Mayor and City Council of Baltimore Tax Sale 2019 MAYOR AND CITY COUNCIL OF BALTIMORE TAX SALE 2019 PROPERTY LIST This listing includes properties with delinquent taxes and municipal liens, located in Baltimore City, that are scheduled for the sealed bid tax sale which will be held on May 13, 2019. Bidding will be conducted via an internet-based online sealed bid sale of tax liens on the City’s website at www.BidBaltimore.com. A special sealed bid sale may be held in the future and may include some, but not all of the vacant and abandoned properties included in this listing, or otherwise eligible for tax sale. The liens for properties to be included in Tax Sale 2019 can be accessed from the City’s website at www.BidBaltimore.com. Liens for properties scheduled for Tax Sale 2019 must be paid in full by means of cash, certified/bank check, or money order. PERSONAL AND BUSINESS CHECKS WILL NOT BE ACCEPTED. Amounts indicated in this advertisement are subject to change daily due to additional advertising costs, additional interest, penalty charges, payment applications, and any additional current charges. Mailed payments must be received by Tuesday April 30th, to allow for processing, in order to aid in the removal of the property from Tax Sale 2019. Payments should be mailed to Bureau of Revenue Collections, 200 Holliday Street Room 1, Baltimore, Maryland 21202, Attention: Tax Sale Unit. For tax sale payment information, please call 410- 396-3987. Our regular business office hours are Monday through Friday, 8:30 a.m. - 4:30 p.m. Friday April 26th, Monday April 29th, and Tuesday April 30th our business office hours will be from 7:30 a.m. – 4:30 p.m. Due to the large number of customers expected at that time, walk-in customers may experience lengthy delays of two hours or more. If you are interested in participating as a bidder in Tax Sale 2019 you must register before submitting your bid. Registration requires payment of a non-refundable $100 Bidder Registration Fee to be paid via Automated Clearing House (ACH) transfer of funds from the bidder’s bank account. Bidders should note that the registration process establishes the authenticity of the account to be used for payment of any liens awarded at the tax sale. The same account must be used for both registration and final payment for any liens subsequently awarded at the tax sale. The conduct of the tax sale shall be in accordance with the terms set by the collector and will be published on the City’s tax sale website at www.BidBaltimore.com. MAYOR AND CITY COUNCIL OF BALTIMORE NOTICE OF TAX SALE BUREAU OF REVENUE COLLECTIONS BALTIMORE, MARYLAND Notice is hereby given to the owner or owners of the following properties or lots, in the City of Baltimore, that are hereinafter described, that unless the taxes and municipal liens due thereon are paid before 4:30 p.m. on Tuesday, April 30, 2019 the said lien interests in these properties will be sold, to the highest bidder for the payment of the charges due. Each parcel of property taken to tax sale will be sold in its entirety, as provided for in the Annotated Code of Maryland, Tax-Property Article §14-814. The City will sell its lien interests on individual properties in an internet-based on-line sealed bid sale of tax liens, using the high bid premium method, as provided for in the Annotated Code of Maryland, Tax-Property Article §14-817(b)(2) et seq. The tax lien for each property will be offered individually for bid. The list will be available on our website at: www.BidBaltimore.com. Bids can be submitted on May 10, 2019. Bids will be awarded on May 13, 2019 in accordance with the batch listing that will be posted on the website. NO BIDS WILL BE ACCEPTED AFTER 4:00 P.M. ON MONDAY, MAY 13, 2019, LOCAL TIME. A subsequent special sealed bid sale of bundled properties, cited by the City as vacant and abandoned properties, may be conducted at a later date. Interested parties should contact the City’s Tax Sale Unit after June 30, 2019, at 410-396-3987 for additional information regarding the terms of this special sealed bid sale. The list below includes all properties that will be offered through the on-line sale on May 13, 2019, and the special sealed bid sale that may be held at a later date. The terms of the sale are as follows: the purchaser, having registered as a bidder and received a bidder number for Tax Sale 2019, shall submit bids on-line via the City’s website at www.BidBaltimore.com. Payment will be made via Automated Clearing House (ACH) transfer of funds from the bidder’s account, as established during bidder registration, and shall include the amount of taxes and other municipal liens due on the property together with interest and penalties thereon, and all costs, and the amount of the high bid premium if applicable. The balance of the purchase price is to be paid upon delivery of the deed, as well as, subsequent liens that have accrued on the property since the sale date • REDEMPTION INTEREST REMAINS AT 18% FOR TAX SALE 2019 FOR NON OWNER OCCUPIED PROPERTIES AND WILL BE 12% FOR OWNER OCCUPIED RESIDENTIAL REAL ESTATE. • PLEASE NOTE THAT REDEMPTION PROCEDURES SHALL BE IN CONFORMITY WITH THE ANNOTATED CODE OF MARYLAND TAX - PROPERTY ARTICLE §14-828. • LEASEHOLD INTERESTS ONLY WILL BE OFFERED ON ALL PROPERTIES SUBJECT TO GROUND RENTS. Purchasers, in order to obtain title to the property, are required by law to file a Complaint to Foreclose the Right of Redemption in the Circuit Court for Baltimore City. Subject to the following this Complaint cannot be filed until the expiration of six (6) months for non-owner occupied properties and nine (9) months for owner occupied properties from the date of Tax Sale 2019 and must be filed within two (2) years from the date of the Certificate of Sale issued by the Director of Finance. Persons who are holding certificates on properties certified by the Mayor and City Council of Baltimore as requiring substantial repairs may, at any time after 60 days from the date of Tax Sale 2019, file a Complaint to Foreclose the Right of Redemption. The block and lot numbers listed before the size of each property refer to the tax plats maintained by the Department of Public Works, Property Location Section. These records are on file in Room 6, Municipal Building, 200 Holliday St., Baltimore, Maryland, and may be examined by interested parties wishing to obtain a more detailed description of any property. Some of the listed properties may later be subject to additional liens due to pending work orders, which have been issued to correct various building violations. In many cases, the work has not been completed and not all the charges have been billed, therefore, it is not possible to include these charges in the total liens due at this time. However, it is the responsibility of the foreclosing party to pay all outstanding liens regardless of whether they pre or post date the Tax Sale. Partial Payments--While periodic payments may have been made to the Director of Finance to pay taxes and other municipal liens due, the amount paid may not be sufficient to pay all liens and prevent the property from appearing in the Tax Sale.     THE CASE OF THE MYSTERIOUS ACCESSORY R. BRucE TowNsENU* The American automobile has acquired another accessory. It comes on all models. This accessory, an impressive little item, is the certificate of title, which serves as the automobile's passport from dealer to owner to banker to thief, and more often than not, back to the dealer again. Often it embroils these characters in a mystery of deep legislation and dark case law. This mystery has found its way into the Uniform Commercial Code. The writer believes that he has a solution to this mystery. The illustration of the proffered solution will require a broad review of the legal aspects of the motor vehicle title problem as it has been created by legislation and judicial law. Upon this predicate may be described the role the certificate will play under the new uniform act, with special attention being given to its use as an instrument for imparting notice of liens. After this will come the solution. The slip of paper which serves as a certificate of title originated as a police device for tracking down stolen automobiles. With such a piece of paper a central motor vehicle agency is able to identify every automobile by engine serial number, keep informed of current ownership transfers, maintain permanent records, and provide the owner with an accessory which informs the public of his ownership rights. This certificate differs from the established negotiable instruments, the bill of lading, and the warehouse receipt in that it is no more negotiable than the automobile to which it is attached.
