MASS AUTOMATED CYCLE HIRE SCHEME – FUTURE PROPOSALS

1. Background to Mass Automated Cycle Hire (MACH) Scheme

In October 2013, the Council’s Executive Committee approved £586,000 over a three year period to implement a Glasgow Mass Automated Cycle Hire (MACH) scheme, which was successfully launched on 24 June 2014 with 400 bikes distributed to 31 MACH Stations.

As at 24 July 2016, there had been 206,109 rentals and 14,080 registrations since the scheme’s launch, highlighting that the people of Glasgow have fully embraced the Cycle Hire Scheme and made it a success. Indeed, 769 rentals on 1 June 2016 surpassed the previous record from the Commonwealth Games.

2. Current MACH Contract

The current 3 year EU procurement contract expires on 18 June 2017, with options available to extend by two further 12 month periods. EU procurement rules prevent any further extension to the current Service Provider ‘nextbike’, beyond the expansion carried out in 2015-2016 (i.e from 400 bikes to 435 bikes and 31 to 43 Stations).

3. MACH Invitation to Tender for new Contract

It is evident from the rental figures that the initial MACH scheme has been a resounding success and that the city has the capacity and appetite to expand the bike hire scheme to other areas of Glasgow. To date, LES has received approximately 100 requests for MACH stations around the city from elected members, universities, businesses and the general public.

In conjunction with the Corporate Procurement team, LES Technical Services recently conducted Soft Market Testing with EU cycle hire scheme operators, which shows that there is keen interest in growing the current scheme to approximately 900 bikes and 100 stations over a longer term 7 year contract.

Consequently, LES, in conjunction with Legal & Procurement, will issue an EU Invitation to Tender (ITT) at the end of August 2016 to secure a known cost for a preferred bidder to expand the current scheme as outlined above.

4. Proposed Areas for Expansion

Appendix 1 details the current 43 MACH Station locations and Appendix 2 highlights proposed new locations around the city, which were compiled using the requests referred to in section 3 above, and the following criteria –

 proximity to adjacent stations;  servicing of trip generators/attractors (i.e transport hubs, colleges, leisure venues, places of work, key cycling routes & proposed future developments).

The proposed locations were issued as part of the tender process and were provided to allow the tenderers to visualise the scope of the expansion geographically around the city. Further work is planned by LES to survey

each proposed location for suitability in terms of safety and to provide the Service Provider with the opportunity to benefit financially.

5. Next Steps following Tender

Following completion of the tender assessment process, GCC will be in possession of a preferred bidder and a known cost for expanding the scheme over the period of the new 7 year contract. Following this, a report will be submitted to the Council’s Executive Committee to approve the award of a new contract, with a launch targeted in Summer 2017 to begin the expansion.
