Leave of absence was granted— (a) To Professor Spencer during the December Annual Examinations, to enable him to visit Central Australia for the purpose of completing certain Anthropological and Zoological work. (b) To Mr. Gregory, the Lecturer on the Law of Property, from the beginning of August, 1896, to the end of December, 1897, in consequence of serious illness. Professor Halford having been granted leave of absence, the ConncU appointed Dr. C. J. Martin, M.B., D.Sc, as Lecturer on Physiology and His- ANNUAL REPORT, 1896-97. 373 tology, and generally to discharge the duties of the Chair. Dr. Martin has held important positions as a Physiological teacher in King's CoUege, , and in the University of Sydney. Dr. J. W. Barrett, who for many years was Demonstrator in Physiology and Histology, resigned that office, and was appointed as an Honorary Assistant Lecturer in those subjects. The CouncU, in accepting his resignation, passed a resolution thanking him for his long and valuable services. Owing to the absence of Mr. Gregory, the Lecturer on the Law of Property, on sick-leave, the Council appointed Mr. W. C. Quest, M.A., LL.B., as locum tenens for Mr. Gregory. Mr. A. H. Merrin, M.C.E., was appointed Lecturer on Mining in the place of Mr. Krause. AU the other Lecturers were re-appointed to their respective offices.

XI.—THE MACBAIN BESEABCH SCHOLAE­ SHIP IN BIOLOGY. A letter was received from the Hon. Sir Arthur Snowden, the Chairman and Treasurer of the Mac­ Bain Memorial Fnnd, stating that tbe Committee of the Fund had decided to utilise the balance of the Fund, amounting to .£760, for the foundation of a Scholarship in the University, to be called "The MacBain Besearch Scholarship in Biology." The gift was accepted with thanks, and Regula­ tions for the foundation of the Scholarship were passed by tbe Council and Senate and aUowed and countersigned by your Excellency.

We beg to express our gratitude for that mark of your Boyal favour - which has permitted large numbers of your Majesty's subjects in this Colony, both women and men, without any distinction of colour, class or creed, to enjoy the great advantages of a liberal education, and to obtain degrees in the various departments of Higher Learning. Your Majesty's reign has been marked not only by a great advance in the Higher Learning, bnt also in Education generally, both Scholastic and Technical, the' latter having been proved to be equaUy advantageous to the Artisan and to the Manufacturer. The rapid progress of Science during the past sixty years has been most marvellous and unprece­ dented in the world's history; whUst the effects of scientific discoveries have conduced to the happiness, comfort, health and improved physical condition of mUHons of your Majesty's subjects j in confirmation of this we need only mention as eminent' examples, the great sanatory reforms effected throughout your Dominions on scientific principles; the appli­ cation of Electricity and Gas to many highly important and practical purposes with wonderful results; and the glorious discovery of Anti-Septic treatment by Sir Joseph Lister, now through your Majesty's favour raised to the Peerage as a reward of his scientific labours.

The. interest which your Majesty has always taken in ameliorating the Bufferings, improving the condi­ tion and increasing the comforts of the poor, and the sympathy you have displayed with works of Charity and Benevolence during, the whole of your long and glorious reign have endeared you to aU your subjects but to none more than the members of the University. XIII.—SEDUCTION IN THE ANNUAL GEANT. In the year 1896-97 no further reduction was made in the Annual Maintenance Grant, which amounted in the year 1891-92 to -88250 and which is now £3260. The CouncU has pointed out in previous reports that the continued diminution of the University revenue by so large an amonnt as iS5000 may seriously impair ite efficiency. Moreover the injurious effect of this loss of income is aggravated by the fact that, for some years past, the Government has been unable to vote any special grants ior buildings and apparatns. New buUdings, particularly for the Engineering School, University Libraries, and for Lecture Booms are much required.
