the fact that they are more or less "paralyzed" until the new parliament and president will start to work. LO/Kordun Corps, Col Slobodan LAZAROVIC, stated that RSK army needed these agreements to reorganize and regroup, but that "nobody" on the Serb side believed that the Croat would

allow this peaceful time to last. In spite of the fact that many Serbs seem to think that the Croat will attack already before Christmas, this HQ don't think anything will happen before midj- or end of January -94. The reason is the elections held in Krajina 12 Dec. The new parliament and President will probably send a delegation to Serbia to talk to President MILOSEVIC. After that they will (also probably) start secret talks with the Croatian authorities. By this time we will be at the end of January.

The Croatian side of sector North seem to be divided into two parts • From KARLOVAC to the East they seem to show goodwill towards the Serbs (even if the withdrawal of one battalion of 2nd "THUNDER" Bde only partly has been confirmed by UNMOs). In the first place this might indicate that a lack of will on the part of the local commanders can occur to agree with the terms of the "gentlemen agreements". Secondly elements of outside the area are brought in in order to keep the tension on a certain level. This is probably to keep the local soldiers motivated, as stated by one of the local commanders, until a further development in development of a cease-fire agreement is reached. The uncertain outcome of the on-coming elections are also due to this situation. It is noted that Serb side is not willing to attack, but want to consolidate in a Cyprus-like situation.

The outcome of the on-coming elections in RSK will probably clear up the Croatian intensions for the near future.

In TEAM 20 KARLOVAC AOR mobilized troops and their heavy weapon are still in pos. In TURANJ area from WL 4629 to WL 4736, there were daily exchange of fire using SA, rifle grenades, recoilless rifle and mortars up till yesterday the 14 October. In TEAM 10 OGULIN AOR, there are still a large presence of TIGER BDE elements, All the pos. of OGULIN homeguard brigade are now manned by personnel from 143 homeguard BDE.

In TEAM 12 OTOCAC AOR CA side mobilized too, but the situation seems more relaxed. Ca-side don't expect an attack. In TEAM 20 KARLOVAC AOR the area around TURAN X-ing is still heavily armed and reinforced with soldiers. CA side have brought a tank over the bridge, and placed it near to the CA checkpoint.

In TEAM 30 SISAK AOR all the HGR are mobilized, but it is unknown if it is up to 100%. Parts of 2-BDE "GROM" are still in the area of 12-HGR [mostly reverse = UN SECRET =

"SERBSKA KRAJINA". Just after CA attacked in sector south, RSK mobilized all their forces, and they have until not changed that. All the frontline pos. has been reinforced, and ARTY and tanks are in pos. to defend.

In TEAM K060 KORENICA AOR, RSK side don't expect attack from CA side. The situation is calm with minor CFV.

In TEAM 11 PLASKI AOR situation is tense because of infiltration from CA-side. All units have assumed a higher grade ofreadiness with positions being reinforced and new equipment deployed. CDR 70 BDE claims daily about infiltration from CA side in his AOR. UNMOs can confirm at least seven RSK soldiers has been killed inside RSK area during the last month. b. Serb. Besides the area ofPETRINJA, the other part of UNPA seems relaxed. Coffee bars are open, soldiers are coming back from their duty to have some times off. There are more restriction of movement in RSK, than before the 9' of september, but UNMOs are still allowed to patrol, only some part of the front line is closed, and some area inside the UNPAs. In TEAM 11 PLASKI area the situation is very tense. LOCALCDR have told UNMOs that they will be allowed to leave the town, if CA-side attack.

c. CROATIA. Still very tense. Peoples attitude against UNMOs are changing and are comparatively less friendly than before. All UNMO teams in CROATIA are heavily restricted in freedom of movement. None of the teams are able to visit the frontlines, and they are only allowed to use mainroads. In the latest week, TEAM 10 OGULIN and TEAM 30 SISAK patrolling with their CALO has been stopped, and turned back. Only explanation was that they were not allowed to pass.

8. CAPABILITIES/INTENTIONS

a. Serb. RSK seems not to intend to attack, but there are troops and armor in the area behind TURANJ, in the area of PERJASICA, and in the area ofPLASKI who probably can launch a minor attack. If RSK are going to attack, it most probably will happen against KARLOVAC or against the mainroad between KARLOVAC and OGULIN. It seems most likely that an attack from RSK side, will come as an retaliation if CA-side are going to attack in SISAK area. The most probably retaliation on CA attack seems still to be heavy shelling of towns in CROATIA.

In the area of PLASKI the situation is very tense, more infiltration from CA side can cause a major CFV from RSK side.

b. Croatia. CA-army seems to have sufficient with troops in the area of SISAK, to launch an attack against RSK. See the attached report. It is possible too that it is a political game, with the aim to have RSK side to retaliate "without" any reason, and after that launch an attack or have a better reason to get UNPROFOR out. The possibility of a CA attack to gain ZAGREB-LIPOVAC highway has to be taken under consideration to.

TEAM SISAK was arrested the 13' of september, when they were doing there job as UNMOs. The TEAM was on a roof top observing the exchange of shelling. MILITIJA accused the TEAM adjusting the fire. The TEAM was released at 2100 hours. 14/09 at 1615 hours CA-police arrived at TEAM SISAKs accommodation, asking them why they were in the area, and demanding that they surrender their map. TEAM leader refused and advised CALO. It is obviously that CA propaganda against UNPROFOR has succeeded to make the population hostile. TEAM KARLOVAC and TEAM OGULIN has been advised to take care and to keep a low profile.

8. CAPABILITIES/INTENTIONS

a. Serb. The intentions of the Serbs is assessed to be to defend the territories already seized. It is doubtful

that they have any offensive ambitions. If CA-army Rt fulfill the agreement of pUlling out from the three villages in sector south, shelling most probably will start again. The shelling against KNIN last night make the situation more difficult to predict. Retaliation against ZAGREB is a possibility we have to consider. b. Croatian. At the moment it looks like CA-army is going out of the three villages they took near GOSPIC. C~-side will have trouble explaining the population that the attack and the withdrawal is a wise decision. The shelling against KNIN don't make sense in this situation, it only make the situation more dangerous, while CA-side by withdrawing try to cool down the situation. The assessment for the coming week is: If CA-ARMY withdraw from GOSPIC area, it will most likely remain calm. If not, CA-ARMY have to fight a full scale war.

MESSAGE

1. SUMMARY OF MIL ACTIVITY:

a. A relatively calm period in the begining of the month lasted until 09 Sep 93 when the situation escallated in the Maslenica region and Medak areas.

After the attack the CA launched its attack on villages of citluk and Divo Selo in the morning of 9 Sep 93 shelling and military activity on the CFL of Sector South extended from Otocac to the southern parts of the AOR. Only a token SA force was deployed in the region. Based on local sources it is assessed the CA launched two main spearheads into the area, one from the north supported by tanks and by infantry from the south (Velebit mountains). It is assessed that two battalions were used in this attack. As a result of the attack the civilian population fled from the area. The SA responded to the attack with artillery attacks into various sites (military and civilian) including Zagreb, Sisak and Zadar, these shellings resulted in several civilian casualties that could be confirmed by UNMOs. Surprisingly CA did not respond to the shelling of Zagreb by shelling Knin until the evening of 16 Sep 93.

After negotiations the CA agreed to withdraw from the villages seized in the Medak region. The UN troops being ready to operate on 15 Sep 93 could not proceed as the final agreement had to be passed down on the CA side by MajGen Stipetic. After his arrival a clear change in attitude of the CA could be seen. r ,

The Medak operation started on effectively 16 Sep 93 and can operationally be considered a success for UNPROFOR. The cooperation between UNPF's various departments worked extreamly well throughout the operation. UNMOs provided the necessary liason, recce and support needed especially on the CA side and held areas before handover.

The fact that UN was stalled from entering the villages as initially planned by UHPF gave the CA the time needed to systematically destroy the villages and carry out the autrocities in the villages. Even though CA cooperated relatively well the information flow to the field, either by purpose or due to lack of control of the troops in CA, was poor.

The UNMO reinforcements to the two teams operationg in the (Gracac and Gospic) were sent back to their own teams on 18 Sep 93.

b. After the conclusion of the Medak operation the UNMO Sector South AOR has been relatively quiet, eventhough some regional artillery and tank fire has occured, mainly in the southern parts of the Sector. Shelling from both sides has been directed at both military and civilian targets (UNHO confirmed) .

2. MAJOR MOVEMENT / REDEPLOYMENT OF FORCES:

a. Croatian Side:

1. According to ECMM info a battalion in the Sibenik/Sinj frontline was relieved from its duties during the week following the attack in the Medak region (see ECMM report). It has been replaced and it is assessed that one additional battalion has been brought to the area.

2. During the Medak operation we received info from ECMM obtained from local serb sources that there was a relatively large amount of internationals fightinhg in the operation. The international unit is lead by a Spaniard, several Germans had been observed. This info can not be confirmed by UNMOs.

b. Serb Side:

1. The Medak pocket area has been reinforced, so that the total amount of forces is estimated at 1200 troops with some artillery, tanks and FFR's. Bosnian troops have been seen in the area.

2. During the week 21 Sep 93 some 300 to 400 troops have been brought thru Knin to the Teslingrad area (north of .. ~.

Medak). No attack groupings have been observed.

3. New troops have been seen in the Kistanje area, where 32 trucks have been observed. Amount and origin of troops unknown.

4. Night train traffic has been observed on railroad strumica to Knin. Cargo unknown.

5. A new Free Flight Rocket Launcher has been obsevered in area.

Serb side is reinforcing its defence north of Velebit Mts.

7. CHANGES IN POLITICAL AND CIVILIAN SITUATION:

a. Electricty is now provided basically every second day in Knin. According to local sources the electricty is being "imported" from BiH.

b. The situation in Podlapaca (protected village of 117 Croats) is tense as the local authorities do not seem to want to put in the full effort in the region. If there are any violences in the village this will automatically affect UNPF. Matter pursued by Civilian Affairs.

c. The cease fire discussions that should have started 48 hours after the final stage of the Medak operation did not succeed as the SA was unable to agree on them on the politicl level. According to Col Kosta Novakovic, who with his strong Belgrade contacts is the man behind the most things going on in SA top level, stated that the military was ready for the talks but the civilian politicians were not and wanted to start talking on various conditions related to the Medak pocket.

8. MOVEMENT AND CROSSINGS:

a. The sector has four crossing points:

1. Miranje WJ4670 (all UN, ECMM, ICRC open btw 0800 - 1800 with 24 hrs notice).

2. Three UN X-ing points in the Medak pocket are open to UNMOs and CANBAT liaison personnel 24 hrs a day:

a. Medak - Gospic rd WK 3725 b. Ornice WK 3227 c. Licki Ribnik WK 3525

b. Teams have limited freedom of movement basically in all their aor's. The most restricted teams have been teams Sibenik and Sinj. On CA side LO's are required for patrols. The most restricted area on SA side is the Drnis area. 9. NOTES AND ASSESMENTS:

a. The attack into the citluk area can not be regarded as only a military operation to gain ground. The following points should be noted at the same time:

1. Straightening of the front line;

2. Providing a security zone for Gospic from arty fire (CA statement made on several occasions. If so the attack should have been intended, as it possibly was, much further into Serb territory. As it seemed to fail, it stopped about 10 kms from the positions prior to 9 Sep 93. ); 3. The Velebit Mt tunnel;

4. The CA was looking for an operation where it could gain an easy victory, boost the moral of the troops and justify its excistance better to the public;

5. A part of an operation that tried to secure Maslenica bridge and Zadar region; and

6. citluk and Divo Selo is the region where Ante Pavelic is from and the influence of his family and compatriots is relatively high and might have affected the decision made on the attack.

NOTE: The Medak operation is now over and focus should be placed on future dispite the success in the operation. b. The Maslenica bridge has been mentioned in the Knin media recently only on occasions. It seems to be that the Knin authorities have accpted the fact the bridge excists and is being used. The bridge region comes under shelling mainly when traffic on the bridge is heavy or used by military components. CA definately wants and needs to keep the bridge open almost at any cost. c. Some rumours have been going around (from local sources ­ usually quite reliable) that there is an agreement between Zagreb and Belgrade on exchange of territory in some areas. Eventhough this is unlikely this should not be totally disregarded. d. It is assessed that incursions and small scale frontline action by infantry will continue especially on the southern flank of the AOR. At this stage neither side has enough strength to run a major offensive in the region or has enough troops to overpower the other. CA is able and will continue to use its infantry in minor operations on frontlines. e. CA has once again won the propaganda war (Medak operation) that the SA failed, totally, to use in its advantage in the international media. Latest evidence of this is the 27 Sep 93 article in Time magazine concerning the Balkans where the attack and raise in tension are mentioned as well as the MiGs, Serb missiles and cluster bombs but not a comment is made about the devostation or killings in the three villages in the Medak area. f. BriGens Ademi and Mezic seem to be at a lower status now then before Medak operation. h. If the cease fire discussions fail or do not resume it is possible that one of the two sides will try to go for the military option dispite the resource problems. If the cease fire talks brockered by UN succeed (UN sems to have a good chance to influence SA at this stage) the situation will calm down for some time. The results of the BiH talks and use of troops in that area will influence the situation in the region definately. i. The economical situation on both sides with war weariness will eventually have an effect on the politicians, but not on a short term. j. Serious consideration should be given to the possible impacts and propabilities on the facts I point out in para 5.b.l. Some UN sources with political contacts in Knin do indicate to the constant strong influence of the hard-liners. Also the presence and possible impact of Arkans, Dragans and "chetnik" troops in the region that are not under local command should be carefully considered.
