The three Jebel commanders-Riak Machar. Lam Akal and Gordon Kong who precipitated this development have apparently come 10 the conclusion that the goal of a "united secular Sudan" is simply unattainable in the foreseeable future. Consequently, lhey have openly advocated a separate Southern Sudan. Since August 1991 the separation of the Southern Sudan from the rest of the country has become the single most imponanl issue within the SPLA and among Soolhem Sudanese in general. The immediate cause of this development is the detennination of the Muslim fundamentalist regime ofGeneral Umar Hassan Ahmed at Buhir and its National Islamic Front (MF) supporters to impose the ShariJJ Law upon the whole country in blatant disregard of Southern feelings about the issue. Although this is oot the flfSt time that an Arab dominated government in Khartoum has tried to use state power and institutions to Islamize the South, yet the effons and arrogance of the government ofal·Bashir have convinced most Southerners that there can be no compromise on this issue since the implementation of such a policy would in effect reduce them and the non-Muslim population of the country into second class citizens. -

Political Parties in East Africa: Diversity in Political Party Systems
Strong and sustainable democracy is dependent on the existence of well-functioning political parties, which are crucial actors in bringing together diverse interests, recruiting and presenting candidates, and developing competing policy proposals that provide people with a choice. In a democracy there is no substitute for open competition between political parties in elections. Throughout the world, however, political parties find themselves in crisis, unpopular and increasingly distrusted. In Africa, they face challenges similar to those faced elsewhere, further exacerbated by diverse and complex political and developmental challenges. International IDEA’s series of reports on political parties in Africa is based on research and dialogue with political parties in thirty African countries. The series is expected to address a serious gap in existing knowledge regarding the external political party regulatory environment; party structures and internal organization; and policy and programmes development. The reports provide a unique overview of the challenges to and opportunities for strengthening political parties and party systems within the framework of democratic consolidation and development. Conflict Resolution in the Sudan: A Case Study of Intolerance in Contemporary African Societies By Eluzai Moga Yokwe Abstract Intolerance in the contemporary African societies has been best manifested in bitter wars, loss of lives and property, rampant violation of human rights and in some cases total lack of law and order creating chaos in the continent. The complexities of such conflicts vary from one country to another making it impossible for the organizations concerned to find one single mechanism for conflict resolution. A lot more is to be done by the churches and the world bodies to explore common factors in social conflicts; to sensitize the participants in matters of religious tolerance, justice and peace; to highlight support and encourage the role of churches and other groups in promoting dialogue among the warring protagonists. This article portrays the situation in the Sudan and provides indications as to how the problems should be addressed in an enlightened manner. The article focuses on the issues that caused the Sudanese conflict plus the wars and their impact on the Sudanese people as their neighbours. It looks at the peace initiatives and makes pertinent suggestions and recommendations.
