RESOLVED That the minutes of the Grants and Concessions Panel’s meeting on Wednesday 11 July 2018 be approved as a correct record. 19 Matters Arising from the Minutes There were no matters arising from the minutes of the previous meeting. 20 Declarations of Interests Mrs Apel declared a prejudicial interest in respect of (a) agenda items 8, 9, 10, 11, 12 and 13 as a member of Chichester City Council and (b) agenda item 10 as a trustee of the Oxmarket Centre of Arts. Mrs Dignum declared a prejudicial interest in respect of (a) agenda item 10 as a trustee of the Oxmarket Centre of Arts, (b) agenda item 11 as she had predetermined the merits by having agreed to speak in support of the prospective planning application in relation thereto and (c) agenda item 12 as a trustee of the Chichester Community Development Trust. -

Such incidents can occur anywhere at any time and often without warning. Response In normal circumstances the response to a major emer gency wou ld come from the inter - agency arrangements for malised between th e Emergency Services and C DC . Sussex Police would probably take the initial lead in co - ordinating the operation. In these circumstances the role of the Parish Council at a major emer gency aff ecting the Parish woul d be to assist the Emergency Services and CDC when requested by providing local knowledge and resources including organising local volunteers. Operations would come under the direction of the Police or District Council. It is theref or e important that this Parish Emergency Plan, a copy of which wil l be lodged with C DC , fits with the inter - agency arrangements. -

Chichester Local Plan: Key Policies 2014-2029
Foreword The Chichester Local Plan: Key Policies 2014-2029, which includes development management policies, is one of the most important planning documents to have been produced by the Council. It is designed to provide the vision and framework that will shape the future of Chichester District outside the South Downs National Park area. It provides clear guidance on how new development can address the challenges we face and identifies where, when, how much and how development will take place. This Local Plan will guide other planning documents including Neighbourhood Plans and Site Allocation Plans. Chichester District is a very special place for all who live and work here, from the coastline, across the coastal plain to the larger settlements including the Cathedral City itself, through the South Downs National Park and the rural areas in the north of the district and we want to keep it this way for generations to come. The Plan addresses the need for employment, housing, community facilities and other forms of development.We recognise that delivering the housing growth in the Plan will be challenging and we are keen to work with partners and local communities to ensure that new development 2014-2029 Policies Key Adopted Chichester Local Plan: is well designed and accompanied by the necessary infrastructure, at the right time, to improve the quality of life for all. Overall, we want to ensure that the quality of our natural and built environment is conserved and enhanced. In drawing up the Chichester Local Plan, the Council has worked closely with partner organisations and with local communities and agencies. -
The History of Chidham & Hambrook
The History of Chidham & Hambrook Introduction by Steve Tanner The Oxford book of place names gives the name Chidham as being derived from the Old English word CEOD, meaning a bag or pouch and HAM meaning a settlement. Chidham being therefore, the pouch-like bag settlement. It is thought the shape of the Chidham peninsula gives rise to the ‘pouch- like bag’ description. Unlike Chidham, HAM at the beginning of the name means a rock and therefore Hambrook refers to a place where the spring gushes from the rock. Chidham is not mentioned in the Domesday survey of 1086, being then included in the Bishop of Exeter’s estate of the Chapelry of Bosham. In 1121 Bishop Warlewaste of Exeter founded the College of Bosham with six prebends, which were Bosham parochial, Appledram, Chidham, Funtington, Walton and Westbrook. It is doubtful whether the prebend of Chidham worked in the parish, as there was a separate vicarage of Chidham, Andrew Prous being the first recorded vicar in 1261. The first mention of the Lord of the Manor of Chidham is in a document entitled “The Confirmatory Grant of the Chapelry”, dated 1243, naming the Bishop of Exeter as Lord of the Manor of Chidham and having small tenants, who were his servants, in the Hamlet of Westerton. By this time there were already three tithings, the other two being Middleton and Easton. After the dissolution of the College of Bosham, the Bishop conveyed the Manor of Chidham to Thomas Fisher in 1548. Thomas then transferred it to Henry Bickley, in whose family it remained passing to his son Thomas and grandson Thomas, who died in 1640. -

License No. 100018803 1.0 Reason for Committee Referral 1.1 Parish Objection - Officer recommends Permit 2.0 The Site and Surroundings 2.1 The application site is located to the east of the settlement of Chidham, outside of any settlement boundary and to the north side of the A259 Main Road. 2.2 The site is flat and comprises a single storey car showroom with glazed and brick elevations to the north east of the site. To the west and south are approximately 30 parking spaces used for the external display of vehicles and customer and staff parking. The main access to the site is located to the south west and a low level brick wall forms the boundary to the roadside. A metal rail fence forms the boundary to the north and west, with planting and a close boarded fence to the east. 2.3 To the west of the application site is Kings Lodge Nursing Home; a three-storey brick building which has been significantly extended northward, over time.
