The first two Subsections describe planned regional improvements which have an impact on the project. The improvements described under each of the remaining sections are intended to summarize all the services needed for build out of The Disneyland Resort project with the exception of any improvements which may be identified through further environmental review associated with the Future Expansion District. As described in Section 3.4, the primary objective of the Phasing Plan is to minimize the effect of construction on the local street thoroughfares while ensuring the provision of adequate infrastructure and allowing the smooth operation of existing uses during construction. Each proposed public facility improvement summarized in this Section is followed by a number that indicates in which of the project phases the improvement will be made. P.7 On Saturday, May 11th, several ASCE YMF and YMF K-12 Outreach Activities P.8 student members participated in a house-build in YMF University Outreach P.14 Tecate, Mexico. The event was hosted by a non- profit organization, Corazon, which has been 2013 Student Night & Job Fair P. 16 organizing “one-day house builds” since 1979. Approximately 40 volunteers participated in the YMF Community Outreach P.18 May 11th house build. The group of volunteers was made up of members of ASCE, San Juan Capistrano YMF Social Events P. 19 Rotary Club, UCI Rotary Club, and the Corazon organization. Life Member Brunch P.24 All groups met in southern San Diego early Saturday morning before they made the trip into YMF Professional Dev’t. P. 25 Mexico. Volunteers arrived at the build site, which was only a single concrete foundation in a dirt lot, YMF Technical Tours P. 27 around 8:30 AM. The presentation was made at the November 19 Council meeting and Vinny was given a standing ovation by all present. Vinny De La Torre was also recognized by receiving France’s Legion of Honor, the coun - try’s highest honor, on November 11, 2018, in recognition for his service with Gen. George Patton’s Third Army during WWII. Vinny was in more than 200 days of contin - uous combat, liberating many French cities and in 1945, was part of the division that fought at the Battle of the Bulge and liberated two concentration camps, Buchenwald and Ebensee. He was almost 21 years old at that time. Like many of the WW II generation, Vinny kept much of this story to himself. But in recent years his family, mostly his grandchil - dren, slowly obtained bits and pieces of his service. They conducted some research and provided it to the French Consulate General who, after reviewing it for over a year, made the presentation to Vinny on November 11 at the National Cemetery in West Los Angeles. -
