This Forest Order will be effective from December 10, 2020 through January 6, 2021. This Order supersedes Forest Order No. 05-15-00-20-20. On the evening of September 4, 2020, a wildfire ignited below Camp Sierra on the High Sierra Ranger District, in the Sierra National Forest. By December 7, 2020, the Creek Fire had grown from its original size of 3 acres to more than 379,895 acres and is currently at 96% containment. The Creek Fire grew so quickly one afternoon that it encircled a popular boat launch and lake area. As a result, 224 people were entrapped by the fire and had to be evacuated by helicopters from the Army National Guard. The Fire has burned across both the Bass Lake and High Sierra Ranger Districts, within Madera and Fresno Counties. Popular corridors associated with forest visitor use on both districts were heavily impacted by the fire in areas that include Sky Ranch, Beasore, Central Camp, Mammoth Pool, Huntington Lake and Kaiser Pass roads. -

The fires displaced nearly one million residents, destroyed thousands of homes, and sadly took the lives of 10 people. Shortly after the fire siege began, a team was commissioned by CAL FIRE, the U.S. Forest Service and OES to gather data and measure the response from the numerous fire agencies involved. This report is the result of the team’s efforts and is based upon the best available information and all known facts that have been accumulated. In addition to outlining the fire conditions leading up to the 2007 siege, this report presents statistics —including availability of firefighting resources, acreage engaged, and weather conditions—alongside the strategies that were employed by fire commanders to create a complete day-by-day account of the firefighting effort. The ability to protect the lives, property, and natural resources of the residents of California is contingent upon the strength of cooperation and coordination among federal, state and local firefighting agencies. -

TESTIMONY of RANDY MOORE, REGIONAL FORESTER PACIFIC SOUTHWEST REGION UNITED STATES DEPARTMENT OF AGRICULTURE—FOREST SERVICE BEFORE THE UNITED STATES HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT AND REFORM—SUBCOMMITTEE ON ENVIRONMENT August 20, 2019 Concerning WILDFIRE RESPONSE AND RECOVERY EFFORTS IN CALIFORNIA Chairman Rouda, Ranking Member and Members of the Subcommittee, thank you for the opportunity to appear before you today to discuss wildfire response and recovery efforts in California. My testimony today will focus on the 2017-2018 fire seasons, as well as the forecasted 2019 wildfire activity this summer and fall. I will also provide an overview of the Forest Service’s wildfire mitigation strategies, including ways the Forest Service is working with its many partners to improve forest conditions and help communities prepare for wildfire. 2017 AND 2018 WILDIRES AND RELATED RECOVERY EFFORTS In the past two years, California has experienced the deadliest and most destructive wildfires in its recorded history. More than 17,000 wildfires burned over three million acres across all land ownerships, which is almost three percent of California’s land mass. These fires tragically killed 146 people, burned down tens of thousands of homes and businesses and destroyed billions of dollars of property and infrastructure. In California alone, the Forest Service spent $860 million on fire suppression in 2017 and 2018. In 2017, wind-driven fires in Napa and neighboring counties in Northern California tragically claimed more than 40 lives, burned over 245,000 acres, destroyed approximately 8,900 structures and had over 11,000 firefighters assigned. In Southern California, the Thomas Fire burned over 280,000 acres, destroying over 1,000 structures and forced approximately 100,000 people to evacuate. -

The desert lands of southern California (Figure 1) support a rich variety of wildlife, of which mammals comprise an important element. Of the 19 living orders of mammals known in the world i- *- loday, nine are represented in the California desert15. Ninety-seven mammal species are known to t ':i he in this area. The southwestern United States has a larger number of mammal subspecies than my other continental area of comparable size (Hall 1981). This high degree of subspeciation, which f I;, ; leads to the development of new species, seems to be due to the great variation in topography, , , elevation, temperature, soils, and isolation caused by natural barriers. The order Rodentia may be k., 2:' , considered the most successful of the mammalian taxa in the desert; it is represented by 48 species Lc - occupying a wide variety of habitats. Bats comprise the second largest contingent of species. Of the 97 mammal species, 48 are found throughout the desert; the remaining 49 occur peripherally, with many restricted to the bordering mountain ranges or the Colorado River Valley. Four of the 97 I ?$ are non-native, having been introduced into the California desert. These are the Virginia opossum, ' >% Rocky Mountain mule deer, horse, and burro. University of Virginia ALTHOUGH less widespread than formerly, there exists perhaps nowhere in Latin America a better example of a tem perate-marine forest than in the Lake District of southern Chile and Argentina. This forest reaches its optimum growth on the slopes of the Chilean watershed between 39° and 42° S (Fig. 1). Here thrives the exuberant plant community known as the Valdivian rain forest. The extraordinary growth of trees and shrubs, the thick stands of bamboo, the imposing lianas artistically twisting round the trunks of the massive beeches, and the luxuriant upholstering of epiphytes recall impressions of the tropical rain forest (Fig. 2). The sole purpose .in presenting this paper is to emphasize how man, through the agency of fire, has drastically altered the Valdivian rain forest ecosystem, and to conclusively show that most ruthless forest destruction has occurred in the past 75 years. Consolidated Appropriations Act, 2018 Public Law 115-141 H. R. 1625—712 DIVISION O—WILDFIRE SUPPRESSION FUNDING AND FOREST MANAGEMENT ACTIVITIES ACT SEC. 101. SHORT TITLE. This division may be cited as the ‘‘Wildfire Suppression Funding and Forest Management Activities Act’’. TITLE I—WILDFIRE AND DISASTER FUNDING ADJUSTMENT SEC. 102 . WILDFIRE AND DISASTER FUNDING ADJUSTMENT. (a) Section 251(b)(2) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 901(b)(2)) is amended— (1) in subparagraph (D)(i), by striking subclauses (I) and (II) and inserting the following— ‘‘(I) the average over the previous 10 years (excluding the highest and lowest years) of the sum of the funding provided for disaster relief (as that term is defined on the date immediately before the date of enactment of the Wildfire Suppression Funding and Forest Management Activities Act); ‘‘(II) notwithstanding clause (iv), starting in fiscal year 2018, five percent of the total appropria- tions provided after fiscal year 2011 or in the previous 10 years, whichever is less, net of any rescissions of budget authority enacted in the same period, with respect to amounts provided for major disasters declared pursuant to the Robert T. Staf- ford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) and designated by the Congress and the President as an emergency pursuant to subparagraph (A)(i) of this paragraph; and ‘‘(III) the cumulative net total of the unused carryover for fiscal year 2018 and all subsequent fiscal years, where the unused carryover for each fiscal year is calculated as the sum of the amounts in subclauses (I) and (II) less the enacted appro- priations for that fiscal year that have been des- ignated as being for disaster relief.’’; (2) in subparagraph (D)(ii), by striking ‘‘not later than 30 days after the date of enactment of the Budget Control Act of 2011’’ and inserting ‘‘not later than 30 days after the H. -
