Building a Prevention Framework to Address Teen Sexting Behaviors ii ABOUT THIS REPORT Recent years have produced growing media and policy attention to teenagers’ self- production and distribution of sexually explicit visual content via cell phones, social media, and other forms of digital communications – a series of practices commonly referred to as "sexting." Although concerns over such behaviors have been particularly prominent in the United States, the emergence of "sexting" as an issue in many other countries suggests that it has become an increasingly global phenomenon (Agustina & Gomez-Duran, 2012). As parents, schools, juvenile justice systems, and state legislatures seek to develop appropriate rules and responses to this emerging issue, surveys of youth have begun to shed light on the prevalence, nature, and correlates of sexting behaviors. Although survey research has provided useful context for understanding the scope of policy and practice challenges, it has not fully elicited youth perspectives surrounding the sexting issue, nor has it examined sexting it in the context of the social and developmental experience of digital youth. Further, little is known about how the attitudes and beliefs of parents, educators, and other concerned adults related to sexting issues, and how those attitudes and beliefs align with those of teens. Comparing the attitudes and beliefs of parents, educators, and other concerned adults to those of youth may help to highlight communication barriers, and may inform the development of viable strategies for incident response, prevention, and reducing harm. This report presents the results from a multi-state, mixed-method study investigating youth and adult perspectives on teen sexting behaviors, their motivations & consequences, and the parameters of effective responses. Over a period of approximately 18 months, our research team collected and analyzed focus group data gathered from youth, parents, and school-based professionals in a diverse array of communities in Massachusetts, Ohio, and South Carolina. The youth focus groups included 123 teens representing nine different high schools; the parent groups included 92 caregivers representing the same nine schools; and the school personnel included a diverse group of 110 educational administrators, teachers, guidance counselors, school resource officers, school health professionals, and others; in total, representing dozens of communities across the three states. Following data analysis, the research team convened a multi-site stakeholder forum, consisting of educational and justice practitioners, policymakers, and youth, to discuss the results and generate policy and practice recommendations. Our data strongly suggest that teen sexting is neither a monolithic nor an isolated phenomenon. Accordingly, we present and frame our discussion around an “Ecology of Teen Sexting” that is designed to: 1) Highlight the broad range of behaviors, content characteristics, situations, and interpersonal scenarios that may be encompassed by the “sexting” label; 2) Examine and understand teen sexting behaviors in the context of adolescents’ psycho-social development; and This project was supported by Grant No. 2010-MC-CX-0001 awarded by the Office of Juvenile Justice and Delinquency Prevention, Office of Justice Programs, U.S. Department of Justice. Building a Prevention Framework to Address Teen Sexting Behaviors iii 3) Evaluate how these behaviors may be mediated by teens’ interactions with families, peers, media, popular culture, digital communication technology, and social institutions including schools and systems of law; and 4) Consider how the model and its elements can inform the development of effective, youth-centric responses to teen sexting behaviors within school and community- based settings, as well as laws and policies that effectively promote youth safety and well-being. INTRODUCTION In 2018, A24 Films released the film Eighth Grade.1 Critics and audiences alike immediately praised the film for its “painfully real” depiction of what it is like to grow up in the age of social media.2 The film follows protagonist Kayla, a bit of a “quiet outcast,”3 as she navigates her way through the last week of middle school, trying desperately to fit in.4 Kayla’s middle school experience is similar to that of many adolescents; she is socially awkward at school and riddled with anxiety, but at home she comes alive, where she self- produces videos for her YouTube channel.5 Like many of her real life counterparts, Kayla has a crush on the resident cool kid Aiden, a classmate of hers.6 In one memorable scene, Kayla’s middle school is having an active shooter drill.7 During the drill, Kayla hears from * J.D.

Every day, an individual now spends more time engaging with mass media outlets through technology than sleeping. Ofcom (2014) reported that people in Britain spend an average of 8 hours and 40 minutes per day accessing media in comparison to only sleeping for an average of 8 hours and 20 minutes per day. With individuals relying heavily on media for information about social and political issues, pop culture, product information and general news, it is easy to see the power that these outlets have when it comes to presenting messages about sexual violence (Shaw et al., 2009). Even studies from the early eighties and nineties found that large proportions of children’s prime time television dramas contained sexual imagery, kissing, flirting and discussion of sex and intimacy (Cope-Farrar & Kunkel, 2011).

Course Description The course examines gender and sexuality in the context of post-colonial and post- migration subjectivities in the Netherlands. Through an integration of lectures, field visits to museums and grassroots organizations, and reflection sessions, the course explores how gender and sexuality impact the lives and experiences of post-colonial and post- migration individuals in the Netherlands. We will be focusing both on post-colonial migrants coming from the former Dutch colonies, such as the Dutch East Indies (now Indonesia), Suriname, and the Dutch Antilles, and on the more recent Islamic immigrants from Morocco and Turkey to explore how gender and sexuality (and race and religion) are used in the processes of identity construction, integration, and exclusion. During a two-week excursion to Morocco, students study the interaction between Islam, gender relations, and sexuality within the context of the post-Arab Spring. The excursion will allow students to draw a comparative understanding of how conceptions of gender and sexuality are constructed across cultures and societies.

These fictions foreground a disjunction between authorial and textual identities in gender and sexuality, and they have often been accused of inauthenticity, appropriation, and exploitation.

Expert report by Dr. William Thompson PhD. Introduction I have been asked to give an opinion regarding the scientific basis, for or against, the prohibition of private possession of 'virtual child pornography' such as drawings, as opposed to photographs of children. In particular, I was asked to address two issues: (a) is there any evidence of a correlation, positive or negative, between the levels of availability of pornography and rates of contact offending; (b) is there any evidence, for or against, the use of pornography to facilitate contact offending. Given the original question, I have concentrated on the evidence concerning child pornography, and I have included other forms of evidence concerning the behavior of child pornography offenders (CPOs) that are relevant to the question. I am capable and qualified to offer an opinion having undertaken similar commissions in the past. Between 1990 and 2006, while resident in the UK, I was a practicing associate of the British Academy of Experts, and a forensic criminologist. My main areas of expertise were: child sexual assault allegations and investigative methods; the history of pornography, pornography effects studies, and related paraphilia––homosexuality, pedophilia, and sadomasochism. I supervised postgraduate research and taught courses on these subjects to undergraduates at Reading University. I was a guest lecturer on the post qualifying courses for social workers at Portsmouth University; and was frequently engaged as a lecture and/or seminar leader on these subjects at conferences for police and probation officers.
